Haridwar, August 27 After investigations, it was revealed that the mastermind behind the murder was Ramy alias Stanliyan, who was the son of Vijay Singh form his first marriage. Vijay Singh had three sons - Samy, Ramy and Sonu - from his first marriage with Alina. From his second marriage with Colonel Shashi Bala he had a daughter and a son. Alina died in 1998, after which Vijay Singh married Shashi Bala in 2005. Ramy, who lives in Haldwani, had no proper source of income. His wife worked as a nurse. Feeling neglected after his father’s second marriage and with an aim to usurp his property, Ramy decided to kill Vijay and his second wife. For the purpose, he offered Rs 25 lakh to Sita Ram, resident of Jatwada Pull, and Rajesh, resident of Bahadur Jat Pathri. Sita Ram and Rajesh further hired five persons - Farookh, Tehsil, Ikhlakh, Dharmendra, all residents of Bahadur Jat, and Babu, a resident of Pathri, Haridwar. As stated by the killers on the night of 16 August they executed the gruesome murder when the couple was alone in the house. First they killed Shashi Bala who was in bedroom and then her husband striking on their necks with sharpened weapons. Police after arresting Samy arrested SitaRam, Rajesh, Farookh, Tehsil from Ranipur Jhal today when they made Ramy to call them at the said place to take the left amount fixed for carrying out the murder. While Ikhlaq,Dharmendra Tehsil and Rajesh are still absconding and police is carrying search and raids to nab them too. Incidentally the murder came to light after two days only when a relative neighbor went to the house to enquire after not having seen them for two days. Senior Superintendent of Police Sanjay Gunjiyal has lauded the police team carrying out the investigation and announced cash reward for the team.SSP said that police is trying its level best to curb the crime in the city and said that beat police system introduced in the district has been quite instrumental in solving many such cases. In another incident police seized 900 quarters of illegal wine from a Narsain resident Rajiv. The accused was carrying the wine in his Maruti car numbered HR-07-7452 towards Haridwar when near Bhalla college SI ManiBhooshan Srivastava and Pankaj Pokhriyal on suspicion stopped and checked the car and found the illegal caskets of liquor. |

Dehradun, August 27 Vijay Bahuguna, member of Parliament from Tehri Garhwal, is spearheading the movement for accelerating the work on this project being constructed by the National Thermal Power Corporation (NTPC) on Bhagirathi river. Bahuguna said the project is located in a border district and has already provided employment to as many as 1,000 locals and 500 people from outside. It has also provided business opportunities for locals. "Stoppage of work has adversely affected the local population," he alleged. Bahuguna has also shot off a letter on the issue to the Congress President Sonia Gandhi pointing out that the project was inaugurated in 2004 and the work on had started in 2005. However, it was during the BJP regime that work was stalled at two projects - Pala-Maneri and Bhairon Ghati - last year, after an agitation by noted environmentalist Prof. GD Aggarwal. Subsequently, work on Lohari-Nagpala project was also stalled. "The project has got all statutory clearances," the letter mentions. Bahuguna also claimed that there was no threat of uninterrupted flow of Bhagirathi. He asserted that Rs 400 crore has already been spent and Rs 2,000 crore work allotted to various agencies, including foreign firms. "Construction activity of the project is at an advanced stage and it is scheduled to start generation by the 2011-12," the letter adds. "I feel that the BJP and its alliance partner is provoking religious sentiments of locals. Most of the Himalayan rivers are considered sacred at regional or national level. Any move of suspending the development work will have a cascading effect and similar action may be demanded in respect of other projects," Bahuguna has mentioned in the letter. Drawing parallels with the Tehri Project, he has claimed that delays caused because of agitations has resulted in an increased cost - up from Rs 3,391 crore (as approved in 1994) to Rs 8,392 crore (at completion in 2006). Bahuguna has pointed out that any action aimed at suspending the ongoing projects would damage the social fabric of the sensitive border district and is not in the larger national interests of people. Bahuguina has concluded the letter by stating: "The Uttarakhand High Court has decreed that the National Ganga River Authority, constituted under the chairmanship of the Prime Minister, should decide the fate of this power project. I request you to kindly intervene in the matter and ensure that the power project is not abandoned under political pressure by the VHP. |

