Announce separate SGPC on I-Day: Panel

The Haryana Sikh Gurdwara Parbandhak Committee (ad hoc) is on the warpath and wants to settle for nothing short of a separate SGPC, the second language status for Punjabi and a minority commission for the state.

This was decided at a meeting of the committee, led by Didar Singh Nalvi, in Kurukshetra today. Expressing dissatisfaction with the announcement of Chief Minister Bhupinder Singh Hooda that a separate SGPC would be in place on Haryana Day (November 1) if there were no legal hassles, the leader said there was no scope for backtracking.

“The Punjab Reorganisation Act of 1966 clearly states that Punjab will get Panjab University (PU), Punjab Agricultural University (PAU) and the SGPC. After Haryana’s creation, we got Kurukshetra in place of PU and Hisar Agricultural University in place of PAU. This means, the Haryana SGPC, too, should have been formed long back,” Nalvi said.

At the meeting, attended by 22 of the 31 members of the executive, speakers pointed out that there was nothing in the creation of a separate SGPC that required legal opinion. “We met the Chief Minister, Union Minister Selja and even UPA chairperson Sonia Gandhi subsequently. We supported the Congress in every election in the past few years since it supported our cause. Now, it is being put off till after the Assembly elections. The least the Chief Minister can do is to assure us that the Congress continues to be committed to the cause,” leaders of the committee said.

The issue of granting the second language status to Punjabi was also deliberated upon at the meeting. Sources said Sikh leaders were “pained” that the Hooda government, which “professes to have a pro-Sikh sentiment”, has not even bothered to issue a notification for the Bill passed by the Assembly during the previous government.

Also, the committee members were critical of the fact that the government had not bothered to form a state minority commission even though some states already had one. “Punjab Chief Minister Parkash Singh Badal, too, recently announced that a commission would soon be constituted in his state. However, the Haryana government has chosen to keep mum on the issue,” Nalvi said.

The leaders reason that Independence Day is a bigger day than Haryana Day and the government should go ahead and announce a separate SGPC on that day. It was resolved that if no assurance was given on the issue of a separate SGPC by the government, the committee would observe August 14 as “black day”.

Hooda not serious on issue: Tarlochan

Tarlochan Singh, Rajya Sabha member and former Chairman of the National Commission of Minorities, yesterday criticised Chief Minister Bhupinder Singh Hooda for his recent statements on a separate SGPC for Haryana and cautioned him against interfering in the affairs of the Sikhs. Talking to The Tribune, Tarlochan Singh alleged that Hooda was not serious on this issue.

He alleged that the Chief Minister was only playing politics over the issue of the HSGPC for votes, adding that perhaps Hooda was oblivious of the dangerous consequences it could lead to.

The MP maintained that no government in India would like to interfere in the religious affairs of minorities, but the present Haryana Government had allegedly been dabbling in the affairs of the Sikhs ever since it came to power.

“All temples and shrines are the property of the communities concerned and should be managed by the communities themselves,” he added. Tarlochan Singh maintained that Punjab and Haryana were bifurcated by an Act of Parliament and the Punjab and Haryana High Court, the Bhakra Beas Management Board and the SGPC were kept common by the same Act.

“Any change in the status of these bodies is possible only by an Act of Parliament and the Haryana Government has no authority to interfere in these bodies,”he added.

He said it was ironical that Hooda was not announcing Punjabi as the second language of Haryana despite demands by Sikhs, but was trying to project himself as their well-wisher by giving them false assurances on a separate SGPC for Haryana.

Bid to make park in place of school

Even as many city parks continue to remain in a state of neglect, the local administration seems to be quite keen on developing a park on a site earmarked for a government primary school.

The issue pertains to a semi-constructed primary school building adjoining Government Model Sanskriti School in Sector 43 here.

During the past few days, the district administration has shown over enthusiasm in pursuing the matter, which has raised doubts over the real motive behind the move.

A few days ago, the officials concerned of the Education Department were asked to submit a report regarding the said primary school building. They replied that the building was being constructed by the HUDA authorities, who would hand it over to them only after its completion.

