Man ‘beaten up’ by cops, dies
Fatehabad, September 13 Though the police has been maintaining that the man died of heart attack, the victim’s son has demanded the registration of a criminal case against the cops, accusing them of killing his father. “Two cops from the Nagpur police post came to my shop at about 8.30 pm yesterday and tried to take me away on the plea that I was selling illicit liquor. When my father, Ishwar Chand (53), came to my rescue, he was beaten up by the cops, one of whom gave a ruthless blow on his chest. Ishwar Chand fell on the spot and seeing this, the cops escaped leaving us there,” alleged the victim’s son, Rajesh, alias Raju, who runs a barber shop in the village. Rajesh alleged that he and other villagers took his father to the general hospital, Fatehabad, where doctors pronounced him “brought dead”. He alleged that the police refused to record his statement at Fatehabad and it was only when a large number of villagers assembled in the hospital and threatened to start an agitation if they did not get justice, that the police recorded his statement. Meanwhile, the body of the victim has been sent to the PGIMS, Rohtak, for a postmortem. The police, however, maintained that Ishwar Chand had died of heart attack and it had no role whatsoever in his death. “A police party from the Nagpur police post had gone to Alika village on a tip-off regarding illicit liquor and found seven bottles of liquor in the shop of Rajesh. When the police was taking the accused to the police post, his father came there and started pleading with the police to take away him instead of his son. The police party left without Rajesh, when Ishwar Chand started quarrelling with the police,” maintained Ajaib Singh, SHO of the Ratia police station, who claimed that the victim was alright when the police party left the village and what happened to him later was beyond their control. He, however, added that statement of Rajesh had been recorded and the body of the victim had been sent for a postmortem. Action would be taken as per the law if anyone was found responsible for the victim’s death, the SHO added. |
Yamuna level receding
Yamunanagar, September 13 However, residents of about 50 villages in the low lying areas have been facing a tough time as the area is submerged due to overflow of Yamuna river in the past four days. Lack of proper facilities, water logging in fields, damage to houses, roads and power failure have added to their woes. As if that was not enough, water from the seasonal rivulet today flooded villages in Ucha Chandpur, Magarpur, Malimajra, Daulatpur. The situation is slated to improve in the next two days in Sadhaura, Chhachhroli, Bilaspur, Khijrabad Jatlana, Jagadhri and Mustafabad if the weather remains dry. Yamuna river in Delhi will continue to play havoc for the next two day as the discharged water from Hathnikund Barrage will take more than 48 hours to reach Delhi, an irrigation department official said. The threat of flood had surfaced on Thursday when water level of Yamuna river was recorded 99,000 cusecs and had increased upto 4.20 lakh cusecs at 2 am on Friday. The tension of a flood continued to persist till last night as water level was 2 lakh cusecs till 8 pm. Thereafter, the water level reduced and today morning the water level was 68,000 cusecs which further reduced to 46,938 cusecs at 6 pm. Besides Yamuna, over flow of three seasonal rivulets - Som, Chetang and Markanda - has also caused much damages in certain areas of the district. A visit to different villages revealed poor condition of the areas with the villagers ruing damage to crops and houses. Deputy Commissioner Amit Kumar Aggarwal said the threat of flood was over as water lever in the Yamuna had reduced considerably. “We are preparing a report of damages due to overflow of Yamuna river. We have sufficient funds and the villagers were being compensated for the damages to houses, crops and animals,” he added. “Besides, we have also provided de-watering pumps to remove the water and provided necessary items from the Red Cross funds and teams of doctors have also been deputed in different areas,” the Deputy Commissioner informed. |
Makkar lashes out at admn
Kurukshetra, September 13 Makkar, who arrived here soon after the HSGPC gave up the control, accused Chief Minister BS Hooda of connivance in the sordid drama and said a case should be registered against Jhinda for illegally taking control of the gurdwara, obstructing the devotees from entering the holy place, taking weapons inside the shrine and “looting” the “galla”. “Jhinda was also guilty of hurting the religious sentiments of Sikhs and we will show him his right place,” Makkar said, adding that the matter would be brought to the notice of the Prime Minister and the Home Minister and Jhinda would be expelled from the membership of the SGPC. He said the SGPC was a duly elected body and taking control of the gurdwara by “unauthorised persons” enjoying police protection was grave matter. “The SGPC would meet on Tuesday to take stock of the situation and decide about taking action to ensure that such acts were not repeated,” Makkar said. |
It rained woes for farmers
Jhajjar, September 13 According to reports, Dubaldhan Majra, Dujana, Matanhel, Khatiwas, Khedi, Beri, Wazirpur, Talav, Dawla, Kasni, Phadipur, Jahajgarh, Bhaghalpuri, Surheti, Chhuchhakwas, Lakriya and Maangawas are the worst affected villages where accumulated rain water has flooded a considerable area causing hardships to the residents. Though the district administration has taken steps to remove water, these have so far not been proving adequate. Meanwhile, the administration has claimed that sufficient measures had been made to drain out the rain water from the fields. Speaking to The Tribune, Deputy Commissioner Nitin Yadav said the officers concerned had been directed to deal with the situation. “Sufficient numbers of disposal pump sets have been installed in rain-affected villages by the Irrigation Department for draining out water. New power generators have also been setup at various villages so that power shortage could not interrupt the work,” Yadav said, adding that flood control room had already been established to deal with the complaints. Besides, one official over eight villages had been deployed who would speed up the work of removing stagnant water and also report to the control room every evening, the DC added, maintaining that the block development and panchayat officials had also been assigned to supervise the situation. |

