A Noida court has awarded seven years’ imprisonment to a tutor who had drugged a student to kidnap her. The tutor had raped the student for three months and made her pregnant also. The student used to go to his residence for getting tuition.

Discussing the problems of 65 per cent undertrials in Indian jails, lawyers and prisoners’ rights activists said 90 per cent of prisoners are from poor families.

In a consultation organised here today on ‘Undertrial prisoners, unnecessary detention and law’, jail officials, academicians, lawyers and civil society activists from across the country discussed the changes introduced to liberalise bail laws.

“Justice system has completely failed. Only the poor cannot afford to get out of jails. The deprived are considered illegal in the virtue of their existence,” said Usha Ramanathan, human rights lawyer.

The first session ‘Bail and not jail’ sparked off discussion on poor people who did not get bails, as they were unable to provide surety.

“The ability to fight a case depends on the economic status of the accused. Ninety per cent prisoners are marginalised. Besides, the court proceedings take place in English and most prisoners are illiterate — even in the local language, let alone English,” said Murli Karman, consultant, Prison Reforms Programme of Commonwealth Human Rights Initiative.

In the second session, participants raised voice for the 2006 amendments that seek to alleviate some obstructions to bail.

“Media projects jails as places where scary people live. Whereas in reality it is only the marginalised people who live there. Three crore cases are pending and all those who can afford to buy any side of the law remain out of prisons,” said Arwind Tiwari, a participant.

Other issues that were discussed in the consultation included provisions of Jail Adalats, checking imprisonment under the preventive sections and video conferencing as a mode to dispense cases.

“All we need is the accountability of officials working under the judicial and legal system. If the economic benefits reaped by our country are equally distributed amongst all sections, the poor would benefit the most,” said Jahanvi, a legal researcher.

Tutor gets 7-yr term for raping student

Noida, March 28
A Noida court has awarded seven years’ imprisonment to a tutor who had drugged a student to kidnap her. The tutor had raped the student for three months and made her pregnant also. The student used to go to his residence for getting tuition.

Additional district judge Saroj Yadav has also slapped a fine of Rs 20,000 on the tutor.

During June 2007, a young student of Achhepur village under Rabupura police station area, used to go to a tutor’s residence in neighbouring village Chandpur for tuition.

On June 3, the girl reached the home of the teacher Shakoor at 8 a.m. where she was served a dish of curd by the teacher’s wife, Nafeesa. Since the curd was drug-laced, the young girl soon became unconscious. On coming to her senses, she found herself confined to a strange place. The teacher Shakoor raped her in which his wife Nafeesa also helped him. The girl was raped for three months and as a result became pregnant

Meanwhile, her parents failed to trace her in spite of their efforts.

After three months, Shakoor, Nafeesa and the young girl were seen in a town. As they saw three cops, Shakoor and his wife fled abandoning the girl. Policemen restored the girl to her parents.

She was found three-months pregnant in medical examination. Rabupura police nabbed Shakoor while Nafeesa had slipped away.

The court declared Nafeesa an absconder and ordered the case be continued for her trial.

Report Card: Krishna Tirath (NW Delhi)

Sitting MP from the now-dissolved Karol Bagh constituency, Krishna Tirath, is contesting the Lok Sabha elections from the newly created North West Delhi seat, for the second time.

A reserved constituency, North-West will see a contest between two women where the saffron party’s candidate is Meera Kawariya.

Caste will play a major role in the Jatav-dominated North West Delhi seat where Congress nominee and community leader Krishna Tirath has a clear edge over BJP candidate Meera Kawariya in the ensuing Lok Sabha polls.

“I shall be concentrating on local issues during the campaign. Since there can be no challenge from BJP, I think the best way is to connect to the people directly,” says Tirath.

Meanwhile, some of the voters in her prior constituency believe that Tirath’s win in the 2004 elections over Anita Arya of the BJP, who too was a tough contender, was ‘charismatic’.

