State gets Rs 125 cr for power reforms

The Union Power Ministry has sanctioned Rs 125 crore to Uttarakhand under the Restructured Accelerated Power Development and Reform Programme (RAPDRP) for implementation of information technology to strengthen the power distribution system in the state.

This has given hope that the huge line losses during power distribution will be curbed. Chief Minister Ramesh Pokhriyal Nishank had in a high-level meeting with the top brass of power corporations expressed displeasure on this count.

He had also instructed them to take corrective measures within two months.

Officials of the Uttarakhand Power Corporation Limited (UPCL) said the central financial assistance would be used for technological upgrade of the distribution system.

This will also facilitate the use of automatic meter reading of power feeders and distribution transformers.

This way, the nagging problem of power pilferage can be overcome to a great extent because hi-tech instrumentality will lead to correct estimation of aggregated transmission and commercial losses.

To be implemented in 31 towns having more than 10,000 population, a Rs 45 crore data centre will be set up in Dehradun in the first phase of the scheme.

Disaster recovery centres will also be set up at the cost of Rs 30 crore in earthquake-prone areas of the state so that services to consumers could continue uninterrupted in case some defect develops in the data centre.

Other services like consumer indexing, metering, billing and collection will also be made online for about one-third of the total 13.41 lakh consumers in the state.

Now, 189 villages to run water schemes

In a move that will allow 189 villages in Uttarakhand to run and manage their own water schemes, the Jal Sansthan has handed over the entire arrangement to the villagers.

Under the sector-wide approach (SWAP) scheme of Swajal, a total of 189 villages in Uttarakhand will have to make arrangements for the smooth functioning of water supply that was earlier under the control of Jal Sansthan.

“The Jal Sansthan has ended the existing arrangement. The villagers will now no longer turn to the authorities for repair and maintenance of their water supply schemes.

“The villagers will have to plan and conceptualise all schemes. They will no longer come to us with their complaints. They will also manage the accounts,” said PC Kimothi, secretary appraisal, Jal Sansthan.

In Pauri district, 34 villages will handle six plans while in Chamoli, 18 villages will be entrusted seven plans.

In Tehri, 28 villages will handle 14 plans and in Uttarkashi, 45 villages will handle 39 plans.

In Nainital, 10 villages will handle six plans and in Almora, 18 villages will handle seven plans. In Bageshwar, 22 villages will handle 14 plans and in Pitthoragarh, five villages will handle three plans.The Jal Sansthan has spent Rs 16 crore on the switchover under SWAP.

Electrocution led to youth’s death: Police

With the police today announcing that Sudhir Rawat, who was found dead near his house on September 2, died of electrocution, the mystery surrounding his death has been cleared.

According to the police, Sudhir Rawat (23), a BCA final-year student, was electrocuted by a fence put up by his neighbour to ward off wild animals from entering his fields, while he was on his way to meet his girlfriend on the fateful night.

Vikram Singh, who had put up the fence, was the first to discover the body in the morning and out of fear had thrown it into the neighbouring fields. For the next two days, he pretended that he was not aware of the matter.

However, after the postmortem report and interrogation of villagers as well as Vikram the truth came to light.

Later, the police with Vikram's help recovered the wire and Rawat's cellphone that he had hidden. He said he had decided to reveal everything to the police after his sister's wedding on September 28. Vikram runs a small hotel and a tailor shop.

The police said that Rawat used to meet his girlfriend every night and on the day he died he was barefoot, which made him more prone to electrocution.

"I saw the body at 5 am and due to fear covered it as well as the fence wire with grass, besides hiding his cellphone. But when the villagers started looking for him, the next night I packed the body and threw it into nearby fields," said Vikram, who is in police custody.

The police has booked him under section 304/201 of the Indian Penal Code at the Basant Bihar police station. He will be produced in the court tomorrow.

Former SIDCUL employee found dead

Haridwar: A former DGM of SIDCUL company - Control and Switch Gear - Chandra Prakash Malhotra was found murdered in his rented accommodation in Ganesh Puram colony, Kankhal, here today.

Although preliminary investigations revealed that the murder took place late at night, the incident came to light in the afternoon today when Malhotra’s neighbour found his body.