Following this, Deputy Commissioner Rajender Kataria wrote a demi-official letter to the local HUDA Administrator, asking her to facilitate the development of a park in place of the primary school.

HUDA Administrator Deepti Umashankar confirmed having received the DO letter written by the Deputy Commissioner. She, however, refused to divulge its contents. “We’ll look into the matter and take appropriate action as per the rules,” she maintained.

On being contacted for comments, the Deputy Commissioner admitted that he had asked HUDA as well as the municipal authorities to set up a park in place of the school.

“I have asked them to do so on the demand of residents of that locality,” he asserted and added that the park was being constructed only for the time being.

Kataria denied the accusation that the park was being made on school land to benefit a certain influential resident of the area. He, however, could not explain the haste in the matter even though several other parks were already there in that locality.

Khap hints at reviewing verdict

Following its verdict of “exile” for the Gehlout family from Dharana village here, the Kadyan Barha khap panchayat’s acting president Raj Singh today gave a hint of resolving the ongoing gotra row over a “forbidden” marriage with a girl of Kadyan gotra.

He disclosed that the khap panchayat could review and soften its judgement if other khaps working actively in the state came forward to appeal the panchayat to do so in order to maintain “bhaichara”.

Speaking to The Tribune, he asserted that now they would not consider amnesty plea of the Gehlout family if it tried to place it before the panchayat through mediator as appropriate opportunities had been offered to the family to feel sorry for their “unsocial act” to get the verdict changed but the family failed to do so all the time. Notwithstanding all, they could ponder again over the verdict if other khaps of the Jat community appealed the khap panchayat for it, he added.

Talking about Sarva khap panchayat’s meeting proposed to be held in Beri town here on August 9, Raj Singh said nearly 100 khaps across and outside the state had been invited for the meeting, which would not only contemplate over the issue but also take decisive steps to resolve the controversy.

“The response of the khaps invited for the meeting is more than expected. Representatives of some khaps have already extended their support by reaching the dharna venue. Hence, a large number of persons across the state are likely to participate in the meeting, which will decide the future of the Gehlout family,” the acting president said, adding that the Kadyan khap had been following its social custom and was ready to protect it at any cost.

Meanwhile, Naseeb Singh, uncle of groom Ravinder, restated that they would not honour the “autocratic” and “unethical” dictum of the panchayat in present form, as it is not possible for them to desert the village.

HC: Haryana withholding info on land release cases

The Punjab and Haryana High Court has held that Haryana is apparently withholding information; and has willfully violated an undertaking given to the court by the state Advocate-General, in the land release cases.

The Division Bench of Justice Adarsh Kumar Goel and Justice Daya Chaudhary has also asked Haryana Secretary, Urban Estate Department, “to remain present in person to explain the default and to ensure compliance of the order of the court”.

In its detailed order, the Bench asserted: Vide order dated May 15, 2009, Haryana Advocate-General had made a statement to furnish relevant information of the Urban Estate Department within four weeks. From that date, a period of two and a half months has passed and needful has not been done.

“It appears from the background of the case, information is being withheld deliberately and there appears to be willful breach of undertaking on the behalf of the state”.

The Bench has all along been asserting that the state was apparently going slow on handing out information on land acquired and released by the state during the previous three years. The Bench, only recently, had put a question mark on the state machinery’s efficiency, while noticing that it had, on January 19, asked the Secretary concerned to furnish information on: "The extent of land notified for acquisition in the last three years from January 1, 2006, to December 31, 2008”.

The Bench had also asserted: “We have seen that the state of Haryana and other concerned parties have been prolonging the hearing of all cases where the issue of validity of release from acquisition comes up for consideration,” the Bench asserted.

Reliance SEZ given 2 years’ extension

The Haryana Government today granted extension of two years to Reliance Haryana SEZ Limited, a joint venture company for the setting up of a special economic zone (SEZ), for the listing of equity shares or initial public offering (IPO).

The approval was granted by the Haryana Investment Promotion Board, which met here today under the chairmanship of Chief Minister Bhupinder Singh Hooda.

The company had sought additional time for the preparation of a revised business plan and for planning an IPO at a later date as the present time was not conducive to bring a large-size IPO.

