While the police is conducting raids to nab those behind the murder of 14-year-old Anil Kumar of Vijay Nagar here and claims that it has got some clues, Raksha Bandhan will always haunt his sister Divya.

She had purchased rakhis for her two brothers, but before she could celebrate the festival, Anil was murdered.

“It will now be difficult for her and the family to celebrate the festival throughout life,” said Anil’s father Ombir.

Anil was stabbed to death by four youths while he was on the way to school here yesterday.

Anil, a student of Class X of a school at Kathmandi on the Jhajjar road, had left his house for the school around 6.30 am for extra classes, but was allegedly gheraoed and stabbed to death by four youths just a few yards from the school gate.

“We don’t know who could have murdered him. Anil was an innocent boy who just concentrated on his studies and was hoping to do well in the board exams,” said his father, a mason.

According to Ombir, Anil recently had an altercation with a youth, aged about 19 years, living in their neighbourhood, who had allegedly tried to use Anil to send a message to a girl studying in Anil’s school.

He said when he came to know about it, he not only pulled up his son but also complained to the parents of the youth. The youth, Pradeep, is reportedly missing from his house since yesterday.

“Interestingly, it was Pradeep who informed them about the stabbing incident yesterday, but has not been traceable after that. It is learnt that one of the friends of Pradeep has been nabbed by the police.

“We have rounded up some suspects, including some students, for interrogation, but the main suspect is yet to be nabbed,” said SSP Anil Kumar Rao. He said the case would be cracked soon as the police had got some clues.

Fee Issue
Parents to revive stir

Irked by the non-implementation of a directive issued by the government to private schools to meet the expenses of the increased salaries of their employees from their “reserve fund” and not to transfer the load on to parents by way of increasing the fee, parents have once again decided to take to the streets.

The decision was taken at a meeting of the Haryana Abhibhavak Ekta Manch here.

General secretary of the manch Kailash Sharma said here today that the parents had decided to hold demonstrations in all districts on August 7 and submit a memorandum to Chief Minister Bhupinder Singh Hooda. They would hold a state-level rally in Rohtak on August 30 and march in procession to the residence of the Chief Minister.

Sharma said the meeting also decided to oppose the ruling party in the coming Assembly elections in case the government did not show sincerity in getting its directive implemented by the private schools. Parents from 10 districts - Faridabad, Rohtak, Gurgaon, Karnal, Bhiwani, Hisar, Panipat, Palwal, Mewat and Panchkula took part in the meeting.

Mass leave by teachers today

Haryana university and college teachers will go on mass casual leave tomorrow to express their anger against the inordinate delay in the implementation of the revised UGC pay scales and stage dharnas at all universities and colleges from August 7 to 10.

The call for one-day mass casual leave and dharnas has been given by the Haryana Federation of University and College Teachers Organisations (HFUCTO), spearheading the agitation for the immediate implementation of the revised scales.

University and college teachers had staged a dharna in front of the office of the Commissioner (Higher Education), Haryana, at Panchkula on July 31, but there was no favourable response or assurance from the government regarding their demands.

Prof Bhagwan Singh, spokesman of HFUCTO, and Dr Parmesh Kumar, president, Kurukshetra University Teachers Association, said teaching work in all universities and colleges would be paralysed tomorrow.

All teachers would also individually send postcards to Prime Minister Manmohan Singh, UPA Chairperson Sonia Gandhi and Haryana Chief Minister B.S.Hooda to apprise them of their demands and seek their intervention.

IGNOU centre for BEd (Spl Education)

Indira Gandhi National Open University (IGNOU) has launched BEd (Special Education) in collaboration with the Rehabilitation Council of India (RCI) from July 2009 session and the centre for the programme in Haryana has been established at ARPAN Institute for Mentally Handicapped in Rohtak.

Making the announcement regarding the new course, Prof VN Rajasekharan Pillai, vice-chancellor, IGNOU, said the programme offered through distance education mode was of two years’ duration and covered areas of hearing impairment, mental retardation and visual impairment.

The essential qualifications for the programme included a bachelor’s degree from any UGC recognised university and a minimum of two years of experience in a special school environment in any disability area after graduation. Every centre would be given 40 seats and the admissions would be made on merit basis.

Parents of a child with disability, a person with disability, candidates possessing an RCI recognised diploma in special education, undergone bridge course of RCI or have completed RCI recognised foundation course would be given weightage in admission.

The student handbook and prospectus are available at regional centres, study centres and on IGNOU main campus and the last date for applying for admission is August 31.

12 sarpanches give resignation

With a view to providing support to the ongoing indefinite dharna by the Kadyan Barha khap panchayat outside Dharana village here, as many as 12 sarpanches of various villages dominated by the Kadyan gotra today reportedly submitted their resignation to the acting president of the khap panchayat, Raj Singh.

