SP Rajender Singh Gahlot suspended them for their alleged indulgence in unruly behaviour with drivers of a private bus as well as a Haryana Roadways bus at the bus stand here late on Thursday night. They were in an inebriated state.

Six-yr-old electrocuted

A 6-year-old boy identified as Amrik was electrocuted this morning when he was trapped by an LT transmission line of the Bijli Nigam passing near from his house in Kailash colony here. In protest against the incident, number of residents of the colony blocked the Sonepat- Rathdhana road for more than two hours.

Several hurt in clash

A number of persons were injured in a clash that broke out between some local police personnel and villagers near Badkali Chowk in the district today. Police personnel stopped a jeep at Badkali Chowk and asked the occupants to alight from the vehicle.

Lovers commit suicide

Two teenage lovers committed suicide by jumping in front of a running train near Hansi, a subdivisional town of this district, late last night. The boy, Rinku (19) and the girl, Bharti (16), belonged to Hajampur village. They also happened to belong to the same caste.

Dhaba workers refuse to call off strike

It is perhaps for the first time that dhaba owners of Murthal are facing labour unrest following workers’ strike, which has entered the sixth day today. This situation has created problems not only for the dhaba owners and workers but also for the National Highway No-1 (GT road) motorists and suppliers of commodities like milk, paneer, condiments, vegetables etc.

Nod for separate SGPC opens Pandora’s box

The Congress is under the fire from the Sikh leadership peeved over the “postponing” of the formation of a separate Shiromani Gurudwara Prabandhak Committee (SGPC) for until after the expected-to-be-advanced Assembly elections.

Chief Minister Bhupinder Singh Hooda had recently announced that a separate SGPC would be formed in the state on November 1 if there are no legal hitches. However, this announcement, instead of appeasing the Sikh leadership in the state, has opened a Pandora’s box for the Congress. The government is being accused on going back on its promise of a separate SGPC in this term as per its commitment in view of the fact that it is pushing for an early election which could take place in October.

While the Haryana Gurdwara Prabhandhak Committee (ad hoc), led by Didar Singh Nalvi, has decided to hold a meeting of its members on August 4 to chart the future course of action, it has also decided to observe August 14 as a “black day”.

The youth wing of the SGPC, too, is “upset” with this delay in the implementation of the Chatha committee report which has recommended a separate SGPC for the Sikhs of Haryana. Meanwhile, the announcement has already earned the ire of the SGPC which has said there could be no “other” SGPC just because Haryana thought so.

Termingh the announcement as an election stunt, Nalvi said the government should form a separate SGPC in Haryana by August 15 if it was serious about its commitment. “We should have a separate SGPC as per the Reorganisation Act. It has been delayed for too long. After hanging fire for over four years since the Congress came to power, the Chief Minister wants to hoodwink the Sikhs with this announcement and sail through the election yet again while putting off for another five years,” Nalvi rued.

He added that their unit would hold a meeting on August 4 while it was already decided that all Sikhs should wear black clothes and black turbans on August 14 to protest against the delay in implementation.

President of the youth wing of the SGPC Kanwaljit Singh Ajrana, too, stated that the announcement of a separate SGPC on November 1 was an attempt to mislead the Sikh community. “The Congress had promised a separate SGPC in the state in this term. If it has to happen, it must happen before the state goes to polls”.

Meanwhile, SGPC president Avtar Singh Makkar said it was not for the state government decide if there has to be a separate SGPC for the state.

Cong displays strength at Sirsa rally

Chief Minister Bhupinder Singh Hooda today said the Congress was fully geared up for the assembly polls.

Hooda, who inaugurated a media centre and teaching block in Chaudhary Devi Lal University and an institute for the visually challenged persons, said while talking to mediapersons that though the assembly elections were due in February 2010, the Election Commission had the discretion to hold elections within six months before the scheduled date.

The possibility of assembly elections in October this year can not be ruled out, the CM said.

