Cong workers clash in front of observer
Bhiwani, September 7 Supporters of Buwani Khera MLA Ram Kishan Fauji and those of party leader Raj Kumar Sarasar allegedly attacked each other with stones, chairs and lathis, resulting in injuries to several workers. All this happened before the Congress observer. Tanwar and Fauji reportedly had to flee to “save their lives”. As soon as Tanwar asked the ticket aspirants to submit their bio-data, their supporters allegedly started raising slogans and hooted the party observer, who had to flee the spot. The meeting was held at a dharamshala at Buwani Khera. As Tanwar and Fauji came out of the dharamshala, supporters of the MLA and those of Raj Kumar Sarasar allegedly started beating up each other. They reportedly used lathis, chairs and stones during the “fight” and the observer and some others had to run to a house to save their lives. They were brought out by the police after an hour amid tight security. Sarasar lodged a complaint with the Buwani Khera police against Fauji, his brother Surender, Rajesh and other workers in this connection. Fauji, however, said a few youths in an inebriated condition entered the meeting venue and clashed with the workers. Sarasar and other party workers blocked the Jatu-Luhari road on the Hansi-Bhiwani route for about an hour in protest against the incident. FARIDABAD: The observer appointed by the All-India Congress Committee to shortlist applicants for the party ticket from the Assembly segments falling in Faridabad district began a two-day exercise here on Monday. The observer, Major Krishna Mohini, a former MLA from Himachal Pradesh and vice-president of the women wing of the AICC, interviewed applicants from the Badkal, Tigaon and Faridabad-89 Assembly segments. She will interview applicants of the remaining three Assembly segments tomorrow. The interview session was a closes-door affair between the applicants and the observer in the office of the District Congress Committee here. An office-bearer of the DCC said the observer would shortlist the names of the applicants and prepare a panel of names. The panel will be sent to the State Election Committee, headed by president of the Haryana Congress Phool Chand Mullana. Harbhajan Singh, a former MLA from Himachal Pradesh and observer for the Assembly segments falling in the newly created district of Palwal, will interview applicants on September 12. Meanwhile, according to the president of the DCC, Faridabad, BR Ojha, a number of applicants did not turn up before the observer on Monday. KAITHAL: A possible clash between supporters of sitting MLA Dullu Ram from the Guhla reserved Assembly constituency in this district and others opposing the allotment of the Congress ticket to him, was averted in the presence of AICC observers here on Monday. SC Vats (Delhi) and Ashwani Sekri from Punjab, observers sent by the Congress high command to seek the views of workers and receive the bio-datas of ticket aspirants, had a tough time in controlling the situation. The group led by MLA’s son, Pawan Jagat, and comprising hundreds of his supporters, had come to stake their claim for the ticket for Dillu Ram. Hundreds of members of the other group had come to oppose the allotment of the ticket to Dillu Ram. Both groups raised slogans against each other. There was a minor scuffle between the members of the two groups. However, a major clash was averted due to the intervention of the observers. Tejinder Pal Singh Mann, who represented Pai in the last elections, is seeking the ticket from Kalayat, which was reserved in the last elections, but is now open for general candidates. The Pai constituency had been deleted in the delimitation. He met the observers, along with his supporters, and staked his claim to the ticket from Kalayat. It is learnt that Sudhir Mehta, secretary of the HPCC and confidant of Chief Minister Bhupinder Singh Hooda, also called on the observers and sought the party ticket from the Kaithal Assembly seat. |

