Jhajjar, July 30 The khap panchayat has also summoned a sarva khap panchayat in Beri town here on August 9 to chalk out its future course of action on the issue. Earlier, members and representatives of the khap panchayat gathered in Dubaldhan village in the morning and marched towards Dharana village after a long discussion on starting an indefinite dharna to build pressure on the Gehlout family to leave the village. Since the district administration was aware of the action plan of the khap panchayat, adequate security arrangements had been made outside Dharana village to check the entry of protesters. Prohibitory orders under Section 144 of the CrPC were also clamped on the village, banning the assembly of five or more persons to thwart any untoward incident during the protest demonstration. The protesters once attempted to enter the village, but then moved back and sat on a dharna outside the village when the police warned of initiating action against them. Talking to The Tribune, Raj Singh, acting president of the khap panchayat, said they would not violate the law to get the panchayat’s verdict implemented. “The dharna will continue round the clock till the Gehlout family deserts the village. We have also started establishing contact with khaps of other gotras to make our movement successful,” said Raj Singh, adding that some khap panchayats had already extended support to the panchayat’s verdict. Sensing the seriousness of the situation, Deputy Commissioner Saaket Kumar and SSP Sourabh Singh are camping in the village to supervise the security arrangements. The khap panchayat had served an ultimatum of 48 hours on the Gehlout family to desert Dharana village by this morning for alleged “violation” of social norms by marrying Ravinder Gehlout with a girl of the Kadyan gotra. |

Yamunanagar, July 30 Taking note of the negligence of the doctor, the District Consumer Disputes Redressal Forum directed a private hospital in Jagadhri to pay a compensation of Rs 2.30 lakh to the complainant. Joginder Singh in his complaint stated that in August 1994 he had admitted his nine and a half months son Ashish to a private hospital for treatment. His son was administered glucose and blood after putting cotton bandage on the left hand. Instead of any improvement, his son’s left hand witnessed redness. The staff of the hospital was informed, but to no avail and his son’s left hand turned black. Later, the child was shifted to another hospital, where a doctor informed him that gangrene had developed in the left portion of the left hand of his son and it need to be operated. Thereafter, the complainant took his son to another hospital where operation was performed and his son’s two fingers were amputated, the complainant further rued. He said following doctor’s advice his son was later taken to the Rajindera hospital in Patiala, where his son had undergone a plastic surgery. The complainant had approached the consumer court in 1984, but his complaint was dismissed by the then president of the consumer court in 2001. Thereafter, the complainant had filed the appeal before the state commission. Later in September 2007, the state commission had directed the district consumer forum to conduct a fresh trial in the case. In his order president of the District Consumer Disputes Redressal Forum Dina Nath said doctors opined that it was clear that if the bandage was tight enough to obstruct blood supply, possibility of developing redness and subsequent blackness on the left hand of the complainant’s son could not be ruled out. Besides, in case tight cotton bandage was used to administer glucose through veins of a nine and a half months baby, then gangrene could develop. Nath said the complainant was entitled for more compensation than he had claimed in the complaint. The Bimla hospital had been directed to pay a compensation of Rs 2.30 lakh to the complainant within a month. |
Women hold protest over price rise
Rohtak, July 30 They held a meeting and condemned the alleged inaction and failure on the part of the government to contain the price rise and to provide relief to the common man. They asked the state government to provide pulses and all essential commodities to every ration card holder. They submitted a memorandum to the state government through the Deputy Commissioner in this regard. SIRSA: The local unit of the All-India Democratic Women Association (AIDWA) on Thursday staged a dharna in front of the main gate of the mini-secretariat in protest against spiralling prices of pulses, vegetables, sugar and other essential commodities. |
A day of protests in Karnal
