Ranbir case: CBI gets custody of Ram Kumar
Dehradun, September 1 Ram Kumar was in jail here for the past few days. The CBI team got his medical examination done at the Doon Hospital. Ram Kumar was allegedly with Ranbir when they were confronted by SI GD Bhatt in Dalanwala area. There was a third person with them. The three allegedly entered into a scuffle with the SI and fled with his service revolver. Later, Ranbir was killed in Raipur area on the outskirts of Dehradun. However, there are witnesses to Ranbir Singh having nabbed and later shot by the police. Ram Kumar was arrested by the CBI a few days and was sent to judicial custody by special magistrate Parul Gairola. |

Now, Nishank demands funds for upkeep of forests
Dehradun, September 1 Nishank, who was addressing a press conference here today after pocketing Rs 799 crore hike in the Annual Plan size for the current fiscal, said it has been an tough on the state to maintain forests and National Parks from its meagre resources. “We could have easily earned Rs 1000-1500 crore per annum from the forest produce of these protected areas,” he said. The CM said he had raised the issue in his earlier meetings with Prime Minister Manmohan Singh and Planning Commission members as well. “The state has 65 per cent of land under forests, but we are unable to exploit them for commercial purposes. The Centre should compensate Uttarakhand for safeguarding the forests and thus the environment of the country,” he added. He said the compensatory amount could be used for developmental activities in other areas of the state. Nishank said the state has also asked the Planning Commission to have a separate policy for the Himalayan states since these have different geographical conditions. The CM said he had told the Deputy Chairman of the Planning Commission Dr Montek Singh Ahluwalia that the state should be considered differently since it shares a long border with China and Nepal and a large number of youth voluntarily joins the Army to serve the nation. “There should be a special package for the border area development in Uttarakhand,” he added. Similarly, he pointed out that the population of Uttarakhand should not be considered as per the census figures of one crore, as more than two crore tourists and pilgrims visit the state every year. “These visitors use resources of the state and this factor should be taken into consideration while allocating funds to us,” he said. Nishank also demanded that the term of the special industrial package for the state should be increased till 2010. “We demand a special package on the lines of north-eastern states,’ he added. |

Tubewells stuck in red tape
Dehradun, September 1 And due to lack of irrigation facilities, various crops have been damaged and farmers have been hit hard. “I had sown sugarcane on seven bighas of land, but drought-like conditions forced me to grow groundnuts, which do not require much water. For the last three years, we are suffering. One tubewell, which was working, has also stopped functioning now,” complained Inder Mani Joshi, a farmer. For the purpose, the Irrigation Department had prepared a proposal worth Rs 77 lakh but it did not get the requisite sanction. The amount was revised to Rs 111 lakh on account of escalation of costs, but there has been no progress on that as well. Chief Engineer Sagar Chander said there was no laxity on part of the department, as the work could begin only after the proposal gets clearance. “We have submitted the revised proposal to higher authorities on May 8, 2009. Some farmers who approached me yesterday have also been made aware of this,” he said. The farmers, however, blame the official machinery. “It is height of official apathy. Yesterday, we visited higher officials of the Irrigation Department in the secretariat, but we were told to approach the Chief Engineer despite the fact that the file had already been sent to them,” complained Shoorvir Singh, another farmer. Meanwhile, after approval from the office of secretary, irrigation, the proposal has to be put before the finance department. Subsequently, it will be sent to the office of the funding agency - NABARD — in Mumbai. Interestingly, even officials are not sure how long the whole procedure would take. |

H1N1: Two more test positive
Dehradun: Two more patients have tested positive for H1N1, taking the number of those infected in the state to 11. The health authorities on Tuesday received 13 results, out of which 11 were from Dehradun, while 2 from
Haridwar.
The state nodal officer Pankaj Jain said patients who tested positive had come for tests at Dehradun and Haridwar hospitals. “The load at the National Institute of Communicable Disease has begun to ease and we are now left with only 10 reports,” he said. — TNS |

Lie-detector for state cops anytime
Dehradun, September 1 IG Ram Singh Meena said they had placed an order for the machine last year and it would reach the state in a day or two. The cost of the machine is Rs six lakh. He said earlier the state police officials had to go to Delhi and Chandigarh for the test, which was a long-winding process. "Once the machine is here, it is going to be very convenient for us,” he said. |

