New Delhi, March 27 However, according to HGS Dhaliwal, DCP (South), the three accused— Ravi Kapoor, Amit Kumar and Baljeet Malik— have refused to stand for the TIP. They are under judicial custody in Tihar Jail. Metropolitan magistrate Veena Rani had fixed March 27 for conducting the TIP in jail, where the security guards, salesmen or cab drivers or others were supposed to identify the accused for ascertaining whether they were the same persons who had misused Ghosh’s ATM card. Jigisha was abducted and later killed by the accused on March 17 while she was returning home from work. The arrested accused had later used deceased’s ATM cards for withdrawing money and shopping. Unperturbed by the refusal to stand for TIP, the police plans to take the accused in their custody tomorrow. “We will be moving the court for their custody for 14 days to establish their involvement in the murder,” Dhaliwal said. Vijay Kumar, fourth member of the gang, was also nabbed, but for the murder of TV scribe Soumya Viswanthan,who was killed by the same gang on September 30 last year. |
Even homeless may get voter IDs
New Delhi, March 27 The officers have been asked to register the homeless in the electoral rolls and issue them voter identity cards. According to the directives, even a person living under a tree or a pole can be issued voter identity cards if a non-government organisation verifies him by submitting an affidavit or a declaration in this regard. “There are around 80,000 homeless all over Delhi. We have asked the deputy commissioners to work upon the method by which the homeless would be given voter identity cards as the areas and pockets with maximum population of such people come under their jurisdiction,” said Uday Baxi, joint chief electoral officer. The directions were issued on the basis of the representation made by an NGO, Shahri Adhikar Manch, which had formulated certain guidelines to issue voter identity cards to the homeless. Dhananjay Tingal, member executive of the organisation, said one of the most common problems encountered by people while registering themselves in the electoral list is of residence proof. “We suggested that if the person doesn’t have any residence proof, he can be verified by an NGO provided he submits an affidavit or a declaration of his residing at a particular place,” said Tingal. In their representation submitted to the Chief Electoral Office, they have suggested to formulate a team constituting of one member from the NGO and one from the respective electoral office, which can go to their residence to verify their credentials. However, Baxi also said that the application of the method requires overwhelming support from the NGO. “This can only be implemented by the active support of the organisation or groups working closely with the homeless so that they can assure us of their residence proof. There is every chance of the misuse of provision otherwise,” he added. |

New Delhi, March 27 With no blot of corruption or bias, communal or caste, Sandeep has had a fairly good 10 years in Parliament. Chetan Chauhan, former cricketer, who is contesting from the seat on BJP ticket with tag of an ‘outsider’ would have to grind hard if he has to make a contest out of it. Under the MPLADS (Member of Parliament Local Area Development Scheme), each Member of Parliament is provided Rs 2 crore per year for only the development projects in his constituency. According to a report provided by Sandeep Dikshit’s office, he has spent almost 94 per cent of the Rs 10 crore in last five years compared to some MPs who barely spent even 60 per cent. “The fund is not for new projects like school and hospitals as even Rs 10 crore would prove insufficient for building a single school, forget a hospital. Under MPLADS, an MP has to utilise the fund for small projects like street lights, repair of roads or drainage. “In regard to reaching the maximum people with the limited money the MP has done a wonderful job and his work is there to be seen,” says Mahesh Tewari, a Congress worker from East Delhi. From a gymnasium for women to walkways in parks, street lights to construction and repair of roads, building of pucca ghat on Hindon river to erection of semi-high mast poles, and contribution of Rs 10 lakh to the tsunami victims in Andaman and Nicobar Islands, the MP has tried his best to spend the single pie coming to his coffers. “Last year, Sandeep got street lights worth Rs 17.36 lakh fitted on roads in Mayur Vihar, tubewells worth Rs 10 lakh in Madhuban Vihar, Hasanpur village and