The agreement was signed by Balinder Singh on behalf of Touch International Inc. and by Sudhir Rajpal, MD, Hafed, which has appointed Touch International Inc. as distributor for Hafed basmati and other products in the USA.

Centre allocates more power to state

The Union Government has allocated another 75 MW of power from its unallocated quota to Haryana with immediate effect on the intervention of Chief Minister Bhupinder Singh Hooda.

Stating this here today Haryana Power Minister Randeep Singh Surjewala said the Chief Minister had taken up the matter with the Prime Minister and the Union Power Minister for allocating more electricity to Haryana from the central pool as a result of which this additional allocation had been made by the Union Government. Earlier, the state was allocated 100 MW from this pool during July.

He said there was an unprecedented growth in the demand for electricity due to scanty rain, scorching heat and the paddy season. The average daily requirement of electricity had gone up to 1,200 lakh units whereas the availability through the long-term and short-term arrangements was around 1,150 lakh units.

He said the state would get 50 MW from Madhya Pradesh through a trading agency and 85 MW from Chhatisgarh through the Power Trading Corporation (PTC) from today onwards, which was discontinued due to the closure of generating units for the past 10 days. The state had also made short-term power procurement arrangements, which included 632 MW from Himachal Pradesh through the PTC and 250 MW from Gujarat. The state had also made banking arrangements under which 50 MW from Assam, 45 MW from Karnataka, 50 MW from Rajasthan and 80 MW from Himachal was available to the consumers. About 100 MW of liquid gas-based power had also been arranged from the NTPC gas stations at Dadri, Faridabad, Anta and Auraiya.

Surjewala said the state had also arranged electricity through power exchange at much higher rates to bridge the gap between demand and supply. The Haryana power utilities planned to purchase power costing Rs 1,977 crore from June to September this year to ensure adequate power supply to all sectors.

He said the state government was committed to supply power for 8 hours daily to the agricultural sector, 13.5 hours daily to the rural domestic sector and 19 to 20 hours daily to urban domestic consumers.

DC reviews steps to tackle swine flu

Deputy Commissioner Amneet P Kumar with the Civil Surgeon and other civil officials today reviewed the situation arising out of swine flu threat and detection of a suspected case of swine flu here which had been referred to the PGI, Rohtak, for further investigation .

She said effective steps should be taken to meet the challenge posed by the flu threat and to ensure that no panic gripped the people. Dr RP Dahiya, Civil Surgeon, other doctors and SDM Hawa Singh, Jagtar Singh, City Magistrate, and DEO Mittar sain Malhotra were among those present on this occasion .

The DC said an isolation ward had been kept ready to admit any suspected patient and Tamiflu and masks had been arranged from Chandigarh.

The Civil Surgeon said all doctors and other paramedical staff had been instructed to remain alert and immediately inform him about any swine flu -affected patient.

SIRSA: Health authorities today heaved a sigh of relief when reports of the nasopharyngeal swabs taken from wife and two servants of the ENT surgeon, who had tested positive for H1N1, confirmed that they were not suffering from swine flu.

The infected doctor’s wife, herself a gynaecologist, working in general hospital, Fatehabad, has been staying away from her hospital duties due to the suspense over her H1N1 status ever since her husband tested positive on August 9.

The doctor’s father, a private ENT surgeon, has also been keeping away from his OPD since then but reports regarding him and his wife’s swabs are yet to be received from the National Institute of Communicable Diseases (NICD).

Besides these three, report regarding nasopharyngeal swab of a doctor of the local general hospital has also been received today, and he too has tested negative for the H1N1.The doctor too had suffered from symptoms of flu.

Dr GD Somani, Deputy Civil Surgeon, Sirsa, said the samples of three more suspected cases had been collected today and sent to the NICD for testing.

Janmashtami celebrated

Meanwhile, an exhibition on “Bhagwad Gita” was inaugurated in the exhibition hall of Sri Krishna Museum here today. The museum has chosen the Krishna’s association with Kurukshetra especially the Gita as the theme of the exhibition for this year’s Janmashtami.

