New Delhi, August 7 Delhi health minister Kiran Walia said that currently there are 31 total positive cases of flu in the Capital, out of which 20 are undergoing treatment at various designated health facilities and 20 are quarantined at home. Among the total confirmed cases of the disease in Delhi and NCR, three are children, one each from Delhi Public School, Mathura, Vishwa Vidhyalaya, Noida and Spring Dales School respectively. While, the three doctors who have been declared positive for the infection are from Delhi—two from Safdarjung Hospital and Central Government Health Scheme unit respectively and the third is a private practioner. Out of the six cases of the flu in the satellite city, five cases are contact cases, and only 33-year-old man who travelled from Singapore via Jet Airways flight and reached Delhi on August 1, reported on his own after developing symptoms of H1N1 flu on August 5. Besides, hundreds of people from Delhi and NCR today rushed to Ram Manohar Lohia Hospital, which is the city’s nodal treatment centre for H1N1 infection. Nearly everyone in the hospital, starting from gatekeepers, security personnel, media crew, doctors and nurses were seen moving with surgical masks on their faces. The medical officer of RML, Dr S.K. Sharma said, “The hospital has been seeing a huge influx of people most of them had turned up with apprehensions of the flu. It is good that people have become increasingly careful about health and are coming up voluntarily for screening. On Thursday we had registered a 325 footfall for swine flu, and today also a large number of patients are coming.” Delhi health secretary J. P. Singh said that screening exercise has been going on round the clock at various designated health centres and mobile teams are constantly engaged in contact tracing. |

programme, the Lion’s Club International has extended its support to provide Hb estimation amenities to three to five lakh children in a year. This venture is one of the largest public-private partnerships. Meanwhile, to extend its anaemia control cover to more needy children, the Lion’s Club International District 321 A1 has offered to sign a memorandum of understanding with the Delhi health department and the health department of the civic body. |

SC panel inspects Ambedkar Memorial Park

Noida, August 7 The version of the Noida Authority and state officials — that the ongoing construction in the park is not in contravention of any law and does not require any mandatory central environmental clearance — was not fully accepted by the panel. The construction has raised concerns ranging from environmental to the political. But state chief secretary and Noida Authority officials who deposed before a Supreme Court-appointed Central Empowered Committee (CEC) on Thursday said there was no reason for alarm. The three-member CEC comprising P.V. Jayakrishnan, Mahendra Vyas and Sanjeev Chadha sought to verify the illegalities of the project and its adverse impact on the contiguous centrally protected Okhla Bird Park and Wildlife Sanctuary. Besides, Noida officials claimed, the park site was not a “notified forest” and, therefore, no permission under the Central conservation Act was required. An officer from the Ministry of Environment reacted strongly to the Noida version. “We have told the CEC that the satellite imageries of the park’s site since 2000-1 that we have requisitioned from the Forest Survey of India would nail the Authority’s claims about it not being a forest,” he said. “Their definition of construction area is incorrect and leaves out huge spaces of built-up areas”. In their public interest litigation filed in the Supreme Court, residents Anand Arya and Kanan Jaswal had requested work be stopped at the project since it lacked mandatory environmental clearance from the Union Ministry of Environmental and Forests even though it was in proximity to the Okhla Bird Park and sized above the limit of 20,000 sq m. The project is located between sectors 16A and 95 and is merely 0 to 30 metres away from the sanctuary. Noida officials told the CEC that the “built space at the park was only 9,542 square m” which fell within the limit. |

Haryana to regularise unauthorised colonies
Gurgaon, August 7 The state government has directed all municipal bodies to submit their survey reports in this regard by August 11 so that the process of statewide regularisation of unauthorised colonies can be initiated. Addressing the representatives of all 78 municipal bodies of the state at a meeting held here on Thursday, the director, State Urban Development, Mahavir Singh, asked them to submit their reports by Tuesday. The last time the regularisation of unauthorised colonies took place was in December 2004, during the Chautala regime. This is for the first time that the state government will involve satellite imagery which will then be superimposed on revenue maps in order to prepare the final draft. The maps will include the details of the colonies regularised in December 2004, besides those of the new colonies which have come up since then. The maps will also highlight whether these non-regularised colonies fall under the scope of private developers, Haryana Urban Development Authority, MC or HSIIDC etc. The survey report will include the details of both residential as well as commercial areas. However, according to official sources, the state government plans to develop the residential areas in the initial phase. It may be pertinent to mention here that the state government, which had been directed by the Punjab and Haryana High Court to get the illegal structures along the scheduled roads removed, played a deft move to circumvent the court’s orders and avoid the wrath of the encroachers. Now, under pressure from MPs and MLAs and vote bank politics, the state has decided to regularise the unauthorised colonies. |