Rewari, September 7 The agitating members of the Kosli Medical Association and the Chemists and Druggists Association, lab technicians and others demanded stringent action against the unruly elements responsible for the arson and rampage. A deputation of the agitating doctors and others led by Dr Surender Vats, president of the Kosli Medical Association, later submitted memoranda to ADC RS Kharab and Kosli SDM Jai Deep Singh, which were addressed to the Chief Minister. Sajjan Singh, a resident of Humayunpur village of Jhajjar district, took his aged father Ram Singh for treatment to the Community Health Centre (CHC) of Jamalpur village, near Humayunpur village, where he had an altercation with Dr Sanjay Sandhvia, medical officer of the CHC. After some time, Sajjan Singh died of cardiac arrest, which infuriated his family members and other villagers, who mobbed the Haryana Nursing Home and its medical store in Kosli, which are run by Dr Manju Sandhvia, wife of Dr Sanjay Sandhvia, medical officer of the CHC of Jamalpur village. Subsequently, on a complaint filed by Dr Manju Sandhvia, the Kosli police registered a case of rioting, mischief by fire, mischief causing damage and theft under Sections 148, 149, 427, 436 and 380 of the IPC as well as Section 3 of the SC/ST Act against the arsonists and others. The registration of the above case infuriated residents of Humayunpur and other surrounding villages. They placed Sajjan Singh’s body on the Kosli-Jhajjar road at the bus stand of Ladayan village on September 5 and blocked traffic demanding registration of a murder case against Dr Sanjay Sandhvia. The blockade was lifted after the intervention of Mahabir Singh, SDM of Jhajjar, Jai Deep Singh, SDM of Kosli, Balwan Singh, DSP of Jhajjar, and Ram Phal, DSP of Kosli, who reportedly assured that the needful would be done. Consequently, a case of abetment to suicide under Section 306 of the IPC was registered against Dr Sanjay Sandhvia. |

