New Delhi, July 29 According to the police, Chawla was identified from the school emblem on his uniform and was probably strangulated to death as a rope was found around his neck. He was the only son of Sanjay Chawla, a businessman, and resident of SBI Apartments in Vikaspuri. Ribbu was abducted yesterday from near his school — KR Manglam —when he was returning around 2.45 pm. “Ribbu was coming on his scooty when a WagonR car rammed into his vehicle near Ujjwal Apartments and tried to drag him inside the car. When he resisted, he was beaten up and force fully taken in,” said a police official close to investigation. According to information, Ribbu was accompanied by his friend Sushant on his motor cycle and was witness to the incident. There were three persons besides the driver in the WagonR that dragged Ribbu with them. Hours after kidnapping, Sanjay Chawla received a first call for ransom. Sanjay Chawla has told the police that at about 4.15 pm yesterday he got a call at his mobile number (9212004268) from Ribbu’s mobile number (9999274657) and assailants told him that his son has been kidnapped. They also demanded a ransom of Rs 60 lakh and told him that after the delivery of the money, they will tell them their son’s whereabouts. According to sources, Sanjay managed to convince the kidnappers that he will not be able to arrange Rs 60 lakh at that time and agreed to give Rs 20 lakh with the promise of giving the remaining amount later. Sanjay gave Rs 20 lakh to the abductors near the Rohini area, while the culprits, in spite of police presence, managed to take the money and give slip to the police. “They did the whole thing very professionally and could not be spotted,” said a police official. However, some senior police officials from the district denied the payment of any ransom. Police sources have said that they suspect the involvement of an insider in the incident, though nothing is confirmed at this point of time. “We are questioning few people and are taking help of eyewitnesses to prepare sketches of the assailants who were at least three and between age group of 20-22,” a senior police officer said. A case of kidnapping-cum-murder has been registered at the Vikaspuri police station with SHO deputed as the investigation officer (IO). Meanwhile, forensic and crime experts have inspected the murder scene and were reported to have lifted fingerprints. The police is trying to reconstruct the scene. “Inspection of scene suggest that he was murdered inside the ruins and then his body was dragged outside so that it could be seen by passersby in the morning,” a police officer said, adding that, “It seems that the kidnappers killed the boy for fear of being arrested.” Chawla’s grieving family, who was in a state of shock, refused to speak to media while one of the relatives accused the police of inaction and inability. “The police didn’t do its job properly. It’s police fault as they were told about it soon after the incident. Had they shown some seriousness, our child could have been saved,” she alleged without revealing her name. Principal of the school where Ribbu studied, Lily Mathew, said he was unaware about the abduction of Ribbu and only came to know about it today. According to information, police have asked the school to provide them the list of students who had passed out in past two years. “You never know who the culprits could be. It looks like a blind case as of now and we have to take shot in the dark,” said a police official. |
4 held for robbery, Rs 32 lakh seized
New Delhi, July 29 The accused have been identified as Manoj (42), Mukesh (42), Sumit (26) and Rajinder (35). They robbed Rs 55 lakh from the house of one Vikrant Khandelwal in Saket after taking his wife at gunpoint. A case was lodged at Saket police station. Raids were conducted in various parts of Delhi and NCR. Rajinder was arrested from Ganaur in Sonepat on July 18. He admitted to have committed the crime with his accomplices Manoj, Ravi, Sumit and Mukesh. At Rajinder’s instance, Rs 3.72 lakh and the weapon of offence — an English pistol and 10 cartridges were seized from his residence. Subsequent raids led to the arrest of another accomplice Mukesh Shammi. Rs 2.70 lakh was seized from his residence. Manoj Dua, alias Lambu, was arrested from the Rohini area and Rs16 lakh was seized from him. While Sumit Joshi, alias Pandit, was arrested from the Dilshad Garden area. Rs 9.50 lakh was seized from him. According to the police, their fifth accomplice Santosh, involved in the crime is absconding. Efforts are on to nab him. The accused work for a gang called ‘Chottu-Lambu Gang’. They have been involved in many robberies, dacoities in banks, petrol pumps, shops, extortion and murder in west and north west Delhi. The accused have been arrested earlier too. In jail they remained in touch with each other. After they were out, they reorganised the gang and robbed Khandelwal’s house in
Saket. |
Akriti Case
New Delhi, July 29 Akriti’s mother Rani Bhatia lamented in the court of metropolitan magistrate Saurav Pratap Singh that her daughter could have been saved if the school authorities had taken some action a bit early. She held the school administration, principal and the school nurse responsible for Akriti’s death. The victim’s classmates — Akash and Shikha Bindra said the school authorities were aware that Akriti’s was an asthmatic. Shikha Bindra said, “Akriti had minor attacks on the school premises even before, but they were not as strong as the last one. She was not feeling well when she came to school that day.” Krishna