The list of Tirath’s achievements includes reconstruction of a dispensary at Patel Nagar into a government hospital in the West Patel Nagar, construction of a community centre at New Rajendra Nagar, construction of an underground water reservoir at Baljeet Nagar. She has also worked for the construction and maintenance of streetlights, development of roads and proper maintenance of parks.

Tirath also claimed that she has been working hard for a project that is very close to her—resettling the village artisans living in the unauthorised Katputli Colony at Pandav Nagar. The senior Congress leader has some more projects in the pipeline which include a multi-storeyed parking at Shastri Nagar.

Tirath has attempted to communicate with the people as much as possible by starting her campaigning a little early.

She said that during the last five years, she was sanctioned Rs 10 crore under the MP land area development scheme and the total money had been spent for development of the constituency, she claimed.

“When Krishna Tirath became MP the first time from erstwhile Karol Bagh constituency, she was focusing only on the political scene, but later she worked for the unprivileged sections in her constituency,” said Ravi Sharma, a resident of Patel Nagar.

“I think she does not understand the problems of people,” said Amit Mohan, a shop owner in Karol Bagh.

“However, she would win,” he added.

Blaming Tirath for not creating health and education awareness for the women in the weaker sections, an IT professional, Vidya Mukherjee said, “I don’t think Krishna Tirath has done anything worthwhile in the last five years other than the construction of a government hospital. She has played her role very safely and has been the voice of the creamy layer mostly. She does not deserve to be an MP again,” she added.

Many people in Tirath’s former Karol Bagh constituency connect her to social work and her interest in games and sports. On the other hand, Meera Kawariya is also gearing up for her campaigning. Many people consider her to be a strong contender too.

Woman charges colleagues with harassment

The woes of working women do not seem to end. A woman has alleged that three senior officials of the company where she used to work had been harassing her for the last one year and when she sought justice she was given a pink slip.

Savita (name changed), who worked as a coordinator in a company called Writer Relocations, has alleged that three senior officers of the company had been torturing her mentally and physically for the last one year. She further alleged that when she complained to the company authorities they asked her to settle the matter in the office. But when she refused to back out, she was asked to leave.

Savita had also complained to the police — but of no use. She has been visiting the police headquarters for long.

When she saw no ray of hope, she approached the National Women Commission (NCW) which asked the police to look into the matter. But no action has been taken as of now.

However, senior manager of Writer Relocations Swadesh Awasthi has claimed Savita is a liar and nothing as such had taken place in the company.

In the midst of fast global health transition, Indian as well as global health scene is confronting a composite threat of untimely deaths due to chronic ailments, escalating epidemics, inadequate prenatal care and nutritional insufficiencies. All this calls for a concerted effort to deliver towards a strong public and primary healthcare (PHC) system.

“The composite threat to nation’s health can be addressed only by a centralised and broad-based approach. India has the power to deliver improved health outcomes, but what is required is an integrated and intersectoral action. It’s important to note how India scales up and gains high quality PHC in different settings,” said Sir Andrew Haines, director of London School of Hygiene & Tropical Medicine, University of London, today, while addressing a thought-provoking audience at the Public Health Foundation Day Lecture 2009 in the Capital.

Elaborating on the Indian scenario in the context of “Revitalising Primary Health Care: From Evidence to Action”, which was the topic of the discussion, he outlined, “It’s especially important to see what kind of PHC evolves in India, particularly in a population that is ageing.”

Drawing the attention of policymakers to a glaring gap in the public health leadership and the demand of medical man-force, he said that the interventions to health have to be evidenced-based and context-specific.

“Essential health interventions are significant to an effective health system. Although we need stronger interventions, the extant ones have to be better implemented to cut down the rates of morbidity. There is a need to sensitise the policy formulators on the demands of the public healthcare. There is a need for more medical practioneers with front-line experience, and hence, a cadre of trained medical and paramedical staff has to be prepared,” expert suggested.