The police has ruled out theft as the cause behind the murder as Malhotra’s house was not ransacked. Forensic experts have collected data and Malhotra’s family residing in New Delhi has been informed. SP City Asim Srivastava said details would be revealed after further investigations.

Earlier on Thursday a homeguard Susan Singh, posted at Gurukul University, was murdered while he was on night duty.

Woman’s husband, in-laws booked in dowry case

Dehradun: Husband and in-laws were booked for allegedly beating and harassing a woman for dowry here in Kehari village.

Nita (name changed) alleged that since the time she has got married in 2008 her husband Manish and parents in-law used to beat her for the same.

IIT honoured Dr HK Verma and Dr Pradeep Kumar with the Outstanding Teacher’s Award at a function, organised here today.

Professor Prem Krishna, former professor of the institute conferred upon the awards to Dr Verma, deputy director of the institute and head of Electrical Engineering Department and Dr Pradeep Kumar, head of Mechanical and Industrial Engineering.

The teachers are being selected on the basis of feedback from the IIT students every year in undergraduate and postgraduate categories. “This year both the recipients belong to postgraduate category,” said Dr DK Paul, dean faculty, IIT-R. IIT-R director Dr SC Saxena said that the teachers are the role models of society. “Certain traits, including dedication, sincerity, commitment and affection towards students, are required to be an ideal teacher.

Both the professors received the awards for second time.

Dehradun: Recognising the dedication and hard work of teachers, DAV College Alumni Association honoured teachers, here today.

Former Chief Minister of the Nityanand Swami, Raj Kanwar, veteran journalist and president DAV College Alumni Association, Dr S Farooq, former president and other members of the association were present on the occassion.

Daljeet Kaur, principal St Patrician’s School formed the list of the candidates who were facilitated for being part of this noble profession. A total of 22 teachers from 11 renowned schools of the capital were given mementos.

Summer Valley, Swalik International, Marshall School, Heritage School, St Joseph Academy, Doon International School, Jaswant Modern School, Scholar’s Home, Brighlands, Himalayan Public School and Tasma Academy were the participants. Dr S Farooq said: Dr Radhakrishnan’s contribution in the field of education is immense and on this day one should try to imbibe some of his good qualities in our day to day life. However, as teachers play an integral role in educating our society we should respect them for their care and concern.”

Tributes paid to Dr Radhakrishnan

Haridwar: Teachers and students paid a tribute to former President Sarvapalli Radhakrishnan on Teachers Day. In most of the schools, teachers took a break from their regular job and senior students acted as teachers and managed the junior classes.

Various programmes held at Delhi Public School, St Mary School, Kendriya Vidyalaya, Bal Vidya Mandir, DAV, Doon Cambridge, Little Angels Preparatory School, Guru Ram Rai School, Shishu Vidya Mandir Sector-2, and other government schools on this occasion.

At Shiv Dale school, a multi-cultural show was organised, in which students performed cultural dances of different states, skits and mimicry of their teachers were the most interesting act. School founder Swami Sharad Puri lit the lamp and said that real teacher was one who lighted others life by burning his pleasures.

At Gurukul Kangri University, the students stood up to the centuries year old ‘guru-shishya’ tradition and after touching their feets sought their blessings and in turn, teachers gave their blessings to them. Management students also performed variety of cultural programmes in the campus.

At the function, Dean Dr SP Singh pointed on the role of teachers and their bonding with the students.

“Teachers can make or break a nation as their influence on students is almost as equal to that of parents.

“And their need in this educated world, where the terrorism menace is slowly engulfing the world, is assuming greater importance to guide the next generation to the right path,” he said.

While at SMJN College, head of the Commerce Department Dr SK Batra highlighted the life of Dr RadhaKrishnan, who was a doctorate, vice chancellor of Banaras Hindu University and also worked as a professor at Oxford University. “He was first Vice-President and second President of India and was also knighted by the British government in 1931, “ informed Dr Batra.

Retired teachers felicitated

Dehradun: Uttaranchal Purva Mahdyamik Shikshak Sanghathan of Dehradun felicitated retired teachers on Teachers Day here today. Around 41 retired teachers from Dehradun district of April 1, 2008, till march 31, 2009, batch were present at the ceremony.