Hajam, the driver who took Akriti to Holy Angels Hospital from the school was also present. “I sent a car immediately when the school authorities informed me that my girl was not well. If the school authorities would have taken her to the hospital in time, my girl would have been alive today. I am seeking justice for her,” said an emotional Rani while speaking to

Stolen bike case: SHO ignores showcause notice
Gurgaon, July 29 The high-profile Gurgaon police failed to answer why the SHO did not lodge the complaint. A senior police officer, on the condition of anonymity, said they always direct their juniors to register all cases coming to the police station and maintain the daily register, but it seems junior police officials hardly pay heed to the advice of their seniors. They feel if they register the case, the statistics of the crime graph will increase in their area which they do not want. It was The Tribune which published the story on July 22 that the SHO of Civil Lines police station had refused to lodge the complaint of Ravi Soni, despite the fact that he had visited the police station many times. Ravi, who is a resident of Sultanpuri in Delhi and is working as a surveyor in an insurance company, had lost his Pulsar bike in front of Krishna Automobiles on New Railway Road on July 9. He alleged that the SHO had refused to lodge his complaint. However, his bike was recovered on July 21 by the crime branch of Paschim Vihar, Delhi. He was not handed over the bike as, in absence of the FIR, he could not prove that he had lost it. Subsequently, the SHO lodged the FIR, that too after the intervention of the commissioner of police S.S. Deswal. DCP West Rakesh Kumar Arya confirmed that the SHO was issued a showcause notice by him, but the explanation was still awaited. Arya said that the accused had been taken in judicial custody, but he was not able to identify the place from where he had stolen the bike. He simply told the Delhi crime branch that he had lifted it from Gurgaon. On being asked why the case was not registered and what action they will be taking against the SHO, Arya said, “There is a lapse on the part of SHO, but he was doubtful whether the bike was stolen from Gurgaon or elsewhere and wanted to verify the same. It should have been done within four to five hours. Why he took so many days, I am not aware about it and am waiting for his reply, although I have given him a reminder also. Maybe they will give him a warning this time,” he added. |

Greater Noida, July 29 The victims were carrying Rs 1 crore to registry of a land in Javer. Meanwhile, the police has arrested sarpanch’s driver Dharminder who is suspected to be in league with the robbers. The injured have been admitted to Kailash Hospital. Dankore sarpanch Mawasi, his wife Jayapali, sons Chattar Singh, Inderpal, Nischhatar and son-in-law Vinode Tanwar were on their way to Javer in a Scorpio car last afternoon. Dharminder was driving the car. On Jhajhar road near Usmanpur village, an Esteem car overtook their car. Seeing the bandits, Dharmindar pulled the Scorpio’s ignition keys and escaped. The bandits started indiscriminate firing on the Sarpanch’s family. they beat up the family with iron rods and snatched the bag containing money. According to the police, sarpanch’s 60-year-old wife fought dared the bandits and snatched the bag from a criminal who hit her with a rod and took it back. After the robbers had fled, Dharminder returned. The sarpanch informed Dankore police station about the incident. As the police did not reach the spot, the victims drove to the police station. The police feels the bandits had prior informantion that the sarpanch was carrying a hefty amount. They robbed the sarpanch’s family in a planned manner. The police feels an insider’s hand in the crime. The robbers knew where the monwy was kept. After injuring the sarpanch’s family, the assailants straight-a-way headed towards the rear of the car where the money was kept. |
Dal prices almost same in govt outlets, market
New Delhi, July 29 Few residents of Seelampur and Okhla who visited the Delhi Secretariat today said in their areas people were not enthusiastic to purchase pulses from government outlets as there was hardly any difference in the rate of these commodities in open market and government outlets. Second, the outlets are not located at walking distance. People have to take some transport that will make the commodities costly. So they prefer to purchase from the nearby markets. In open market, arhar dal is available at the rate of Rs 75, chana dal Rs. 32, dhuli moong and urad are available between Rs 56 and Rs 65, depending on quality of the pulses while at government outlets arhar dal is available at the rate of Rs 75 per kg, chana dal Rs 34 moong dhuli 48 and urad dhuli 59. But the sale of pulses at outlet in Delhi Secretariat was good. The stock of pulses was finished in the afternoon. A spokesman of the department concerned said six qualities of pulses (A, B, C, D, E, and F) were available in the market. The best quality is of ‘A’ grade that is available at the rate of between Rs 75 and Rs. 85. Delhi government is selling of ‘B’ grade pulses while in open market F grade pulses are being sold. He also said that open market rates had come down after the government had started selling pulses from its outlets on subsidised rates. Dal and Besal Mill Association president Ashok Gupta said rates of the pulses had come down in the market after the government’s announcement that it would sell pulses on subsidised rates from its outlets. In Kendriya Bhandar, arhar dal is available at the rate of Rs 89 per kg, chana dal Rs 36 and moog dhuli Rs 66 while Delhi government rates are less. There is a difference of Rs 2 or Rs 3 between the rate of pulses in wholesale market and the government outlets, he said. |
