INLD releases manifesto
Promises Galore
Chandigarh, September 2 The manifesto was released by INLD secretary general and MP Ajay Singh Chautala and state INLD president Ashok Arora here today. There were loads of freebies and promises galore for every section of society from farmers to poor, women and unemployed youth, traders to employees and senior citizens. Also, the promises, on the face of it, seemed a tall order by any standard especially without any explanation for their funding source and given the fact that “free” emerged as the keyword in the manifesto. The INLD tried to woo the farmers by announcing Rs 1,400 per quintal as minimum support price for wheat and Rs 250 for sugarcane, 50 per cent subsidy in agricultural implements and Rs 25,000 per acre compensation for crop destroyed due to natural calamity. Raising the loan limit and reducing the interest rate are among other promises. The poor will be entitled to 25 kg of foodgrains per month, Rs 3,000 monthly allowance to all senior secondary pass unemployed youth, free-of-cost gas cylinder, connection, stove and water connection to all families while old-age pension of Rs 700 per month will be given to all above 60 years. Chautala stated that compensation for land acquired by the government would be Rs 1 crore and Rs 50 lakh per acre in the NCR and non-NCR, respectively. Aggrieved government employees can also take heart for Chautala announced that the recommendations of the Sixth Pay Commission would be implemented in toto, women would be entitled to 13 months’ salary while also promising a loan waiver up to Rs 1 lakh to all citizens. Realising the potential of young voters, the INLD has committed itself to holding elections to students’ bodies in colleges and universities, free of cost education for students of degree classes, including professional courses like engineering and medical, two-wheelers to needy girls wanting to pursue higher studies and 50 per cent job reservation in the private sector for the youth of Haryana. While Chautala and Arora took turns to announce the major promises, party supremo Om Prakash Chautala skipped the programme because of prior engagements. Asked how the INLD was planning to realise these promises, Chautala said they had left the government with Rs 1,750 crore in the state exchequer. “Though indications are that the Congress has emptied the coffers, we will stop the pilferage and gross misuse of public funds for personal glorification. We will fulfil our promises,” he said. Rising unemployment, water woes, power problems and collapsing law and order emerged as the key issues the party wants to address. On when the party is likely to announce its candidates, Arora said the party supremo was slated to meet the district heads in Panipat tomorrow and a list of candidates could be out on September 4. |

Chandigarh, September 2 The pact, in fact, started on the wrong foot when Col Ramphal Singh Yadav, president of the state unit of the SP, failed to show up at the appointed time as BSP state head Kamla Aalariya began her “attack” on the political parties. She was particularly critical of Bahujan Samaj Party’s in charge of the state Maan Singh Manhera, alleging that he was playing in the “hands of the Congress and taking orders from Chief Minister Bhupinder Singh Hooda”. She said the BSP (KR) would contest all 90 seats in alliance with the SP and field candidates from the downtrodden sections only. “We will be the major partners while the SP will contest 25 seats. We will ensure that money has no place in the election. We are targeting the 2014-15 election but will contest this time to get a feel,” she said. However, all this changed when SP leader Rampal Yadav showed up and emphatically denied an alliance with Aalariya’s outfit. “We only have an understanding and seat-sharing has not been discussed. The BSP (KR) has sought our support and my leader Mulayam singh Yadav has agreed to it. However, if the Congress seeks our support, we are open to them as also to any other party which approaches us. This is essentially an understanding with no strings attached and because, at this point, nobody else is seeking our support,” Yadav clarified. At this, Aalariya snapped back that she was not interested in the SP if it had any intention of supporting the Congress. Though both parties are yet to make their presence felt in the state, it remains to be seen how much distance the cycle (SP’s election symbol) and the road-roller (BSP-KR’ election symbol) travel together. |

Rohtak, September 2 This has been directed by the Election Commission of India in a letter to the election authorities of the states going to the polls. This has been done with a view to ensuring free and fair elections, it is stated. The Election Commission has issued these instructions to the chief electoral officers of the three states, including Haryana. The move of the commission is apparently aimed at avoiding any violation and to check the complaints and rigging during the process. The state has a total of 90 Assembly seats and over 1.5 crore voters are likely to exercise the right to franchise. The videography of the events would help the commission to assess and examine the process and complaints if any during and after the elections, it is stated. According to the instructions, the district election officers will have to arrange sufficient number of digital cameras and camera teams for the purpose of videography and these teams will be given training before deployment at sensitive spots. The events which needs to be videographed during the elections will include filing of nominations, scrutiny process, allotment of symbols, preparations and storage of electronic voting machines, important public meetings, processions or demonstrations during campaigning, dispatching of postal ballot papers, polling work in identified and vulnerable polling stations and the storage of polled EVMs and counting of votes. |

