Chief Minister Ramesh Pokhriyal Nishank in a bid to resolve the crisis involving his cabinet colleague Irrigation Minister Matbar Singh Kandari, who had a running feud with his own Irrigation Secretary Vinod Phonia, decided to shift Phonia from the Irrigation Department and suspended SA Asghar, Chief Engineer, Minor Irrigation Department.

The difference between Kandari and Phonia came to the fore when Phonia, himself went to the office of the Chief Engineer on Saturday night to take files relating to the recruitment in the department three years ago.

There were allegations of corruption and nepotism in the recruitment of 110 posts in the the department and former Chief Minister Major-Gen BC Khanduri (retd) had ordered a probe into the recruitment scam.

Phonia, an Indian Foreign Service officer who is on deputation with the state government, had taken upon himself to root out corruption from the department. This brought him in direct conflict with his own minister Kandari who was siding with other officials.

On Saturday night, Chief Engineer Asghar ran away from his office on information that Secretary, Irrigation, Vinod Phonia was himself coming to take the files. Phonia who waited till midnight for the Chief Engineer to return, finally sealed the office with the help of the police.

These developments embarrassed the Nishank government. Kandari complained to the Chief Minister against his own Secretary and demanded his removal.

The Chief Minister in a balancing act today, decided to shift Phonia from Irrigation and also suspended Asghar in a bid to placate Phonia.

Administrative lawlessness prevailing, says ex-minister

Former Uttarakhand minister Indira Hridyesh said the standoff involving bureaucrats and ministers had created administrative lawlessness in the state.

In a statement issued here today, Dr Hridyesh said the Bhartiya Janata Party (BJP) government kept the least coordination with its officers.

“The open tussle between the Minor Irrigation Minister, Irrigation Secretary and the department head clearly reflects the sorry state of administrative affairs in the state,” she said.

“The Minor Irrigation Department’s episode has lowered the moral of bureaucracy,” she said.

Like previous years, the main celebrations took place at the Parade Ground where effigies of demon king Ravana, Kumbhkarna and Meghnath were et ablaze amidst a big gathering of crowd.

A large number of people thronged the ground to see the grand event. People had gathered much before the programme had to start. The event started with the bursting of crackers, which thrilled the crowd. Artistes performed major characters of the Ramayana, including Rama, Lak shmana, Ravana and others. A procession was also held by the artistes at the ground.

Later Rama one by one burnt the effigies of Ravana, Kumbhkarna and Meghnath. The police had also made elaborate arrangements to avoid any untoward incident. A large number of police personnel, besides a dog squad and anti-bomb squad were also deployed at the venue. A few fire station vans were also there.

Dussehra was also celebrated in other districts of Uttarakhand. The Dussehra committee, that holds fair every year, organised a gala fair this time to celebrate the festivities at Triveni Ghat in Rishikesh.

Also as the immersion of Goddess Durga was there at the Triveni Ghat, a large number of people kept pouring in. This led to traffic chaos and the police had to work hard to manage the traffic.

HMT staff opposes move to set up IIM on premises

Employees of the Hindustan Machine Tools (HMT) factory at Haldwani have taken a strong exception to the memorandum submitted by the Uttarakhand Kranti Dal (UKD) to the Prime Minster to use the factory premises for setting up proposed Indian Institute of Management (IIM) here.

The development comes in the wake of recent assurance given by Union Minister of State for Labour and Employment Harish Rawat, who represents the Haridwar parliamentary constituency, that the HMT and RDPL factories at Ranibagh and Rishikesh would not be closed down as negotiations were on with their managements. The HMT Employees Association had given a memorandum to Rawat in August in this regard.

Reacting strongly to the UKD’s move, association president Rajendera Singh Gangola and general secretary Bhola Dutt Paldia said today the political parties would do well to plead before the union government to revive the factory. Doing so, the political parties would be serving the cause of 600 employees of the factory who have still left 16 years’ service.

Both rued that politicians of various hues used to come calling them during elections. But nobody bothered to visit here after exploiting them for electoral gains.