JNU finding it hard to fill
OBC seats
New Delhi, July 29 The students in JNU have alleged that the university administration was violating the directives of the ministry of human resource development and that was the cause behind non-fulfillment. In 2009, the second year of the implementation of the OBC Reservation Act, central universities were constitutionally mandated to implement at least 18 per cent OBC reservations out of the total 27 per cent. This year, while the JNU administration claimed to have reserved 18 per cent seats for OBC candidates, the students said only 14 per cent seats have been filled. The universities have claimed that the reason for this huge non-fulfillment of OBC seats was the unavailability of eligible candidates. “This claim of the administration is false. OBC seats have not been filled because the administration has violated the MHRD directives on the given criterion that institutions should follow while implementing the Central OBC Act,” said Sandeep, president, JNU Students’ Union (JNUSU). The JNUSU challenged the university administration to prove that the criterion adopted by the administration was in accordance with the MHRD directives. “For the past one year, the union has been highlighting that the criterion used for setting cut-off marks for OBC candidates is faulty, illegal and designed to ensure that the OBC seats would never be filled,” said Sandeep. JNUSU maintained that it was unfortunate that JNU, which has received massive funds from the government in the name of implementing the OBC Reservation Act, was indulging in violations of the criterion that the MHRD had set. “JNUSU would approach both the MHRD and various members of Parliament to expose this ploy of the JNU administration to scuttle the implementation of OBC reservations,” said Mobeen, secretary, JNUSU. He added that the JNU students would firmly resist the “faulty” implementation. Talking about the overall implementation of the quota, the union members said despite the OBC Reservation Act coming into force, the constitutionally mandated OBC quota was not filled on any campus in the country. The last date of admission registration is August 5. |
Metro begins trial run of standard gauge train
New Delhi, July 29 The first train, called the standard gauge prototype Metro train, would run about 6.8 km between five stations of the line from Mundka to Peeragarhi during which it will undergo “dynamic testing” for about a week to check its suspension, safety, reliability and comfort. “After necessary clearance is obtained from the Research Designs and Standards Organisation (RDSO) based in Lucknow, probably by the first week of August, more trial runs will be conducted during which the train’s integration with equipment like signalling, telecom, platforms will be tested,” said Anuj Dayal, spokesperson, Delhi Metro. Metro officials said extensive train testing procedure would be carried out as standard gauge trains were being introduced in India. The front of the standard gauge train has a single glasspane as can be seen in cars instead of two separate panes as in the existing trains. |

Magisterial probe ordered into wall collapse
Noida, July 29 The district magistrate, SSP and other senior officers visited the hospital yesterday and met the relatives of the victims and the injured. Local MP and MLA also visited the hospital. A grant of Rs 1 lakh each to next of the kin of the dead and Rs 2,500 to each injured person has been announced on behalf of the state government. The 80-ft-long and 20-ft-high wall had collapsed in Vishnupura village in Sector-58, Noida, in torrential rains on Monday evening. Out of dozens of people sleeping in jhuggis along the wall, 11 were killed and 11 injured. The injured were rushed to district hospital where the condition of Raju, a Mahoba resident is serious. He has been referred to Delhi’s LNJP Hospital. Other injured persons are stable, according to doctors. The wall that collapsed was part of Congress leader Raghuraj Singh’s under-construction house in the village. |

Ghaziabad, July 29 When police teams were checking vehicles along NH-24, three men refused to stop their motorcycles and opened fire at the police, circle officer R.K. Gautam said. Station officer D.C. Tiwari and two constables sustained bullet injuries in the firing, which prompted retaliatory firing from police, he said. Two constables and a sub-inspector were injured later, while the police found one of the three lying in a ditch. His accomplices had fled,he added. The injured were rushed to hospitals. The criminal was declared dead. The criminal was identified as Neeraj Sharma who faced 13 cases of robbery, attempt to murder and murder. Woman found dead in Dabri home; husband absconds
New Delhi, July 29 Manju Chabra was found dead in her house in Dabri by her 20-year-old daughter around 11.30 a.m., a police officer said. “The door of the house was found locked from outside. The woman was lying on the floor with injuries to her head. The victim’s two daughters and son had left the house in the morning,” the officer said. Police suspect that her husband Nanakchand
Chabra, who has been absconding since the incident, is behind the murder. “The neighbours have told that the couple had a fight in the morning,” the officer added.