nearby areas to solve water scarcity,” said Seema Khatri, resident of Mayur Vihar. According to the break-up of Rs 9.40 crore spent by Sandeep, the majority of the fund has gone in the construction and repair of roads. “The MCD has the exact figures. But I can tell you that roads has been high on his priority and more than half of the fund has gone there in the past five years,” informed a staff from Sandeep’s office. The development in the area also has contribution from local MLAs, which too brings goodwill to the MP. Ever since Shiela became CM in 1998, she has drastically strengthened the Trans Yamuna Development Board (TYDB), although it was set up by the BJP government. “The Dikshit government has spent close to Rs 500 crore in east Delhi through TYDB projects alone,” revealed an official on condition of anonymity. Even an East Delhi MLA gets Rs 1 crore more than the other MLAs from Delhi. “While MLAs in other constituencies get Rs 2 crore annually, an East Delhi MLA gets Rs 3 crore for development, Rs 1 crore contribution coming from TYDB. Every penny spent by the Congress MLA in the area enriches Sandeep as an MP also,” added the official. This is besides the various flyovers, hospital and roads that are being put in the area by the Delhi government. The building of Yamuna bridge (Geeta Colony to Shanti Van) and a parallel road for decongesting Vikas Marg is a prime example of this. A local resident sums up the feeling about people in general. “Sandeep has a clean image and has done lots of developmental work in the area out of his MP fund. Besides, he is bound to get advantage for hundreds of crores of rupees being pumped by the Delhi government into east Delhi for the development of infrastructure for the Commonwealth Games. Don’t forget, his mother heads the government here,” said Trilok Das, running a garment store in Laxmi Nagar, with a promise to vote for the Congress. |
Ex-Cong leaders rejoin party
New Delhi, March 27 The councillors Hem Chand Goel, Azad Bidhuri, Rajni Devi rejoined the party with former Badarpur block president Atma Ram Panchal. They had left the Congress during the assembly elections, as the party had not given ticket to senior local leader Ram Singh Netaji from Badarpur. Besides, former councillor Praveen Bansal also joined the party. Delhi Pradesh Congress Committee (DPCC) chief Jai Prakash Agarwal and Chief Minister Sheila Dikshit were present. Badarpur assembly segment is part of South Delhi from where Sajjan Kumar is contesting on a Congress ticket. MP Sajjan Kumar was also present. Agarwal said neither the BJP nor the BSP had an agenda of welfare schemes for the people. He alleged the parties had selfish motives and their sole aim was to capture power by misleading voters. Agarwal stressed it is only the Congress that has chalked out measures for the welfare of people and the party had always showed its efficiency by executing major projects. |
Rs 10-cr land scam in Gt Noida
Greater Noida, March 27 While one SDM, in violation of all revenue rules and procedure, had issued registries of this cattle-grazing land, the other SDM had declared this government land as transferable. The scam came to notice when the files pertaining to land compensation reached the administration. The matter is presently in the court of district magistrate of Gautam Budh Nagar. The land under Khasra No. 493 and 495 of Dungerpur Rolakha village in Dankore town was registered as a cattle-grazing land. On March 15, 1995, the then SDM of Sikandrabad had issued registries of 104 acres land in violation of all rules and procedures. The registries of the land were in the names of over 50 persons. However, surprisingly none of the revenue officers took cognizance of the serious lapse. Later in 2008, when steps were taken to get this land registered as a transferable land, the then SDM Shailander Kumar had cancelled these registries after a probe and had sent a report to the district magistrate. But, shockingly, the same SDM, reversing his own earlier probe report, had registered these pattas as transferable land. According to informed sources, lakhs of rupees must have changed hands in the whole process. |
Saga of freedom struggle unfolds