Chandigarh, September 13 Most of the parties have delayed the announcement of their candidates during the period. According to information available here, the state BJP today decided its candidates for about 30 constituencies. However, it refrained from making the names public for the fear of “inauspicious time.” Party sources say the names would be disclosed on the first Navratra on September 19. The candidates were finalised by a high-power committee. Among those who attended the meeting were BJP national general secretary and in charge of Haryana Vijay Goel, organising secretary Manohar Lal Khattar, Haryana BJP president Krishan Pal Gurjar and co-in charge of Haryana HS Garewal. The INLD had announced its candidates for 42 constituencies on September 4, the day the “shraadas” started. It has withheld the remaining list citing the “shraadas” as the reason. The HJC too has come out with a partial list. Many of its prospective candidates are believed to have requested party president Kuldeep Bishnoi to delay the announcement till the Navratras. The ruling Congress has not announced the name of even a single candidate so far. In the case of the Congress, it is not the “Shraadas”, which are delaying the finalisation of the list of candidates, but its own infighting. The BJP has finalised its candidates for Jagadhri, Mullana, Gharaunda, Sonepat, Tohana, Uklana, Naraingarh, Sadhaura, Yamunanagar, Radaur, Peohwa, Kalayat, Rai, Gohana, Jind, Narwana, Ratia, Dabwali, Narnaund, Badhara, Charkhi Dadri, Tosham, Bahadurgarh, Jhajjar, Mahendragarh, Narnaul, Hodal, Badkhal, Ballabhgarh, Tigaon and Kalka. |
BJP list to be out soon
Sonepat, September 13 Talking to mediapersons, Goyal said besides shortage of electricity and water supplies and deteriorating law and order situation in the state, steep hike in the prices of essential commodities would be the issues to take on the Congress. The Congress government had failed to fulfil its promises made during the last Assembly elections. Criticising the Hooda government, the BJP leader termed it as the government that had failed on all fronts, but the voters were being misguided by false advertisements at the expense of government exchequer. He pointed out that the government had acquired land for special economic zones (SEZs), but none of the SEZs has so far been developed. In reply to a question, Goyal clarified that the BJP was not projecting any one in the state as the would-be Chief Minister if the party comes to power. “We will set site examples of governance of the BJP governments in Gujarat, Madhya Pradesh, Chhatisgarh and Himachal Pradesh to seek votes in Haryana,” he added. Goyal also confirmed that a number of political leaders from different parties were in touch with the BJP to come into the partyfold. He also announced the candidature of Rajiv Jain from the Sonepat constituency. Former MP Kishan Singh Sangwan, state media in charge Rajiv Jain and former MLA Devi Dass were present on the occasion. Later, while addressing a meeting of party workers, Goyal exhorted them to leave no stone unturned in making the party successful in the ensuing elections and said worker meetings in all 28 party districts in the state would be completed within 2-3 days. |

Sirsa, September 13 She has also been active in the CPM activities for the past three years. Having completed her Masters in Commerce from Delhi University before pursuing her law degree from Ajmer, Balbir Kaur feels that politics today has been limited to a select few, who have control over money power and muscle power and common people have been left with little options in the democratic process as they have to chose between two or more leaders having more or less the same ideologies or no ideology at all. She has been actively working for the District Legal Services Authority and has been organising legal literacy camps in villages and among women, informing them of their legal rights. She was also associated with the literacy mission in the district. Meanwhile, a joint convention of the CPM and the CPI was held here today and it was decided that the CPM nominee would file her nomination papers on September 22. Former MLA and state committee member of the CPM Harpal Singh, Avtar Singh, Jai Chand Saharani and district secretary of the CPM Raj Kumar Shekhupuria addressed the convention. Constituency-level and booth-level committees were constituted to streamline the election campaign of Balbir Kaur. |
Capt Yadav ready for electoral battle