DUTA protests semester system
New Delhi, August 7 DUTA president Aditya Narayan Misra says, “The academic council has not been allowed to discuss opinions obtained from staff councils and staff associations of different colleges on the issue. We have organized this demonstration to highlight the undemocratic outlook of the vice-chancellor.” DUTA has further declared that its struggle would continue till the VC agrees to review the decision. Misra adds, “The dharna has also been held to help teachers reach out to students and educate them on the evils of the semester system. Students have to understand the chaos that can result if the semester system is fully applied at Delhi University.” This dharna will be followed by another massive dharna on August 7 outside the VC’s office. DUTA charted out its plan of opposing the imposition of the semester system at a key general body meeting held sometime back. The DUTA general body has authorized the further intensification of its struggle at all the levels. Misra says, “Pental has also shown contemptuous treatment to the earlier communication of the President of India to VCs of central universities for observing strict restraint in the use of emergency powers.” |

New Delhi, August 7 The hearing was organised by the All India Forum for Right to Education (AIFRTE) and All India Students’ Association (AISA) at Jantar Mantar. AISA general secretary Ravi Rai said the hearing was held to allow various sections of society from all over the country to express their “rejection of the RTE Bill”. Participants also expressed protest against the recommendations of “privatisation of education” made by the National Knowledge Commission and the Yashpal Committee report. Participants said the reforms would further commercialisethe education system at all levels. |

Gzb student shot 30 times in cold blood, says CBI report
New Delhi, August 7 In its preliminary report on the July 3 incident, the CBI’s has dismissed the police theory. Highly placed sources said police personnel dragged Singh, badly bruised after being beaten up in the lockup, out of one of the four police vehicles in the Ladpur jungles near Dehradun and lay him down on the ground before firing 30 shots from close range. “All evidence gathered by us clearly establish it is a fake encounter. They fired 30 gun shots at him from three different makes of firearms. Our investigation also shows that they badly beat up Singh in custody for two hours,” said a senior CBI official on condition of anonymity. The police version is that Singh was riding a motorcycle with his two friends when policemen stopped him. They alleged that the three men got into an altercation with a police sub-inspector who had asked them to stop and then fled into a nearby forest after snatching his service revolver. The police alleged that this resulted in a shootout. As the incident led to public outrage, the Uttarakhand government suspended eight police personnel. The Lucknow branch of the CBI registered a case on July 31 after CM Ramesh Pokhriyal recommended the transfer of the probe to the agency. “They put him in a jeep and took him deep in the jungle. The 11 bullets we found buried seven inches deep in ground clearly suggest that the policemen laid him down and fired at him from close range. “While some bullets pierced his body, there were other shots that missed him. There were in all 12 bullet marks on his body. The recovery of the bullets suggest that the shots were fired from three firearms - an assault rifle like an AK-47, a sophisticated 9mm pistol and a pistol of .38 bore,” the official said. The CBI also found that the pistol recovered from Singh’s possession had not been fired. SIT sources said they had also managed to collect blood samples from the crime scene. “We have also managed to collect a blood-soaked handkerchief from one of the four police vehicles. We will now conduct a DNA test and if the DNA and blood group matches that of Singh, it will establish beyond any doubt that he was carried in the police vehicle. That would nail the lie of Dehradun police which say that he was trying to flee on a motorbike,” the official added. The agency’s preliminary report was also based on the post-mortem examination carried out on Singh’s body that suggested there were 24 physical injury wounds inflicted apart from the bullet injuries. In addition, the CBI has also dismissed the police claim that Singh and his friends had criminal records. “So far, we have not found any criminal record either in Ghaziabad or in Meerut,” said the official.— IANS |

