School lecturers go on leave

In response to a call given by the Haryana School Lecturers Association (HSLA), lecturers working in various government senior secondary schools in the district went on mass casual leave today in protest against the alleged injustice meted out to them by the state government while implementing the recommendations of the Sixth Pay Commission.

In a U-turn to the murder case of the mahant of the Hanuman temple (Panchmukhi), Bal Mukund Dass, the police today claimed that Dass had committed suicide and was not murdered. Four persons allegedly “drove” Dass to commit suicide, the police claimed.

Fissures appear in stir
College teachers return to classrooms

Fissures appeared in the Haryana Federation of University and College teachers Organisations (HFUCTO) as teachers of government and aided colleges called off the strike and returned to classrooms while the university teachers continued their agitation for implementation of the UGC payscales in toto.

The university and college teachers had gone on strike on August 25 to protest against “deviations and distortions” in the notification issued by the state government and also the variations in the authentic fitment table released by the UGC on June 4 but the college teachers parted ways today, following an assurance given by the government.

The HFUCTO has convened a meeting of the executive committee tomorrow and in case the demands were not accepted, the university teachers will go on an indefinite strike, the spokesman of HFUCTO, Prof Bhagwan Singh Chaudhary, said.

Crisis deepened in HFUCTO as the working president, Prof NS Kaushal, tendered his resignation, citing some recent developments in the past.

Dr DV Singh and Dr RS Kundu, presidents, Haryana College Teachers Association (HGTA) and Haryana Government College Teachers Association (HGCTA), respectively, thanked the Chief Minister BS Hooda for his personal intervention in getting the demands of college teachers for UGC pay scales accepted.

Meanwhile, the Haryana Public Relations Field Staff Association welcomed the decision of the government to place the Assistant Public Relations Officers (APROs) in the pay scale of Rs 6,500-9,900 with the status of Class-II officers.

Later, Dr Khandelwal told the delegation that as for providing the Class II gazetted status to the APROs, the matter would be forwarded to the government very soon for amending the relevant rules.

Hisar: Meanwhile, teachers of Guru Jambheshwar University of Science and Technology have decided to continue their indefinite strike, rejecting the fresh notification issued by the government regarding their new payscales.

In a statement issued here on Saturday, Rajesh Lohchab, president of GJU Teachers Association (GJUTA) said as per the fresh notification, readers and selection-grade lecturers who had not completed three years of service in their present scales by January 1, 2008, would be reverted as lecturers. He said the notification had made no mention of advance increments for doing PhD and MPhil.

Lohchab said it was unfortunate that despite clear-cut directions by the Chief Minister to the bureaucracy to implement the recommendations of the UGC and Union HRD Ministry in toto, the bureaucrats were issuing one notification after another without heeding his directives.

School Education Dept
Transfer request through Net

Government school teachers and other employees of the Haryana School Education Department will be able to request transfer to places of their choice through the Internet from next year.

Talking to The Tribune, Ashok Yadav, Commissioner, School Education, said here today that the department was preparing software through which the employees would be able to register their transfer requests giving two places of their choice on the Internet.

The software would be based on the transfer policy framed by the government. If a particular employee was found eligible for posting to his or her place of choice, the software would register the request and inform the applicant accordingly through SMS immediately.

However, if that employee’s request did not meet the parameters of the transfer policy, he or she would be intimated accordingly through SMS.

Yadav said the department had 1.25 lakh employees and their annual transfers were a massive exercise which had over the years become unmanageable. It was, therefore, decided to use IT to effect transfers in a transparent manner. This would rule out the possibility of favouritism in ordering transfers.

Earlier, Yadav addressed the heads of government schools of this district at a meeting convened to know their problems and find ways to improve the quality of education in government schools.

During his address he asked school heads if their own children were studying in government schools. Only 20 of the 1,000- odd school heads present raised their hands.

He asked the school heads to improve infrastructure in their schools as the government had allocated adequate funds for the purpose. He also directed that special emphasis should be laid on science and computer education.

