New Delhi, August 11 The reports from the NICD confirmed 15 new cases of the contagious infection today that includes 14 cases, which have resulted from local transmissions, and only one has possibly contracted the disease from foreign soil. Though the city now has 14 designated health facilities dedicated towards the screening, diagnosis and treatment of the disease, the health experts and authorities anticipate an upsurge in the number of people checking into the hospitals in the coming days. And that is because this is the time of seasonal flu whose symptoms are quite similar to that of the disease caused by H1N1 isolate. Delhi health officials today held a meeting with its H1N1 nodal officers and medical superintendents of the designated health facilities to discuss the economic viability of roping in the city’s private health sector in the testing and treatment of H1N1 transmissions. According to sources, the Delhi government is yet to shortlist the private health institutes, but has estimated an expenditure of Rs 4 crore for the detection and treatment of an infected case with each case accounting for Rs 10,000. However, the government has asked the well-equipped private health institutions to prepare themselves as the government might seek their services. Several private establishments, like Sir Ganga Ram Hospital, Fortis Noida have already showed their inclination towards carrying the detection, diagnosis and treatment of people coming up with H1N1 signs. Many like the chairperson of Ganga Ram Hospital, Dr. B K Rao said that the current designated testing centres like National Institute of Virology and AIIMS are receiving samples more than their capacity, which in the coming days are likely to increase due to the incremental weather conditions. “It is important that both the government and the private should work jointly towards tackling the increasing outbreak of H1N1 transmission,” stressed Dr Rao. Given the fact that Delhi has seen the highest number of imported infections and a large number of foreigners frequent the red-light area, the sex workers in the city have expressed concern over the vulnerability of their community and their children. They said just relaying messages about swine flu is not enough, for they are unable to access the available facilities at the hospitals due to the pressure of the touts and policemen. Under the banner of Patita Uddhar Samiti, they have urged the union health minister Ghulam Nabi Azad to depute a team of special medical officers for examining the sex workers and their kids suffering from fever as they are one of the highest risk groups for H1N1 infection. |
Hooda lays stone of Gurgaon Metro
Gurgaon, August 11 The planned route will connect to the Delhi Metro station at Sikanderpur and will act as the feeder for the Delhi Metro Central Secretariat-Gurgaon Line. Delhi Metro and Metro Link Gurgaon will be connected through a 90-metre-long and 9-metre-wide bridge. The government has awarded the concession for a period of 99 years to build and operate the Metro System. The project is to be completed within 30 months from the day of the signing the agreement. Hooda said the Metro link would be a boon for the residents of Gurgaon, especially those staying in DLF Phase-II, Phase-III and Udyog Vihar. Congress MP from Gurgaon Rao Inderjit Singh appreciated the initiative of the state government. A.S.Minocha, chairman of DLF Commercial Developers Ltd, said Gurgaon, a burgeoning city, needed an efficient transport system. “It will cater to the residents of the NCR and there would be common ticketing for both systems,” he said, adding that the Gurgaon Metro would run on the standard gauge and the system would be equipped with automatic train operation, automatic train protection and automatic train supervision mechanisms. There is a provision of extending this system in either direction. |
Insurance manager held
for duping over 60
New Delhi, August 11 Navin Kumar, who heads a team of 35 sales executives in the insurance arm of HDFC, and his accomplice Mohammad Yusuf, alias Durgesh Kumar, were arrested last week following a complaint by Vimal Kishore Jugran, a resident of Sarojini Nagar area, the police said. The police has recovered from the arrested men 23 mobile SIM cards, six mobile handsets, 10 debit cards and four credit cards of various banks, including the State Bank of India, Punjab National Bank, ICICI Bank, Axis Bank, ING Vyasa Bank, Vijaya Bank and ABN Amro Bank, a computer with stolen data of insurance customers, fake identity cards and a ‘magic pen’. Jugran in his complaint said Navin Kumar called up him August 2 claiming to be the sales manager of ICICI Bank. Kumar offered him a ‘gold credit card’ against his insurance policy and said he can avail loans against this credit card, according to Jugran’s complaint. The police said Jugran agreed to his offer as he needed funds due to a medical problem in the family. Kumar then told Jugran to provide a crossed and signed cheque, salary slips, bank statements, two photographs and a photocopy of his insurance policy. He told Jugran that his executive Durgesh Kumar would visit him the next day to collect the cheque and documents. “Durgesh then insisted that Jugran must sign a fresh cheque saying that the first cheque was not properly signed. Durgesh gave a pen to Jugran to sign the fresh check,” said Deputy Commissioner of Police (South Delhi) H.G.S. Dhaliwal. “The ink of this pen evaporates when rubbed with hand. The accused used to fill out the same cheque and deposit it in an account opened in fictitious names and later used to withdraw the amount,” he said. According to the police, the two withdrew Rs 96,300 from Jugran’s account. And using the same modus operandi, they cheated around 60 other people. They were using mobile SIM cards obtained on fictitious papers to evade arrest. Describing Kumar as a “very smart banker”, Dhaliwal said he started his career with a leading insurance firm as a sales manager and led a team of 30 sales executives and worked there for three years. Then he worked with two private insurance firms before taking up the current job. “Kumar ran a debt due to high ambitions and a lavish lifestyle. So he started duping people,” he added.