Chandigarh, September 2 Stating this here yesterday, Chief Electoral Officer of Haryana Sajjan Singh said it had been brought to the notice of the Election Commission that the government was carrying out publicity of its achievements through advertisements in the electronic and print media at the cost of the exchequer. This publicity was also being made through the cable network. The government was also displaying its achievements on hoardings on national highways, state highways and other important public places. The publicity was also being done through advertisements displayed on buses. All these modes of publicity adopted by the government was a violation of the code. The commission had taken a serious view and issued telephonic directions today that this entire process of publicity should be stopped immediately, he added. |
Teachers’ strike enters 9th day
Hisar, September 2 While the university teachers’ strike entered into its ninth day today, it was second day of the strike by the non-teaching staff of aided colleges. The Guru Jambheshwar University of Science and Technology Teachers Association expressed its concern over the failure of the government to resolve the impasse saying the students were suffering. Rajesh Lohchab, president of the association, said he would invite student representatives to discuss ways in which the teachers could compensate for the academic loss. He said the teachers would devise a plan for this purpose but continue the strike till the demands were met. Meanwhile, the Haryana Private Colleges Non-Teaching Employees Union claimed total suspension of teaching and administrative work in all 120 aided colleges because of the strike. A spokesperson for the union said the scene would shift to Rohtak tomorrow where the non-teaching staff of aided colleges from all over the state would stage a dharna in front of the private residence of Chief Minister Bhupinder Singh Hooda. He said the union would start indefinite dharna and chain hunger strike there from September 7 if the demand was not met by then. In the local aided colleges, non-teaching staff members kept their offices locked for the second day. Students did not turn up at the colleges because of the strike. The staff staged dharna throughout the day at their respective institutions. While the varsity teachers are seeking implementation of the UGC pay scales in totality, the non-teaching staff want their pay scales revised with effect from 2006 instead of 2009 as directed by the government. KURUKSHETRA: With no response from the government, the teachers of all Haryana universities observed strike for the ninth day on Wednesday to press the demand for immediate implementation of the notification of the Union HRD Ministry. The teachers of Kurukshetra University, Deen Bandhu Chhotu Ram University of Science and Technology, Murthal, MDU, Rohtak, GJU, Hisar, CDLU, Sirsa, and CCHAU, Hisar, accused the bureaucracy of bypassing the Chief Minister and continued the strike. Irked over the “callous and indifferent” attitude of the government towards their legitimate demands, the teachers hardened their stand and announced that nothing short of implementation of revised pay scales in toto would be acceptable. |
‘Stripping’ Incident
Faridabad, September 2 The demonstration was held outside the office of Deputy Commissoner Praveen Kumar to press for action against school principal Shashi Mallick and its management authorities. The parents held demonstration under the banner of Haryana School Abhibhavak Ekta Manch. Also, the agitation was held to impress upon the government to act against the private schools in Haryana, especially the ones in Faridabad and Gurgaon, which have illegally raised the tuition fees. The manch had given a call to the parents all over the state to hold demonstration outside their respective district headquarters. Later, the parents submitted a memorandum to Chief Minisiter Bhupinder Singh Hooda through the office of the Deputy Commissioner, urging him for action against the principal of Faridabad Model School as well as the schools in the state for illegally raising the tuition fees. The Deputy Commissioner has directed that all the schools must follow the directive of the Education Commissioner-cum-Director General, Haryana School Education to the private schools with regard to raising of the tuition fees. He warned of action against the schools which did not follow the directive. |
4 held for girl’s murder
Sonepat, September 2 The uncle of the girl, Jai Singh, and three others - Dalbir, Anoop and Ishwar - arrested for the murder are of the same village. The police has also seized a licensed gun as well as a tractor trailer, which was used for carrying the body of the girl up to the cremation ground. According to SP Mahender Singh Sheoran, on the complaint of girl’s mother, Indiravati, the police has also registered a case of abduction and rape of the girl by three alleged accused identified as Naveen, Jasbir and Jaswant of the same village who were reportedly absconding. The SP informed that Indiravati in her complaint alleged that on August 30 late evening her daughter was enticed and taken away by Naveen, Jasbir and Jaswant and they allegedly raped her. After the rape, she was left at the residence of her uncle Jai Singh on the morning of September 1. Angered over the incident, Jai Singh shot her dead with his licensed gun and with the help of Dalbir, Ishwar and Anoop, he took her body to the cremation ground and consigned it to flames. |

Sirsa, September 2 The police has booked the accused identified as Ravi on charges of rape and abetment to suicide under Sections 376 and 306 of the IPC on a complaint filed by the victim’s husband. According to police sources, the victim’s husband had gone to his brother’s house in the neighbourhood when Ravi entered his house and allegedly raped the victim, who was alone at home. The accused ran away when the victim’s husband came back. The victim’s husband brought the matter to the notice of his as well as his wife’s parents and they decided to hold a panchayat in the village today to pursue action against the accused. When all family members were asleep today, the victim poured kerosene and set herself on fire. She was rushed to the local General Hospital, where she succumbed to her burn injuries. |
Man gets 12-yr RI for raping minor
Kaithal, September 2 The convict will have to undergo an additional imprisonment of one year in default of payment of the fine. Manoj, the convict, a resident of the Patti Khot area of this town, was employed with one Rattan Lal living in the Arjun Nagar area here. Later he left the job. On November 19 last year, he induced his former employer’s 14-year-old daughter to run away with him. When Rattan Lal’s efforts to trace the girl failed, he lodged a complaint with the police on November 22. The police nabbed Manoj on the Ambala road here while he was trying to take the girl to Rajasthan. The police got the girl medically examined and found that she had been raped. |
Suspected case of polio
Fatehabad, September 2 The suspected polio patient, Rachna (3), daughter of a resident of Badalgarh village, is admitted to the community health centre, Ratia, said Dr V.K. Jain, SMO, Ratia. “Rachna had fever 15 days ago and later developed weakness in her legs and is unable to stand now,” said her parents. They got treatment from a private doctor, but with no
improvement. The parents said they had been giving her polio drops regularly. “Dr Kailash Saharan, Surveillance Medical Officer of the WHO visited the CHC today and has told us to take stool samples of the patient,” said Dr Jain, adding that the samples would be sent to Kasauli for confirmation. |

Sonepat, September 2 According to reports, Satpal was reportedly sitting with some persons in his drawing room when two youths came to the house on a motorcycle. After entering the house, one of them fired thrice at Satpal, killing him on the spot. |