Palam colonies to get water
New Delhi, August 7 The Delhi Development Authority (DDA) has constructed an underground water reservoir named as Command Tank-1. It will be inaugurated by the Chief Minister on August 30. Kumar said Command Tank-1 would get two million gallon per day (MGD) water from Nangloi treatment plant. With the commissioning of Command Tank-1, residents of Palam Assembly and Palam Village, Harijan Basti, Sadh Nagar Part-I, Mahavir Vihar, Mahavir Enclave Part-I and II, Vinod Puri, Dwarka Puri, Dashrath Puri, Tamil Enclave, Bengali Colony, Nanda Block, Balmiki Vihar, Pappan Kala J.J. Colony, Vijay Enclave and Raj Nagar Part-I and II and its adjoining areas and some parts of Dwarka would get potable water. |

New Delhi, August 7 Lieutenant Governor Tejendra Khanna, took the salute of the marching contingent. Top brass of Delhi police, including Y.S. Dadwal, commissioner of police, attended theparade. Out of 612 probationers, 85 are postgraduates, 4 LLB, 11 B.Tech while 516 are graduates coming from the length and breadth of the country. Three women were also part of the contingent. “This is the largest batch of PSIs trained so far in Delhi police. They have been trained in law, human behaviour, police science, terrorism and computer-related crimes, said a senior police officer. |

3 MCD sanitary inspectors suspended
New Delhi, August 7 Two sanitary inspectors Anil Kumar and Hari Kishan and one assistant sanitary inspector, Rameshwar Dayal were suspended and the chief vigilance office has directed imposition of heavy penalty against them. Municipal commissioner K.S. Mehra had made a surprise visit to Karol Bagh zone this morning, where he found drains not desilted. The drains were less than four feet and hence come under the DEMS department. He said the condition of public urinals was worst. “There was a total negligence on the part of the staff with regard to cleaning of urinals etc,” said the commissioner. He said the maintenance of roads in the zone also needed a lot of improvement as there were potholes, broken corners, broken gully-gratings and ill-designed channels causing stagnation of water. He instructed the engineering department to take immediate remedial action in this regard within 15 days. “The maintenance of record in the zonal office and the general cleanliness need lots of improvement. We have directed the deputy commissioner (K.B. Zone) to take round of the zonal office regularly to ensure proper upkeep of records, regular cleaning of water coolers and also ensure that there is no broken furniture on the office premises,” Mehra said. |
Biker dies in crash with truck
New Delhi, August 7 According to the police, the accident took place around 10.30 pm near Burari Chowk on Outer Ring Road. The deceased has been identified as Raj Giri (35), a resident of Daryaganj. According to information, a speeding truck was coming from the side of Jehangirpuri bypass while Raj was coming from the opposite side when the collision took place. “The truck rammed into Giri’s motorcycle tearing his body into parts. Another biker also came under the impact of the collision and suffered injuries,” said a police official. The accident led to fire in the diesel tank of the truck and fire officials were called in to douse the fire. The traffic movement was disrupted for almost one hour. Even the fire trucks had to come from the wrong side of the road causing delay in the fire fighting operation. |

Woman found hanging atin-laws’ place
Faridabad, August 7 The accused husband, Yogesh, and his six relatives, including parents, have been booked on a complaint of the deceased’s brother Gaurav. Pooja was found dead this morning at the Sector-8 residence of her in-laws. Her body was found hanging from the ceiling fan with her feet touching the bed. Pooja’s sister-in-law informed Gaurav about the death. He was told that his sister had committed suicide. The parental side of the deceased, however, got suspicious and pursued the matter at their own end. Preliminary findings revealed that it was a case of murder. Pooja, whose parental house is in Khanpur (Delhi), was married to Yogesh in April, 2007. Her parents had passed away and Gaurav had acted as her guardian and arranged the marriage for her. According to Gaurav’s complaint, Pooja’s in-laws were pestering her for dowry. According to him, a sum of about Rs 20 lakh was spent during the marriage. Also, because of the continuous pressure for dowry, he would often give money to Pooja’s in-laws.The police has also booked Pooja’s sister-in-law who had informed Gaurav about the death. Although the police has not gone on record, sources say it has rounded up four of the accused, including Yogesh and his parents. |
4 die in accident
Greater Noida, August 7 The accident occurred early on Friday in Greater Noida, when the 10 passengers were returning to Bulandshahr after a pilgrimage to Rajasthan. The deceased were identified as Rohtash, Mukut Nath, Vidya and Neeraj. The injured were rushed to a hospital where their condition was said to be critical. — IANS |
