Jhajjar, August 9 After deliberating on the issue for several hours, the Sarva khap panchayat allowed the Gehlout family except the groom and the bride - Ravinder and Shilpa - to live in the village with symbolic penalty of one “kaudi”. However, they banned the entry of Rohtash, father of Ravinder, in the village for the next three months. Ravinder and Shilpa would remain in exile forever. With this revised judgement, a month-old stalemate over the row has resolved. The verdict of the Sarva khap panchayat was pronounced by the president of the Dahiya khap, Subash Dahiya, who was also the convener of the committee formed during the panchayat to take a final decision in this regard. When the judgement of giving relaxation to the Gehlout family was announced, two groups belonging to the Kadian gotra entered into a verbal duel leading to blows between them. One of the groups also reportedly manhandled with Subash Dahiya, Sukhbir Singh, Jagdeep Ahlawat, and Virender Gehlout and caused injuries to them. The police rushed to the spot and controlled the situation by dispersing both the groups. The accused group alleged that all persons, who were also the members of the judgement committee, deliberately softened the verdict taking favour of the Gehlout family. Earlier, a significant number of people belonging to various khaps participated in the meeting and listened to the leaders of various khaps on the issue. After a long discussion, a committee for taking the decisive decision regarding the row was constituted under convener Subhash Dahiya. The committee took nearly an hour to pronounce its decision. Meanwhile, hailing the Sarva khap panchayat’s verdict, Naseeb Singh, one of the uncles of Ravinder Gehlout, said the panchayat had done justice by revising the dictum of the Kadian khap, hence they would honour the verdict. The Gehlout family had been facing a “social boycott” since a month for alleged “violation” of social norms by marrying Ravinder with Shilpa Kadian. |
Couple found dead; honour killing suspected
Jhajjar, August 9 The bodies were spotted by a villager who informed the police as well as other villagers about the incident. The police, on getting information, rushed to the spot along with forensic experts. The police sources said injury marks had been detected on the couple’s knees and the bodies were hanging from a single rope. Later, Jhajjar SSP Sourabh Singh also visited the village and questioned family members of both of the deceased about the incident. The police investigation was on and no case has been registered in this regard by the filling of the news. On August 5, Monika’s father Ram Kumar had lodged a complaint at the Beri police station alleging that his daughter had been missing since August 1. He alleged that she had been allured by Sandeep, a resident of the same village. The police had registered a case of abduction under Sections 363, 366A and 120 B of the IPC in this connection. |

Narnaund (Hisar), August 9 As Jai Parkash rose to speak, a large section of the crowd began to hoot. The former MP responded by saying that the hooters were those “who carried the Congress jhanda mounted on Haryana Janhit Congress danda”. He has been alleging since his defeat in the recent Lok Sabha poll that many Congressmen of the area were in the party, but their heart lay with the HJC. When the hooting public did not relent, he left the stage in a huff saying, “Alright, I am leaving. Namaste”. The rally proceeded normally after that. In his speech, Hooda said the Congress was ready for the Vidhan Sabha poll. He said it would contest the poll on the development plank. He said he never believed in negative politics and would seek the public support on the basis of his performance rather than projecting the Opposition negatively. Hooda said Haryana had made unprecedented progress during his tenure as Chief Minister so far. He said he wanted to fulfil his promise of making Haryana the number one state in the country. If returned to power in the next Assembly poll, he would complete his unfinished agenda. The Chief Minister said with the commissioning of power projects under construction, the power situation would improve dramatically by December this year. As more projects come up in time, Haryana would have surplus power. He hinted that former BJP legislator Ram Kumar Gautam, who had quit his seat to join the Congress before the Lok Sabha poll, would be the party nominee for this seat. “Make sure that Gautam is returned by a margin of at least 20,000 votes,” he exhorted the audience. |