Rewari, September 13 Yadav, who had won Assembly election from Rewari from 1989-2005 - five times in a row - is entering the poll fray for the sixth time. On corruption charges being levelled against him by the BJP and others, he asserted that he had always practiced politics of honesty and if his opponents could substantiate any of the allegations, he would quit politics. Lashing out at BJP leaders for their “ill-considered” propaganda against him, Yadav said the region was doomed when the BJP enjoyed “comforts of power” in the Bansi lal government as well as the Chautala government from 1996 to 2005. He asserted it was during the Congress regime that a new face of Rewari had emerged due to the accomplishment of numerous development projects worth Rs 750 crore in the past four years. Addressing the meeting, district Congress chief Kotu Ram Dhamija, Rewari municipal chairman Vijay Rao, national president of Youngmen’s Association of India Amit Swami and others called upon the people to make Yadav victorious at the hustings for the sixth time in a row and thereby enable him to script a new electoral history in Haryana. |
EC guidelines for ruling party
Chandigarh, September 13 Stating this here today, Chief Electoral Officer of Haryana Sajjan Singh said as per the guidelines, the party in power should ensure that no cause was given for any complaint that it had used its official position for its election campaign. Ministers should not combine their official visit with electioneering work and should not also make use of official machinery or personnel during the electioneering work. Ministers and other authorities should not sanction grants or payments out of discretionary funds during the election time. Also, ministers and other authorities should not announce any financial grants or make promises of any grant, projects, schemes of any kind, roads, drinking water facilities or make any ad hoc appointments in government or public undertakings, which might influence voters in favour of the party in power. He said the ministers should not enter any polling station or place of counting except in their capacity as a candidate or voter or authorised agent. No minister could summon any election-related officer for any official discussions anywhere. Any official who meets the minister on his private visit to the constituency would be guilty of misconduct under the relevant service rules and if he happened to be an official mentioned in Section 129 (1) of the Representation of the People’s Act, 1951, he would also be additionally considered to have violated the statutory provisions of that section and liable to penal action provided there under. |
Mahasangh seeks Cong ticket for Shilpa
Sirsa, September 13 Talking to mediapersons here, Diwan Chand Bhatiwal, state president of the mahasangh, maintained that the Rania, Barwala and Nalwa Assembly constituencies in Haryana were dominated by the Backward Classes and the Prajapati Samaj had the right to get representation from these seats. Rania, he claimed, had 47,000 Backward Class voters and 33,000 Scheduled Caste voters, strengthening their claim on the ticket from there. Bhatwal demanded the ticket for Shilpa Verma, who, he said, was an educated Backward Class leader. Shilpa Verma claimed she would win by a handsome margin if she was nominated from Rania and added that she would work for the party if it decided to give the ticket to someone else. |
Sampat for change in marriage laws
Karnal, September 13 “The khap panchayats acted as a guardian in preserving our rich cultural heritage and values and their importance should not be undermined,” he said while addressing mediapersons at the Youth Congress Kisan Dal office here today. Suggesting that suitable changes in the Marriage Act, banning same gotra marriage, would go a long way in reducing acts of violence and untoward incidents that took place in some villages would not be repeated. Lok adalats were also a new version of khap panchayats that were set up with a view to resolving the problems amicable, he asserted. Commenting on the breakup of BJP-INLD and BSP-HJC alliances, Sampat Singh said these alliances were formed with only for electoral gains and collapsed prematurely as there was nothing in common between the partners. However, it was not a happy development as “no opposition is also a danger signal for a healthy democracy,” he observed. When asked that why he left the INLD, Sampat Singh said he was in the party because of his respect for Choudhry Devi Lal and people-friendly polices of the party but party chief Om Prakash Chautala has commercialised the party. “He is using the party for serving specific interests and I was not happy with the way the party was working,” he added. Showing his inclination to contest the ensuing Assembly elections from Fatehgarh, Sampat parried questions about getting the Congress ticket. He said he had joined the Congress without any pre-conditions and it was for the party to ask him to “contest or not contest” the elections, he added. Sampat said he did not believe in exploiting caste and communal sentiments to get votes and favoured principled politics based on merit. |

Two IAS officers go on leave
Chandigarh, September 13 The Election Commission of India has conveyed to the state government that it has no objection if the “competent authority” granted them long leave. In the past, the commission had ordered the state government to transfer these two officers from their posts. At that time Kataria was Panchkula DC, while Malik was DC, Karnal. Kataria is the son-in-law of Haryana Congress president Phool Chand Mullana. The commission had approved the appointment of Vimal Chandra, director, Rural Development, as Commissioner, Hisar division, and that of G. Anupama, additional director, HIPA, Gurgaon as DC, Gurgaon. With the approval of the commission the state government had posted Sumita Misra, director, Renewable Energy Sources and director, Science and Technology, as officer on special duty in the office of the Chief Electoral Officer, Haryana, against a newly created post. She is likely to take over as the Chief Electoral Officer after the retirement of the present incumbent Sajjan Singh. |