Varsity teachers continue stir
Kurukshetra/Karnal, September 7 Teaching work in universities had come to halt due to the two-week-old strike by the teachers who were on the warpath in support of their demand for the immediate implementation of the notification issued by Union HRD Ministry on December 31, 2008, and the fitment table released by the UGC on June 4, 2009, in toto, without any “deviation or distortion”. An emergency meeting of the Ad hoc Coordination Committee will be held tomorrow in Kurukshetra to plan the future course of action, the convener of the committee, Prof N.S.Kaushal, said. Letters would also be sent to Prime Minister Manmohan Singh, Chairperson of the UPA Sonia Gandhi, Union HRD Minister Kapil Sibal and Rahul Gandhi to apprise them how the notifications of the Union HRD Ministry and the UGC in respect of the implementation of the revised UGC grades were being “distorted and misinterpreted” to the disadvantage of the teachers, he added. The university teachers’ associations, which rejected the appeal of the Vice-Chancellors to end the agitation, counselled the VCs to take the lead in putting the record straight and persuade the political leadership to accept the genuine demands instead of issuing “arbitrary and one-sided” appeals to restore normalcy on the university campuses. The teachers were more concerned about the loss of studies due to the strike and had already given an assurance to take extra classes but their gesture evoked no response from the authorities concerned, university teachers’ leaders said. Hisar:Teachers of Guru Jambheshwar University of Science and Technology continued their strike on Monday and also organised a dharna on the varsity campus. Talking to mediapersons Dr Rajesh Lohchab, President, GJUTA, said it was shameful on the part of the government that the status and dignity of the Vice-Chancellors of Haryana’s universities had been lowered by placing them in a lower scale than the one recommended by the UGC. He said the pay of professors had been fixed at Rs 40890 in place of the MHRD recommendation of Rs 43000 plus AGP of Rs 10,000. Besides, the government had fixed a cut-off date for selection-grade lecturers and readers. Advance increments for higher qualifications like PhD, MPhil, MTech and MPharma or any similar degree had not been notified by the government. Lohchab said all neighbouring states had implemented the recommendations of the UGC and the MHRD in their totality but the Haryana bureaucracy was bent upon denying teachers their due. Meanwhile, representatives from the NSUI, the Ambedkar Student Morcha, the ASF, the INSO, the Chhatra Lok Shakti and the SFI extended their support for the immediate implementation of UGC pay scales for teachers and urged the government to take proactive steps to meet the demands of the teachers. Sirsa: Chaudhary Devi Lal University (CDLU) teachers have sought the intervention of Prime Minister Manmohan Singh for the resolution of their strike. The university dons gave a memorandum addressed to the Prime Minister to the Deputy Commissioner on Monday. SK Gahlawat, convener of the CDLU teachers, said they had also sent copies of the memorandum to, among others, UPA Chairperson Sonia Gandhi. |
Youth, women in queue for Cong ticket
Sirsa/Fatehabad, September 7 In almost all Assembly seats of Sirsa and Fatehabad districts, youth and women leaders have been trying their luck. Sirsa MP and president of the Indian Youth Congress Ashok Tanwar today said he visualised good representation of the youth in the new Assembly. “The participation of the youth will definitely be better than before in the Assembly this time. We have conveyed the sentiments of the youth to the authorities concerned and we have been assured those who have worked hard for the organisation will definitely be accommodated,” Tanwar said. “We have demanded 33 per cent seats for women and we have met Prabha Thakur, president of the Mahila Congress, and Chief Minister Bhupinder Singh Hooda in this connection. We are optimistic that our demand will be considered while distributing the ticket,” said Sumita Singh, president of the Haryana Pradesh Women Congress and MLA from Karnal. Among the prospective youth candidates for the ticket are Naresh Kalia, general secretary of the Haryana Youth Congress from Kalanwali Assembly constituency, Anil Khod, a youth leader and district president of the Kisan Mazdoor Congress from Ellenabad, Bhawani Singh, district president of the Kisan Cell of the HPCC from Fatehabad, Bhupesh Mehta, block president of the Congress from Sirsa, Naveen Kedia, organising secretary of the HPCC from Sirsa, and Kuldeep Gadrana, Congress leader from Dabwali. Among the women leaders in queue are Capt Rama Pilot, former airlines pilot, from Kalanwali, Sunita Setia, daughter of Haryana minister Lachhman Dass Arora and chairperson of the Improvement Trust, Sirsa, Shilpa Verma, district president of the Women Congress from Rania, Mandeep Kaur Gill, vice-chairperson of the zila parishad, Fatehabad, from Ratia and Santosh Sarwan, a former Haryana minister, from Kalanwali. Many of them have been camping in Delhi to further their candidature and many others are waiting for party observer’s visit tomorrow to present their case before him. “We have been camping in the national capital for the past five days and have been frequenting the offices of the AICC, Indian Youth Congress, Hooda’s Delhi residence and Union Minister Kumari Selja as per one’s political affiliations,” said a state-level leader of the Youth Congress. |
HC: No termination without notice, relief
Chandigarh, September 7 “A public body, such as a core government department or a corporation, will be flouting all norms of fairness, if the workman is going to be thrown by the wayside without following the statutory mandate of notice and compensation, even if justifying circumstances do exist for disengaging the services of the daily wager,” Justice Kannan ruled. Dismissing the petition by Rewari Range Forest Officer against labour court’s orders on reinstatement of a workman with continuity of service and 50 per cent back wages, Justice Kannan asserted: “In rural India, the hard reality is that it is daily wagers that sustain a whole swarm of hungry dependents…. The minimum that the law provides for a workman to be terminated is notice of termination and compensation worked on the basis of his period of service. The compensation is to help him sustain himself and his family for the period, when he may have to search for a new employment. The workman had contended he completed over 240 days of continuous service, but was terminated in violation of Section 25-F of the Industrial Disputes Act, without notice and retrenchment compensation. Justice Kannan asserted: There may not be sanctioned posts, but it is not the contention that there was not even work available for any daily rated worker, or daily rated workers are not employed by the Forest Department…The workman was terminated when he was a daily wage worker, and he goes back only as a daily rated worker. He has no right to the post, nor he be regularised by the only fact that he is ordered to be reinstated. “The appropriate factual situations of availability or otherwise of work shall now determine the ultimate fate of the workman. But today, when the order is passed, it shall be known that he is reinstated with continuity of service and 50 per cent back wages for the failure of the management to comply with Section 25-F”. |