New Delhi, March 27 The occasion was the launch of “The Illustrated History of the Freedom Struggle”, which puts together between two covers the elucidated profile of the freedom movement using vivid visuals, which had hitherto not been collated. These visual documents revisit the gripping tales of extraordinary courage and unyielding determination that eventually moulded the Indian destiny. With a power-packed introduction penned by Pavan K Varma, the inspiring volume bundles out heart-rending scenes of the national struggle and enduring legacies spanning from the days preceding the Revolt of 1957 to the formation of the Indian Republic. Running through the veins of this elegant exposition are the intense photographs and newspaper clippings, maps and letters drawn from numerous museums, archives and libraries from India and abroad. The stage couldn’t have been in better congruence being blessed by Satyawati, the oldest surviving freedom fighter (104 years) and her daughter Subhadra Khosla, the youngest freedom fighter to be sentenced to jail at an age of 13 years. It was as if history had become ‘present’ with Subhadra reminiscing the pages of India’s freedom struggle from proximal quarters. Having spent three years in jail in Lahore at a tender age along with her brother late vice-president Krishan Kant, who was then 15 years old, she and her family had witnessed the travails of the freedom movement that gutted the lives of many fearless sons while ushering in an era of rejuvenation for the future souls. With exuberating patriotism, Subhadra said, “India is great and our parents had instilled a strong set of ideals that till date govern our life. Those days were different with people giving up everything they had for the sake of motherland. The ideals of Non-Violence and Satyagraha that we have cultivated in our lives enabled us to attain Independence for our nation and the fruits of which we are enjoying now.” Subhadra feels that despite over 60 years of Independence, we are yet to attain real freedom. Lamenting on the ruins of profound ideals, which the architects of our free nation had lived and died for, she said that presently our society is suffering a miasma with the body politic of India infested with greed and ill-directed motives of many groups which put national integrity at stake for fulfilling their self-vested interests. “A lot remains to be done and our young children have to take up this onus,” emphasised Subhadra. Pavan K Varma said, “This book is particularly important for the younger generation as here I have tried to give an overview of the Independence movement focussing on sub-themes of gender equality, economic empowerment, social emancipation, etc.” |
Dowry Death
Noida, March 27 Afshaque Ahmed, SP president of Lohia Vahini, Mahanagar, allegedly murdered his wife Shabina, 26, for dowry. Earlier, the police had registered a suicide case. But on complaints of Shabina’s parents, a case under sections of dowry death has been lodged. Afshaque had married Shabina a year ago. The couple lived in a rented accommodation in Z-Block of Sector-12 here. Three days ago, Afshaque had taken his wife to the district hospital where she was declared brought dead. Afshaque had told the doctors that Shabina had hanged herself from a ceiling fan. The hospital authorities informed Sector-24 police station about the case. The police started investigating it as a suicide case. Later, Shabina’s father Bashir Ahmed lodged a complaint that Afshaque used to harass his daughter for dowry. Since she could not bring additional dowry, Afshaque had murdered her, he had alleged. Four days prior to her murder, Afshaque had savagely beaten up Shabina. She had informed her parents about it on phone. However, Afshaque denies the charges laid against him and has alleged that Shabina was not happy due to his weak financial condition so she committed suicide. |
Devotees fast, throng temples
New Delhi, March 27 The main attractions remained at Jhandewalan and Kalkaji temples where devotees queued up since early morning to offer prayers. This marks the beginning of summer, according to the Hindu calendar. It is also said to be the best day for new business ventures. Praying to Goddess Durga, the devotees observed fasts and made offerings. Since morning there had been a huge rush at Kalkaji Mandir and Kali temple near Connaught Place. People were lining to offer prayers and receive prasad. The temple looked like an overcrowded stadium during the aarti, said Krishna Verma of Karol Bagh. “Visiting temples during these days give peace of mind. My family fasts for the nine days,” said Sushil Murarka, another devotee. Some people started the day at 5:30 a.m. They performed ‘Abishek’, a ritual entailing the washing of the deities with honey, kum kum, turmeric and water, said Anita Khanna, a housewife. Strict security arrangements have