The company has already procured about 7,000 acres in Jhajjar district and about 1,200 acres in Gurgaon district besides about 1,383 acres provided to it by the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC).

An official spokesman said here that an investment of Rs 2,809 crore had been made by the company out of its own resources or equity besides making a commitment of Rs 239 crore towards annuity payments under the rehabilitation and resettlement (R&R) policy of the state. He said this was one of the largest investments made in the state in two years.

The state will have a motor sports city spread over 1,600-1,700 acres in the vicinity of Gurgaon in Mewat district.

The board approved in principle the proposal of Pioneer Urban Land and Infrastructure Limited to develop Gurgaon Motor Sports City near Sohna with an investment of Rs 2,000 crore. The project envisages future investment of Rs 6,000 crore.

It decided that for the acquisition of land for this project, the state’s policy on SEZs would be followed.

The board also decided to allot 700 acres to Maruti Suzuki India Limited at IMT, Rohtak, to set up research and development (R&D) facilities, a test course and its ancillaries.

Reward for Honesty

Harassment, frequent transfers and threats may be the perfect ingredients of a Bollywood flick aimed at exposing the nexus of corruption at top level in public life, but this seems to have proved a harsh reality for a young officer of the Indian Forest Service (IFS) posted here, who has been trying to emulate the ideals taught in the books that one should be honest, hardworking and dedicated to his work.

He has been reportedly handed over the transfer orders by the authorities concerned for the 11th time in his four-year service period in the state. The reason - perhaps his role in exposing a scam worth Rs 5 crore in a short stint of six months here.

Sanjiv Chaturvedi, the official in question, had hardly any inkling of such a work culture when he had thought of joining this service about seven years ago. Not surprised at the transfer orders, he is now preparing to move to Hisar, his next place of posting.

Armed with the Manjunath Shanmugam award for integrity - 2009, Sanjiv, a direct IFS officer, has decided to carry on his drive to fight corruption in the department despite all kinds of pressure.

He was suspended for a period of about six months and was kept without charge for about two years, but this failed to deter him to change his functioning.

He had joined the service in 2005. He was transferred from Yamunanagar district in 2006, when he took action against some influential persons for poaching wild animals and illegal felling of trees in Saraswati Wildlife Sanctuary. In Fatehabad also, he continued his style of functioning that irked some influential persons after he stopped diversion of funds for a private herbal park. However, this time he was placed under suspension for over six months.

His troubles did not end there as after reinstatement he was not given any posting for nearly six months, following which he was posted against a non-cadre post despite the fact that cadre posts at four places were lying vacant.

He challenged it before the Central Administrative Tribunal (CAT), which stayed the transfer orders, and he was subsequently posted against a cadre post.

His transfer orders were issued 10 times and he remained without posting for about two years during the past four years. Even false FIRs and complaints were submitted to the vigilance department.

The exposure of a scam in the Jhajjar forest division during April-October last year has perhaps led to the 11th transfer, orders for which were reported to have been issued on August 3.

Clash over Statue
Aggarwal community to keep shops closed

Tension prevailed in Ellenabad town here, where members of the Aggarwal community and volunteers of the Shaheed Radhey Sham Bhakar Yadgar Samiti clashed over installation of a statue of Maharaja Agrasen at a roundabout here yesterday.

Members of the Aggarwal community have decided to keep their shops closed indefinitely alleging partisan role of the local police.

They alleged that the statue of Maharaja Agrasen was desecrated and taken away by samiti volunteers twice and their members were beaten up, but the police had failed to act.

The Shaheed Radhey Sham Bhakar Yadgar Samiti, who has been claiming that Panchmukhi Chowk, on which the Aggarwal community had installed a statue of Maharaja Agrasen yesterday, belonged to the samiti and they would install a statue of a Kargil martyr there.

The police said no complaint had been received from any side.

Farmers block traffic

Scores of farmers today blocked traffic on the Ellenabad-Hanumangarh road near Talwara Khurd village in protest against the alleged insufficient supply of irrigation water to their area.

The farmers raised slogans against the government as well as its Irrigation Department and sat in dharna on the road. The farmers alleged that water had not been reaching the tail-ends of water channels and as a result their crops were withering for want of irrigation.

