Couple found murdered
Haridwar, August 18 Once again the frailty of the police claims got exposed when today a couple, Vijay Chauhan, a businessman, and Lt Col Lovely Chauhan (retd), was found murdered in Sitapur in the sub-urban Jwalapur area in Haridwar. The news of the murder spread like a fire in the jungle and people gathered on the spot and were shocked to see the brutal murder of the couple. The incident came into light when one of their relatives, Raj Kumari, went to their home on not seeing them for the past two days in their residence. When Raj found the door locks broken and their bodies in separate rooms, she informed the neighbours and soon the police was called. According to prima facie and circumstantial evidence, the assailants murdered the duo with a sharp-edged weapon. Both bodies had turned blue which evidently suggests that murder took place about two days back. CO, City, Navneet Singh ruled out robbery as the motive of the crime as all the things and cupboards were intact. Other household goods were also not scattered. The police is working on the theory of a property feud behind the murder as the couple had some property in Saharanpur too. Lovely was the second wife of Vijay and they got married nine years back. They had a son who was at Haldwani at the time of the incident. From his first wife, Vijay had a son and a daughter, who reside in Saharanpur. The son had committed suicide few years back. The police took finger prints and other clues from the spot and has registered a case of murder. The bodies have been sent for autopsy. A neighbour said that the couple was reserve in nature and didn’t mingle with them. They were mostly confined to their house. Haridwar SSP Sanjay Gunjiyal, who visited the spot, said that the police will soon be able to nab the culprits. Last month, the police has solved the murder of a BHEL AGM and is banking on its police-people friendly approach that it has adopted in the past few months. |

Roorkee, August 18 Acting swiftly, the police has arrested the two culprits today. Both are residents of the town and have been identified as Shahnawaz and
Wasim. According to ASP Arun Mohan Joshi, the miscreants were known to the victim as she used to visit the mobile re-charging shop being run by Shahnawaz in Subhash Nagar locality. The ASP said that the girl was enticed by the culprits, who took her to a local hotel Divine International opposite the bus stand, on Sunday afternoon. “There, they forcibly removed the clothes of the victim and made an MMS,” said Joshi. On being asked whether the girl was also a victim of attempted rape, he said that the police is investigating that aspect but the girl did not mention it in her complaint. Joshi added that they were planning to take action against the hotel as no entry was found in their register. “We are going to take stern action against the hotel management. Why did the hotel staff not enter the details of the miscreants and the victim before allotting them a room?” said the ASP while adding that the police was contemplating the seizure of the hotel. The suspects have confessed to their crime and a case under Section 292 of IPC and Section 67 of the IT Act has been registered. Earlier, an employee of the IIT was arrested. |

12 UP villages demand inclusion in U’khand
Kotdwar, August 18 They effected a ‘chakka jam’ on the road and stopped the Garhwal Express train disrupting the vehicular and train traffic for more then two hours. The police and administrative officers of both states rushed to the spot to control the situation. More the 12 villages on the UP-Uttarakhand border, although technically part of Uttar Pradesh, are near the town of Kotdwar. They are not only dependent for their marketing needs on Uttarakhand, but their water and electricity supply also comes from the state. But being a part of Uttar Pradesh, the Uttarakhand Power Corporation has refused to supply power to these villages and have served notices for disconnection. Similarly, the Jal Nigam has also threatened to cut the water supply. Thousands of villagers from Telipara, Dhakiya, Biruwala, Bidora Bhogpur, Mathurapur and Bawan Sarai gathered at the Trade Tax Office along the UP-Uttarakhand border and blocked the NH-119 to press for their demand for inclusion of a 21-km-long area between Bhaguwala and Kalagarh town with Uttarakhand. Pandit Manmohan Dudpuri, who led the demonstration, said most of the population residing in this region had migrated from different villages of Uttarakhand and linguistically and culturally they were like any other resident of Uttarakhand. By excluding this area from Uttarakhand, injustice was done with them as they, too, took part in the Uttarakhand movement. Mahant Anata Nand Maharaj of Juna Akhara also backed the demand of these people as they say towns of Uttarkhand are at walking distance from these places. Kotdwara SDM GC Gunwant, who reached to the spot to request villagers to open the chakka jam, received the memorandum from the villagers addressed to the Chief Minister of Uttarakhand. The villagers wrote to the Chief Minister that the they were dependent on towns of Uttarakhand for their basic needs of water, electricity, education and healthcare. So, it is logical to include these villages to in Uttarakhand state. The demonstrators also sent a letter to Uttar Pradesh Chief Minister Mayawati to help these villagers in their demand. |

Varsities told to provide ragging details
Dehradun, August 18 The development followed the information required by the office of the President of India on the issue from the state government. Secretary, Higher Education, Rakesh Kumar has written a letter to the vice chancellors of all universities in the state and heads of medical, engineering, paramedical, dental, homoeopathic, B.Ed and other professional institutes in this regard. They have been asked to furnish information regarding number of ragging cases reported in their institutions since the start of the new academic session and the kind of action taken by them. They have also been asked to apprise the government about the steps taken to publicise the measures recommended by apex court and the Union Government to curb the menace. Sources said that the President has taken up the cases which have come to light so far including the widely reported Aman Kachroo case. The problem was still prevailing in institutions despite the Raghvan Committee report and directions issued by the apex court. The steps taken by state governments have also not proved very effective. The institutions have a tendency to downplay such incidents by showing them as normal incidents of fights among students. |

Meanwhile, the saint community has criticised the state government and the mela administration for the slow pace of works related with the century’s first Mahakumbh, after the state was formed. Saints cast aspersions on many developmental projects ongoing in the district saying that many of them don’t seem to be completed by the slated deadline. National general secretary of the Juna Akhada Mahant Vidhyanand Saraswati and Akhil Bharatiya Sanatan Dharam Sansthan national chief Swami Vidhya Chaintanya Brahmachari in a joint statement has said that officers are unable to utilise and spend the money allotted by the central government which is now 400 crore. “If the mela administration puts in only half of the money, i.e. 200 crore, in Haridwar this will be sufficient to make the city as a model pilgrim city, but it seems impossible because of present working of bureaucracy and slow-lacklustre work of the agencies” said Saraswati. Pointing the ill-repaired roads, open sewer lines and lack of infrastructural as well as basic facilities, saints said if such be the scenario, any major tragedy could happen in the upcoming Mahakumbh and the state government should look into this matter as a priority one. |