Sahitya akademi announces awards

In an endeavour to promote Punjabi language and literature, the Haryana Punjabi Sahitya Akademi has instituted annual awards for excellence in the literary realm, which will be bestowed on writers selected by the authorised committee.

According to akademi director CR Moudgil, the akademi awards 2008-09 will be presented at a function presided over by Mange Ram Gupta, Haryana Minister of Education and Transport, in the akademi hall on September 2.

The newly instituted Haryana Punjabi Gaurav Puruskar comprising Rs 1.25 lakh and a citation will be conferred on principal Joginder Singh (Shahabad) while Atamajit Singh Hanspal (Gurgaon) will get the Bhai Santokh Singh award comprising Rs 1 lakh and a citation.

The Baba Sheikh Farid award and Sant Taran Singh Vehimi award of 51,000 each will be given to Arkamal Kaur (Faridabad) and Dr Sahib Singh Arshi (Chandigarh), a former HPSA director, respectively.

Besides, six authors of Punjabi books, including Dr Darshan Singh (Sirsa), Dr Charanjit Kaur (Chandigarh), Joginder Kaur (Sirsa), Dr Sunita Rani (Kurukshetra), Dr Narinder Pal Singh (Shahabad) and Prem Sethi, will get Rs 21,000 each.

The first winner in story writing - Joginder Kaur (Sirsa) - will get Rs 5,000, the second, Lakhwinder Singh Bajwa (Sirsa), will get Rs 3,500 and Iqbal Singh (Fatehabad) and Veer Singh Thind (Fatehabad), both bracketed for the third prize, will get Rs 3,000 each.

10 students hurt as wall collapses

As many as 10 students were injured when a boundary wall on the rooftop of the Government Senior Secondary School in the tehsil camp area collapsed here this morning.

Even as eight students were discharged from hospitals after administering first aid to them, two students were reported to be serious and they were rushed to the PGI, Rohtak.

Two students of plus one, Satish, son of Gansham and a resident of the Vikas Nagar locality, and Naaman, son of Surinder Mohan of Green Park Colony, were referred to the PGI, Rohtak.

The others who had sustained injuries included Parveen, son of Satyawan (Class VI) and a resident of Vikas Nagar, Vinod (Class X) and his brother Shammi (plus one), both sons of Janardan and residents of Jawahar Nagar, Vicky (plus two), son of Krishan Pal and a resident of Deena Nath Colony, Monty (Class IX), son of Mahavir Parsad and resident of Pahalwan Chowk, Sunil (plus one), son of Iswar Pal and resident of Des Raj Colony, Mandeep (Class IX) of Sukhdev Nagar and Raj Sharma of Patel Nagar.

It is learnt that some students were playing on the rooftop when a boundary wall collapsed and the students fell over other students who were standing underneath. Some were injured as the wall fell over them, sources said.

Soon after the incident, the district administration besides taking the students to various hospitals in the city, ordered an inquiry to fix responsibility.

Senior officials of the district administration, including deputy commissioner Vijay Singh Dahiya, and the district education department visited the site to take stock of the situation and speed up rescue operations.

Meanwhile, the DC asked the Red Cross officials to pay for the treatment of the students.

School lecturers go on leave

In response to a call given by the Haryana School Lecturers Association (HSLA), lecturers working in various government senior secondary schools in the district went on mass casual leave today in protest against the alleged injustice meted out to them by the state government while implementing the recommendations of the Sixth Pay Commission.

They staged a dharna in the Government Senior Secondary School for Boys here.

Addressing the lecturers, president of the HSLA Anil Yadav said Chief Minister Bhupinder Singh Hooda had failed to implement his assurance given recently to a delegation of the association in New Delhi that their grievances regarding the anomalies in pay fixation would be addressed soon.

Yadav said the HSLA would intensify its agitation and a relay fast would be started by school lecturers in Rohtak from August 31.

The Assembly elections in Haryana are likely to be held after Diwali (October 17) and the new government is expected to be in place by October-end. The time after Diwali is best suited for poll keeping in mind the climatic conditions of the state as well as the cropping pattern.