Private institutes in Haridwar sell education
Roorkee, August 27 As many as 20 institutes offering various courses of higher studies, including MBA, BTech, BEd etc., have come up on the Saharanpur road and the Haridwar road, here, in a couple of years. Some of these colleges are reportedly being run by unscrupulous persons, who have been facing serious criminal charges, while many are being managed by under-qualified persons. The unsuspecting students are felling prey to these institutes as most of these educational institutes lack even the required basic infrastructure, including proper buildings, laboratories, hostel facilities and other required paraphernalia. Adding insult to the injury, most of these colleges either have under-qualified faculty or are short of it. Many of these institutes do not fulfil the standards, being set by the higher education department or universities concerned. The students, who fail to get admissions in reputed colleges in such courses due to less mark, are being admitted in these institutes in consideration of hefty fees. On the condition of anonymity, a BEd student (regular) of a local private college said the college authorities had openly told that there was no need to attend classes for the whole session. “I paid them around Rs 60,000 for the arrangement (for not attending regular lectures during the course). Moreover, they also assure me of “full help” during examinations,” said the student. Commenting on the situation, a professor at the Indian Institute of Technology said this sudden mushrooming spelt doom for the educational scenario here. “In fact, these people are playing with the career of the students. Taking advantage of our weak regulatory system, the businessmen and ‘goondas’ have been capturing the professional education space. Education means business for them and they leave nothing to make moolah out of it,” said the IIT professor, while adding that everyone knew that how huge sums of money were being collected in the name of management seats in such colleges. He added that these institutes managed to get affiliation from the education authorities concerned by adopting unlawful manners. Many a time, protests were lodged by the students of these institutes due to lack of required facilities. Showing concern over the exploitation of the students and the parents, the national secretary of Brahmin-Bania Aarakshan Morcha Surnider Mittal said ban should be imposed on such colleges immediately. “We have written a letter to Human Resource Development Minister Kapil Sibbal, demanding stern action against management of such private colleges,” said

Organic farming key to food security: Expert
Dehradun, August 27 He was speaking today at a workshop on “Best Practices for Organic Farming in Hills” organised by the Uttarakhand Organic Commodity Board. Dr Tolia said organic framing was not only cheap, but also soil-friendly as the farmers used no chemicals. “To encourage the farmers, we need to validate all our claims so that they take it in a big way. Along with agriculture the farmers also need to get into horticulture for the over all expansion of organic farming in the hills,” Dr Tolia said. Lauding the organic commodity board for carrying out patent cover in the state, he said none of the universities were engaged in this effort. He called upon the scientists to take up viral bacterial studies and conduct experiments that further validate the claims of organic farming. Additional Chief Secretary NS Napalchyal said in the state large number of farmers was engaged in organic farming, but they might veer towards the use of chemicals in order to increase their yield. “We need to tell the farmers that there are methods available that can help them get rid of pests without the use of chemicals,” NS Napalchayal said. He further said for quick returns the farmers could adopt chemical fertilizers, which might have far reaching consequences, “Progressive farmers should be involved in propagating the benefits of organic farming,” he stressed. Napalchayal called upon the Organic Commodity Board to bring the area under organic farming for certification, along with production and also called upon providing maximum marketing exposure to the farmers at the block and district level. Dubdee: Celebrating the first harvest
Mussoorie, August 27 ‘Dubdee’, which is probably taken from the word ‘Dub’ (a kind of grass), celebrates harvest of the first bunch of crops. Villagers sing and dance late into the night on the occasion. This year, ‘Dubdee’ falls on ‘Durbaasthami’ - August 27 and 28. “We didn’t have a very good crop this year due to irregular weather conditions, but we are going to celebrate ‘Dubdee’ with all enthusiasm. “I am taking my friends and a mediaperson from Mussoorie to my village this time,” said Rajendra Singh Rawat, head of the ‘Takaarnaa Gram Sabha’, 40 km from
Mussoorie. During the festival, a bunch of different crops that grow in the region is erected in a small field. At around nine in the evening, people gather around it and the beat of drums grows louder. The village announcer called ‘Pari’ then shouts in a typical rhythmic tone - “Gaon ki Rehne… Dubdee pujene aijaao…” (Come on all, the ‘Rehnes’ or daughter-in-laws are to worship Dubdee). The ‘Rehnes’, dressed in the finest of clothes, worship the ‘Dubdee’. The ‘Dhyaane’ or daughters of the village join in later. According to beliefs, ‘Dubdee’ is also seen as a daughter of the village who was prohibited by her in-laws to go to her village to witness ‘Dubdee, the first festival of the year. She later died. “The curse of a ‘Dhyaane’ can be devastating, commit any sin, but never upset a Dhyaane,” explained Khajaan Singh and his wife Munni
Devi. In order to pacify her curse, the village ‘Rehne’ worship ‘Dhyaane’ in
the form of that bunch of crops. Women folk keep a fast on that day and only eat after the prayers are over. Men folk wait anxiously to exploit the ‘Dubdee’ once the women are through with prayers. “We wait all through the year for ‘Dubdee’ as we find it hilarious to jump over each others’ shoulders,” said Suresh, a youngster from the village. |