Chief guest for the day was director of the school education Pushpa Manav, along with district education officer Geeta Nautiyal, who presented a passing out certificate as well shawls to the teachers who have worked hard to educate students in the distant areas of the district.

However, amid celebrations and remembering teachers for their selfless contribution, teachers even presented Pushpa Manav a memorandum stating their problems.

“Today apart from celebrations, we are even discussing our issues pertaining to our transfer, salary and promotion and health with the chief guest,” said Ravinder Singh Pundeer, district president of the sanghathan.

Providing pending grant under the sixth pay commission, considering transfer issues related to remote areas, making transfer policies transparent were some of the main issues, besides food and other basic needs.

Cultural programme organised

Dehradun: Heritage school celebrated Teachers Day with great fervour today. Remembering Dr Sarvapalli Radakrishnan, whose birthday is celebrated as a tribute to this great scholar for his achievements, a cultural fiesta was presented to entertain teachers, who were enthralled by their enthusiasm and charismatic performances.

The programme began with a vandana by students, who later presented flowers and cards to teachers. A fun-filled play - beware of dogs - entertained the audience. Students also recited poems about the importance of teachers in the society.

Delay in an announcement of minimum support price (MSP) for sugarcane in the state this year has left the farmers high and dry. Farmers, who have been expecting a considerable rise in prices of sugarcane this season, have become apprehensive as to when the government would make the necessary announcements as the harvesting season is drawing nearer.

On its part, the government authorities are said to be waiting for the report of the Sugarcane Price Regulatory Committee before making any announcement.

Talking to The Tribune, district president of Bhartiya Kisan Union (BKU) Sanjay Chaudhary alleged that the delay in the announcement is deliberate on the part of the authorities.

Levelling allegations of ignoring the farmers’ interest, Chaudhary said the government authorities always favoured owners of the sugar mills for their vested interests.

He said the harvesting of the crop would start at the end of this month. “Next month, the sugar mills will also start functioning. Why the state government has been delaying in the announcement of the prices? Whereas many other states, including Haryana, have already announced the prices of the crop,” said Chaudhary.

The minimum support price of the cane was Rs 142 to Rs 147 per quintal last year. This year, the farmers are demanding to raise it to minimum Rs 200 per quintal.

If the government is serious about the interests of the cane producers, the statutory minimum price should be Rs 200 per quintal this year, said Chaudhary.

“Otherwise the farmers would be forced to sell their crop to the cane crusher owners, who comparatively offer very good price, which ranges between Rs 300 to 450 per quintal,” said Chaudhary.

Notably, the sugarcane belt of the state has already started shrinking. A survey report of the district sugarcane development office reveals that this year land under cultivation of sugarcane has already gone down by as much as 2.27 per cent in Haridwar district as compared to last year.

While the area under sugarcane was 53,580 hectare last year, this year it has reduced to 52,365 hectare.

Bungling: Herbal institute’s director suspended

Close on the heels of serving charge sheet to Dr SS Mishra, director Herbal Development and Research Institute, Gopeshwar in the case of financial irregularities, the state government today ordered his suspension in a separate case of misappropriation of funds worth lakhs.

In the order, a copy of which is with The Tribune, Mishra has been held guilty of cheating farmers with the promise of providing them loans of about Rs 28 lakhs for plantation of certain species of herbs.

The loans were availed through a non-existent NGO named Chitransh Herbal Group, Haldwani instead of the farmers.

On Friday, Mishra was served charge sheet on the basis of serious financial irregularities pointed out in the audit report.

He was prime facie found guilty of misappropriation of government funds.

He was accused of fraudulently availing reimbursements against unauthorised tours and travels besides failing to keep record of sale and purchase of saplings, which caused huge financial loss to the state exchequer.

In the present case, Mishra recommended the project report prepared by the said NGO for giving loans to certain farmers for plantation of stevia, murrvaphali and arand herbal species.

These are not part of 26 listed species. But Mishra recommended the report submitted to Almora-Nainital Regional Gramin Bank for loans without verifying technical feasibility of plantation of the species.