Heavy rains paralyse civic system
New Delhi, August 11 The sudden rains that hit the city in the afternoon came as a surprise for the people and brought the temperature down to 25.3-degree Celsius, which is one degree below normal. However, the maximum temperature was recorded as 35.6 degree Celsius, two notches above normal. The rainfall today was recorded to be 43.8 mm, which is the second highest after July 27 when it rained 126 mm. However, civic facilities simply crumbled in many areas, particularly in south Delhi and the more populous east Delhi. Delhi mayor Kanwar Sain admitted to IANS that there were problems. “We have been cleaning the drains and desilting stormwater channels. Still there are reports of waterlogging especially in low-lying areas. We have deployed teams in places were there are problems.” Thousands of people were stuck in serpentine traffic jams as traffic signals snapped due to heavy rains. Arterial roads saw huge waterlogging. According to the Delhi Traffic Police, scores of vehicles broke down on waterlogged roads after rainwater entered their engines. “Many roads were under knee-deep water. Even hours after rains ended, roads were still under water because the drains were chocked. The traffic lights are not working in many areas,” said a traffic policeman deployed near Moti Bagh. Rain water seeped into many houses in south and east Delhi. “Delhi’s civic facilities are not equipped to handle even an hour’s rainfall,” complained Sarita Singh, a resident of Moti Bagh area in south Delhi. Roads caved in in some parts of the city, leaving motorists bitter and furious. |

Gurgaon , August 11 “This should largely eliminate the individual interface between the service seeker and the service provider, thereby ensuring an efficient service delivery regime ensuring transparency, speed and certainty,” he
asserted. Hooda distributed cheques for more than Rs 22 crore to 399 exporters of the state. He maintained that the state government would clear the payment of all subsidy claims for 2006-07 within the next two months and the balance amounting to nearly Rs 17 crore would be paid by April, 2010. He said henceforth, all funds, including subsidy amounts, would be directly transferred to the bank account of the respective industrial unit to bring transparency in the transaction. The Chief Minister pointed out that the decision of giving export freight to the exporters was implemented in 2005, after the formation of the present government, in view of the fact that Haryana did not have a natural harbour for exports. Claiming that the state had emerged as a preferred investment destination, he said in terms of per capita investment, Haryana was on the top in the country, whereas it was on 14th position in 2005 when he took over the reins of the state. Haryana Industries Minister Laxman Dass Arora observed that the present regime had achieved in four years what the previous governments could not do in 40 years. Secretary (Industries) Y.S.Malik noted that investments of Rs 40,000 crore had already materialized during the past four years and further investments of Rs 90,000 crore were in the pipeline. Pilot dies in fire in house
New Delhi, August 11 Rahul Jain suffered 75 per cent burn injuries when his Pandav Nagar house caught fire late on Monday. He was rushed to Lok Nayak Jai Prakash (LNJP) Hospital and then to Max Hospital before being admitted to Safdarjung Hospital, where he succumbed to his burn injuries on Tuesday morning. The police said when fire broke out, Jain was sleeping in one room while his wife Anju and two children— 11-year-old daughter and 10-year-old son— were in the next room. They managed to escape with minor burn injuries. Five fire fighting engines, which were pressed into service, took hours to douse the flames. Though the investigation is on, the police hinted that the fire may have erupted because of a lighted cigarette butt. “Jain family said he had a bad habit of not stubbing cigarette completely. We suspect that as the air-conditioner was on and there were papers scattered in the room, the fire must have spread, ” said an investigating officer. His wife told the police that Jain went to sleep after his dinner on Monday night and she went to see her children who were studying in the next room. “When she was teaching the children, lights started fluctuating. She went into her husband’s room and saw the smoke all over. She said she tried her best to rescue him, but not before Jain sustained severe burn injuries,” the officer added.