Hooda said the parliamentary elections had proved that the people of the state had faith in the policies of the Congress and claimed that the party would record a landslide victory in the coming elections.

Earlier, addressing a rally in the local grain market, Hooda said during his four-and-a-half-year rule in Haryana, he had tried to work for the welfare of all sections of society.

The rally was organised by Sirsa MP Ashok Tanwar to express gratitude to the people for his victory in the parliamentary elections.

“Tell me truthfully whether my government gave you better prices of wheat, paddy and cotton or not?” Hooda asked farmers, who had come in large numbers to attend the rally.

The farmers responded by replying in the affirmative. The tone and tenor of the speeches at the rally indicated that the assembly polls were most likely to be held before schedule.

Describing Hooda as his “guardian”, Tanwar assured the Chief Minister that he and other Congressmen would work hard to win all nine assembly seats under the Sirsa parliamentary seat.

Ranjit Singh, Deputy Chairman of the State Planning Board, exhibited his strength before the Chief Minister by asking his supporters to raise their hands. Several hands went up to convey the message that these supporters had been brought to the rally by him.

Kuldeep Sharma, working president of the HPCC, former Minister Jagdish Nehra and Hooda’s political adviser Prof Virender also addressed the rally.

District Congress president Hoshiari Lal Sharma, District Mahila Congress president Shilpa Verma and Block Congress president Bhupesh Mehta were also present on the occasion.

Although, the Sirsa MP Ashok Tanwar had organised today’s rally to thank people for giving him a winning mandate in the parliamentary elections, it became a platform for local leaders to grab the attention of Hooda in view of the coming assembly elections.

Hooda showered praises on Sampat Singh, calling him a wise man. “I am not in the habit of criticising other political parties but you can imagine that when the roots of the INLD have left it, how can the party continue to stand,” Hooda said.

Sampat Singh, on his part, clarified that he had not joined the Congress in anticipation of party ticket and the only thing he wanted was respect, which he had got in abundance from Hooda and other party men.

“I will try to perform in the best possible manner, whatever role is assigned to me by the party,” he reiterated. — TNS

Aspirants vie for tickets for newly created seats

Change in profile of the constituencies’ demography in this district following the delimitation has thrown up new aspirants for tickets in the forthcoming Assembly elections in the state. Lobbying by various caste groups and equations, especially for the newly created seats of Faridabad (89), Badkal, Tigaon and Prithla, have become intense on account of the growing speculation of the next Assembly election possibly being preponed.

Before the delimitation, there were three Assembly segments in this district: NIT, Mewla Maharajpur and Ballabgarh. Hence, the Punjabis, Gurjars and the Rajputs had strong claim, respectively on NIT, Mewla Mahrajpur and Ballabarh.

However, in the delimitation the new constituencies of Faridabad (89), Tigaon and Badkal have been created and in the process the constituency of Mewla Maharajpur has been disintegrated. The new constituencies have been created by dismembering the earlier constituencies.

The ruling Congress appears to be in much demand as a large number of aspirants from all caste and community groups are angling to get tickets.

Faridabad (89) in this district appears to be on the top of the list with regard claims from the ticket aspirants, especially on account of high percentage of retired government personnel and also for the fact that it has large number of residential sector of Haryana Urban Development Authorty (HUDA) in it. The Congress had won by a margin of over 7,000 votes from this segment during the last parliamentary constituencies. The Rajputs appear to be most organised followed by the Punjabis. However, the constituency, by and large, is a mixed bag of population, except for the fact that the Rajputs appear to be more organised as a social group.

The Rajputs in Faridabad (89) have projected IAS HS Rana (retd), who is also the president of Haryana Rajput Pratinidhi Sabha as claimant for the Congress ticket. The Rajputs claim that they are about 20,000 out of more than 1, 00,000 voters.

The Gurjars, however, have laid strong claim on Tigaon and large number of aspirants from the community have surfaced.