Cong men protest against growing lawlessness
Dehradun, September 1 Hundreds of protesters gathered at the Gandhi Park and raised slogan against the ruling Bharatiya Janta Party (BJP) state government. Yaspal Arya, state president of the committee, alleged that since the BJP had taken over the reigns of the state the law and order situation had gone from bad to worse. “The recent violent incidents, including the attack on Kaladhungi police station in which a cop was killed, the Preeti murder case and the Anshu murder case, have rocked the state,” he said. Arya said the police was also unable to control the rising crime. “Several times, the culprits are let-off as the police is being influenced by the ruling party in some manner or the other,” he alleged. Dinesh Aggarwal, MLA, said the protests would continue in the future if the situation doesn’t improve. “We want a peaceful state,” he said. Suryakant Dashmana, another congress leader, informed that they had also written to the Governor in this regard. “We demand that the CM should resign if the his government is unable to maintain law and order,” he said. |
Vikasnagar security beefed up
Dehradun, September 1 The police has made special security arrangements for the elections. Elaborating on them, the Superintendent of Police, KS Naginyal said the area had been divided into three zones and 22 sectors, while 11 police officers would be deployed on election duty. To keep an eye on the anti-social elements, the police had put up barrricades at various places and increased the number of personnel on duty there. Four inter-state and five inter-district barricades would be also be set up to check the influx of criminals from outside the state, said Naginyal. The SP said 55 sub-inspectors, 61 head constables, 600 soldiers, 200 home guards and other personnel have also been deployed on election duty. “We will strictly deal with anybody who breaks the law during the elections,” he said. |

Dehradun, September 1 On the occasion of the 15th anniversary of Khatima and Mussoorie incidents that took place on September 1 and 2, 1994, during the Uttarakhand formation agitation in which many statehood agitators lost their lives, Pratap said that the dreams of the agitators still remain unfulfilled and ‘a positive and constructive approach’ is required to give direction to the state according to the hopes and aspirations of the martyrs. While paying tributes to the martyrs, Pratap thanked different organisations for supporting the Uttarakhand bandh call given by the USSS on October 2 to demand permanent capital status for Gairsain. He also appealed to the agitators to join hands on the issue of permanent capital. Otherwise, Dehradun will become the permanent capital as desired by the bureaucracy and ‘selfish’ leaders. Meanwhile, mahila manch holds protest Dehradun, September 1 Leading the protest here in Dehradun, Kamal Pant said the manch will continue with their struggle till Gairsain is accorded permanent capital status as per the popular sentiment. She added that the manch would be observing November 9, the State Foundation Day, as Gairsain day. Kamala Pant also announced a bandh on October 2. The day is observed in remembrance of statehood agitators that attained martyrdom in the Muzaffarnagar shootout. She also accused the state government of adopting an insensitive attitude to the capital issue. |
Leaders flout Lyngdoh panel rules
Dehradun, September 1 They are openly violating the committee’s recommendations and the college administration appears seems helpless in this regard. Dr BK Tyagi, secretary of the teachers association of the college, said that it was difficult to make student leaders follow the committee’s recommendations. College student union elections are scheduled to take place in mid-September and the JM Lyngdoh panel recommendations had come into effect the day the college opened. The major guidelines by the Lyngdoh panel include that the election expenditure should be limited to Rs 5,000, there should be no rallies in and outside the campus and printed posters are not to be used during the election. But student leaders are spending huge amounts on printed banners, posters and taking out rallies. Jitendra Rawat, state vice-president of the Akhil Bhartiya Vidayarthi Parishad (ABVP), said, “The recommendations will only come into effect after the candidates file their nomination papers. Before that, they are free to do what they want and spending money is not a problem.” Vikas Negi, candidate for the post of university representative, took out a massive rally today. NSUI leader Yashasvi Sharma said that college management cannot penalise a candidate for putting up a poster or for distributing printed pamphlets. “The banners put up by the candidates bear the names of the supporters who have borne the expenditure of getting the posters and banners printed,” he said. The expenditure for the student union elections has already run into thousands of rupees for the candidates before the election. Anil Tomar, an Independent candidate for the general secretary’s post said, “Rs 5,000 is too small a sum for the election.” |
CEO appointed, Congress councillors end stir
Dehradun, September 1 Leader of Opposition and Congress MLA Harak Singh Rawat, who reached the site of dharna, administered juice to senior councillor Ashok Verma. He assured to take up the issued raised by the councillors to highest levels of the administration. The Congress councillors had been staging dharna at the Dehradun Municipal Corporation for the past many days seeking an improvement in the workings of the corporation. They had also demanded immediate posting of Chief Executive Officer at the corporation. Ashok Verma, who led the protest, highlighted the plight of civic amenities in Dehradun. Lapse of funds, poor arrangements for clearing of waterlogged roads, recruitment of sanitary workers and better lightning in the city, were some of the prominent issues raised by the councillors. Congress councillors Rajkumar, Jagdish Dhiman, Anup Kapoor, Vijay Pratap Mall and Nisha Rana were among the protesters. |

