4,000 tehbazari files missing
New Delhi, July 21 The commission has expressed shock that the staff of the municipal corporation have been so callous with such important records. It pointed out that the missing files meant that there were hundreds of hawkers operating in the city who did not have any legal authorization. In a recent case, which came up before information commissioner Sailesh Gandhi, it came to light that when files relating to tehbazari were inspected, it was noticed that as many as 4,000 files pertaining to it were missing. In another case when the file pertaining to grant of permission to a private telecom company for setting up of a tower in Tagore Garden was sought, there were no records available for the same. This has prompted the CIC to write to the MCD commissioner to immediately order a vigilance inquiry into the matter. Information commissioner Gandhi has also directed the MCD to refer the case to the Delhi police for the filing of an FIR. According to available information, the case of missing files in tehbazari came to light in the appeal of one Harish Kumar against the MCD. A huge number of files relating to tehbazaris in three zones, SP Zone, Civil Lines Zone and the City Zone were missing. Of the 1,250 files in SP Zone, as many as 889 were found to be missing. Similar was the case in the other two zones. The commission has directed the public information officers (assistant commissioners) of the three zones to file police complaints reporting the ‘loss’ of these files. These files have either been stolen or they never existed in the first place. “Given the gravity of the situation and the potential implications, the commission is of the opinion that an independent investigation must be carried out in this matter by you and persons responsible for the ‘loss’ of these files be identified and suitable action be taken against them,” Gandhi said in his decision and sought a compliance report of the action taken by August 15. In another appeal filed by one B.N. Khurana against the MCD, it again came to light that the file pertaining to granting of the permission for installing a tower was not available. The additional commissioner (Engg.) informed the commission that the file for permission to install the tower at the afore-mentioned property was ‘missing’ from the official records. In its order, Gandhi said that the commission is of the view that that the tower had been installed without any legal authorization and “this also means that no stability tests may have been conducted before installing this tower”. |
Gangsters posing as cops, lawyers arrested
New Delhi, July 21 Seven persons have been arrested and a laptop, eight mobile phones, one broadband connection, incriminating documents, computer and its peripherals have been seized. DCP (special cell) Alok Kumar said a complaint was received that someone had obtained mobile connection fraudulently and used the number to threaten people. Accordingly, investigation was taken up leading to the arrest of Sunil Howard, Prashant, Kumar Bajpai, Atul Kumar, Wasim Khan, Shahid, Ajay Kumar and Johney Issac. “Sunil Howard is kingpin of the gang. He has been in this recovery business since 2004. He worked in Lucknow and Kanpur for six months and then shifted to Delhi. He started working as recovery agent for a multinational bank,” said DCP Kumar. The gang took office in Laxmi Nagar where six persons were employed. Wasim Khan and Atul Kumar are experts in this trade and they know how to behave like policemen and lawyers. The gang managed to obtain mobile connections on the basis of fake identity and forged documents. After getting the names and data from the bank, the gang threatened people living in Lucknow and Kanpur and asked to pay up their dues failing which legal action would be initiated. Using this modus operandi, the gang managed to get large sums of money when they threatened the customers with legal action and detention. This technique was mostly adopted in case of disputed claims for which they were given huge commission. |
Woman killed for dowry