They alleged that their association submitted umpteen memorandums to state ministers, MLAs and MPs about their as well as factory’s problems, but no one had responded so far. “It seemed that everybody was eyeing premises of the factory, including the residential colony of employees spread over several acres. It was for this reason that the alliance partner of the ruling BJP government presented memorandum to the Prime Minister,” both alleged.

Besides assuring to revive the factory, Rawat had, during his meeting with the employees’ representatives at Kathgodam, informed that no factory employing minimum 100 workers was allowed to shift outside the state without prior permission of the government. His government was also trying to ensure coordination between the corporate sector and the trade unions to solve labour problems in an amicable manner.

IRI loses out on being Haryana’s tech agent

The Irrigation Research Institute (IRI) has lost an opportunity to become a technical agency of the Haryana government, thanks to lackadaisical approach of the administration towards the proposal.

Sources in the department alleged that the administration did not respond in time to the Haryana government’s proposal which led the neighbouring state government to give the assignment to another institute.

With this, both institute and state are said to have lost a chance to earn revenue of several lakhs from Haryana.

According to departmental sources, the Haryana government has sent a proposal to IRI to become its technical agency around one-and-a-half month back and gave it a week's time to respond.

The institute had reportedly put forward the proposal to the administration for required approval immediately.

“But the institute did not get any response from the administration even after passing of one-and-a-half months,” alleged an official of the institute.

If the IRI would have become the agency of Haryana, it, as well as the state, could have earned revenue in several lakhs, he added.

When contacted, chief engineer, IRI, SC Sharma said the proposal was forwarded to senior authorities immediately after receiving it.

However, he refused to comment further.

Leopard attack: 3 months on, man dies of rabies

Even bruises and injuries received by a leopard can lead to rabies. Three months after sustaining injuries in an attack, a tea stall owner has died of the disease.

Doctors say that the rabies infection spreads easily through nails and teeth and any delay in treatment can prove fatal.

So far, four patients have died due to rabies spread by the leopard.

On July 1, the leopard had attacked more than 19 people in Birpur, Gangodha and Prem Nagar. Most of the victims were given treatment at the Military Hospital.

A small child who was attacked by the beast died of rabies and another student died on September 11. On Monday, Manmaya Devi, who sustained injuries in a scuffle with the wild cat, locked herself inside a cupboard and passed away later in the day.

“An attack by a wild animal should not be taken lightly. Within 24 hours of the attack, treatment should be started and anti-rabies injection administered,” said Dr Anil Arya, dermatologist.

Though this has been the first instance of rabies spread through a leopard, 20-25 cases of rabies are spread through dogs in Dehradun district annually and around 250 cases in the state.

The disease is passed to humans through saliva from infected animals (i.e. bites, scratches, licks on broken skin and mucous membranes). Once symptoms of the disease develop, rabies is fatal to both animals and humans.

Campaigning for Bar Council poll in full swing

Campaigning for the election of the Bar Council of Uttarakhand (BCU) to be held next month is in full swing. Candidates are crisscrossing the entire state to woo about 6,500 member advocates eligible to vote.

A total 79 candidates are in the fray vying for the 20 membership posts in the second election of this apex body of advocates after the state came into being. Of them, Dehradun district, having more than 2,000 registered members advocates, constitutes the largest chunk of 25 candidates. In the last election held in 2004, out of 27 contestants, seven became BCU members.

The election will be held on the basis of preferential voting.

Main issues relate to the welfare of advocates. Since most of them are dissatisfied with the performance of the outgoing BCU members, strong anti-incumbency mood is indicated. Interestingly, around 18 of them, including seven from Dehradun, are in the fray again. “I am upbeat about my chances to get elected. I think there is nothing like anti-incumbency sentiment,” said an outgoing member contesting again from Dehradun.

It is seen that the campaigning is all about personal attributes and relations of a candidate. No political affiliations are working.

“For me competence of any candidate will weigh while choosing a candidate over others,” said Hari Om Bhakuni, advocate at the Nainital High Court. He is an active BJP member. It is in line with such overwhelming thinking that candidates putting premium on personal meetings though groups meetings too are being relied upon.