“Certain irrigation officials are hand in glove with some farmers of Boodhimeri village upstream the canal and we have caught them red-handed several times while filching water with the help of pipes, but the authorities have not taken action against them,” alleged farmers Nachhatar Singh and Bhukar Singh.

The road block continued for almost three hours.The farmers left for their villages after an executive engineer and a subdivisional engineer of the department reached there and assured them of better supply in future.

Havildar cremated with honours

Havildar Rajesh of the Rajasthan Rifles, who sacrificed his life fighting terrorists in the Kashmir valley, was cremated with military honours in his native village, Lath, today. He is survived by his wife Babita, 11-old-year daughter Jyoti and five-year-old son Neeraj.

Besides hundreds of villagers and relatives, MP Jitender Singh Malik, MLA Jagbir Singh Malik, Gohana SDM Jagdish Sharma, DSP Rao Jaipal Singh, secretary, Zila Sainik Board, DP Badhwar and Tehsildar Radhey Shyam Bundela paid homage to the departed soul.

Jitender Malik announced that as a tribute to Havildar Rajesh, besides installing his statue, the village high school would be upgraded and named after the martyr.

Subedar Dharambir Singh of the Rajasthan Rifles, who accompanied Havildar Rajesh’s body to the village, recalled that despite being critically injured in firing by terrorists, Havildar Rajesh and his colleague had gunned down four terrorists.

He said Havildar Rajesh was also honoured for his bravery during the Kargil war.

Man burns wife to death

A man allegedly burnt his wife to death by pouring kerosene on her here today.

The victim identified as Rekha Devi, who had sustained serious burn injuries, was first brought to the Civil Hospital and later referred to the PGI, Chandigarh. However, she died on the way to Chandigarh.

The police has registered a case under Section 302 of the IPC against Shau Ram, the deceased’s husband. However, the accused has not been arrested yet.

The incident took place when Rekha had an argument with Shau Ram over his alleged illicit relationship, following which Shau Ram poured kerosene on Rekha and set her on fire. She had sustained 100 per cent burn injuries.

The deceased’s father, Ramji Lal, in a complaint to the police, alleged that his son-in-law had an illicit relationship with another woman, therefore he had murdered his daughter.

Rekha had tried to convince her husband a number of times, but it had no effect on Shau Ram and he used to harass her, he further alleged.

Annual fee of students challenged

Haryana’s decision to fix Rs 18, 400 as annual fee for students of diploma in education in private self-financing institutes was today challenged in the high court.

The petition has been jointly filed by five institutes in Rewari district - J.R. Memorial College of Education, Krishna College of Education, S.D. College of Education, R.C.M.College of Education, and Modern Indian College of Education. The petitioners have sought directions for quashing the notification of June 23 as it violated the provisions of Article 14 and 19 of the Constitution of India.

Taking up the matter, Justice Permod Kohli issued notice of motion for September 3 to Haryana Education Secretary and other respondents.

Village school upgraded

The School Education Department, Haryana, has upgraded Government Primary School at Fatehpuria village in Rania block of the district to middle-standard level.

OP Tiwari, Block Education Officer, Rania, informed The Tribune that the department had received orders of the Commissioner and Secretary, School Education, Haryana, in this regard today.

The orders issued yesterday have also approved a new Government Girls Primary School at Chattargarh Patti in Sirsa town, he added.

The Tribune had published a story in these columns on Sunday, describing the plight of 2400-odd villagers of Fatehpuria village, who had been agitating to get their only primary school set up in 1969 upgraded to middle-class level.

House rent rates revised

The Haryana Government has decided to grant house rent at the rate of 30 per cent of the pay in the pay band + grade pay +NPA to its employees posted in cities having a population of 50 lakh and above.

The employees posted in cities having a population 5 lakh to 50 lakh will be given house rent at the rate of 20 per cent. Those who are posted in cities having a population below five lakh will be given house rent at the rate of 10 per cent of their pay in the pay band + grade pay + NPA .

For the purpose of house rent, Chandigarh, Panchkula and Mohali will be treated as a single unit. — TNS