Dehradun, September 1 In the seniors 400m freestyle, cadet Utkarsh Tripathi of Ranjit Section won with a timing of 420.05s. The winners of the other events were cadet Prakhar Kaushik in juniors 100m freestyle, cadet Aditya Udupa in seniors 50m butterfly, cadet Tonmoy in seniors 100m backstroke, cadet Karan Sohi in juniors 50m breaststroke and cadet Saurabh Thorve in juniors 50m backstroke. Cadet Akshay Chugh took first position in juniors 200m freestyle while cadet Aditya Kalsotra emerged winner in juniors 100m butterfly. The other winners included cadet Vismay Dani in seniors 100m breaststroke, cadet Karan Sohi in juniors 50m freestyle, cadet Aditya Udupa in seniors 200m individual medley and cadet Anuj Sable in juniors 100m breaststroke. Forum comes to harassed husband’s aid
Dehradun, September 1 He has joined forces with the Public Helpless Development Society that fights for men who have been treated harshly by the laws to protect women. Narrating his plight at an interaction with mediapersons today, Naithani said that he has been victimised ever since his wife lodged a ‘false’ complaint against him under the Domestic Violence Act on September 19, 2008. “My wife and her family have been pressurising me to leave my old widowed mother and take up a separate accommodation. I have been put through a lot of mental and physical pressure on the issue. “As my in-laws are well off and influential, they have had an upper hand. I have been to jail too,” said Naithani. Even a divorce does not seem easy for Naithani whose wife is demanding Rs 9 lakh as the settlement amount. His effort to take administrative and legal help too proved futile until the Public Helpless Development Society came to his rescue. “We have decided to extend moral and legal aid to Naithani and countless other men who are in a similar situation,” said Mohammed Rashid, chairman of steering committee of the society and a Supreme Court lawyer. As a result of their efforts, Santosh Naithaini was able to participate in a television discussion on domestic violence. Santosh said that he would like to take up the fight for men who are suffering due to domestic violence. Another person Kali Charan Semwal said that his son Ajay had faced a similar predicament. When things became difficult to bear, he committed suicide. The Delhi-based organisation has nominated Navin Sharma as secretary of the Uttarakhand branch. |
BJP fomenting trouble in Haridwar: Harish Rawat
Haridwar, September 1 Rawat also lashed out at BJP for needlessly igniting communal tension by twisting his comments on the Shivaliki Nagar issue. Attending Ganesha Chaturthi function at Devpura Ashram, Rawat clarified that he advocated religious harmony and space for all communities and this had been the secular trend in Haridwar so far. “No one has the right to exploit the secular and harmonious nature of the city and every religion or community people have the right to pray and practice rituals unless they hurt anyone or violate the norms,” he said. Rawat also prayed for successful completion of Mahakumbh and said he was monitoring the Kumbh preparations as people of the constituency had reposed faith in him. |

Dehradun, September 1 The final turned out to be a one-sided affair as Hope Town secured an easy victory. Three times champion Hope Town School wasted no time in opening their account. They scored their first goal in the sixth minute of the match through Devika. Thereafter, Hope Town team constantly kept Moravian Institute defence under pressure. The team came close on scoring a goal on a number of occasions, but Moravian Institute gave them no opportunity to score a goal. At the end of first half, the Hope Town was ahead of Moravian Institute by a goal. In the second half , Hope Town pumped in four more goals to take a invincible lead in the match. The team came with a better strategy and was better organised in the second half. Although Barkha fetched the equaliser for the Moravian Institute in the 22nd minute of the second half, but Hope Town took the lead barely one minute later through Rukmani. Dehradun, September 1 Both teams were not at their best in the first half and the game began on a slow pace. Pachvadoon was more defensive from the start and made a few moves. The moves by Doon Challengers did not meet with success. In the second half, Doon Challengers scored their first goal in the 40th minute of the match through Manoj. The team could not hold on to the lead as the Pachvadoon team fetched the equaliser in the 50th minute through Abhay. Meanwhile in second match, Vijay Cantt beat Rishikesh 2-1. Rishikesh scored their first goal in the 15th minute through Rajesh. Vijay Cantt found the equaliser in the 33rd minute through Amit.