Professor Haines feels that in developing nations, the efforts towards healthcare are fragmented with the focus directed towards specific ailments or projects. Rather than vertical and disease-specific programmes, the focus should be laid more on dealing the socio-economic factors governing health, which are actually the major cause behind the increasing burden of preventable ailments in low and middle-income countries, pointed out the expert.

Adding he said, primary health care is essential to reduce the morbidity, healthcare costs, and in this context professor Haines enumerated some local inequalities in many parts of world, like Tanzania.

“Access to appropriate, adequate and affordable healthcare is the right of every nation, and the right can only be realised when PHC is strengthened in all its dimensions. In India, there is probably a failure in realising the investments dedicated to healthcare,” asserted professor K Srinath Reddy, president of PFHI.

Both the health experts emphasised on community mobilisation and greater participation of stake-holders for the effective implementation of health strategies.

Meanwhile, on the occasion, Public Health Foundation of India felicitated Dr. H. Sudarshan, honorary secretary, Karuna Trust for his contribution to the public healthcare and research.

Navyug school students get NDMC scholarships

As a token of appreciation, the New Delhi Municipal Council (NDMC) awarded scholarships to 206 students from Navyug schools.

Chief vigilance officer of the NDMC Mansur Ali Sayed distributed the scholarships for 2008-09 to students of primary and middle schools at Navyug Public Girls Senior Secondary School yesterday.

Navyug Public Bengali Girls Senior Secondary School got maximum scholarships.

Around 1720 students appeared in the test out of which 206 were placed on the merit list under this scheme.

The scholarship amount of Rs1,000 per student up to primary level and Rs 1,500 per student up to middle level were distributed.

Sayed congratulated the students and acknowledged the contribution of teachers and parents for encouraging them.

The students are evaluated on the performance of the students in the annual examinations and the student securing 60 per cent and above is eligible for the talent search scholarship examination at primary and middle level for NDMC schools and 65 per cent for Navyug school.

Goel opens campaign with havan

BJP candidate from New Delhi constituency Vijay Goel opened his election campaign by bringing together all power centres in Delhi BJP at a havan yesterday.

Among other national leaders, Mayor Aarti Mehra, whom Goel defeated in the race to nominations for the New Delhi constituency, was present on the occasion.

Party president Rajnath Singh held a meeting with the campaigners of Goel yesterday morning and warmed them up for the poll battle in one of the most prestigious constituencies in Delhi.

Addressing the party workers, BJP leader Vijay Kumar Malhotra said, “Congress is a sinking ship being deserted by the sailors and passengers. Vijay Goel will defeat Ajay Maken. I urge all the supporters to ensure Goel’s victory like you ensured mine.”

Mayor Aarti Mehra called the BJP supporters from New Delhi lucky as they would be working for a ‘strong candidate’. “Ensure Vijay Goel’s victory and you will ensure Advani as prime minister,” she said.

Laying stress on development, Goel said he would work to develop New Delhi constituency this time. While asking the voters to defeat Congress with historic margins, he said, “Congress has made false promises to the public that it cannot fulfill. I will be available for my constituency all the time.”

Congress has developed South Delhi: Sajjan

Sajjan Kumar contesting from South Delhi today said in a public meeting at Madangir that the Congress had changed the face of the entire area with the developments carried out.

Proper roads have been constructed. Sewer lines have been laid in each colony and village of the constituency, he claimed.

Addressing a gathering at Gandhi Harijan Vidyalaya in Madangir, he said when late Indira Gandhi was the Prime Minister, jhuggi dwellers were given 80 square yards. Now they are being allotted flats.

Besides, the government has constructed 10 hospitals and some stadiums in the area.

Rs 2,800 crore were sanctioned for the development of unauthorised colonies. Provisional certificates have been issued to these colonies. Once these colonies are provided with certain basic amenities, the government will regularise them, Sajjan Kumar assured.

Expressing confidence of winning the election again, he said, “I am always in touch with local residents.”

“The people’s enthusiasm make me feel that I will again win the election with a thumping majority,” he grinned.

3 kids of a family missing from village

Three children of one family went missing from Bhovapur village in Kaushambi area three days ago.