Karnal, July 30 Tension mounted as a word went around that Dandi Swami, who was whisked away by the police while he was on indefinite fast in Amupura village in Nissing area to press the demand for bringing legislation in Parliament for a complete ban on cow slaughter, was coming back to Karnal, but did not turn up. Enraged at dilly-dallying by the administration, Amupura villagers, supported by the members of the Gaushala Sangh and leaders of various religious organisations, including Jagdish Singh Jhinda, president of the HSGPC (ad hoc), refused to lift the dharna. ASP Ved Prakash Godara’s efforts to persuade the protesters to lift the dharna also proved futile. The agitation received a boost with Acharya Baldev, president of the sangh, coming out openly in support of Dandi Swami and threatening to launch a statewide agitation in support of their demand. The protesters made it clear that the dharna would continue till Dandi Swami was honourably brought back to his ashram and demand for a ban on cow slaughter was accepted. The matter being communally sensitive, the district administration has been treading cautiously to avoid any untoward incident. Meanwhile, the university and college teachers stepped up the efforts for mobilising support for the protest dharna in front of the office of the Commissioner (Higher Education) in Panchkula tomorrow to press the demand for immediate implementation of revised UGC scales in toto. The teachers wore black badges to register their protest and decided to hold a meeting of office-bearers of the HFUCTO to take stock of the situation and finalise the strategy for intensifying the agitation. President of the Haryana College Teachers Association RS Kundu warned the government not to test the patience of teachers and accept their legitimate demand for maintaining academic peace in the state. The Karnal Mandi Labourers Sangh also held a protest against rise in the prices of essential commodities and submitted a demand charter to the Deputy Commissioner. The demands included provision of drinking water and toilets for 5,000 odd labourers, steps to check pollution due to thrashing of “ziri” and rest house facility for night stay of labourers. The engineers, resenting anomalies in revised pay scales, also wore black badges and threatened to further intensify the agitation. Spokesperson for the Haryana Federation of Engineer Pawan Verma said the federation was firm on its decision to go on four days’ mass casual leave from August 4 as there was no response from the government. |

Chandigarh, July 30 “On recommendation of the committee, the assistance will be Rs 20,000 in case of rape, and Rs 10,000 in case of offence against a child”. The Bench observed: Counsel for the state, however, points out that the state has also considered a draft victim compensation policy prepared by the director-general of police, Haryana, but the decision so far taken is only in the above terms. “We have not been able to see any reason why the proposal could not have been accepted… we direct the state of Haryana to re-examine the issue”. The Bench also directed copies “may also be given to counsel for the state of Punjab, UT and Central government so that they may also consider the same”. The High Court had in the initial stages ruled: “We consider it appropriate to draw the attention of all concerned to the need to remedy a serious flaw in the administration of criminal justice; namely failure of justice to the victims, particularly when the crime goes unpunished.” “It is a paradox that the victim of a road accident gets compensation under no-fault theory, but the victim of crime does not get any compensation, except in some cases where the accused is held guilty, which does not happen in a large percentage of cases….There may be cases where the crime goes unpunished. How a victim is to be given justice in such a situation is the question for consideration.” |
Road blocked over death in police custody
Hisar, July 30 Police officials said that while taking his meal today, Krishan suddenly collapsed. He was taken to the Civil Hospital where he was declared dead on arrival. Angry villagers blocked the road outside the hospital. They relented only after senior police officers assured them that a board of doctors would determine the cause of death. |
Assembly session begins today