Deputy director of the museum Rajesh Purohit had asked three former students of the Fine Arts Department of Kurukshetra University to explore and capture images on the theme.

Schoolteachers hire youth to work for them

Two primary schoolteachers of a government school, who have been drawing salary from the Education Department, has allegedly “employed” another teacher to work for them at a much lesser salary.

Irked villagers, who had been watching the activities of the teachers for quite some time, locked the school building yesterday and took its record under their possession.

District Education Officer (DEO), Fatehabad, HS Chhokar said he was waiting for the report of the Block Education Officer, Ratia, who had visited the school yesterday.

Government Primary School, Saharana, which has 22 students on its roll, had been running without a teacher for quite some time before the DEO deputed two teachers from Bhirdana village to perform duties in Saharana.

However, the teachers allegedly hired the services of a youth for Rs 15,00 per month. While the two remained absent from duty, the youth did the teaching work in their place.

When the matter came to the notice of villagers, they started keeping a close watch on their activities and locked the school yesterday.

Block Education Officer OP Rawal said he would report against the conduct of the teachers to the DEO.

HAFED basmati for US markets

HAFED basmati rice will now be sold in the markets of the USA. An agreement to this effect has been signed between HAFED and Touch International Inc. NJ USA. The agreement was signed by Balinder Singh on behalf of Touch International Inc. and by Sudhir Rajpal, MD, Hafed, which has appointed Touch International Inc. as distributor for Hafed basmati and other products in the USA.

Touch International Inc had agreed to import 1,500 MT of superior basmati rice worth about Rs 13 crore in the first year. The first consignment is likely to be shipped in September next. Hafed will provide the necessary promotional support in the US markets. Hafed is also developing a special packing for the US markets.

The arrangement is expected to go a long way in serving the interests of the basmati growers of the state on one hand and providing quality basmati rice to US consumers.

Liquor contractor shot dead

Sonepat, August 14
Vehicle-borne persons armed with pistols and sharp-edged weapons not only shot dead a liquor contractor Parvinder, alias Ballu, of Sohati village under Kharkhoda police station, but also attacked other family members of the deceased at their house in the village this morning.

On the complaint of victim’s aunt Rajo Devi, the police has reportedly registered a case against Mahesh, Satish , Jagbir, alias Kala, Randhir and Sandeep of the same village and three others.

The alleged accused managed to escape from the village. Old enmity is stated to be the reason behind this murder. In protest against the incident, residents of the village blocked Kharkhoda road for around two hours and lifted the blockade when DSP Vikas Dhankhar reached the spot and assured that the alleged accused would be arrested soon.

After post-mortem examination, body of Parvinder had been handed over to his family members and the injured identified as Surat Singh, Mahender, Bhupinder, Satte and Vijay Pal have reportedly been referred to PGIMS, Rohtak. According to information, the armed persons reached the house of Parvinder this morning and entered into an altercation with his family members.

However, they were pacified by some other villagers. But after sometime, they returned to Parvinder’s house and allegedly attacked the family members with sharp-edged weapons. Parvinder was at his liquor vend in the village at that time. Later, they reached the vend and allegedly fired at Parvinder and killed him on the spot.

NREGA audit raises eyebrows

A signature campaign has been launched by some social activists based here seeking transparency and dissemination of information regarding the social audit of work being done under the National Rural Employment Guarantee Act (NREGA).

They have raised concern over the process being followed and the “denial of information” to residents at the village and block levels.

The countrywide audit has been under way since July 20. States have been asked to submit their reports by the first week of September.

According to Dr Rajinder Chaudhary, Professor and coordinator of the campaign, the public has no information about the process under way, which has resulted in resentment among it.

He claimed that while a detailed date-wise schedule of the audit of all villages had been made available on the NREGA website, no publicity had been done at the village and block levels to make people aware about it.

He said 80 persons had already signed a statement that they had no knowledge about the social audit and had asked why they were not apprised of such a drive so far.