Meanwhile, the meeting of the Haryana Pradesh election committee, scheduled for tomorrow in New Delhi, has been postponed. The 26-member committee was formed a few days ago by the Congress and was to hold its first meeting tomorrow.

Sources said the Election Commission was all set to announce the poll schedule for Haryana in the first fortnight of September after taking into account various aspects.

The date of the poll will be fixed in a way to ensure that the timing when campaigning is at its peak does not clash with Diwali.

Farmers generally are free for around a month after Diwali as harvesting is over by then. For the ruling Congress, the issues of power shortage and drought-like conditions would be relegated to the background and the party hopes to cash in on the “good work” and “clean image” of Hooda.

The dates for the Haryana poll will be coordinated with those in Maharashtra where the government has to be formed before November 3. In case of Haryana, there is ample time for government formation to meet the constitutional requirements.

Meanwhile, hectic lobbying is on in the Congress for the party ticket. Haryana Bhawan here was “choked” with ticket seekers yesterday as Chief Minister Bhupinder Singh Hooda was in Delhi.

Mahant committed suicide: Police

In a U-turn to the murder case of the mahant of the Hanuman temple (Panchmukhi), Bal Mukund Dass, the police today claimed that Dass had committed suicide and was not murdered. Four persons allegedly “drove” Dass to commit suicide, the police claimed.

Earlier, circumstantial evidence had pointed to Dass having been murdered in his room in the temple in Bilaspur. One of Dass’ students had found his body tied to a bed in the morning on August 22. The victim had also been gagged. He was alleged to have been strangled to death by a rival group following an old dispute over the rights to run the affairs of the temple.

The police had booked 19 persons under Section 302 of the IPC on the same day and later had arrested one person in the case.

Giving details about the new development, DSP Mukesh Kumar said the new facts surfaced from a detailed letter of Dass they recovered from his room and also the medical opinion of doctors. Dass had accused four persons of harassment. Dass had also alleged in his letter that one person had to return Rs 26 lakh to him, but was instead threatening him with dire consequences.

“Besides, in the letter Dass has also revealed that the four persons were blackmailing him in lieu of some video. The doctors’ report has hinted at the possibility of Dass having committed suicide. We have also recovered poison from the spot. Dass allegedly committed suicide by consuming poison” the DSP claimed.

“Now, in the fresh case, we have arrested three persons, including Vishnu, under Section 306 of the IPC as they allegedly drove Dass to commit suicide” he said.

Husband, in-laws booked in dowry case
Baby ‘aborted forcibly’

The husband and in-laws of a woman allegedly aborted her baby forcibly, when she could not fulfil their demand of bringing more dowry.

The police has booked the husband of the woman, Joginder, mother-in-law, Dulari, sister-in-law, Manju, and two brothers-in-law, Bhupender and Bhagat, under Sections 498-A, 313, 323 and 506 of the IPC on the complaint of the victim, Mamta.

Mamta, a resident of Hinjrawan Kalan village near here has been married to Joginder for one year. She has alleged in her complaint to the police that she was being harassed frequently for dowry.

The victim alleged that she was asked to bring Rs 20,000 from her father and when she declined, she was drugged on August 24 and was taken to some clinic to abort her baby.

She remained semiconscious for three days and then revealed the matter to her parents, who helped her lodge an FIR with the police.

Arguments on the application filed by the CBI for the cancellation of bail of Dera Sacha Sauda chief Gurmeet Ram Rahim Singh were conducted in the court of Special Judge, CBI, Haryana, AS Narang here today through video-conferencing.

The defence has already filed its reply in the matter while the CBI filed a rejoinder in this regard today. The court has fixed September 19 for the next hearing in this matter. The Chhatarpati murder case, which was to be heard on September 12, will now would be heard on September 26.

CBI counsel HPS Verma and defence counsel SK Garg Navana were present in the court. Except the dera chief, the other accused in the Chhatarpati and Ranjit Singh murder cases were present in the court here.

The dera chief was present in the district courts, Sirsa.