It amounted to cheating the farmers since the loans were availed by the NGO instead of the farmers.

The verification of the addresses showed that the NGO was non-existent. The bank has issued a notice to Mishra after detection of the irregularity.

The order held him guilty of wrong recommendation of the species in the absence of their marketability, failure to monitor their plantation, giving loans to farmers from the account of the NGO and partial payment of the loan amount.

Interest of irrigation dept officials prime, says govt

Fearing poll reversal in the Vikasnagar byelection for it’s recent decision to bring all hydro projects under a unified command, Uttarakhand government today made it amply clear that protecting interests of the state irrigation department employees was foremost.

The proposed unified command was rather aimed at generating an additional 1,500 million units of power per day and not hurt the interests of employees.

The government’s decision to relieve irrigation department of maintenance duties of hydro projects and shift the entire onus to Uttarakhand Jal Vidhyut Nigam (UJVN) Limited in the form of unified command had irked irrigation department employees, who reside in significant numbers in areas falling under Vikasnagar assembly constituency that goes to poll on September 10.

Uttarakhand power secretary Shatrughan Singh said proper maintenance of hydropower projects was being felt for quite some as it could lead to generation of additional 1,500 million units per day and that too with little investment.

The statement assumes much significance as a few days back, at a review meeting regarding hydro projects, Uttarakhand Chief Minister RP Nishank had directed for a unified command for proper management of hydro projects in the state.

As of now, while Uttarakhand Jal Vidhyut Nigam Limited has ownership of all the hydro projects, the irrigation department is responsible for their maintenance.

However, the irrigation department often complains of lack of funds for maintenance of these projects, while UJVN Limited has repeatedly taken a stance that it was providing regular funds for the purpose.

BHEL-HMA win Young Managers award

After bagging multi-million deals there is more smiles for Bharat Heavy Electricials Limited as a joint team of BHEL-HMA outclassed fifty eight other teams in the 35th northern region National Competition for Young Managers conducted by All-India Management Association (NCYM) in New Delhi.

The competition is held annually and is one of its kind in the entire region.

The team comprised of Rajiv Verma, Aditi Mittal & Komal Gandhi and showed their prowess of knowledge, management and team co-ordination to near perfection on the theme ‘Innovate, Restructure, Reorganize: Challenges for India Inc’.

BHEL Team’s quest to get the honours did not end here, as they also won the third position in the ntional-level competition where they competed with the winners from all the four regions of the country.

The magnitude of the competition can be gauged by the fact that in this category 204 teams from all over the corporate world participated in the competition which is one of the most prestigious events organized by AIMA.

Haridwar Management Association (HMA) being the local body of AIMA is the apex management body in this region and is regularly sending its team every year to participate in this event. The team has been rewarded with trophies and cash prizes given by eminent personalities from the Corporate World.

The jury at the competition comprised of Anil Sachdev Founder and CEO, School of Inspired Leadership and V K Vishwanathan, MD, Bosch Limited.

Kaladhungi Violence SHO held for tampering with evidence

The Uttarakhand police today arrested the suspended Station House Officer (SHO) of Kaladhungi police station and the mastermind allegedly involved in the violence and arson in the police station on August 23 following the murder of BJP block pramukh Balwant Singh Kaniyal in the police station on August 22.

Ashok Kumar, Inspector-General of Police, said that Satish Chaudhary alias Mintu Chaudhary, a history sheeter of Kashipur area, was the mastermind of the violence in the police station in which a policemen was killed and several others were injured. He has already been involved in more than 48 cases.

RK Sakalani, SHO of the police station, was arrested from Pitthoragarh for allegedly tampering with the facts and the documents in the Balwant Singh Kaniyal murder case.

According to the police, the SHO was produced before the CGM, Nainital, while later both accused were sent to 21-day remand. A total of 48 persons have been arrested.

Rekha Raturi was elected vice president with 342 votes, Sakshi with 265 vote was placed second. Pooja registered a heavy victory on general secretary post. She secured 342 votes, whereas Pooja Kumari with 265 votes was second in the contest.