Another issue that has been raised is why NGOs and other voluntary organisations have not been associated with the social audit of NREGA and why the ongoing audit has been confined to panchayats alone.

Kabaddi Player’s Murder

Panipat, August 14
Kabaddi player Sumit, who had allegedly stabbed one of his teammates to death in Chennai, surrendered before the local police here yesterday. He had been absconding for the past four days.

Sources said Sumit reached his native Budsham village late on Wednesday night. Yesterday morning his parents took him to the office of the district police chief, were he was taken into custody.

The district police chief sent him in the custody of the Samalkha police from where a team of police officials from Chennai secured his custody through a transit warrant after producing him before a local court.

According to the villagers, Sumit broke down on seeing his parents and stated that he did not want to kill Naveen, but it all happened in a fraction of a second, as he had no control over his rage.

Naveen was stabbed to death by Sumit following a fight over sleeping near a pedestal fan.

Meanwhile, it was learnt that the Chennai police, who had come here to secure Sumit’s custody, had been keeping a track of Sumit’s movement by tracing his mobile phone.

The police knew that Sumit had first gone to Maharashtra through Andhra Pradesh and then to Delhi and finally reached Panipat.

The police said Sumit used to switch off his mobile after speaking to his friends. However, it was his parents who handed him over to the police.

Farmers hit by hailstorms, drought to get same relief

Hailstorm or drought, farmers in Haryana, from now on, will garner the same amount of compensation. For, the state has accepted the long pending demand of the farmers for uniform rates.

The information on uniform rates was provided by the Punjab and Haryana High Court during the hearing of a petition by the Akhil Bhartiya Kissan Sabha for the payment to farmers suffering losses from drought-related damage to Rabi crop for 2006.

The petitioners contended Rabi crop for 2006 of farmers belonging to Siwani tehsil in Bhiwani district was damaged due to drought; and demanded payment in accordance with revised norms issued in 2005 for payment to farmers with crop damaged from hailstorm.

The petitioners contended in 2005 Haryana revised relief norms. For 100 per cent damage of the crop, Rs 3,000 per acre for wheat crop and Rs 2,500 per acre for other crops was fixed. But the norms followed for relief to hailstorm victims were not been adhered to in case of farmers, whose crop was damaged due to drought.

In his written statement, Bhiwani Deputy Commissioner-cum-Collector said as Haryana had not fixed any norms for drought relief, compensation was paid in accordance with norms fixed by the Government of India.

Subsequently, another affidavit was filed stating the government has revised its policy and the government has decided to grant relief to the farmers affected by natural calamities, including drought, as per uniform rates.

Therefore, the distinction between farmers affected by hailstorm or drought has been done away with, “even though the government earlier held a view that hailstorm occurs mostly when the crops are fully ripe and entire investment has been made by the farmers”.

Haryana’s additional advocate-general also informed the court the government had revised the norms for relief to farmers, whose crops were damaged due to natural calamity, from July 7 and these rates would apply prospectively only. Farmers, whose crops were damaged due to drought in year 2006, would not be entitled to the compensation at the revised rates.

The Bench disposed of the petition with observation “we cannot issue any directions calling upon the government to apply the amended policy retrospectively”.

Science & maths school for Mewat

It is yet another attempt at raising the standard of education in backward Mewat. Children of the area gifted with an aptitude for mathematics and science will study in a special school to be run by the Mewat Development Agency (MDA).

In a novel initiative, the MDA has selected 80 students from various government schools for admission to the science and maths school which begins on August 17. The school, which will be affiliated to the Central Board of Secondary Education, will begin from Classs VI and will be located in Nagina. Teachers have already been recruited by the MDA.

The CEO, MDA, Attar Singh Ahlawat, said the school was conceptualised by the former Governor of Haryana, Dr A.R. Kidwai. “The idea was to impart specialised education in mathematics and science as a long-term strategy to bring up good teachers in the state. The state, so far, is short of quality teachers in the two subjects,” he added.