According to Raj Singh, all sarpanches had tendered their resignation in support of the khap panchayat’s stand on the gotra row over a “forbidden” marriage with a girl of the Kadyan gotra.

“The sarpanches, who submitted their resignation, included Sanjeev Kumar of Chimni village, Narender Kumar of Majra D, Ramesh Kumar, Kuldeep and Azad Singh of Dubaldhan panchayats, Phulpati of Majra B, Jagdish Kumar of Siwana village, Kapoor Singh of Baghpur village, Om Prakash of Wazirpur village, Narender Kumar of Maangawas, Ravi Dutt of Baakra village and Jaiveer Singh of Dharana village in Jhajjar district,” said Raj Singh, adding that all resignations were addressed to the Deputy Commissioner.

He maintained that all sarpanches had come to the dharna venue and extended their support to the panchayat, pleading that social norms were necessary not only to protect the social customs, but also to maintain the brotherhood among people.

Meanwhile, presidents of the Dahiya khap and the Gehlout khap, Subhash Dahiya and Jagdish Mitrau, respectively, today yet again initiated talks with representatives of the khap panchayat to find out an amicable solution to the controversy.

The presidents of the Dahiya and the Gehlout Khap pointed out some alternatives to sort out the row, which would be discussed at a meeting of the Sarva khap panchayat scheduled to be held on August 9 in Beri town, said Raj Singh, adding that decisive steps would be taken at the meeting.

Power scheme extended

The Haryana Power Distribution Utilities has extended the surcharge waiver scheme, 2009, up to August 31.

A spokesman for the Dakshin Haryana Bijli Vitran Nigam said here today that the scheme was launched for all categories of consumers in urban and rural areas in the state on June 1 and the scheme received a good response. It was applicable to connected and disconnected private as well as government sector consumers.

Under the scheme, the entire delayed payment surcharge amount was waived off on liquidation of outstanding principal amount in lump sum. In case of wrong billing, the bill would be corrected as per the existing instructions. The scheme was also applicable to theft cases.

The benefit of the scheme was given to those consumers only who were defaulters as on March 31. It was applicable to those consumers also whose cases were pending before the courts. They would have to agree to withdraw their cases pending in the courts before August 31.

Pensioners meet CM

A five-member deputation of the Haryana Pensioners Welfare Society, led by its president Kuldeep Kumar Sharma, called upon Chief Minister Bhupinder Singh Hooda at his residence in Chandigarh yesterday and submitted a charter of their demands to him.

Stating this here today, patron of the society NK Nawal said their demands included removal of pay anomalies of the pensioners, enhancement of basic pension from the age of 65, better medical allowance, grant of house rent, concession in bus fare on a par with women and change in the ex gratia scheme.

The deputation included Kasturi Lal Sharma, chairman, Ram Lal Sharma, vice-president and DR Anand, treasurer of the society.

MDLR Airlines’ chief to contest elections

Gopal Goyal, alias Gopal Kanda, chairman of MDLR Airlines, who is considered to be a close associate of the Chautalas, today announced his decision to contest the coming Assembly elections from the Sirsa constituency.

Kanda made the announcement while talking to mediapersons here today.

The MDLR Airlines chairman, who runs the Tara Baba Charitable Trust which is engaged in several philanthropic activities in the area, said people of Sirsa wanted him to contest the elections and serve them as their representative.

Kanda said he was yet to decide whether he would contest as an Independent or a candidate of a political party.” Interestingly, he did not rule out the possibility of contesting as a candidate of a political party other than the INLD.

No problem with early poll: Chautala

INLD supremo and former Chief Minister Om Prakash Chautala today said: “The INLD and the BJP alliance is all set for the Assembly elections. We have no problem with early elections in the state. Only candidates having wining chances from both the parties will be given tickets.”

He said this while addressing a press conference here today. The leaders of both the parties had been campaigning vigorously and highlighting the plight of poor farmers and deteriorating condition of law and order in the state, he said.

Reacting to the khap panchayat’s “exile” verdict, he said the khap panchayats had much respect in society and people respect their decision. However, it was the state government’s responsibility to maintain law and order if any dispute surface due to panchayat’s verdict. The state government had failed to do so in a recent case, he added.

SHJC to merge with Cong

The leadership of the newly floated Samast Haryana Janhit Congress (SHJC), the breakaway faction of the Haryana Janhit Congress (BL), has decided to merge the party into the Congress.

This was stated by former Haryana Minister and SHJC leader Krishan Murti Hooda while interacting with newspersons here today. Hooda said SHJC leaders, led by former Haryana Minister Subhash Batra, would join the Congress at a function to be held in Chandigarh on August 12.