Chandigarh, July 30 Since the Budget Session in February, the INLD and the BJP are one wicket down each, leading to further weakening of the already weak opposition in the House. Since leader of the INLD Om Prakash Chautala is not known to attend the session religiously, deputy leader of the INLD Sushil Indora used to take charge of the party flock in his absence. However, Indora, who usually spearheaded the tirade against the Congress on behalf of the opposition of the House, will be missing from all the action this time round. Having resigned from his membership of the Haryana Vidhan Sabha as well as his party, he became a Congressman recently. The INLD’s alliance partner, the BJP, too, “lost” MLA Ram Kumar Gautam to the Congress during the recent Lok Sabha elections. Also, Haryana Janhit Congress leader Bhajan Lal’s seat, too, is vacant in the opposition after he was elected to the Lok Sabha taking the total tally of vacancies in the opposition to three. It remains to be seen if Chautala will assume command of his MLAs in the House and attend the proceedings spread over two days or leave it to his MLAs to “fight the INLD battle” in the face of a “strengthened Congress”. During the two days, the Assembly is likely to pass over 15 bills, including the Haryana Police Amendment Bill, 2009, the Haryana Public Service Commission Additional Functions (Amendment) Bill, 2009, the Haryana Fiscal Responsibility and Budget Management Amendment Bill, 2009 and the Haryana Municipal Corporation Second Amendment Bill, 2009. Meanwhile, a meeting of the Business Advisory Committee and the Congress Legislature Party will also be held in the morning before the session begins. |
INLD begins damage-control exercise
Fatehabad, July 30 The Bhattu Kalan Assembly seat has since been abolished during delimitation and many of its villages have been included in Fatehabad, the Assembly seat Sampat Singh aspires to contest now. Chautala tried to feel the pulse of the voters of Bhattu Kalan, who have traditionally voted for Sampat Singh and hence the INLD. Addressing villagers, Chautala alleged that Sampat Singh had stabbed Bhattu Kalan voters in the back by joining the Congress, a party that former Deputy Prime Minister Devi Lal always despised. Talking to mediapersons at Soolikhera village, Chautala maintained that people were angry with Sampat Singh and were waiting to teach him a lesson in the coming elections. Ridiculing his former party colleague, Chautala said that while joining the Congress, supporters of Sampat Singh had maintained that their leader would get nomination to the Rajya Sabha and also get two tickets for the Assembly poll. “The Rajya Sabha ticket has already been decided. A decision on two Assembly tickets will also come soon,” he said mockingly. Chautala also criticised Chief Minister Bhupinder Singh Hooda and alleged that he was not behaving like a democratically elected leader but like a monarch. Meanwhile, Sampat Singh today tried to test the political waters at Fatehabad. He was received at Bhuna, a town in the newly carved out Fatehabad seat after delimitation, by District Congress president Randhir Singh and a large number of party workers. |

Chandigarh, July 30 Batra submitted two sets of his nomination papers and took the oath of allegiance to the Constitution. Hooda said it was for the first time that the Congress had nominated a candidate from the Punjabi community to the Rajya Sabha from Haryana. For this, he thanked Congress President Sonia Gandhi. Expressing his gratitude to Sonia Gandhi and Hooda, Batra said now the allegiance of the Punjabi community to the Congress would further be strengthened. Batra said he would try his best to ensure the development of the state and leave no stone unturned to live up to the faith reposed in him by the party high command. Ministers and several MLAS were also present. In view of the overwhelming majority of the Congress in the House of 90, the election of Batra is certain. Tomorrow the nomination papers will be scrutinised. The last date of withdrawal is August 3. Batra is likely to be declared elected after the deadline for the withdrawal of nominations expires on August 3. |
Admn gets tough with encroachers
Samalkha (Panipat), July 30 The action was taken just a week after these commission agents had encroached upon the government land. Secretary of the market committee Devinder Singh said two commission agents had built new shops on the government land, while another had just laid the foundation to construct a new shop by encroaching upon the government land. Another commission agent had built an illegal wall. Though the officials of the market committee had tried to remove these encroachments in the morning, the commission agents had pelted them with stones, following which they had to retreat. Later, the secretary of the market committee approached Deputy Commissioner Vijay Singh Dahiya, who arranged for the police force and asked the Samalkha SDM to make sure that the illegal constructions were brought down. A police team reached the grain market, following which the anti-encroachment drive was carried out. |

He said the computerisation would help maintain a record of all postmortems and bring transparency in the system. |