IGI airport gets 1 more fire station
New Delhi, August 11 With the inauguration, IGIA now has four 24-hour operational fire stations. On the occasion, an investiture ceremony was held for the new fire fighters, and the airport rescue and fire fighting (ARFF) team gave a demonstration of the fire fighting and rescue operations. The ARFF has strength of 189 fire fighters. The airport spokesperson said the ARFF played extremely important role by helping in preventing fires and dealing with fire incidents inside the terminal, in hangars and on the airfield. He said the principle objective of this team was to save lives in the event of an aircraft accident. This also applied to any other incident where life and property could be saved, he added. ARFF’s objective was to achieve a response time of two minutes and not exceed three minutes at any point for each operational runway, the spokesperson said. Complying with the global fire safety standards, DIAL fire fighters have been equipped with new helmets, aluminum coated protective suits and boots. The fire fighters have been trained in Malaysia, Delhi and Hyderabad. They have also been taught the investigation aspects of crashed aircraft. DIAL has ten aircraft crash fire tenders (ACFT) at the Indira Gandhi International Airport as part of the existing fleet of aircraft rescue and fire fighting (ARFF) vehicles. |
Power crisis: Sheila confers with discom CEOs
New Delhi, August 11 Reviewing the power crisis, Chief Minister Sheila Dikshit today conducted a meeting with discom CEOs and officials of DERC. She is reported to have asked the discom officials to point out their difficulties to consumers so that they are kept abreast with the ground reality. Chief Minister Sheila has said that rotational loadshedding of around two hours will probably prevail for a few more days. The situation was grim throughout the day on Tuesday with Delhi Transco reporting loadshedding of up to 374 MW. The peak demand in the city was registered at 4057 MW, though the residents received only 3683 MW. Dikshit has attributed the power crisis to clogging of transmission lines and the increased power consumption compared to last year. “The whole country is going through a very prolonged dry spell associated with unprecedented high temperature and humidity. Nobody had imagined of 40 degree temperature in August. This has resulted in power cuts in certain areas,” she said. West and east Delhi are the worst affected areas where residents experienced four to five hours of power cuts on an average. |
Vengeful suitor throws acid on
28-yr-old principal
Ghaziabad, August 11 Shaheen, principal of privately-run Shanti Niketan Junior High School in Indirapuri Loni locality, sustained injuries on her head, face, abdomen and chest. The police said Wali Mohammed, whom she had refused to marry, took the help of his two friends. The three went to meet her in her school at 11 am on the pretext of inquiring about admissions and carried the acid in a tiffin box that they kept on the table. At some point during the discussions, one of the men opened the tiffin box and threw the high-density acid on her face and disappeared. “Shaheen sustained burns on her head, face, chest and abdomen. She was rushed to Guru Tegh Bahadur Hospital in Delhi, where doctors have declared her condition critical,” said a police official. “Her former suitor took help from his two friends and threw acid on her face as revenge for her refusal to marry him,” the official added. Shaheen’s anguished father said: “Earlier, the two families had thought of getting the two (Shaheen and Wali Mohammed) married. Shaheen was a brilliant and beautiful girl. The boy wanted to marry her but Shaheen refused to marry him.” In his police complaint, he added that Wali Mohammed was angry with her for refusing to marry him.

Noida hotel scheme: Details finalised in London
Noida, August 11 As per the affidavits submitted in the apex court, a team of officials under the then chairman of Noida and Greater Noida authorities, Rakesh Bahadur had visited London during April 2006. The present UP chief secretary Atul Kumar Gupta, the then chief executive officer
Noida, Sanjeev Saran and special secretary Jagdev Singh were members of the team. The team stayed in London for a number of days and only on its return, the policy related to the hotel scheme was prepared. The news of the UK visit of these officers had been published in some papers on April 19, 2006. On July 20, 2008, Ashutosh Srivastava had submitted an affidavit to UP Chief Minister

A copy of the same affidavit was submitted to the apex court on September 3, 2008. IGNOU entrance test on Aug 16
New Delhi, August 12 The test will be held between 10 am and 1pm (management programme) and between 2 pm and 4 pm (B.Ed.). The test will be conducted at 262 centres. The university has already dispatched the hall tickets to the candidates. The particulars of the hall tickets are also available on IGNOU’s website www.ignou.ac.in. The hall ticket can also be downloaded from the university website by entering name and date of birth of the candidate. In case candidates are unable to download the hall-ticket, they can contact the regional centres and obtain the required information. Candidates have been asked to report at the examination centres 45 minutes before the commencement of the exam. To ensure smooth conduct of the exam, the university has deputed central observers for all the 262 centres. |

12 yrs on, 72 Dalits wait for plots
Greater Noida, August 11 But after some time, the land was taken back from the poor allottees by GNIDA saying that a road was to be constructed on the said land and the Dalits would be allotted plots at another site. This assurance was given 12 years ago and all these years, the allottees have been making trips to the officies of Greater Noida Authority and the district administration, but of no avail. No official listens to them. A delegation of these allottees had met SDM Sadar, Vishal Singh yesterday. They told the SDM that some of the allottees had even started building houses on the 200 sq yd plots allotted to them. However, they returned the plots on Greater Noida Authority’s assurance that they would be allotted alternative plots. But the authority has not honoured its promise. The officials always put off the allottees by saying that their claims are being verified by the district administration. The SDM said it was the first time that the case was brought to his notice. He promised to get it verified. |
New Delhi, August 11 Satish Sharma, manager of Hotel Kamal in Anand Parbat, was arrested on Monday when he was fixing a deal for two women for Rs 1,000 each with a policeman, who was acting as a decoy customer. New Delhi, August 11 Dikshit said it was essential to preserve ecological balance and inculcate awareness of environment conservation among people, especially children. Speaking after planting a sapling at Haiderpur water treatment plant, she stated that tree plantation had been a priority of her government and in this endeavour, nine new city forests were being created at various places in the Capital. Twenty-five thousand saplings would be planted in the water treatment plants, sewage treatment plants and residential complexes of the DJB. |

Chandigarh, August 11 Companies with a Rs 50-crore turnover and experience in the amusement park business for over 10 years would be allowed to bid for the contract to set up the facility, the spokesman added. The theme park would be based on international models operated with high-tech rides and infrastructure.