New Delhi, July 21 Kavita had married Paramjit two months ago and ever since she had been telling her parents that she was being harassed by her husband and in-laws for more dowry. “Kavita’s parents alleged that her in-laws were demanding Rs 2 lakh in cash and a motor cycle, which they could not fulfil,” said the police. According to information, Kavita had also called up her parents and said that her in-laws were trying to kill her, but when her parents reached her house, they found her body lying on the road in a pool of blood. Kavita was immediately taken to hospital, but after remaining there for three days, she died today. The police has arrested Kavita’s husband and her in-laws and registered a case of dowry harassment against them. Man shot at A 23-year-old man was shot at and injured in the Aman Vihar area of Outer Delhi last night. According to the police, Ravinder, who was returning home around 12.30 am on his motor cycle was asked to stop by some unknown person near Aman Vihar Temple, but when he did not stop they shot at him. “Ravinder was shot at in the shoulder while he missed two rounds of firing. He reached his home in injured condition and then called the police about the incident. We are investigating the matter,” said the police not ruling out robbery as the motive behind attack. A 26-year-old bank employee committed suicide by hanging himself from a ceiling fan of his house in Dabri area of Southwest Delhi last night. According to information, the milkman discovered the body today morning and informed the police. Rajesh, was reportedly depressed about relationship with his wife and hanged himself last night while the other family members were not in the house. “Rajesh worked as an assistant manager of Yes Bank and was having a troubled marriage. Man stabbed for objecting to teasing of sister
New Delhi, July 21 The incident took place last night in Kiran Vihar Colony of Sultanpuri. “The victim Subhash (23) and his cousins Sameer and Naresh were beaten with sticks and rods by five men. After some time one of the attackers stabbed Subhash who succumbed to his injuries later in the night. Sameer and Naresh were also injured,” said a police official. According to the police, Subhash had got into an argument with one of the known bad characters of Sultanpuri police station area when his sister complained. “The two had got into an altercation after an attacker teased Subhash’s sister. The man had threatened Subhash with dire consequences if he said anything against the act,” the official added. Later, the man came with four of his friends and attacked Subhash and his cousins. By the time locals called the police, the attackers had fled. Subhash was taken to a hospital where he was declared brought dead. Although the police has lodged a case of murder against the accused, locals complained that the police reached that spot after almost half an hour. “The police took almost half an hour to come. Had they arrived on time, the culprits could have been caught and one life saved,” said Ram Singh, a relative of Subhash. However, the police has denied the allegations. “No arrest has been made as of now. But those involved in the murder have been identified,” said the official. |

New Delhi, July 21 Giving details of preparations, Dikshit assured them of sufficient power supply during the Games. She said, “There would be no shortage of power during the Games as the city would be a power-surplus state by the time.” Dikshit stated venues such as Old Fort, Nehru Park, Copernicus Marg and National School of Drama (NSD) had been selected for cultural programmes. She also gave status of the bed and breakfast scheme. It was also informed that a training centre for volunteers had been identified at Moti Bagh. A number of training modules had also been finalised. Volunteers would be deployed from the National Service Scheme (NSS), National Cadet Core (NCC), universities and Nehru Yuva Kendra. Arrangements had been made for beautification outside selected venues. Dedicated routes up to various venues had also been finalised. Fennel expressed satisfaction with the preparations and was confident that all projects would be completed in time. The stadiums would also be ready for the test events which are likely to start in June 2010. He added that he had seen a presentation on “Look of the City During Games” which was quite satisfactory. Stressing on security, a matter of concern for all countries, Fennel said a general assembly meeting of participating countries was scheduled in October here. Executive members of the CWGF would also participate in the meeting. The Games 2010 Baton Relay would arrive in Delhi on September 29, 2010 which would be taken in various localities in the city before it reached opening venue of the Games 2010 on October 3, 2010, he said. |
4 charred as car tank explodes
