Hooda lays foundation stone of Gurgaon Metro

Haryana Chief Minister Bhupinder Singh Hooda today laid the foundation stone of the MetroRail, Gurgaon. The state government has awarded the construction contract of a metro system in Gurgaon to a consortium of DLF and IL&FS. The process to form a special purpose vehicle is on to construct and operate the system. Conceived by DLF Metro in 2007, the project is the first of its kind in the country where a private company will run a public transport system.

Warring factions make peace

The recent announcement of Haryana Chief Minister Bhupinder Singh Hooda to set up a separate gurdwara committee for Haryana has not only brought the warring factions of the Haryana Sikh Gurdwara Prabandhak Committee (ad hoc) together, but also coaxed the Shiromani Gurdwara Prabandhak Committee (SGPC) to seriously deliberate on the issue to find out an amicable solution.

The rival factions of the HSGPC headed by Jagdish Singh Jhinda and Didar Singh Nalvi confirmed that they have decided to bury the hatchet, respecting the unanimous view of the sangat that the fight for a separate HSGPC would be more effective and fruitful if both the factions worked unitedly.

Nalvi told The Tribune that the decision came in the wake of the Sikh sangat unanimously deciding that both the factions would work together and the Haryana Sikhs should not stand divided on the vital issue.

“Our fight for a separate HSGPC will end only after the objective is achieved and there will be no compromise on the issue,” he added.

Nalvi disclosed that a meeting of the SGPC would be held in Amritsar on August 14 and he had been invited to take part in the meeting. For the first time, there was only one item on the agenda and that was “separate HSGPC”, he claimed.

President of the HSGPC (ad hoc) Jagdish Singh Jhinda said the Haryana Sikhs were not prepared for any compromise on the issue and continue the struggle till the goal was achieved.

Criticising the SAD and the Congress for playing politics on the issue, Jhinda said he was not bothered about the remarks of SGPC president Avatar Singh Makkar and would continue to put pressure on the Haryana government to fulfill its promise.

Referring to the statement of the Prime Minister that the issue was not in his agenda, Jhinda clarified that the issue would be included in the agenda only after the state government referred it to the Centre.

The HSGPC had given an ultimatum to Haryana and the central governments and the SGPC on September 7 last year to constitute a separate HSGPC within a month failing which it would take forcible possession of major gurdwaras in Haryana, but failed to translate the threat into action even after eleven months.

Swine Flu

The health authorities in Fatehabad today claimed that they were well equipped to deal with the situation that had arisen after the detection of a positive case of swine flu.

Deputy Commissioner CG Rajnikanthan today presided over a meeting convened on the issue and took stock of the preparedness of the authorities.

Dr DK Dadhich, nodal officer of the district to combat the H1N1 pandemic, all deputy civil surgeons of the district, senior medical officers of all hospitals and community health centres, municipal councillors and prominent persons of the district attended the meeting.

“There is no need to panic. However, do go for a check-up in case there are any symptoms of cough, cold or fever. The authorities concerned are well equipped to deal with such cases,” said the DC.

The civil surgeon, Dr OP Arya, said an isolation ward had been set up in the General Hospital, Fatehabad, and kits to take samples had also arrived.

He said the health authorities had received stocks of Tamiflu tablets for adults and Tamiflu syrup for children.

Meanwhile, a local resident gave his sample for testing in Sirsa today.

The suspected victim, a doctor, who is pursuing his postgraduate degree in ophthalmic in a medical college in Uttar Pradesh, visited the nodal officer here in Fatehabad for his tests in the morning today. However, the hospital authorities informed him that they did not have trained doctors to take swab samples.

The health authorities on Sunday had maintained that they would carry out survey of the patients examined by the Sirsa doctor, who examined patients in the local General Hospital before testing positive for swine flu and also said they would screen the doctors and the hospital staff, who came in contact with him.

The daily information report on Influenza A (H1N1) pandemic submitted by the District Disaster Management Authority to the State Disaster Management Authority today mentioned the number of suspected persons screened today as well as the cumulative as nil.

The reports dated August 9 and 10 said three medical officers of the hospital were trained to take nasopharyngeal swabs of suspected influenza cases.

Meanwhile, swab samples of 15 persons have so far been taken at the General Hospital, Sirsa.

Dr Viresh Bhushan, nodal officer, Sirsa, said samples of four persons had been sent to the National Institute of Communicable Diseases, Delhi, for testing.

SONEPAT: As a part of its precautionary measure against swine flu, the health authorities in the district had arranged Tamiflu tablets, a testing kit from the National Institute of Communicable Diseases, Delhi, and masks. They had also set up a two-room isolated accommodation in the local Civil Hospital to deal with any suspected case of the disease.

Civil Surgeon Dr JS Punia on Tuesday said besides providing a toll free helpline number - 2235862 - in the Civil Hospital, a team of six specialists had also been formed to attend to emergency.

So far, no case of swine flu had been reported in the district, said Deputy Commissioner Ajit Joshi.