Soon after learning about this, a police team was stationed near their house in the village.

In Manoj Chaudhari’s house in Bhovapur village, one Sulekha Devi lives as a tenant, whose husband Devinder Singh is away working in Assam.

She said her daughters Neetu, 10, Neha, 8, and son Suraj, 6, went out to play outside the house on Wednesday evening, but did not come back.

After she failed to locate them, the Kaushambi police was informed.

Police circle officer Rahul Srivastava said a missing report has been changed into an abduction report after three days.

About six children in all have recently gone missing from Bhovpur village situated on Delhi-UP border, he said.

Another five-year-old boy went missing from outside his house in Shahid Nagar on Thursday.

A report about this has been lodged with the Sahibabad police.

Noida cops detain Haryana counterparts

Noida, March 28
The Noida police detained a team of Haryana policemen, who had come to G.B. Nagar district to carry out raids in connection with a vulgar MMS case, on a jurisdiction row.

The police team had come from Faridabad on Thursday night.

The Noida police termed the investigation of the Haryana police as “irresponsible” and had detained the team in Sector-39 Kotwali for three hours.

The Haryana policemen were allowed to go only after accepting their mistake.

The police personnel from Haryana were arrested while carrying out a raid in Sector-41 here.

A case was registered in Faridabad about an obscene MMS. The search narrowed down to a computer in Noida’s Sector-41, which was allegedly used for sending the MMS.

But the Noida police did not like a team from Haryana police carrying out investigation there.

The Sector-39 police soon reached there and seized the computer.

As the Haryana police team could not take the Noida police into confidence, it was detained.

The police personnel were let off late in the night after accepting their mistake.

Delhi unit BJP chief O.P. Kohli today exhorted party candidates to make strategies to win all seven parliamentary seats in Delhi.

Raise local issues like shortage of potable water, power, transport, shortage of dwelling units, DDA, lack of civic amenities, unauthorised colonies and law and order, he urged them.

Kohli urged them to organise public meetings, do door-to-door campaigning, convince voters that the UPA government did nothing for the betterment of the country. Sealing and demolition has destroyed the business in the Capital. On the other hand, the BJP government is committed to the development of the county.

Man jailed for not repaying bank debt

New Delhi, March 28
The Delhi High Court on Friday sentenced a man to three months’ imprisonment after he failed to repay a debt of nearly Rs 100 million to a Britain-based bank.

Justice S.N. Dhingra in his order said, “It is apparent that he is living a comfortable life, in a luxurious house, with servants and cars, but he has acted with a malafide intention. If he had been poor, he would not have been able to engage a lawyer in high court first and then a lawyer for filing objection and then for appeal.”

Naveen Khilnani was a businessman in Dubai and owed a debt of nearly Rs 100 million to Mashreq Bank but did not pay even after a British court ordered him to repay the amount. — IANS

Jigisha case accused booked for Soumya’s murder

New Delhi, March 28
Three men accused of murdering an IT executive were on Saturday formally arrested by the Delhi police in connection with the murder of journalist Soumya Viswanathan.

The three were already in judicial custody for the murder of Jigisha Ghosh.

Metropolitan magistrate Pritam Singh allowed a police plea seeking permission to arrest the accused — Ravi Kapoor, Amit Kumar Shukla and Baljit Malik — in the murder of Viswanathan.

The court had sent the three to judicial custody till April 1 for Ghosh’s murder. Her body was found lying in the Surajkund area adjoining Faridabad district on March 19.

Viswanathan, a journalist working with an English news channel, was shot dead in her car on Nelson Mandela Marg in the wee hours of September 30 last year while returning home after work. — IANS

After a brief spell of rain and pleasant weather, Delhi saw the mercury rising again on Saturday.

According to the IMD, rainfall recorded until the early hours of Saturday was a mere 1 mm.

“The sky has cleared up and temperatures will rise once again,” an official said.

The minimum temperature at 8:30 a.m. was a pleasant 17° Celsius, which is normal for this time of the year. — IANS