On the joint secretary post Manisha Dashmana was elected unopposed to the post. Shradha Mishra was elected treasure (unopposed), Uma Rawat was elected university representative (unopposed).

Working committee members include Ankita Negi, Ankita Bora, Deepika Negi, Arti Rawat, Ankita Badola and Sonia.

Books donated to needy students

To celebrate the upcoming Literacy Day (September 8), the faculty as well as students of the School of Communication of Doon University donated books and study materials to the students of SHIFA today.

SHIFA, is a school which imparts free education to the under privileged children of society. SHIFA (an Urdu word, meaning redemption) is a result of honest efforts by Sonu Kumar and Asher Wasker from past five years.

This school is located in slums near Chuna Bhatta, Raipur Road of Dehradun. It has strength of at least 50 students between the age group of 5-14 years. They teach the children upto Vth standard. The parents of most of the students studying here work in the nearby brick furnances, which is a hazardous factory, and have great difficulty in earning their livelihood.

SHIFA doesn’t get any funds from the government and is run with the aid received by local bodies and its founders. As a symbolic gesture, students of Doon University distributed books to the schoolchildren with the motto to spread awareness about the importance of being literate in today’s world.

The whole session between the two different groups of students was really interactive and inspirational. Being an informal interaction, the kids had a gala time dancing, reciting poems and enjoying with Doon University students.

The committee members had earlier declined to take up election responsibility saying that principal did not taken them into confidence while forming the committee.

In a bid to end prevailing tension DAV management had intervened yesterday and had asked both the parties to resolve their differences through talks.

College principal, Ashok Saxena said, “I tried my best to resolve the differences with the committee members. But the members are still not willing to take up the election responsibility.”

Election officer, Divendar Tyagi said that committee members seek somebody more responsible on the post.

He said, “There were 60 professors who were senior to him and their names should have been considered for the election officer’s post. He overlooked the seniority.”

H1N1: One more tests positive

One more patient has been tested positive with H1N1 virus. This time the patient is from Haridwar. The toll of infected persons reaches to 15 in the state.

The state nodal office today received 2 more results of the patients who hail from Haridwar, the other patient tested negative.

A total of 12 medical samples were collected by the Rapid Response Team today. A 57-year-old woman from Vikas Nagar, who had undergone eye operation in New Delhi, was admitted to the isolation ward of Doon Hospital after she complained breathlessness. She is being given treatment for the virus. Meanwhile, the Chief Minister Dr Ramesh Pokhriyal Nishank expressed satisfaction at the arrangements prevailing in the hospitals to tackle the virus.

The district hospitals have been supplied with Tami flu tablets. “We have given 10,000 tablets to each district hospital, so that they can immediately start treatment,” said Dr Pankaj Jain, state nodal officer.

Sports College thrash Sunderwala Boys

Sports College hammered Sunderwala Boys 3-0 in the ongoing District Football League here today. In the second match Rishikesh team registered a 1-0 victory over BC Milan team.

Skillful Sports College team outplayed Sunderwala Boys thoroughly. After a slow start, the Sports College took firm control of the match. It scored first goal in the 25th minute with an accurate shot by Mukesh from the top of striking circle. Sunderwala team tried hard for an equaliser but failed.

In the second half Sports College dominated the proceeding. The team further added two goals. It was Sandeep for the team who made its 2-0 in the 50th minute of the match. Barely five minutes later Sports College scored their third goal through Jagesh to make it 3-0.

It was a narrow victory for Rishikesh team in a closely contested match. Both the teams were locked at 0-0 at the end of first half. In the second half Rishikesh team scored through Ritesh Negi in the 60th minute to help his register a solitary goal victory.

Vikasnagar: Punjabi forum to support Cong

Dehradun, September 5
The Punjabi Sangathan Uttarakhand today announced support to the Congress candidate Navprabhat in the Vikasnagar assembly byelection to be held on September 10.

Its chairman Davender Singh Sethi has appealed to all Punjabis and Sikhs in the constituency to vote for the Congress candidate. He claimed that Punjabis, minorities and Dalits felt secure in the Congress’ regime. He gave credit to the Congress for all development in the constituency. — TNS