Cop referred to Rohtak PGI

A Haryana police personnel suspected of swine flu has been referred to the PGI, Rohtak, for medical tests and follow-up treatment if required.

The suspect identified as Dilbagh, a resident of local Police Lines, suffering from cough, cold and fever reported at the Civil Hospital here today. Dr Amit, a physician, examined him and referred him to the PGIMS, Rohtak, for further tests. The doctor said the patient was not a confirmed case of swine flu, but not taking any chances, he had referred him to Rohtak.

Rapid action force set up

Close on the heels of the decision of the Haryana government to invoke the Epidemic Disease Act to tackle swine flu, Dr Naresh Saini, chief medical officer, Karnal, today set up rapid action force consisting of five doctors to meet any exigency.

The action force headed by district malaria officer Charanjeet Choudhry as nodal officer consisted of Dr Sant Lal Verma, Dr Sanjeev Grover, Dr Manish Purithi and Dr Ranjana Tewari.

The mobile phone numbers of the action force team had been displayed and an isolation ward had also been provided for swine flu patients, the CMO said.

The CMO said the hospital was fully geared up and all arrangements were in place to tackle swine flu. He asked the patients with symptoms of suspected swine flu to immediately come to the hospital for a thorough check-up.

Meanwhile, Sumit Gupta, a resident of Subhash Colony, who had returned from Bangkok on July 28, reached the hospital with complaints of throat infection, cold and cough. As a precaution, the blood sample of Sumit has been sent to the NIC, Delhi, and the reports were negative. The blood samples of his other friends, who had visited Bangkok along with him, were also tested, the CMO added.

Hooda lays foundation stone of Gurgaon Metro

Haryana Chief Minister Bhupinder Singh Hooda today laid the foundation stone of the MetroRail, Gurgaon. The state government has awarded the construction contract of a metro system in Gurgaon to a consortium of DLF and IL&FS. The process to form a special purpose vehicle is on to construct and operate the system. Conceived by DLF Metro in 2007, the project is the first of its kind in the country where a private company will run a public transport system.

The planned route will connect to Delhi Metro station at Sikanderpur and act as the feeder for the Delhi Metro Central Secretariat-Gurgaon line. Delhi Metro and Metro Link Gurgaon will be connected through a 90-metre-long and 9-metre-wide bridge.

The government has awarded a concession for a period of 99 years to build and operate the Metro system. The project is to be completed within 30 months from the day of the signing of the agreement.

Hooda said the Metro link would be a boon for the residents of Gurgaon, especially those staying in DLF Phase II, Phase III and Udyog Vihar. Congress MP from Gurgaon Rao Inderjit Singh appreciated the initiative of the state government.

A.S.Minocha, chairman of DLF Commercial Developers Ltd, said Gurgaon, a burgeoning city, needed an efficient transport system. "It will cater to the residents of the NCR and there will be common ticketing for both systems," he said, adding that the Gurgaon Metro would run on the standard gauge and the system would be equipped with the automatic train operation, automatic train protection and automatic train supervision mechanisms. There was a provision for extending this system in either direction.

Later, speaking at a state-level function organised by the Industries Department to distribute export freight subsidy cheques among exporters, Hooda directed the department and the Haryana State Industrial Infrastructure Development Corporation (HSIIDC) to deliver their services in an e-governance mode within a year.

"This should largely eliminate the individual interface between the service seeker and the service provider, thereby ensuring an efficient service delivery regime," he asserted.

Hooda distributed cheques amounting to more than Rs 22 crore among 399 exporters of the state. He maintained that the state government would clear the payment of all subsidy claims for 2006-07 within the next two months and the balance amounting to nearly Rs 17 crore would be paid by April, 2010. He said henceforth, all funds, including subsidy amounts, would be directly transferred to the bank account of the industrial unit concerned to bring about transparency in the transaction.

The Chief Minister pointed out that the decision of giving export freight to the exporters was implemented in 2005, after the formation of the present government, in view of the fact that Haryana did not have a natural harbour for exports.

The Chief Minister also inaugurated a railway overbridge at Hailey Mandi and laid the foundation stone of a 50-bedded hospital at Pataudi.

HJC leader, 4,000 activists quit party

Senior Haryana Janhit Congress leader and district party (rural) president Satish Khola as well as over 4,000 party activists from 135 villages of the Kosli constituency of Rewari district faxed their resignations to HJC supremo Kuldeep Bishnoi here today.

The en masse resignations have virtually dealt a blow to the HJC in the Rewari region.

The deserters include as many as 71 office-bearers of various district and block-level units of the HJC.

Simultaneously, the INLD received a shot in the arm when Khola and others made an announcement at a press conference here today that they would soon join the party.

After two senior INLD leaders and former ministers - ML Ranga and Jagdish Yadav - quit the INLD recently, the party was looking for a replenishment.

Khola today announced that all of them would formally join the INLD with the blessings of party supremo Om Prakash Chautala at a conference in Zenabad-Dahina village, 22 km from here, on August 23. Simultaneously, he also made it known that if the party high command accorded its concurrence, he would contest the coming Assembly elections from the Kosli segment.