Deadlines will be met, assures CM

Taking cognisance of the low-quality work and corruption involved in the Maha Kumbh-related projects, Chief Minister Ramesh Pokhriyal Nishank has said those involved and found guilty will be punished.

Citing the magnitude of the Maha Kumbh and its significance in India and abroad, Nishank said the state government was serious about the mega fair contrary to some media reports.

He said quality would not be compromised as Kumbh was not confined to a place, state or nation. “Its significance is worldwide and it is the duty of the host state to provide the best of facilities to pilgrims and foreigners,” he said.

The Chief Minister expressed optimism that all granted works would be over by the deadline and the state would successfully host the century’s first fair in Haridwar.

Nishank was in the city late in the evening to attend a religious function at Shanti Kunj and Dev Sanskriti University.

He paid floral tributes to late Acharya Shri Ram and urged the institute to chart out a rogramme for cleaning the Ganga and assured cooperation of the state government in this respect.

The CM suggested yoga training for police personnel in Haridwar district where there was too much load pressure on police personnel. He asked SSP Sanjay Gunjiyal to chart out a programme in this regard.

Construction of Chiyalisaur-Jogath bridge sought

Vijay Bahuguna, Congress MP from Tehri Garhwal in a letter to Chief Minister Ramesh Pokhriyal Nishank has demanded immediate construction of a new bridge in place of the old Chiyalisaur-Jogath bridge that has got submerged in the rising waters of the Tehri lake.

Bahuguna said with the submergence of the old bridge in the rising waters of the Tehri lake, Jogath and its surrounding areas had been cut off from Chiyalisaur putting a large number of people to inconvenience.

Bahuguna said he had a meeting with rehabilitation officials at Tehri, who told him that as per the agreement reached between the Union Power Ministry and the state government, it was the state Public Works Department (PWD) that was entrusted with the task of construction of this bridge at a cost of Rs 25 crore.

He urged the Chief inister to sanction the money for immediate construction of the said bridge.

H1N1: 3 more test positive

Three more patients tested positive today taking the total number of confirmed cases of influenza A (H1N1) virus cases to 66 in the state.

The three persons, who tested positive, are engineering students at IIT Roorkee. In all, the nodal office received nine reports, among which only three were negative.

With the latest result, the number of positive cases has risen to 17 in Haridwar, 48 in Dehradun and one in Nainital. Nodal officer Dr Pankaj Jain said the rapid response team took three samples of patients, two from Haridwar and one from Dehradun. “One patient has been admitted to the isolation ward of Doon Hospital,” Dr Jain said.

Nishank inaugurates hostel for officers

Chief Minister Ramesh Pokhriyal Nishank inaugurated officers’ transit hostel at Race Course here today. The much-needed facility has come up at the cost of about Rs 6 crore.

Speaking on the occasion, Nishank reiterated his government’s commitment to look after the needs of the state’s officers, while pointing out that the good work done by them would always be rewarded. Appreciating the library facility at the hostel, he assured that it would be equipped with best books and other reading materials.

The hostel facility would go a long way in providing comfortable stay of officials coming to Dehradun from other district. He expressed hope that ongoing construction work at Bijapur Guest House would be completed by next month. Secretary PWD Utpal Kumar Singh said the hostel was built in two years. Besides rooms, it contained a gymnasium, conference hall, visitors’ room, dormitory and a kitchen.

Durga Puja ends with immersion of idols

With the immersion of idols representing Goddess Durga in the Yamuna at Kata Pathar, the Durga Puja celebrations that began on September 24 came to an end at the Bengali Sahitya Samiti, Karanpur, here today.

The devotees in a large number, dressed in beautiful attires, thronged the place to worship the goddess.

They danced, sang and hugged one another. They also applied ‘gulal’ on one another’s faces.

People from different parts of the city came to celebrate the immersion of the idols.

Not only Bengalis, but people from other communities also gathered to worship the goddess.

After the celebrations, the devotees joined the Durga procession.