Fate of aspirants rests in observers’ hands
Chandigarh, September 7 They have not only been directed to have their ears to the ground while they tour the districts allotted to them but to also select candidates with a “high winnability quotient” and send their recommendations to the Pradesh Election Committee by September 9. These recommendations will be discussed when the PEC meets the next day in Delhi. Already in the field and in touch with the local district Congress committees, the observers have been asked to shortlist a panel of three candidates for the committee’s consideration. The final decision, however, will rest with the party high command which may decide not to go by the proposed names from some of the seats. With the Naggal seat abolished following delimitation, Ambala is already witnessing a battle of sorts among Congress MLAs for “adjusting” the displaced MLA. Punjab’s former minister GS Atwal and general secretary of the Himachal Pradesh Congress Committee, Kuldeep Rathore, have been appointed observers. Bhiwani is the sole district to have three observers who come from Delhi (RS Tanwar), Punjab (Rakesh Pande, former minister) and Rajasthan (Mamta Sharma, president of the Mahila Congress). The recommendation for Panchkula, which has been divided into two Assembly segments, Panchkula and Kalka, will be made by Punjab’s sitting MLA Rana KP Singh. The two segments are not only considered “prized seats” because of their proximity to Chandigarh but also because Panchkula is being considered a “safe bet” by Congressmen. Further, with Chander Mohan, the former MLA representing Panchkula, out of action, the seat is open to accommodate “outside” candidates though “insiders” are strongly opposing the move despite the absence of a second line of leadership in the district. Meanwhile, on all other seats, too, there are a large number of Congressmen aspiring to be MLAs and the ticket distribution is likely to be a tougher ball game for the party than the previous elections. Competition at this time is likely to turn into infighting in the constituencies once the party is out with the names of the “lucky 90”. Over 1,000 applications from aspirants have been submitted to the local Congress office in the run-up to the constitution of the Election Committee. |

Karnal, September 7 The main accused identified as Brij Mohan, son of Rameshwar Dayal, was seen making announcements outside his shop at Jundla gate here to stake Rs 100 on England team. He promised to give Rs 80,000 in case the team won, but Rs 100 would not be returned if the team lost. Brij Mohan was being assisted by another person Jitender Kumar, son of Nathi Ram, who was constantly giving information of the latest situation of the match on mobile phone. The CIA team raided the spot on receiving information and nabbed both the accused. The police also recovered seven mobile phones, one TV, Dish antenna and cash amounting to Rs 2,500 from the accused. A case has been registered under the Gambling Act and the accused were being produced in the court. In another incident, the police arrested two persons for allegedly carrying stolen aluminium and steel power transmission wires, nuts and bolts and utensils in a vehicle near Karnal bypass. While the main accused identified as Bal Krishan of Indri managed to escape, two others - Pawn and Basaya Ram - were arrested. The police also recovered 767 kg of aluminium wires packed in six gunny bags, four bags of steel utensils, 100 kg of nuts and bolts and 165 kg of steel wires having market value of Rs 1.50 lakh. A Case has been registered and investigations are in progress. |

EC bans objectionable poll SMSes
Chandigarh, September 7 Chief Electoral Officer, Haryana, Sajjan Singh, said in the recent times, the ECI had observed a trend of transmitting certain objectionable messages to vested interests during the elections by violating the provisions of the election law, model code of conduct and its directions or instructions issued in this behalf. He said by the aforesaid acts, the atmosphere for free, fair and peaceful elections process gets vitiated. For objectionable SMSes, which had been violating the provisions of the election law, model code of conduct and the commission’s directions or instructions issued in this behalf, the police would advertise special mobile numbers on which the receiver of such an SMS could forward it (along with the number of the sender of the objectionable SMS). The police would initiate appropriate inquiry and trace the original sender of the SMS and take appropriate action under the relevant provisions of the IPC, Representation of the People Act 1951, the Conduct of Election Rules, 1961, instructions or directions issued thereunder by the commission and any other law applicable in the case. Bulk SMSes transmitted during the campaign period as an alternative electioneering, as and when noticed by the returning officer or district election officer will be brought to the notice of the chief electoral officer, who in turn, will find out the cost involved from the Service Provider and apportion it to the candidate or candidates concerned as the case may be. |
Bhajan Lal loyalist joins BSP
Karnal, September 7 The announcement was made at a press conference addressed by BSP General Secretary Man Singh Manhera ,who said that Kalyan had joined the party as he had full faith in the policies and programmes of BSP supremo Mayawati. Kalyan also said that he left the HJC because he was attracted by the “social engineering” formula of Mayawati and impressed by the functioning of the BSP. Kalyan had left the Congress when Bhajan Lal floated his new outfit, the HJC, and was the general secretary of the youth wing and also in charge of the women’s cell of the party. He held several posts in the Youth Congress from the block to the state level. Kalyan is likely to contest the Assembly elections from Gharaunda on the BSP ticket, but there was no official word from Manhera. However, Manhera gave a hint about his candidature by addressing a conference of about 1,500 workers at his native place, Gharaunda. When asked to comment, Kalyan said he would abide by the directions of the party. |

