4 held for boy’s murder

The Delhi police today arrested four youths in connection with the case of kidnapping and murder of Class XI student Ribbu Chawla, whose body was discovered yesterday morning in south-west Delhi.

A bunch of frustrated and financially constrained men acquainted with Ribbu turned out to be his tormentors. The police has also recovered a part of ransom money (Rs 8 lakh), the WagonR car used in the crime and the victim’s mobile from the accused.

Those arrested have been identified as Kunal Bhandari, alias Rocky, Rishabh Chauhan, alias Rishi, Sukhvinder Singh, alias Manni and Gaurav. “All accused are in the age group of 21 to 27 years are residents of areas like Tilak Nagar and Paschim Vihar close to Ribbu’s house in Vikaspuri,” said Ajay Kashyap, joint commissioner (Southern Range) while addressing a press conference at the PHQ today evening.

The senior cop also said that while the ransom amount demanded by the culprits was a whopping Rs 60 lakh, the initial amount given to them by the victim’s father was Rs 15 lakh. After receiving this amount, the four roamed around in the vehicle with Ribbu. Later they strangulated him to death and dumped his body at an isolated spot in Vasant Kunj.

Regarding Rs 7 lakh still missing from the total of Rs 15 lakh ransom paid, the police maintained that a fifth suspect is being interrogated in the matter and would be recovered shortly.

Outlining the profile of mastermind Rocky, the cop apprised the media of his financial liabilities, which lead him to commit this dastardly crime. “Rocky works as gym coach and won the title of Mr Delhi in bodybuilding in past years. He married a girl against the wishes of his parents. He came in contact with bad elements and started going to race course where he indulged in betting. He became debt-ridden and planned to make quick money by illegal means,” said Kashyap.

Manni and Gaurav are school dropouts with no steady source of income while Rishab, a graduate from Kanpur University is unemployed and was hunting for a job.

According to the police, Kunal Bhandari came in contact with victim Ribbu a few days back through a common friend and came to know that father of victim Ribu Chawla is a rich man and can pay huge ransom for his release. Armed with the knowledge, Kunal planned to kidnap Ribbu. Kunal roped in other three and there after tracking Ribbu’s movement for some days, struck while he was on his way home from school on Tuesday.

When questioned as to how Ribbu’s father Sanjay Chawla paid ransom to the kidnappers when the police knew about it and how it failed to nab them, the police could only say it was ignorant about the deal. “Ribbu’s father paid Rs 15 lakh secretly,” said Ajay Kashyap, joint commissioner (southern range), raising more questions.

When the police was informed about the kidnapping and the ransom call within minutes when the incident took place, how could it miss on Sanjay Chawla’s rendezvous with the kidnappers?

A senior police official (not associated with the case) said such a probability is most unlikely. “The first thing we do in such a case is see the family does not panic. The police should have recorded Chawla’s conversation with the kidnappers. How Chawla went and delivered the money without the police being ignorant?” he remarked.

However, the police did answer as to why it failed to trace the WagonR used in the crime. “The kidnappers had stopped to buy snacks for Ribhu. The number we were given was fake. The accused had changed it twice,” said Kashyap .

Perhaps the answer should go down in the annals of police history. As if the information that a 16-year-old boy has been kidnapped by some WagonR occupants was not enough for erecting barricades and checking movements of cars with such make. As it is, the police needs reasons to stop your car.

Meanwhile, Sanjay Chawla refrained from talking to the media.

HC tells dealers to sell helmets with two-wheelers

New Delhi, July 30
It’s official and it’s also compulsory - the Delhi High Court on Thursday asked all two-wheeler dealers in the Capital to make sure that their customers take home their new vehicles only after they have bought helmets.

A division bench headed by Chief Justice Ajit Prakash Shah and Justice Manmohan asked all two-wheeler dealers to sell helmets along with two-wheelers and maintain the record in this regard.

However, the court said that it will pass a detailed order later on.

The counsel for government also informed the court that to implement this rule more effectively they would register a two-wheeler only if it is certified that the owner has bought a helmet too.

A September 16, 2005 amendment of Rule 138 of Central Motor Vehicles Rules, 1989, makes it compulsory for two-wheeler makers to supply a helmet manufactured as per specifications of the Bureau of Indian Standards with every two-wheeler sold.

The court was hearing a public interest petition filed by the NGO Society for Awareness and Development against deliberate inaction of the government in implementing the Sep 2005 amendment.

“Injuries and deaths occur as either riders do not wear helmets or wear faulty helmets. In Delhi alone, more than 2,000 accidents of two-wheelers were reported till November 2008 in that year,” the NGO said. — IANS

6 robbers held, Rs 5 lakh recovered

The crime branch of the Delhi police has arrested six armed robbers who had shot and injured a bank officer and a peon while robbing Rs 9.57 lakh cash from them in the area of Keshav Puram on July 27.