1/5 Gorkha Rifle’s withdrawal stuns all

Recent withdrawal of the 1/5 Gorkha Rifle team from the super league stage in District Football League has left everyone surprised.

The Gorkha Rifle team was in contention for the title with Uttarakhand Police.

Recently, 1/5 Gorkha Rifle withdrew from the league alleging that the league was badly managed by association members.

The team had to wait for more than an hour for their first match in the super league stage against the CT Young team.

There was some kind of confusion between the two teams over timing of the match.

The association members decided to reschedule their match on some later stage.

But the Gorkha Rifle team was adamant over declaring them the winner in the match as the other team came late on the field.

The first incident in the tournament followed the second for the Gorkha team, when the Eleven Star team demanded to stop the game due to bad light.

This agitated the Gorkha team players and they had a heated exchange of words with the association members.

Thereafter, they decided to withdraw their team from the tournament. The team was one of the top teams and was in contention for the title.

Some football lovers said the 1/5 Gorkha Rifle team had created an unnecessary disturbance in the tournament.

They said the team was unwilling to play in the absence of their forward Vikas Gurung, who was the main striker for the team.

As Vikas had to leave the team to play another higher-level tournament for the Army, therefore they did all this drama.

While some other sources said as most of the Gorkha Rifle team players had to go on a holiday on Dussehra, the team took it as a chance to move out of the tournament.

Commenting on the 1/5 Gorkha Rifle team’s withdrawal, secretary of the football association Divendra Bisht said, “Yes, there was some confusion over the timing.

“But the 1/5 Gorkha Rifle team should have confirmed it with us and the matter could have been solved.”

NIS coach Bagchi checks out facilities in Haridwar

Even if Uttarakhand does not have BCCI affiliation, it should not be a hindrance for budding cricketers as their talent and hard work will help them enter the national team, said renowned cricket coach Devashish Bagchi of the National Institute of Sports (NIS), Patiala, in Haridwar today.

He is in the city to impart coaching and chart out the coaching schedule for the Cricket Association of Haridwar (CAH).

Bagchi has been a coach for long. This includes a seven-year stint with Orissa state and a seven-year one in Mumbai.

Presently, he is associated with NIS, Patiala. He is known for coaching Indian cricketer Rohit Sharma at the Padekar Cricket Club, Mumbai.

Terming Rohit Sharma as an exceptional cricketer who has potential, class and talent to fill the shoes of Sourav Ganguly and Rahul Dravid, Devashish said many small-town boys were playing Tests and ODIs for India and this boded well for Indian cricket.

While commenting that the level of cricket in Uttarkhand was improving, Bagchi said Indian captain Mahendra Singh Dhoni and T20 star Manish Pandey were from the state and young players from the state should look up to them for inspiration.

“From whatever I have seen in a short time, I can say that there is enough talent. These boys just need the right guidance, coaching and facilities,” said Bagchi.

Devashish visited the cricketing facilities at the CAH and other venues. He said he might come to the city as a coach in the future.

“As coaching today has assumed technological, psychological and other aspects, we felt the need to get inputs and regular coordination with a high-level coach. That’s why we called on Devashish Bagchi so that budding cricketers in Haridwar district get the best of facilities and training in the city,” informed Inder Mohan Barthwal, secretary of the association.

Earlier, felicitating Bagchi with a memento, CAH head Neeraj Kumar pointed out the need to induct Uttarakhand as a separate cricket association in the BCCI for the improvement of cricket infrastructure in the state.

Soccer meet gets Doon’s web support

A Dehradun-based web portal, www.dehradunfootball.com, which was launched by football enthusiasts, will provide web support to the Sikkim Football Association for the First All-India Women’s Football Championship for Pem Dorjee Memorial Cup.

Menla Ethenpa, general secretary, Sikkim Football Association, has requested the Dehradun web portal to provide coverage on football websites of India.