The Hooda government’s publicity campaign ran into rough weather at Naraingarh today when employees and the vehicles displaying the publicity material were attacked by farmers agitated with the government.

The “vikas yatra” will cover the entire state. The yatra encountered a few agitated farmers near the Naraingarh bus stand this morning. The farmers were led by Madan Pal Rana.

They attacked the employees accompanying the yatra and damaged the vehicles.

The police was called in and an FIR registered against Madan Pal Rana and other farmers on a complaint of Prem Chand, a driver of one of the publicity vehicles.

Talking to The Tribune, Rana said he did not regret his action. He said they attacked the vehicles because the government was not listening to their demands.

He said nearly a year ago, the government had given electricity connections and a payment of Rs 30,000 had to be made for it. Many farmers in the Naraingarh belt had done so and they had also started using these connections.

However, there was nothing on record. He alleged that the farmers were instead harassed and counter-cases were made against them for stealing electricity, against which they were protesting.

Fit of rage that left two families devastated

At the native village of 18-year-old Naveen and Sumit Sangwan, the stabbing incident in Chennai, in which the former lost his life, has stunned local residents who knew that the two boys were good friends for the past many years.

As one enters the village, groups of people can be seen assembled at various points in narrow lanes discussing the incident. While the families of both boys refused to interact with mediapersons, villagers said the incident had left the two families devastated as one had lost its boy and the other family’s son was on the run.

It is learnt that after stabbing Naveen, Sumit called up his parents here and told them about what had happened. He told them that it was in a fit of rage that he stabbed Naveen and that the incident had got on to his nerves. The villagers stated that without revealing his whereabouts, Sumit said he was on the “run”.

As word spread in the village here, Naveen’s father, Balinder, along with another villager Matu Ram and Harpal Sangwan, Sumit’s father, left for Chennai early in the morning.

RS Khokhar, Kabaddi coach who had gone to Chennai along with the team, told The Tribune over the phone that parents of both the boys had reached there by flight. He said the SAI had made arrangements for bringing back the body of the victim.

Subedar cremated with honours

The mortal remains of martyr Subedar Dal Chand (45) were consigned to the flames at his native village, Khawaspur, near Pataudi block, here, today.

The soldier was killed while countering the insurgents in Kupwara district of Jammu and Kashmir on August 9.

His mortal remains reached the village today around 6.30 pm and he was cremated with full state and military honours.

Troops from the Dundahera military station and the district police saluted the martyrdom of Subedar Dal Chand.

Earlier, Pataudi MLA Bhupinder Choudhary, Zila Sainik Board secretary Major RK Sharma and local tehsildar paid tributes to the martyr by laying wreaths on behalf of the state government.

The pyre was lit by his son Govind, who is a student of BA (I).

Subedar Dal Chand, who joined the Army in September 1983, is survived by his wife Rajbala, three daughters and two sons.

He was serving the 12 Mahar regiment of 268 infantry battalion and was posted in the Kiran sector of Kupwara in Jammu and Kashmir.

Cops mull steps for runaway couples’ safety

In view of the growing incidents of violence and even “murders” in the name of honour, the police has contemplated some steps, including setting up of “safe houses” for runaway couples and to provide round-the-clock safety to them. These proposals are, however, yet to get the nod from political bosses.

ADGP (Law and Order) VN Rai said cases of couples eloping from their houses and seeking protection against panchayats and elements posing a threat to their life were on the rise and the police was contemplating setting up “safe houses” for such persons.

He said the department had taken up the issue at a meeting held recently and had come out with some proposals.

Citing three judgments of the Supreme Court and the high court regarding restraining khap panchayats, he said the police would follow the directives in “letter and spirit”. According to an 11-point note prepared by the police at the meeting, there will be central monitoring of such cases under the coordination of the DIG (Law and Order) and a software programme has been operationalised for this purpose.

Ex-IAS officer joins Cong

Former IAS officer of the Haryana cadre H.C. Disodia joined the Congress here today.

He belongs to Jhajjar district and may be an aspirant for the Congress ticket from the Jhajjar reserved Assembly constituency.

Disodia had a meeting with Haryana Congress president Phool Chand Mullana today and expressed faith in the policies and programmes of the party. Later he was admitted to the party. Those who joined the Congress along with Disodia included a number of sarpanchs, retired teachers and a retired BDO.

Nirmla Sharma, who contested the Vidhan Sabha elections from Mundhal Khurd in 2000, left the INLD and joined the Congress today.

Man gets jail

Dharam Pal, a resident of Mohan Nagar, here, was sentenced to 10 years of rigorous imprisonment for possessing 30 kg and 700 gm of ganja. A fine of Rs 1 lakh was also imposed on him.

In case of default of payment of fine, the accused will have to further undergo rigorous imprisonment for three years.

ASI Sukhdev Singh of the CIA staff conducted a raid at Pal’s house on April 16, 2007, and recovered 30 kg and 700 gm of ganja from his possession.