Gurgaon, August 9 The “vikas yatra”, which was flagged off by Hooda from Chandigarh on August 6, reached Gurgaon last evening. It was flagged off to cover all municipal as well as rural areas of the district here today. Comprising specially designed publicity vehicles, the yatra is slated to tour the entire state between August 6 and 25. All publicity vehicles are equipped with DVD players, plasma TVs, column speakers, loudspeakers, mikes and portable gensets. The vehicles are so designed that on all sides, various welfare schemes of the state government along with pictures are prominently exhibited. In the video CDs run on the plasma TVs, the beneficiaries of various welfare schemes can be seen dancing on the songs highlighting the schemes. These songs in local dialect have been prepared on the tunes of popular songs of the area so that the message percolates down to the masses smoothly. Besides, a bhajan party also accompanies each vehicle for singing songs on the achievements of the Hooda government. Literature is also provided to them for distribution among the masses during the drive. After popularising its policies and programmes through the print as well as electronic media, the Haryana government has now devised this new publicity campaign, which is an amalgamation of folk and modern media technology. The underlying idea behind the exercise is to highlight the welfare schemes and achievements of the Hooda regime during the past about four and a half years in view of the approaching Assembly elections. Eight publicity vehicles, one each for all four blocks in the district and the rest for the areas falling under the local Municipal Corporation and the municipal committees of Sohna, Pataudi, Hailey Mandi and Farukhnagar, have been hired for the district. These vehicles will cover all 272 villages and municipal areas of the district by August 25. |
Chautala to convene all-party meeting
Panipat, August 9 While reiterating his allegation that the Congress had won the recent Lok Sabha elections in the state by manipulating EVMs, Chautala said the credibility of these machines had come under suspicion and it would not be in the interests of democracy to hold the Assembly poll using these. Speaking to mediapersons here recently, the INLD chief said they had asked a foreign NGO to inspect the EVMs, which had concluded that these machines could be tampered with. He said while inspecting the machines, the NGO had cast 11 votes in favour of the BJP and 11 votes in favour of the INLD. However, five votes went into the kitty of the Congress, which was even proved through a live demonstration. The INLD chief said once all political parties agreed that the poll be held through ballot papers, they would meet the Election Commission and put forth their demand. Having a dig at the Hooda government over the issue of khap panchayats, Chautala said in case violence erupted over verdicts issued by the khap panchayats, the blame would lie with the government as it was its responsibility to maintain law and order. Chautala was here to preside over a party workers’ meeting. CHANDIGARH: The INLD has criticised the Hooda government for allegedly misusing official machinery for party work. In a statement issued here recently, president of the Haryana INLD Ashok Arora said Chief Minister Bhupinder Singh Hooda recently flagged off several publicity vehicles, which would campaign for the Congress at the cost of public exchequer. He alleged that the state government was treating DCs as district presidents of the ruling party and other state and district-level officers as office-bearers of the Congress. |

Fatehabad, August 9 The Tribune had reported the matter - “Govt hospitals add to woman’s labour pains” - in these columns today. Financial Commissioner and Principal Secretary, Health, Anuradha Gupta has issued the transfer orders of Dr Shri Ram Siwach, SMO in charge, General Hospital, Fatehabad, and anesthetist Meenakshi Bansal for dereliction of duties. Siwach has been transferred to Community Health Centre, Gurawara (Rewari), while Bansal has been transferred to General Hospital, Palwal. Both doctors would be chargesheeted, said Gupta while talking to The Tribune today. Gupta has sent Director (Health) Dr OP Mittal to Fatehabad today to relieve both the doctors of their charge and also to conduct a detailed inquiry into the incident. “No individual shall be allowed to hold the system to ransom and defeat the policies of the government. The government has zero tolerance on such type of lapses and strict disciplinary action will be initiated in all such cases,” she added. Gupta said the government had found both Siwach and Bansal responsible for the lapses in denying delivery facilities to a poor woman, Kajal, on Friday in its preliminary inquiry. Meanwhile, Dr OP Mittal, Director (Health), who was sent by Gupta to conduct a detailed inquiry into the incident, has already reached Fatehabad. “Institutional delivery is a high focus area for the state government and we have been laying special emphasis on it. We have provided all types of infrastructure facilities, specialists and also the flexibility to hire the services of specialists, if needed so that delivery work does not suffer. If even after such kind of facilities, incidents like this are to happen, there can be no tolerance on the part of the government for such laxities,” Gupta emphasised. |
Convention assails ‘self-styled’ panchayats
Rohtak, August 9 The rising number of such incidents, gruesome killings and social boycotts in Haryana is a matter of deep concern, which needs to be immediately addressed. The state government should tighten its grip over such developments and take a strict action against all those who indulge in criminal activities in the name of panchayats. This demand was made at the Citizens’ Rights Convention held at Jat Bhawan in Sector 1 here today. It was organised by certain social organisations, including the left wing of the All-India Democratic Women Association (AIDWA) and the Janwadi Mahila Samiti. The purpose of the convention was to build an alternative platform that could provide space and discourse for healthy culture and deal with social issues like marriage and dowry in a progressive and democratic manner, said Jagmati Sangwan, one of the organisers. She said the convention was also aimed to build pressure on the government, police and the administration to take swift action against the perpetrators of such heinous crimes and put forward the demand to have a special law to deal with such cases in a time-bound manner. Over 500 men and women form all over Haryana, including intellectuals, educationists, lawyers and members of women’s organisations, took part in the convention, she claimed. Chief of the AIDWA, Haryana, Sangwan, while placing a resolution in defense of citizens’ rights, emphasised upon the need to develop alternative and more democratic modes of relationships and need for a healthy dialogue in favor of young couples in the family, panchayats and educational institutions. She said a powerful campaign was needed to defend the rights of such adults who marry by their own choice against all odds. Jyotsana Chatterji, president of the joint women’s programme, and Premila Loomba of the National Federation of Indian Women, highlighted the need for change in the traditions of khap panchayats and warned them not to take law into their own hands. Leading educationist DR Chaudhary and convener, All-India Lawyers’ Association, Ragubir Singh Hooda claimed that khap panchayats in the name of brotherhood were in fact caught up in stagnant and retrogressive social and cultural values and people at large should raise protest against such criminal fatwas. |
Villagers hold protest
Sirsa, August 9 Long queues of vehicles were seen on both sides of the road and people had to wait for over three hours in hot and humid conditions. The residents left only after the senior police officers assured them that the accused would be arrested soon. Gurchet Singh, a youth from Nejadela village was gunned down by some villagers after an altercation on July 21. The police had registered a case against 12 persons in this connection on a complaint of victim’s kin. While, six accused were arrested within days, the police has failed to arrest others. The residents had blocked traffic on Barnala Road on July 28 demanding the arrest of the other six accused and the police had sought some more time for their arrest while persuading them to lift the jam. |
HJC gears up for Assembly poll
Karnal, August 9 The call was given by HJC state youth wing president Rakesh Kamboj at a day-long convention of the party workers at Ram Lila ground, here. Karnal Municipal Council president Balwinder Singh Kalra, who joined the HJC on Friday, made his first public appearance at the convention expressing faith in leadership of HJC chief Kuldeep Bhishnoi and policies of the party. Launching a frontal attack on the Congress, Kamboj accused Chief Minister B S Hooda of making false promises to the people and misleading them by declaring Haryana No 1 state. “The fact is that the state is No 1 only in crime and corruption as criminals did not dread the police and the bureaucracy is arrogant,” he added. Kalra described the HJC as a reliable partner and said he would change the face of Karnal if the party fielded him from the Karnal Assembly seat. He said the people were fed up with anti-people policies of the Congress and have made up their mind to dislodge the ruling party. President of Karnal (Rural) HJC unit Ram Sharma said the HJC-BSP combine would sweep the Assembly poll and Kuldeep Bhishnoi would be a new Chief Minister. |
12-yr-old held on rape charge
Rewari, August 9 The juvenile delinquent was today produced before the Duty Magistrate in Narnaul, who remanded him in judicial custody. A senior police official of Kanina said he would be sent to the juvenile jail in Faridabad tomorrow. Sources said Varun intruded into the girl’s house and allegedly raped her when she was alone in the house. Subsequently, when her father returned home, the girl disclosed the matter to him, who then filed a complaint on Saturday, following which the police registered a case of rape and trespass coupled with assault. |