Gurgaon, July 21 The mishap was reported at around 1:30 a.m. The deceased identified as Eshwar Chand Gupta, his son Ankit Gupta, friend Kapil Kumar Aggarwal and driver Arun were traveling in a Santro car. The Gurgaon police said a speeding truck loaded with cement hit the car from behind. As a result, the car hit a truck moving ahead and got squeezed between the two. The car’s tank caught fire and exploded – leaving behind a mangled structure. A crane took the car containing bodies of the victims to a mortuary. The roof of the car had to be cut to take out the bodies. The bodies were burnt so badly that it was difficult to recognise them. However, investigating official Narender Sangwan said the occupants of the car died instantaneously. “Two persons sitting on the rear seat suffered severe head injuries while those sitting in front had broken ribs. They died even before the petrol tank exploded,” Sangwan explained. Traffic was smooth till the truck loading cement bags hit the car. Kapil’s parent said Ankit and Kapil became friends during their coaching classes. They were in the final year of engineering at a college in Sitapur near Jaipur. Ankit was a resident of Narula where his father runs a factory. While Kapil was a resident of Sultanpuri in Delhi. Kapil’s father Khem Chand told The Tribune that his son had come home for vacations. As Ankit was not well, he asked Kapil to accompany him to his his examination centre. Kapil’s uncle Ram Lal Gupta said the family was not aware where Kapil was going on Monday. It was later in the day that he called up his mother and said that he was away to Jaipur and would return after Ankit’s examination. Meanwhile, a case has been registered under Sections 279, 304-A, 427 of the Indian Penal Code (IPC) against the truck driver whose truck had hit the car. The case was registered on the complaint of the truck driver whose truck was also damaged in to fire. The truck driver who hit the car is at large. |

New Delhi, July 21 Several science research centres and planetariums in the city have been decked up with high-vision telescopes and binoculars to make the spectacle truly heavenly. Besides, religious abiders are expected to flock to either Surya Ghat near Wazirabad Bridge at the Yamuna or at Ghat area near ISBT, and arrangements have been made by the Delhi police to ensure that no untoward incident occurs. Refuting the alerts raised by astrologers, the astronomical fraternity considers the event a natural phenomenon. According to scientists, there is no permanent effect on life cycle of animals except a few behavioural changes resulting due to the conditioning of body clock. Education assistant with National Science Centre (NSC) Rakesh Tripathi said, “Live view has been arranged from the rooftops of NSC where one binocular and three telescopes have been put in place, and one telescope is the most advanced, i.e celestron 11 inch. Besides, many solar goggles would also be available that would facilitate safe viewing of the eclipse.” Detailing out the phenomenon, he said that the eclipse would start at sunrise at the Arabian Sea, proceeding on to appear in Surat, Bhopal, Jabalpur, Varanasi, Patna, West Bengal and then it would leave India moving towards China and then to Pacific Ocean. “The whole phenomenon would last six minutes and 59 seconds, with its maximum totality visible at its culmination point at the Pacific Ocean. This is a must watch for all science enthusiasts as it is going to be the longest till 2132,” he quoted. As far as Delhi is concerned, here the eclipse would be partial, starting with a shady sunrise at 6.12 am, and at 6:26 am, the eclipse can be viewed to a maximum of 86 per cent and this highest illumination would last two minutes till 6:28 am. Viewers can get the live byte for about one hour and fifty minutes, ending at 7:24 am here, briefed Rakesh. Sky gazers, including students, teachers, housewives, corporate executives and academicians would throng either Nehru Planetarium or NSC with both having made elaborate arrangements to make the celestial experience memorable. While, Nehru Planetarium is organising a public sky watch starting at 5:30 am, the NSC having arranged a celestial action live on a large LCD screen, is expecting as many as 300-400 spectators. |
Ravana hoodwinks cops, aide held
Noida, July 21 Ravana, carrying an award of Rs 10,000 on his head, is wanted in over a dozen cases of murder, loot, dacoity, extortion, kidnapping etc, the police said. Ashok is also wanted in a dozen cases of extortion from traders, loot, dacoity and even murder. The police claims to have captured Ashok in an encounter in Sector-88 of Noida Phase-II while Ravana succeeded in giving them the slip. According to SSP A.K. Singh, as soon police was tipped about Ravana hiding in the Noida area, a number of teams were detailed to search him. Even Ashok who has been arrested carried an award of Rs 2,500 on his head, the SSP said. The Phase II police had got hints during patrolling that Ravana and Ashok were likely to come there in a Metro car. As soon as hey sighted the duo, the cops chased the criminals in a Metro car. The police succeeded in arresting Ashok after the encounter and recovered a countrymade revolver with a number of cartridges from him. Ashok had along with five companions looted over Rs 1.5 lakh from a petrol pump in Agahapur under Sector 49 police station in 1998. |