The Pem Dorjee Memorial Cup will be held in Gangtok, Sikkim, from next month. Assam, Manipur, Bengal (two teams), Tamil Nadu, Orissa, Goa and two teams from Sikkim will feature in the inaugural edition of the championship to be hosted at the famous Paljor Stadium in Gangtok from October 7 to 15.

The Sikkim Football Association was impressed by the web and mobile promotion work of dehradunfootball.com and they requested them for their help in the forthcoming tournament.

Pondicherry beat Assam 3-0 at the ongoing sixth Girls Sub-Junior National Football Championship under way at Haldwani here today.

Assam displayed good defence in the first half to hold Pondicherry forwards from scoring.

But in the second half, Pondicherry forward Sumitra scored a goal in the 41st minute of the match.

In the 47th minute, Pondicherry scored again through Shadhika. The third goal came in the 71st minute. It was Assam forward Radhika who completed the tally for the winners.

In the second match, Kerala beat Delhi 10-0. Nikhila scored a hat-trick for Kerala. Kerala scored the first goal in the very first minute of the match.

Vipina came up with the second goal in the sixth minute, Ashvaghi scored in the ninth minute, Nikhila in the 16th minute, Mayvinci in the 28th, Shilpa in the 38th, Vivsi in the 46th minute and Swati in 63rd and Nikhila in the 65th minute. Delhi failed to score even a single goal in the match.

According to Sanjeev Malaviya, manager, ICFAI, the foundation was established on May 12, 2008, and has adopted a holistic approach for the uplift of the poor and their families. It organises varied programmes, including free health camps, blood donation camps, vocational training and adult literacy. It has opened five learning centres in economically weaker areas of society in Dehradun.

Mayor Vinod Chamoli presided over the function as a chief guest and gave the certificates to the children. He complemented the awardees for gaining skills in different trades and hoped that these women could now stand on their feet and earn their livelihood.

Soon, ultra-modern heart facility in Almora

An ultra-modern heart facility unit will come up in three years’ time at Base Hospital, Almora, which will be a boon to patients suffering from rheumatoid heart disease.

A memorandum of understanding (MoU) was signed at the Health Directorate on Sunday.

To come up on public-private partnership, the centre is being set up in collaboration with the National Heart Institute, New Delhi, Jan Jagran Samiti, Dina Hospital (NGO), Almora, and the state government.

“The state government will provide Rs 16 crore as a financial assistance, BPL patients will get free treatment, while APL patients, too, will be charged nominally,” said Principal Secretary Keshav Desi Raju.

In the first year, surgeries will be conducted in New Delhi and by the second and third year, doctors of the hospital will be competent to take up operations independently.

Local doctors will be trained in New Delhi and after three years the Jan Jagran Samiti will organise camps in the state.

3 booked for cheating bank

The police booked three persons, including a woman, for allegedly cheating a State Bank of India (SBI) branch of over Rs 5.50 lakh.

According to the police, three persons, namely Kamlesh Kariyana, Ravikant Kariyana and Rekha Verma, produced fake documents to chief manager of the bank Sunil Kumar Luthra to get a loan of Rs 5.50 lakh on an already leased land.

The manager alleged that the trio had taken a loan sometime back and recently took a loan on the same land by producing fake documents.

He added that after verifying the documents, they found the discrepancy.

Meanwhile, a case has been registered at the Kotwali police station.

In another case, the police caught an undertrial yesterday.

According to the police, Kalu Maradi was booked under different sections of the IPC and had fled from the court on the pretext of attending a call of nature.

Five pilgrims injured in road mishap

Roorkee, September 28
Five pilgrims, including two women, received injuries in an accident which took place on the Delhi-Haridwar highway, near here, on Saturday.

The injured were identified as Chotte Lal of Sherpur Nagla, Kallu of Hari Nagar, Chotta of Sona, Kavita of Muzzafarnagar and Ram Palli.

They were on their way back to Badrinath shrine from pilgrimage when their vehicle collided with a tractor-trailer coming from the opposite direction around 10.30 pm near Flower Dale School.

SI Vijay Pal Pundir reached the spot and shifted the injured to the Civil Hospital, where the condition of all injured is said to be normal.
