2 Class XII boys held for murder
New Delhi, April 7 On April 3, the Karawal Nagar police had received a call about a body lying in Gali No-7 in Phase-V of Shiv Vihar. The body bore several stab injuries. The SHO of the station, along with some staff, reached the spot and took the man to GTB Hospital where he was declared brought dead. The deceased was later identified as Hanni, a resident of 492, Phase-V Shiv Vihar, Karawal Nagar. During the course of investigation, the police learnt that on the day of the incident, two young boys were seen running away from the plot where the body was found. On this basis , the police collected information through door-to-door survey and meetings held under the eyes and ears scheme, and managed to identify the two boys. During interrogation, Rahul revealed that Hanni had shown interest in his girlfriend, and so he had decided to teach him a lesson. On the day of the incident, the two saw Hanni coming out of his house. Rahul dragged him to the vacant plot and stabbed him several times. Hanni shouted for help and his cries were heard by neighbours, who saw the two boys while they were running away, said senior police officials. Man gets stuck in call centre lift
Gurgaon, April 7 Nishant’s father Shahank Sharma said that his body was positioned half inside the lift and half outside and when he was brought to the hospital, his condition was very critical. His uncle Naresh Sharma said that the lift stopped between the first and the second floor while Nishant was going to his office located at the 10th floor of the building. He called upon his office who then called DLF people and a mechanic was then sent to the spot. The liftman was able to open the lift door and asked Nishant to come out of it by holding his hand. While he was trying to come out, the lift started suddenly, smashing his head. Naresh said due to the head injury, he got brain hemorrhage and is admitted to ICU at a private hospital. He claimed that the CCTV installed outside the lift has been misused as one can easily come to know that some portion has been deleted. “It has the recording when Nishant was entering the lift but when he was stuck inside nothing is there on record,” Naresh mentioned. Arun Saroha, neurosurgeon, Artimis Hospital, said that Nishant’s condition is very serious and they are trying their best. Sapient call centre MD Karan Deep Singh said that this happened due to poor maintenance by the building owner and he is answerable to it. |
DPS ignores DM’S orders
Greater Noida, April 7 Principal of the school, Kamini Bhasin, insists that her school had made it clear that it will recover one-third of the arrear amount from the parents. However, additional DM (admnistration) O.P. Arya has refuted the school’s claim. He said a copy of the administrative orders would reach the schools in a day or two. “In case we receive any complaint against any school after that, appropriate action would be taken against that school,” said Arya. The administration has already issued a circular in this regard, saying that the parents will have to pay Rs 4,500 as arrears, in two installments of Rs. 2,250 each. But there is a lot of resentment among parents on this account. A delegation of parents led by advocate Neeraj Sharma even met the ADM (admn) in this connection. Parents had also protested in front of DPS, Greater Noida. |