Prez gets book on trials of blind girl
New Delhi, July 21 The book is a heartrending account of the many trials faced by the mother-daughter duo — the visually impaired Siddhi Desai and her mother Sushmita Desai, and how they overcome various hurdles and come out in flying colours. Pratibha Patil commented that Siddhi was an extremely brave girl. She has faced many problems and overcome them in her life. Vrinda Bhargav mentions about the book, “My inspiration has been Siddhi herself. I was assigned by my newspaper to do a human interest story on a person who had successfully faced daunting circumstances. Someone informed me of Siddhi’s story and I went and met her and her mother. I realised that her story deserved much more than a few lines in a newspaper and I wrote this book.” Siddhi said, “I am very much honoured and flattered with the attention that I have got. I can’t ignore the contribution made by my teachers and the efforts of my mother in all this. I find that I enjoy myself only after defeating difficult and impossible goals and I hope I keep enjoying myself in this manner.” Siddhi adds, “I want to get a postgraduate degree in economics from abroad and then join the Indian Economics Service.” The book ‘Why Not I’ is an account of trials faced by Siddhi Desai and especially her mother, Sushmita. The two come from a lower middle class family and Siddhi’s father left her mother a young widow soon after Siddhi’s birth. Siddhi lost her eyesight when she was very young due to a mistake made by a doctor while treating her for another problem. Her loss of sight is irreversible. However, the mother and daughter faced the many difficult situations with amazing bravery and Siddhi finally excelled in academics, standing first in her class and getting admission in Bombay’s St Xavier’s College. |
Dowry Death
New Delhi, July 21 Deepika was allegedly burnt alive by her husband Aditya and in-laws in Krishna Nagar on Sunday as her family failed to meet their dowry demands. The arrested include Deepika’s father-in-law Ashok Bajaj, mother-in-law Chand and brother-in-law Abhishek. Deepika had approached the CAW cell three months ago and had complained she was being harassed for dowry. Five days before her death, she had called the PCR alleging assault by her husband. On Sunday, she made one last attempt to save herself. She called the PCR and said her in-laws were planning to burn her. “Based on Deepika’s call, we have registered a murder case. She said her in-laws were trying to kill her. When we reached, she was badly charred. We took her to a nearby hospital where she was declared brought dead,’’ said a senior police official. |
Intruders assault, rob engineer, family
Noida, July 21 The assailants had also looted cash and jewellery after beating them, the victims alleged. J.K. Singh, his wife and daughter were seriously injured in the attack and had to be rushed to the district hospital in Noida. Interestingly, the incident took place near a police post. But the police said it was the result of some dispute between the engineer and the intruders. Angry villagers blocked the Noida-Dadri road for half an hour in protest against the assault on J.K. Singh, his wife Jai Mala and daughter Nisha. The intruders are alleged to have decamped with jewellery and valuables worth Rs 2 lakh from their house. Hearing the commotion, a large number of neighbours had collected outside the house, and seeing the rush, the assailants fled. Though a police post is nearby, but no cops rushed to their help. The injured were rushed to the district hospital by the police team from Surajpur Kotwali later. The police said assailants were the goons of the landlord who wanted the house to be vacated. |
Parents asked to sign affidavit against ragging
New Delhi, July 21 Students enrolled in different courses on the Noida campus of Amity University have been asked to get their parents sign an affidavit on a stamp paper worth Rs 10, taking responsibility of their wards. The mandatory affidavit comprises four sections under which parents were being informed about the consequences in case their wards were found involved in ragging. The university has asked the parents to take responsibility of the activities of their wards. |