An employee cannot be considered for promotion during the prevalence of punishment of stoppage of increments. But, all is not lost, as relevant instructions do not indicate the avenues of promotion would be closed for all times to come - the Punjab and Haryana High Court has ruled.

On a petition by Haryana revenue patwari Ved Pal, Justice Ranjit Singh asserted: “What would be the effect of punishment of stoppage of increments with cumulative effect on the promotion of an employee, is the question raised by the petitioner in this writ petition.

“The petitioner pleads that his case would be required to be considered for promotion with his batch mates by taking in account the punishment awarded to see his suitability for promotion. The respondents, by relying on the amended instructions dated May 31, 2006, would justify the impugned order dated March 16, whereby the petitioner was informed that case shall remain closed and he can not be promoted.

“Besides challenging the denial of promotion, the petitioner has also questioned the instructions dated May 31, 2006, which he claims, are liable to be quashed, being illegal.

The petitioner was appointed as a revenue patwari in 1975 and was awarded a punishment of stoppage of two increments with cumulative effect vide order dated February 5.

Dismissing the petition, Justice Ranjit Singh observed: “The issue is important, but the petitioner does not seem to have given considered thought to raise the challenge. Though the petitioner has challenged the instructions, literally there is no ground or the basis disclosed by him in the writ petition to substantiate the challenge….

“There is hardly any scope to say that the instructions issued on the basis of this judgment would be against law.... The petitioner certainly cannot be considered for promotion during the currency of punishment of stoppage of two increments. Whether he would be considered thereafter is not clearly indicated from the record.

In other words, the submission that the case of the petitioner for promotion would be closed for all times to come is not indicated either from the order or from the instructions as such.

“I think consideration would be a right though promotion may not be…. As on date, no case for interference is made out in view of the instructions and the law laid down by the Supreme Court as the petitioner is still in the currency of punishment.”

Teachers to stage dharna on Aug 6

Peeved at the delay in the implementation of the Sixth Pay Commission recommendations, university and college teachers have decided to stage a dharna in their respective institutes all over the state on August 6.

Vice-president of the Haryana Federation of University and College Teachers Organisation (HFUCTO) Prof UV Singh announced here recently that prior to that, teachers would gherao the residence of Chief Minister Bhupinder Singh Hooda at Rohtak.

He was addressing office-bearers and executive members of different teachers’ unions and associations sitting on dharna in the front of the Shiksha Sadan here yesterday.

The Haryana Government College Teachers Association, Haryana-Aided College Teachers Association, Kuruksheta University Teachers Association, Maharishi Dayanand University Teachers Association and Chaudhary Devi Lal University Teachers Association participated in the dharna.

Talking to TNS, Dr Bhagwan Singh, former general secretary of the federation and member of the executive committee, KUK, said while the state government failed to implement the Sixth Pay Commission recommendations, 40 per cent of arrears against an interim relief were also not disbursed among the teachers from government-aided private colleges.

Khap adamant on expulsion of Gehlout family

Notwithstanding the intervention of other kaps’ leaders, yet another round of talks with the Kadyan Barah Khap Panchayat to resolve the deadlock over the gotra controversy involving the marriage of a member of the affected family with a girl of Kadyan gotra in Dharana village ended without any outcome in Beri town here today.

According to reports, the Dahiya Khap and the Gehlawat Khap presidents Subash Dahiya and Jagdish Gehlawat, respectively, reached Dharana village in the morning to talk with the Gehlout family over the on-going row.

During the talk, members of the Gehlout family again made it clear to the presidents that they were ready to honour the verdict of the panchayat on the condition that except Ravinder and his wife Shilpa, all other members of the family, including Ravinder’s parents, be allowed to live in the village, sources said.

After knowing the views of the Gehlout family, both the presidents hold a meeting with the representatives of the khap panchayat in Beri town and tried to resolve the stalemate with the deliberation on the controversy nearly an hour. But the khap panchayat remained adamant to enforce its earlier order of “expulsion” for entire Gehlout family.