Health varsity nurses’ SOS to Guv
Gurgaon, September 13 In an SOS communiqué faxed to the Governor, the Nurses Welfare Association of the university has urged him to intervene in the matter. Copies of the complaint have also been sent to the Prime Minister, the Haryana Chief Minister, the Health Commissioner and the Trained Nurses Association of India. In the letter, the association has alleged that the university administration was trying to shield the Nursing Superintendent against whose functioning an inquiry had been ordered by the Governor on nurses’ complaint. “Though the university authorities have initiated a probe into the matter, they are trying to shield the said Nursing Superintendent due to pressure from certain quarters,” the communiqué states, adding that the nurses who had signed the earlier complaint were being pressured to withdraw their names from it. “The complainants are being individually called and forced to put their signatures on a typed statement declaring that they had been deceived into signing the complaint…Those who dare to put their foot down are being threatened with departmental actions like transfers, chargesheets, adverse remarks in ACRs and so on,” it adds. Alleging that the inquiry was being conducted in a “completely prejudiced and biased manner”, the nurses’ association has requested the Governor to intervene in the matter once again and ensure that an impartial inquiry is conducted in the larger interest of the nursing community. |

Mother, paramour kill son; booked
Sirsa, September 13 The police has booked the woman and her paramour on a complaint of the victim’s grandmother and has taken bones and ashes of the victim for laboratory examination. Sujan Kaur, grandmother of the victim, told the police that the accused, Malkiat Kaur, a widow, was living with her young son, Sukha Singh, in Chormar village in this district. Charanjit Singh, a resident of Norang village, who worked with Sukha Singh as a labourer, used to visit their house and allegedly developed illicit relations with the widow. Sukha Singh used to object to their relations. On Friday, Malkiat Kaur and Charanjit Singh allegedly mixed some sedative tablets in Sukha’s drink and strangled him to death when he fell unconscious. Charanjit Singh escaped after the murder, while Malkiat Kaur informed everybody in the morning that her son had died of fever. Sujan Kaur informed the police that she became suspicious of her daughter-in-law’s statement as there were strangulation marks on the neck of her grandson. She fell unconscious on seeing Sukha’s body and by the time she gained consciousness after about four hours, she was informed that Malkiat Kaur had already cremated the body. The police has registered a case and begun investigation. However, no arrest has been made so far in this connection. |
CBI quizzes several persons

Sirsa, September 13 Those who were questioned by the CBI team, led by DSP Satish Dagar, include Gobind Singh, whose name had been referred by petitioner Ram Singh Bishnoi in the Punjab and Haryana High Court, while seeking a probe by the premier investigation agency. Bishnoi had referred to an alleged confessional statement of Gobind Singh, a former driver of the Dera Sacha Sauda chief. Bishnoi had alleged that in a statement aired by a news channel, Gobind Singh had alleged that Fakir Chand was beaten to death at the instance of dera chief Gurmeet Ram Rahim Singh. The CBI team also questioned several persons, including a former sarpanch of Diwan Khera, the native village of Fakir Chand. Dagar confirmed quizzing some persons, but refused to divulge details. |
Forest range officer shot at
Sonepat, September 13 According to information, Prem Singh was going to Bahalgarh on his motorcycle. When he reached Subhash Chawk, a youth asked for a lift up to Bahalgarh. After reaching Dewan Farm house on the Bahalgarh road, the youth urged Prem Singh to stop motorcycle as he wanted to answer nature’s call. As soon as he got off the bike, the accused took out a pistol and asked Prem Singh to hand over the keys to him. When Prem Singh refused, the youth fired at him. However, Prem Singh managed to escape. After receiving information, the police reached the spot and recovered the motorcycle. Meanwhile, in another incident, Praveen of Kilorad village was shot at by one Satish of the same village today. He has also been referred to the PGIMS, Rohtak, and a case has been registered against Satish. Old enmity is stated to be reason behind the attack. |
Youth held for bid to rape minor
Sirsa, September 13 Worried kin, who launched a frantic search throughout the night, found her coming from the fields at about 3 am today and on her revelation, they caught the youth, Sanjay (22), and gave him a sound beating and then handed him over to the police. The six-year-old victim is a resident of a neighbouring village and lived in the town with her maternal uncle’s family. She had gone to the Ramlila with her family members, when Sanjay lured her away towards the fields and attempted to rape her. The police has booked the accused under Sections 364, 366-A, 506 and 376/511 of the
IPC. |

Sirsa, September 13 Lalit Goyal, an officer of the SBI, said the police had been informed about the incident, which had visited the scene of crime, but a formal complaint would be lodged tomorrow after the branch manager arrived. |