The duty nurse asked them to take the patient to Tosham as the PHC didn’t had the facilities to deliver the baby. They hired a car and proceeded to
Tosham. Satyanarain, his brother Surender, Hardei and Birmati accompanied
Surajmukhi. As the car reached Khanak village, it collided with a tractor-trailer.
Surender, Hardei and Birmati were killed on the spot while Surajmukhi died on the way to a hospital. Satyanarain sustained serious injuries and has been referred to
Rohtak. The driver of the car, Sunder Singh of Kanwari village, has been admitted to the Bhiwani Civil Hospital. |

Arms to be deposited with police
Fatehabad, September 7 “We have 8,500 arms licence holders in the district, whose weapons are to be deposited with the police before the elections. Ten parole jumpers, 97 proclaimed offenders and 534 bail jumpers are to be arrested,” said the SP, C.S. Rao, adding that a strategy of rewards and reprimand had been drawn up to ensure the proper implementation of the orders in this regard. Talking to mediapersons here today, the SP said the police would ensure that free and fair elections were held in the district. |

4 booked for murder
Sirsa, September 7 The four booked includes the brother of the deceased. The victim identified as Raj Kumar, a resident of Therh Mohalla, had alleged in his statement given before his death that his brother Kulbhushan and three others - Ashok, Parveen and Bobby - set him on fire as he had a dispute with his brother over a piece of land. The police, which had registered a case under Section 307 of the IPC for attempt to murder on Sunday, converted it to Section 302 of the IPC (murder). “I had gone to Meerpur Mohalla for some work, when Kulbhushan, Ashok, Parveen and Bobby set me on fire,” the victim said in his statement to the police in the local general
hospital. No arrests have been made so far. |

Hisar, September 7 According to reports, he was on his way to a hospital where his wife had been admitted for childbirth. As he reached the railway overbridge, some motorcycle-borne youths allegedly shot him from a close range. He was taken to a nearby private hospital, where he died some time later. The police is investigating the case. |
Non-teaching staff to stage demonstration
Hisar, September 7 A spokesperson for the Haryana Private Colleges Non-Teaching Employees Union said here that the Finance Minister had ruled that the non-teaching staff members of aided colleges should be given new scales from January 2009 instead of 2006. He said there was no justification for denying the benefit to aided colleges’ staff when employees of government colleges were being given this benefit from 2006. Meanwhile, non-teaching staff members of all local aided colleges staged an hour-long dharna at their respective colleges to press their demand. |

Gurgaon, September 7 The incident took place when Adril Pillay, Vikram and Rohan Dhare along with a friend were partying at a pub named Buzz, a bar inside a shopping mall in DLF Phase I here. Pillay alleged that at around 2 am when they were enjoying a birthday party, the bouncers started misbehaving with one of their friends. When they intervened, two of the bouncers started abusing them as well. They took them out of the pub and beat them up. “They misbehaved with our friend and beat us up mercilessly,” he said. SHO Jagdish Prashad said after receiving the complaint they had arrested the two bouncers. |