Noida residential scheme draw after polls
Noida, April 7 It may be added that due to allegations of errors in the list of applicants, the matter was taken to the High Court. Noida Authority had brought a residential scheme for reserved category applicants only—farmers whose land was acquired, employees of Noida Authority, traders, entrepreneurs, etc. There were a total of 434 plots. Farmers whose land had been acquired by the government during previous five years were eligible to apply. Similarly a criterion for entrepreneurs was fixed. Noida Authority employees of the first category were also eligible on the basis of seniority. In all 3,100 people had applied for allotment, but when their list was issued a number of complaints were made. Engineer, R.P. Singh and five other employees told the High Court that people junior to them had been included for the draw. The High Court stayed the scheme. Now the court has allowed the Noida Authority to go ahead and hold the draw for the scheme. The draw is expected to be conducted in June after the completion of the Lok Sabha polls. |
Cabinet takes up hooch tragedy,
fee hike issues
New Delhi, April 7 Addressing mediapersons after the meeting, she said the Delhi government would devise an action plan which would involve the Delhi police, excise department and the home department. It has also been decided to keep round-the-clock vigil over inter-state movement of liquor. Chief secretary Rakesh Mehta said steps would be taken to bring the mafia involved in the trade of illicit liquor to the books. The excise department has also been directed to collect more samples and undertake extensive checking of each and every batch before releasing it to the vendors for sale. He said the government would again approach the centre requesting for its earlier consent to the New Delhi Excise Bill 2008 which would replace the Punjab Excise Act, 1914. The new Bill would have stringent penalties and provision, including imprisonment, which would go a long way in curbing such incidents. The cabinet also expressed its concern about those parents who are facing difficulties due to hike in tuition fees. The cabinet made it clear that the minister of education and other colleagues of the Chief Minister are available to sort out their reasonable grievances. The education minister said that no child would remain without admission in school as the department of education has effected a sufficient increase in the number of seats in the government schools. The director of education and all deputy directors of education would remain present in their respective offices between 10 am and 2 pm on all working days to help parents in getting admission of their kids in respective schools. |
‘Right to health merits public discourse’
New Delhi, April 7 Delivering a lecture on “Realising the Right to Health in Practice”, organised by Public Health Foundation of India (PHFI) here at India Habitat Centre, she said, “Health is more than a dream to be fought for. Despite the fact that over 70 per cent of the countries globally has ratified the Universal Declaration of Rights, in many parts of the world, the right to health is constantly violated.” The right to health is seldom disputed; however it has to move from rhetoric to reality, especially in the context of all low-income and developing countries. “Depriving somebody from the right to adequate health and nutrition is depriving somebody from the constitutionally guaranteed right of ‘right to life’,” Mary remarked. “The statistics in India today are quite appalling with 47 per cent of children being underweight though the GDP is booming; 76 per cent of children are anaemic even though the Indian economy is rejoicing in pink,” said K. Srinath Reddy, president of PHFI. Further, Reddy said that keeping in mind, the profound and poignant health inequities, which not only reflect the economic and social inequalities but also grotesquely magnify them, the right to health merits a serious public discourse. Mary, who is also the first woman President of Ireland, feels that though India has been a champion in defining the content of this pertinent issue, the contribution doesn’t find a mention in our constitutional text, and public-private partnerships like PHFI would indeed be very vital for India that can lead to sustainable progress towards improved health outcomes. Expressing concern over the large-scale export of medical talents from India, she suggested that health should be an important ingredient of all the cabinet portfolios, and the report that draws a linkage between the right to health and the underlining socio-economic determinants of health should be implemented by the government that would take the mantle after the forthcoming Lok Sabha elections. She reiterated the need to realise the right to health, and said that given the enormity of challenge to an equitable health among all nations, it’s important to implement a universal international structure for equi-distribution of health rights and facilities. She suggested strategic health interventions, public-civil society partnerships and accountability towards health, as health is very integral to any nation’s overall development. “Right to health can indeed change in realities,” reverberated Mary. R.K.Pachauri, Nobel laureate and director general of TERI, who was the guest of honour, outlined that the climate change is going to impact the whole cosmos and the frequency of heat waves, droughts etc are going to affect human health as well, and hence it’s essential that the policy-makers, knowledge bodies and civil society should together take the onus of addressing the extreme patterns of climate change along with the severe disparities that exist both within and between countries. |