The gang had robbed two bank employees travelling in an autorickshaw from a Pitampura bank carrying a bag with Rs 9.57 lakh cash in it. When they reached the Keshav Puram flyover, some unidentified assailants on motorcycles intercepted them and snatched the moneybag while shooting one employee who resisted their attempt.

Deputy commissioner of police (crime branch) Neeraj Thakur said Amarjeet Singh and Naseem were arrested from Sector 9 Rohini and their interrogation further led to the arrests of their accomplices Rahul, Pradeep, Satbir Singh and Adnan Khan.

24-yr-old woman found dead

A 24-year-old woman was found dead under mysterious circumstances in her rented accommodation in Kalkaji this afternoon. The police found Veerpal Kaur’s semi-nude body in her rented accommodation after it broke broke open the door.

Kaur hailed from Moga in Punjab and worked as assistant project manager in an IT company in Okhla.

“Her colleagues and friends were trying to reach her on cell phone since Tuesday. But when her cell phone got switched off on Wednesday, they came down to check. After finding her door locked from outside, they approached her landlord who called the police,” said a police official.

Dhaba worker shot at

Four unknown assailants shot at a man with his own revolver in Paschim Vihar area of west Delhi last night. According to the police, the incident took place at a dhaba near State Bank Colony in Paschim Vihar at around 11 pm.

“The victim Durgesh was shot at by four men when he resisted their attempt to snatch his licensed revolver. The accused had come in a Qualis car and fled after taking his revolver,” said a police official. Durgesh, who works in the dhaba, was taken to the Sehgal Nursing Home by the dhaba’s employer. The police has sized a live cartridge from the site.

Durgesh carried a revolver as he usually returned late from work. The police believes that he was attacked by some anti-social elements who wanted to snatch his revolver.

Durgesh has denied enmity with anyone.

In JNU, seniors don’t rag, they help freshers

Ragging is a forbidden word on the Jawaharlal Nehru University (JNU) campus. On the contrary, senior students help the freshers in every way they can. In fact, students start laughing when asked whether there were incidents of ragging.

“There is a culture of extending help to the students who require it in JNU. New students are helped in every way; Left wing students’ movement has been so strong that no hostility towards any caste, race, religion or gender is tolerated,” said Roshan Kishore, JNU secretary, Students Federation of India.

Senior students at the university said the problem lay in the way an individual was looked at. “Students are received with full integrity and not just as newcomers. All their rights are respected,” said Sandeep, president, JNU Students Union (JNUSU).

However, he said, there were all kinds of students on the JNU campus also. “There are students, who would like to do things that this university does not stand for, but such students and incidents are resisted by the student community strongly,” said Sandeep.

New students are helped more by the senior students than the administration. During registration, students’ organisations help out freshers and introduce them to the university.

“JNU is a close campus where most students reside in the university hostels. The one-on-one interaction amongst the students takes place from the beginning; many senior students invite the new-comers to stay with them in their hostel rooms,” said Saba Joshi, post-graduate student in JNU.

She added, “This eases out the tension between the seniors and juniors.”

A crowd of senior students can be seen mingling with the newcomers around the famous JNU dhabas, discussing politics.

“I was scared before coming to JNU, as I was not very good with English, but after meeting so many senior students at the admission assistance booth, I am feeling very relived,” said Ramesh Kumar, a new student.

Bid to make park in place of school

Even as a number of city parks continue to remain in a state of neglect, the local administration seems to be keen to develop a park on a site earmarked for a government primary school.

The issue pertains to the semi-constructed primary school building adjoining the Government Model Sanskriti School in Sector 43, here.

During the past few days, the district administration has shown over-enthusiasm in pursuing the matter, which has raised doubts over the real motive behind the move.

A few days ago, the officials concerned of the Education Department were asked to submit a report regarding the said primary school building. They replied that the building was being constructed by the HUDA authorities, who would hand it over to them only after its completion.

Following this, the local deputy commissioner, Rajender Kataria, wrote a demi-official letter to the local HUDA Administrator, asking her to facilitate the development of a park in place of the primary school.

HUDA Administrator Deepti Umashankar confirmed having received the DO letter written by the deputy commissioner. She, however, refused to divulge its contents or any more details. "We'll look into the matter and take appropriate action as per rules," she maintained.

On being contacted for comments, the deputy commissioner admitted that he had asked the local HUDA as well as municipal authorities to establish a park in place of the school.

"I have asked them to do so following the demand of the residents of that locality," he asserted and added that the park was being constructed only for the time-being.