also been made at temples in the national Capital. “This temple has deployed 1,500 volunteers. Delhi police is also helping us. We have made arrangements for the first-aid. The Delhi government and the MCD have also provided doctors,” said Surinder Pandey, a functionary of the Durga Temple in New Delhi’s Jhandewalan area. “Most devotees in Jhandewalan Temple tie a ‘chunri’ and make a wish. After their wishes get fulfilled, they go there again to thank God,” said Savita Chaudhary, a devotee. Bhajans are a part of the festival. Even markets are filled with CDs of devotional songs in voice of singers like Vinod Agarwal, Anuradha Powdwal and Lakkha Singh. Even songs in tunes of famous Bollywood numbers and regional tracks are available. This is the time when most astrologers make predictions. Gautam Acharya, a priest at Kali Mandir, said, “People come here every day to know about their future. While some have family problems, some have health or job problems. We don’t charge anything.” |
Family blames cops for kidnapped youth’s death
New Delhi, March 27 Acting on a tip-off, a police team arrested the three accused Sanjay, alias Baba, Vishal and Vijay, alias Munna, near S S Mota Singh Public School in the Paschim Vihar area. “The trio told the police that they had argued with the deceased Amjad on some point before Holi. They wanted to settle scores and so they kidnapped Amjad in their Alto car. The trio beat him up in the moving car and then shot him dead. Later, they threw his body in a well in Samaypur Badli area,” said deputy commissioner of the police, west district, Sharad Aggarwal. The accused told the police that they had left their car in Kanjhwala area. Meanwhile, the family of the deceased with local residents protested outside the Jehangirpuri police station. They claimed that the police had refused to lodge the kidnapping case. “Had the police lodged a case and taken immediate action, his life could have been saved, but the police only lodged a case when his body was discovered,” alleged Bhateru Baig the father of the deceased. However, the police denied the charges and said they tried to trace the car immediately though could not succeed. |
Court comes to rescue of Jammu couple
New Delhi, March 27 The Patiala House Court also directed the Delhi police to submit a report on Saturday on the first information report (FIR) lodged by the couple for alleged harassment by the girl’s family. A team of Jammu and Kashmir police arrived in the capital on Wednesday to trace the couple — Muslim girl Anjum, 19, and Hindu boy Khemraj, 24. It was investigating a case of kidnapping filed against the boy on a complaint by the girl’s parents on March 21. Anjum’s parents traced her through her mobile and barged into the South Delhi hostel where they were staying and allegedly manhandled her. Khemraj belongs to Doda district while Anjum is from Nagrota. She was pursuing her second-year BSc and her father is a local official. The family, according to Jammu police sources, is related to a legislator in Jammu. Khemraj is the son of a retired army captain.

HC-appointed body to study basketball stadium proposal
New Delhi, March 27 The committee will be headed by the chairman of the Central Pollution Control Board (CPCB). He and four other members will study the ecological effect the construction would have on the area. A division bench headed by Chief Justice Ajit Prakash Shah and Justice Sanjeev Khanna asked the committee to submit a detailed report within six months. The court had last month stayed construction of the stadium. The court acted on a public interest petition filed by voluntary organisation Paryavaran Evam Jan Uthan, which challenged the construction on the ground that it was not environment-friendly. The NGO alleged that a 100-tonne AC would be installed at the stadium, which is very hazardous for the environment. The proposed stadium, being constructed by the Municipal Corporation of Delhi at a cost of Rs 60 million, would be world-class with 3,000-seat capacity. It would have 10 rooms for players and

Boy detained for assaulting girl child
New Delhi, March 27 “The incident took place on March 14 but came to light on Thursday. The girl told her parents that one of her neighbours, on pretext of giving her a toffee, took her to his house. He then sexually assaulted her and threatened her of dire consequences if she told anyone about it,” a senior police officer said. “The girl told her parents after which they approached us. The accused is a Class 10 student,” the police added.