Murders: Accused says he was sheltered by UP politician
Roorkee, August 27 The Roorkee police said Zishaan told them during an interrogation that he was given shelter by a politician in Uttar Pradesh while he was absconding. Talking to The Tribune, SI Rajeev Rothan said the miscreant named Chandpur (UP) MLA, Mohammad
Iqbal, who allegedly helped him in registering a “false” case against him at Haldaur in Bijnore (UP) under the Arms
Act. Rothan added that the arrested miscreant had admitted that the MLA had provided him with support to elude the Uttarkhand police. Zishaan had also revealed that the MLA has spoken to police officials in UP and asked them to book him under certain Sections of the Arms Act. This was reportedly done so that Zishaan could be saved from the clutches of the Uttarakhand police, which was hunting for him ever since his name crop up in the double murder case of Shazia and her mother Samar
Jahan. According to Rothan, Zishaan managed to get bail from the UP court under the Arms Act case and was planning to flee from the region. Meanwhile, the police has claimed to recover stolen jewellery and the blood-stained clothes from a nearby forest area at his instance. “We are taking the matter seriously. Senior officials have been apprised of Zishaan arrest and his claim about involvement of UP-based politician,” said ASP Arun Mohan Joshi while adding that theinvestigations are on. “If found guilty, no one would be spared in the case,” said Joshi. Koshiyari defends Khanduri’s removal
Pitthoragarh, August 27 Koshiyari said the decision of the BJP high command was right in the political context of the time.
"If the decision is wrong, why did Khanduri obey it?" he questioned while talking over the phone from New Delhi. Referring to the letter written by Khanduri to party chief Rajnath Singh, Koshiyari said it was not proper to question the decision of the party leadership. "The BJP high command has to keep discipline among the workers and takes decisions according to the political situation," he added. Notably, Koshiyari was instrumental in the entire political drama in Uttarakhand as he led the dissidents who demanded the removal of Khanduri. Koshiyari, who is a Rajya Sabha member, is also considered close to Rajnath Singh. |
Address problems at local level, Nishank to DMs
Dehradun, August 27 He said the DMs should also instruct their subordinates to address the grievances of people within a stipulated time. “Grievances of the people should be redressed at the local level,” he said. All district level officers should be present at Tehsil Diwas, Thana Diwas, BDC and district meetings, he added. At the ‘Janta Milan’ programme held here today, Nishank after interacting with people directed the principal secretary to regularly monitor the meeting of DMs and other district-level officers with the public. “People should not run from pillar-to-post for redressal of their grievances, which can be addressed at the local level,” said

Snatchers hurt woman
Roorkee, August 27 The victim, Meenakshi, was travelling in a rickshaw with her husband Ashish Verma, a local jeweller, when the incident occurred. It was said that the duo stopped the rickshaw and attempted to snatch the gold chain from the woman while brandishing knives. The husband raised of alarm. When he tried to protest their action, the miscreants injured the woman with knife. Some people said they also shot fired from a country-made pistol. On getting information, the police cordoned off the area immediately, but the miscreants managed to give a slip to them. |

Witnesses said the accused was caught while counting Rs 2,000 received as bribe. Om Prakash had complained that the accused demanded bribe to get his pending allowances released. |

Dehradun, August 27 Submitting a memorandum to Union Minister of State for Labour and Employment Harish Rawat, the Congress workers held that linking of the two rivers will address to potable water concerns of Kumaon region. Vipin Bhatt of Congress recalled that freedom fighter late Devi Dutt Pandey way back in 1960 had suggested Pinder Link Plan as the sole solution to address to the potable water concerns of the people. He said the plan envisaged linkage of rivers Kosi, Ramaganga and Ganga. Referring to the importance of Ramaganga river, Bhatt said conservation of Ramganga assumed much importance taking into account the dependency of potable water schemes at Chaukutia, Dwarahat, Syalde, Sult and Bhikyasein. He also called for inclusion of water conservation and safety of agriculture for wild animals under National Rural Employment Guarantee Scheme. |

Dehradun, August 27 It was a close contest between Sports College and Rajeev Gandhi Navodaya Vidayalay team. Sports College team had an upper hand in the match as they displayed better skill and ball passing to control the proceeding. Sports College team came close on scoring a goal in the 15th minute of the match, but failed to take advantage of the chance. In the 25th minute they were on the attack again but missed out yet again. The second half was no different from the first and none of the team managed to score a goal. The result was only decided in the tiebreaker, in which Sport College team emerged winner. In u-17 match, MPSC team beat SGRR team by a solitary goal. |