Speaking to The Tribune, Subash Dahiya said, “Both parties are firm on their stand but we are still in process of getting a compromise done by making a consensus between the parties on the issue.”

Issue white paper on allotment of funds: BJP

State BJP president Krishan Pal Gujjar today demanded the state government to issue a white paper on allotment of development funds and employment given in various districts of the state.

Talking to mediapersons, he alleged that the Hooda government had benefited the capitalists lobby by transferring acquired land of farmers to them and not a single residential sector had been developed by this government in the state.

He also charged the government for its failure in checking crime as they were being committed openly

In reply to a question about the election tie up with the INLD, he reiterated that he had been seeking the opinion of party workers during his meetings in every part of the state and “ the party leadership at the Centre will be informed about the opinion of party workers”.

Later he addressed a meeting of the party workers and exhorted them to reach common people with new enthusiasm. Former MP Kishan Singh Sangwan, state media in charge Rajiv Jain, state vice-president of the beopar cell of the BJP were also present on the occasion.

ASI Ajit Singh and constable Kuldeep Singh, manning the police post at the bus stand here, have been suspended. SP Rajender Singh Gahlot suspended them for their alleged indulgence in unruly behaviour with drivers of a private bus as well as a Haryana Roadways bus at the bus stand here late on Thursday night. They were in an inebriated state.

The action has been taken following complaints made by the drivers of the two buses.While the duo have been sent to the Police Lines, Ram Phal. The DSP, Kosli, has been deputed to conduct a departmental inquiry against them. Sources said when the drivers of the two buses were roughed up in succession by the duo, the driver of the roadways bus complained to the DC on the telephone, who conveyed the matter to the SP.

In protest against the incident, number of residents of the colony blocked the Sonepat- Rathdhana road for more than two hours.

However, the blockade was lifted when the officers of the Bijli Nigam and the police reached the spot and assured that necessary steps would be taken immediately to redress their grievances. The residents alleged that the wire was broken three days back and it was left loose while being repaired.

A number of persons were injured in a clash that broke out between some local police personnel and villagers near Badkali Chowk in the district today.

Police personnel stopped a jeep at Badkali Chowk and asked the occupants to alight from the vehicle. During the checking, some altercation took place between the policemen and the occupants of the jeep.

Several persons were injured in the ensuing clash. The police later detained nearly a dozen persons. Tension gripped the area after the violent clash.

Following the incident, the prominent residents called a meeting and decided to hold a panchayat at Badkali Chowk tomorrow to chalk out the future course of action.

Meanwhile, former MLA Zakir Hussain has condemned the incident and demanded action against the police personnel involved in the clash.

Two teenage lovers committed suicide by jumping in front of a running train near Hansi, a subdivisional town of this district, late last night.

The boy, Rinku (19) and the girl, Bharti (16), belonged to Hajampur village. They also happened to belong to the same caste.

Their relationship had come to the light a few days ago and the elders of both families were miffed by their affair.

Sensing the opposition, the couple quietly slipped away from their village last evening. Later, their bodies were recovered from the railway track at Aurangnagar.

Dhaba workers refuse to call off strike

It is perhaps for the first time that dhaba owners of Murthal are facing labour unrest following workers’ strike, which has entered the sixth day today.

This situation has created problems not only for the dhaba owners and workers but also for the National Highway No-1 (GT road) motorists and suppliers of commodities like milk, paneer, condiments, vegetables etc.

Efforts of the Labour Department are still on to resolve the dispute between the workers whose demands are being supported by various trade unions, and dhaba owners. Despite many meetings between them, they have so far failed to strike a compromise.

Finally, DC Ajit Joshi has scheduled a meeting with them on Monday to resolve the issue.

Around 1,500 workers working on nearly 40 dhabas located on both sides of the GT road in the Murthal area went on strike on July 28 in support of their demands.