The MDA conducted an examination last month to shortlist students in government schools who have a scientific bent of mind and want to pursue the two subjects.

While this school begins next week, the MDA has also got sanction for two schools especially for girls with residential accommodation from the Ministry of Minorities, Government of India, in Khanpur Ghati village and Singar. A sum of Rs 12 crore has been sanctioned for the same. This meets a long-pending demand of the locals who were reluctant to send their girls to a co-education school.

“Our efforts are beginning to bear fruit and this is evident from the increase in the number of students attending school in Mewat. The number of students has increased in all six Mewat model schools from 5,000 last year to 7,200 in this year,” Ahlawat stated.

The MDA, however, has not limited itself to education alone. In its community development works, concrete paths have been made in 90 villages and a transit hostel has been constructed at Nuh, two nurseries have been established for the first time in Kanwarsika and Buroji villages and 210 extra acres has been brought under cultivation of vegetables, 200 acres under guava, musambi, chikoo and 30 acres under gladioli cultivation while dairy farming, too, has been promoted in a big way.

Move to give MC land for dharamshala opposed

A majority of councillors of the local municipal council today opposed the move to hand over a prime land of the council situated near Khairpur locality of the town on the local Hisar road to the Arorwansh Sabha for the construction of a dharamshala.

Dissenting councilors, claiming to have the support of 22 out of 31 members of the council, today submitted a memorandum to Deputy Commissioner Yudhvir Singh Khyalia to stop the move to hand over the prime land of the council to the sabha, which the members alleged, was being run by a selected few members of the Arora community.

“The municipal council had passed resolution number 3 on August 7 to give land worth Rs 20 crore to the Arorwansh Sabha working under the influence of family members of Haryana minister Lachhman Dass Arora despite the fact that a majority of the municipal councillors opposed to it,” alleged Om Parkash Phutela, municipal councillor and a member of the Arora community, adding that common members of the community did not have any say in the affairs of the Arorwansh Sabha. He alleged that earlier a school was started from the funds of the Arorwansh Sabha and but a member of the minister’s family had been heading the school as chairperson without holding elections of the society for years.

Roshan Dang, another municipal councillor, said the disputed land measuring 5,283 yards on the national highway was earlier earmarked for the construction of the municipal council building and former Chief Minister Om Prakash Chautala had even laid its foundation stone.

“The move was, however, scuttled after the Congress government came to power and it was decided to construct a community hall on the land for which a grant of Rs 60 lakh has already arrived in the DC office. However, suddenly a move to hand over the land to the Arorwansh Sabha was initiated despite opposition from a majority of the councillors,” Dang added.

President of the municipal council Pawan Dingwala maintained that no municipal councillor had opposed the move when the resolution was placed for discussion in the meeting.

Woman murdered

A young married woman was murdered with a sharp -edged weapon at Panniwala Ruldu village in this district. The woman was missing for the past two days and her body was recovered from the fields today.

The police has booked a village youth on the complaint of victim’s husband Jallor Singh. Victim Amarjit Kaur had gone missing from her home on August 12 and her husband had suspected a village youth Chhindi’s hand in her disappearance. Chhindi too has been missing since then.

Jallor Singh alleged that Chhindi’s brother informed him today that Amarjit Kaur’s body was lying in his fields.She had been brutally murdered with a sharp -edged weapon.

The police has sent the body for post-mortem examination and registered a case against Chhindi, who is absconding.

A young girl reportedly jumped into a canal from a train near Pirthala village here today. Efforts of divers to find the girl in the canal have proved unsuccessful so far.

Geeta, a resident of Hisar, had boarded the Ludhiana-bound train from Hisar with her family members today morning. As the train was passing over a canal near Pirthala village, she reportedly jumped into the canal. The family members stopped the train and informed the police in Tohana. SHO Bimla Devi said the girl had not been traced so far.

Residents have also been protesting against the erratic power supply here.

Sources revealed that the state had been facing power shortage of 150 lakh units per day .