Kataria denied the accusation that the park was being made on school land to benefit a certain influential resident of the area.

He, however, could not explain the haste in rushing with the proposal even though several other parks are already there in that locality.

Now soldiers can exercise proxy voting

The Election Commissioner of India (ECI) has given the option of proxy voting to serving defence personnel in addition to postal ballot facility. District election officer-cum-deputy commissioner Rajender Kataria said this while replying to the queries of the inmates of Air Force Communication Center, Sohna, here today.

Kataria said during elections postal ballots were sent to serving soldiers after some candidtes withdrew their nominations, but there was very less time between the polling date and the date of counting. So only few ballots were received in time.

Many soldiers posted in far-flung areas were deprived of their right of franchise due to time constraints. Now serving defence personnel can cast their franchise through proxy voting by authorising someone close to them to cast vote on their behalf. For this, they will have to mark proxy in form number 13, which can be amended whenever they desire.

He added that serving defence personnel posted outside their home state could get themselves and their family members enrolled as regular voters if their tenure in Gurgaon has been three years or more. For this they will have to fill form number six.

When transferred, the vote of a soldier can be cancelled and they can get themselves enrolled as voters at his new place of posting.

Kataria affirmed the ECI wanted to give equal representation to defence personnel in nation building along with their duty of safeguarding the frontiers of the country.

Answering a query of a soldier from Ernakulum in Kerala about how could he get his Electoral Photo Identity Card (EPIC) made as he is alredy a voter in Kerela, the deputy commissioner replied he could apply for it in form number two here which would be sent to the district election officer of Ernakulum.

Another soldier Sanjeev Sharma asked how could his subordinate who hails from Kerala and had lost his EPIC get it made again. The DC replied he could apply to the concerned authority to issue a duplicate EPIC. Rs 25 is charged to get a duplicate card made.

Kataria said the voter card establishes a person's identity and is valid throughout the country.

A man from Madhubani in Bihar said that his name figured in the voters list in his home state but the EPIC had not issued to him yet. Kataria asked him to apply in form number 001 (A) which would be sent to the concerned electoral registering officer (ERO) and he would be issued a card from his home state.

Station in charge Wing Commander K.R. Narayan admitted even he was not aware of the option of proxy vote.

Parvez Hashmi, MLA from Okhla, today filed his nomination papers as a Congress candidate for Rajya Sabha at Old Delhi Secretariat

Delhi Pradesh Congress Committee (DPCC) president Jai Prakash Agarwal, Chief Minister Sheila Dikshit, MP Mahabal Mishra, MP from Moradabad Mohammed Azharuddin, state ministers A.K. Walia, Arvinder Singh Lovely, Kiran Walia, MLAs Subhash Chopra, Ramakant Goswami, Anil Bhardwaj, Anil Choudhary, Jaikishan and Surinderpal Singh Bittoo accompanied Hashmi.

Hasmi is a four-time MLA and has also served as Delhi’s transport and power minister.

While filling his nomination, he said the Commonwealth Games 2010 would be his priority. “I want India to perform well in hosting the mega event. For this, we need to speed-up the ongoing projects so that are completed in time,” said Hashmi.

He would try to bring the MCD under the Delhi government. “The New Delhi Municipal Corporation (NDMC) is performing well under the jurisdiction of Delhi government and the same can be done with MCD,” he said.

Hashmi wanted to contest the election from Allahabad but was refused a ticket.

In 2008 Delhi Assembly elections, Hashmi won by a small margin of 400 votes due to the public ire he earned for his pro-government approach after the Batla House encounter.

A post-graduate from Aligarh Muslim University, Hashmi had contested the first Assembly election in 1993 on a Janta Dal ticket from Okhla.

Women street vendors want share in development

Highlighting the plight of the street vending community, over 660 women hawkers from as many as 20 states, yesterday urged the central government and Delhi Chief Minister Sheila Dikshit to integrate the interests of street-based earners with Delhi’s campaign of building a worldclass city.

These women, at the two-day National Conference of Vendors held under the banner of the National Association of Street Vendors India (NASVI) here, said they would also meet the chairperson of the National Commission for Women Girija Vyas.

“While the entire city is bracing up for a worldclass Delhi by 2010 Commonwealth Games, we are still leading a life of insecurity. Don’t we have the right to enjoy the status of worldclass citizens just like others?,” asks Meena Devi, a street vendor in Delhi.

Kamla, who earns her daily living by selling handicraft items house-to-house in Delhi, feels the latest threats to their business are the construction work of Metro and mushrooming of the retail culture. “Our houses were demolished for setting up Metro infrastructure and we were also deprived of our source of livelihood. The government plans are targeted more towards nurturing largescale businesses ,” said Kamla.