3 killed in accident
Sonepat, August 9 The deceased have been identified as Gurmeet, Satnam and Charan Singh of Ludhiana and the injured as Sonu. The victims were on their way to Delhi to receive a relative. The bodies were handed over to their families after a postmortem at the local Civil Hospital. The police has registered a case. Sources said the car collided with the truck while avoiding to hit another car, whose driver had applied emergency brakes. Gurmeet and Satnam died on the spot and Charan Singh succumbed to his injuries at the local Civil Hospital. |

Sonepat, August 9 The resolutions were moved by MP Ajay Singh Chautala in its state executive meeting in Gannaur here yesterday. Talking to mediapersons here, INLD supremo Om Prakash Chautala said in order to defeat the Congress in the coming Assembly elections, his party was ready to support any candidate of the NDA, who could be in a winning position against the Congress candidate. Hisar, August 9 The crowd began gathering outside the colony before noon and placed the body on the road. They alleged that a resident of their colony, Parveen, was abducted and assaulted by Balli Kabadi and his two nephews. Parveen was seriously injured and taken to Jindal Hospital here. From there he was shifted to a private hospital, where he died. The protesters alleged that Parveen was also forcibly administered poison by the suspects. The police initially registered a case under Section 304 of the IPC, but converted it today to Section 302. While Balli Kabadi and one of his nephews were arrested last night, the second nephew was arrested today. |
A clarification
Chandigarh, August 9 Sharma said he had submitted before the court that the moment a land was notified under Section 3 of the Punjab Land Preservation Act, it became forestland and all notifications under Sections 4 and 5A of the Act, whether general or special, were complementary. However, he said, the prayer in the petition of his client was regarding the ecology of Panchkula and Kalka areas and that too about the mining in particular. The court had held that all areas notified under Section 4 of the Act was forest area as a result of which the entire district of Gurgaon would now be deemed to be forest. |

Panipat, August 9 Former ME of the Municipal Corporation Narinder Jindal, who is now posted as XEN with the Rohtak civic body, and present ME Ishwar had allegedly connived with two government contractors to pass projects in which substandard material was used in 2003. As the matter was reported to the authorities concerned, samples of the material used in construction were taken. The samples revealed that the construction material used did not meet the specifications. Following this, the Rohtak Vigilance Bureau proceeded against the erring officials and the contractors to whom the work had been allotted. A case has been registered under Sections 420, 467, 468, 471 and 120B of the IPC. The matter was under investigation since 2003, but no action had been taken till date. |

Yamunanagar, August 9 The police said Kapil had gone to a Shiv temple in the morning but did not return. Later, when Rubi made a call on his mobile, Kapil replied and told her that he had consumed poison. Rubi, along with other family members, rushed to the temple and found Kapil unconscious. He was taken to a hospital where he was declared brought dead. |