“Haryana Chief Minister Bhupinder Singh Hooda and state Congress president Phool Chand Mulana will be present at the function,” the former Minister said in response to a query.

He said the previously announced state-level SHJC rally to be held in Hisar on December 2 and other such party programmes automatically stood cancelled.

He, however, maintained that prior to the merger, the SHJC would hold a rally at Nuh (Mewat) on August 9 to expose the “misdeeds” of HJC (BL) chief Kuldeep Bishnoi before the people of the state.“The Mewat rally has been named ‘Hisab Batao’ rally as we will seek details of party funds at Bishnoi’s disposal and ask him on what he had spent the money,” the former HJC (BL) leader said.

Fake currency notes seized from woman

A fake currency racket surfaced in Haryana with the arrest of a 38-year-old woman of Ghanauli and the seizure of about Rs 1 lakh in fake currency here today.

The police said Bina Devi was arrested from near Vishwa Karma Chowk after a tip-off that she was carrying fake currency. She was later produced in a local court and has been remanded in police custody till August 10.

The fake currency notes of Rs 500 seized from Bina Devi were of “fine quality” and it was difficult for people to make out that these were not genuine.

A special team of the NIA was intimated about the recovery of the fake currency as it had been constituted to deal with such cases all over India, the police said.

The main supplier of fake currency notes was allegedly Ram Balaf Chauhan, a Nepali resident, who along with his three accomplices was arrested on August 3 by the Punjab police. Chauhan had allegedly supplied Rs 1 lakh to Bina Devi recently, the police said. A case under Sections 498-B and 498-C of IPC has been registred against Bina Devi at the Farakpur police station.

Bina Devi had been arrested one and a half years ago with fake currency notes. The police had recovered 15 notes of Rs 500 each, DSP Mukesh Kumar said.

“We will bring Chauhan here from Punjab on production warrants to interrogate him. The possibility of the involvement of more persons in the fake currency racket cannot be ruled out due to the proximity of the district to Uttar Pardesh. The kingpin of the fake currency mafia is believed to have been getting the supply of such notes from Pakistan and Singapore,” the DSP said.

Bina Devi came in contact with Chauhan through her husband Raja who was lodged in the Ambala jail in a NDPS case. Another accused lodged in the jail had convinced Raja to join the “profitable business”. Subsequently, Raja told his wife Bina to work for the gang, the DSP added.

Wife stabs man to death

Ram Prakash of Khatkar village was stabbed to death with “jeli”, an agriculture implement, allegedly by his wife Rajrani yesterday evening.

The police has arrested Rajrani and registered a case under Section 304 of the IPC.

The deceased’s mother, Chandro Devi, stated that Ram Prakash had bad intentions towards his own daughter, therefore Rajrani stabbed him to death.

Originally a resident of Raipur village here, Ram Prakash along with his family and brother Bedu had been residing in Khatkar village as Chandro Devi belonged to this village.

Husband, in-laws get life term

Additional District and Sessions Judge JS Dahiya today sentenced Geeta’s husband, father-in-law, mother-in-law and brother-in-law to imprisonment for life and imposed a fine of Rs 5,000 each for allegedly murdering Geeta in Tohana town here on July 22, 2007.

The victim’s father, Attar Singh, had lodged an FIR alleging that his daughter, Geeta (26), was murdered by her husband Hari Chand, father-in-law Hazora Singh, mother-in-law Reshma Devi and brother-in-law Vinod Kumar for want of more dowry.

He alleged that the accused used to beat up Geeta for bringing insufficient dowry ever since she got married to Hari Chand.

He alleged that he received a message from Geeta’s family regarding her illness on July 22, 2007, and when he reached at her residence, he found her lying dead on a cot in her room.

5 of family get 7-yr jail

Five members of a family, including two women, have been sentenced to seven years of imprisonment by the district court in connection with dowry death of a woman last year. A fine of Rs 1,000 each has also been imposed on them.

According to the prosecution, a woman identified as Sheena married to Balwinder of Bighana village in the district had died of burn injuries at a private hospital on August 7 last year. Before dying, she gave a statement to a Magistrate, in which she had alleged that she was set afire by her husband and four other members of the family after she failed to satisfy their demand for more dowry.

She got married about two and a half years ago before the incident.

The police had arrested husband Balwinder, mother-in-law Murti Devi, brothers-in-law Sohan and Pawan and an aunt of Balwinder, Birmati.

The accused were convicted by the court of Additional District and Sessions Judge here.

In another similar case, the police has arrested four members of a family, including a woman, in connection with a case of dowry harassment registered against them.

According to the complaint lodged by Jyoti, a resident of Bhatnagar Colony here, she got married to Rinku of Gondhar village in March 2007, but became a victim of dowry harassment and was thrown out of the house by her husband and in-laws.