Adding that the Delhi government is targeting for a holistic redressal of problems encountered by the street vendors, Dikshit said “The government has always been considerate to the needs of the street hawkers. We know that a few years back people at large used to rely on roadside vendors and daily markets as they supplied fresh items at cheaper costs, and there are people who would still prefer the same against big malls. The customer-base of street business has diminished, but it would surely improve if we adopt a flexible approach.”

“Five years back, the government had choosen a place at Andheri Mod for street trade, but unfortunately till date there have been no takers for the land,” said Sheila.

However, most of the vendors feel MCD adopting the National Policy for Urban Street Vendors in October, 2004 has not spelt anything concrete results at the ground level for the street vending community. And the most disadvantaged are women vendors, who constitute about 45 per cent of the one crore street vending populace, with one lakh in Delhi alone.

23 women from Paschim Vihar said till date the MCD had not issued a single license due to which they were constantly being harassed by municipal officials.

Srimati Sumerkali from Kanpur said, “Harassment by the police or the municipal authority is a routine for us. ”

Vimla Bhen from Gujarat stated sometimes in the name of policy, a large part of their daily earnings are taken away by policemen and municipal inspectors.

Man held for beating father-in-law

A man along with his four brothers beat up his father-in-law. The police has arrested the son-in-law, his four brothers and the father-in-law for endangering public peace.

The incident happened in 33/11, Sector-18. According to the police, Aligarh's Kamal Singh had come to his son-in-law Rajinder house on Tuesday. Singh had an altercation with Rajinder after which Rajinder, along with his brothers-- Raj Kumar, Balram, Naresh, and Promode-- beat him up.

On getting information about the incident, police from the Sector-20 police station reached the spot and arrested all of them under Section 151 of the IPC.

The police said Rajinder and his wife were involved in a court case over regarding maintenance. Kamal had gone to Rajinder's place to hand over some important documents to him.

Youths robbed of car, cash

A day after a sarpanch's family was robbed of Rs 1 crore in the Dankore area, four armed bandits robbed two youths of their car, cash and cell phones in the Surajpur Kotwali area late last night.

The victims Jatinder and his friend Rishi were robbed at Amka road at around 11 pm while they were returning from Ghaziabad to their village Junpat in their Maruti car.

The criminals robbed them after over-powering them. They then dumped the two in a field after tying their hands and feet.

According to the police, Jatinder had turned his car towards Amka railway crossing as there was a jam at G.T. Road. The bandits forced Jatinder and his friend to stop near the railway crossing. As Jantinder stopped, the bandits surrounded his car and put a gun at Jatinder's head.

They beat up Jatinder and Rishi and tied their hands and feet. The bandits then dumped them in a field and drove past with the victims' car, cell phones, gold chains, credit cards and purses. The even took away their shoes.

The two managed to untie themselves and reached their relatives' place in Dadri.

They informed the police about the incident. A case of loot has been registered at Surajpur police station. Meanwhile, the police is trying to nab the bandits.

Sheila inspects Games sites

Chief Minister Sheila Dikshit today inspected various sites in east Delhi areas where constructions are taking place for the Commonwealth Games 2010.Public works minister Raj Kumar Chauhan accompanied her.

Dikshit was present at the sites for over two hours. She inspected underpass and cloverleaves plantation at ITO, grade separators at Raja Ram Kohli Marg, Shastri Nagar inter-section, Geeta Colony flyover, Yamuna Sports Complex and arrangements of street-lights.

She directed the public works department to complete all work related to flyovers, underpasses and grade separators within the scheduled time.

“Dikshit first inspected underpass and cloverleaves plantation at ITO Chungi. The total cost of this project is about Rs 82 crore and more than 80 per cent work has been completed,” said a government official.

He added the underpass would help reduce traffic congestion on Vikas Marg. Commuters will get smooth passage towards ITO and New Delhi area.

Dikshit expressed confidence that all Games-related work would be completed “well-in-time.”

IMA for abolition of service tax

The Indian Medical Association (IMA) urged the central government to abolish all kinds of service tax that private medical practitioners have to pay, keeping in mind that private health industry disburses about 75 per cent of the total health services in the country

As the private health sector is already taxed heavily through an array of taxation areas, including housing for clinics or nursing homes, water and electricity and even registration fees for their clinics or nursing homes on commercial establishments at commercial rates, the IMA seeks exclusion of medical professionals from the service tax ambit.

IMA general secretary (Delhi) Dr Charam Prakash said, “The overburdening of taxes on private health sector has led to an increase in medical treatment costs. Any further addition of taxes would increase the burden on the community.”