Report Card Goel stopped lottery system, took up issue of ‘killer Bluelines’ Akhila Singh Tribune News Service
New Delhi, April 7 Fielded against the Congress heavyweight Ajay Maken, the BJP is not leaving any stone unturned in taking Goel’s campaign to every household of the constituency. The party is stressing on his accessibility and commitment to developmental work. In his public meetings, Goel has taken the credit of mainly putting a stop on lottery in Delhi and taking up the issue of “killer Blueline” buses. “When lottery had reached the extent where at least one person of each family in Delhi was getting involved in the gamble, I took up the cause and put a ban on the lottery system,” said Vijay Goel. A former DUSU president, Goel scored a hat-trick by winning three consecutive Lok Sabha parliamentary seats from Sadar and Chandni Chowk. “Goel cannot sit himself and neither does he let anyone else sit as he has this constant urge to do as much work as he can,” said one Delhi BJP leader. Goel was the first person to start holding weekly janata adalats in his constituency. “The green lawns at the Red Fort were his initiative. It was Goel who carried out massive renovation of MCD schools where the children of underprivileged families study under the School Sudhar Yojana,” said sources in the BJP. Besides starting the Chandni Chowk Utsav and restoring Ghalib’s haveli in the walled city, Goel started mobile medical vans for taking the health services to the poor. He had also introduced computers in Urdu and Hindi medium schools of the area. While working as the union minister for youth affairs and sports in 2004 during the NDA rule, Goel claimed that he pitched hard to bring the Commonwealth Games to India and Delhi. “Not just on the national level, but also on the international level, I was the one to push for organising Commonwealth Games in India,” said Goel. Goel’s list of philanthropic work comprises the organisations he runs individually. “Moksha”, a cheap cremation system for the poor, was started by Goel.“He adopted 12 MCD primary schools in the walled city and sponsored the infrastructure of these schools. He is also doing a lot for the senior citizens through his initiative Senior Citizens Federation,” said a source in BJP. Amongst other issues, it becomes a necessity for Goel to address the issue of housing, as his opponent Maken has taken the credit of streamlining the residential areas of New Delhi. “Maken never visited the areas of his constituency. It took him three years to come up with the master plan to provide relief to the residents of unauthorised colonies. ,” said Goel.He added, “I have a history of struggles. When it was the issue of Blueline buses going haywire or of the fast electricity meters, I have been on streets with the people.” |

BJP to extend lal dora: Mukhi
New Delhi, April 7 This issue was raised even in the Delhi assembly when he was leader of opposition. Addressing the public during campaigning in villages located in the West Delhi constituency, Mukhi said that after the Independence, the lal dora had not been extended till date, while with the passage of time, the population had increased manifold. Many private colonies have come up in surrounding areas of the villages. These colonies are given status of unauthorized construction. People living there are deprived of basic civic amenities. Extension of lal dora is one of the priorities of the BJP. The existing lal dora was demarcated during the British rule. At that time population of the villages was limited. Now the population has increased manifold. Consequently, they do not have space in the existing village and lal dora area. If any construction is done out of lal dora, it is unauthorized and is not allowed in the national Capital, he said. He said that the BJP demanded from the Congress government in Delhi as well as at centre to extend the area of lal dora in Delhi, but they were not serious. The government had acquired the lands of Delhi farmers. Now they have limited space to settle their wards in the villages. If their demand of lal dora extension is accepted, , they will have major relief, he said. |

Ansal told to pay Rs 3 lakh to customer
New Delhi, April 7 Tripat Bawa, a resident of Chandigarh, had purchased flat No.701, Vikas Deep, Laxmi Nagar in East Delhi, in January 1998 and Ansal Housing had promised to give him possession of the flat by April 1998. But the possession had still not been given. The Delhi State Consumer Disputes Redressal Commission, headed by Justice J.D. Kapoor, said: “The case is of highly unfair trade practice. In spite of having received the total consideration, Ansal Housing dilly-dallied over the handing over of the possession for no reason and by raising unjustified illegal demands.” The commission also said those service providers who force a consumer to seek remedy before the consumer forum or before any other legal forum for their rightful claim are liable to pay in addition to what a consumer is otherwise entitled to as “nowadays the legal remedy is becoming costlier and it is not only time consuming but at times tortuous also.”

Runaway J&K couple in trouble again
New Delhi, April 7 Anjum, 19, a Muslim, and Khemraj, 24, a Hindu, had eloped to Delhi. The Jammu and Kashmir police came chasing them last month after Anjum’s father Mohammed Hussain complained that she had been kidnapped. The couple sought protection from the Delhi High Court, which ordered the police here to ensure their safety and their presence in Delhi. Now Hussain has alleged in the court that Anjum had married Central Reserve Police Force (CRPF) inspector Zahid Ali in December last year. Hussain claimed that Anjum had signed the ‘nikahnama’ in English. He submitted the document — which is a marriage contract under the Islamic law — to the court through his lawyer R.K. Poswal. Refuting Hussain’s allegation, Anjum’s lawyer Colin Gonsalves said her signature was forged. He sought time to file a detailed reply. The hearing will resume on April 21. The case came to public attention after the Jammu and Kashmir police team arrived on the basis of the kidnapping complaint filled by Hussain on March 21.
