Fatehabad, March 28 Although the police maintains the exact cause of her death will be known after they receive viscera and chemical reports from the Forensic Science Laboratory, residents allege that there is much more than that meets the eye and are not ruling out the possibility of an honour killing. Ravi Kant, the victim’s brother, had
lodged an FIR on March 18 regarding disappearance of his sister. He had accused Mange Ram and his brother Mohinder of kidnapping his sister. The duo’s father Surja Ram was
also named for helping them in committing the crime. Mange Ram has been on the run since the registration of the FIR while the police has interrogated Mohinder and Surja Ram several times, but without much success. While Ravi Kant has alleged that the police was not doing enough to nab the “main culprit” behind the murder of his sister, Mange Ram’s kin allege that the victim’s kin know “how she was killed” and they have been making Mange Ram a scapegoat as he had developed relations with the deceased because of which her family members were upset. Jagdip Singh, a panchayat member, informed The Tribune that a mobile phone was recovered from the victim sometimes back and after the identity of its SIM card was verified, it was found to be belonging to Mange Ram, who at that time was a friend of Ravi Kant. After this incident, the relations between Ravi Kant and Mange Ram were strained and later this incident happened. While Ravi alleged that he has been receiving threats from Mange Ram to eliminate him and his mother in case he did not reach a compromise in the case, Mange Ram’s kin maintain that Ravi himself has the knowledge of the crime and the police can reach to the bottom of the case after quizzing him. SP CS Rao said it was yet to be established whether it was a case of suicide or homicide. “Once the police gets the reports from the FSL, then it would be able to reach at any conclusion,” he added. |

Chandigarh, March 28 Meanwhile, all senior party leaders of the state Congress, including Chief Minister Bhupinder Singh and party president Phool Chand
Mullana, are camping in Delhi to lobby for their candidates. Informed sources say there is a deadlock over the candidates for certain constituencies. Various factions of the party want their candidates to be nominated from these seats. The party high command is trying to find how a balance can be maintained among these factions. Otherwise infighting in the party may not mar the chances of party’s victory in a state in which it is relatively better placed as compared to certain other northern states. The sources say the deadlock is over seats like
Sonepat, Karnal, Bhiwani and Sirsa. Finance minister Birender Singh has staked his claim to
Sonepat, while Hooda wants his own man to contest from there as he has nursed the area well in the past four years. The high command is facing a tough choice for Karnal as the loyalty of sitting MP Arvind Sharma became highly suspect when he flip-flopped between the Congress and the BSP when the UPA government faced the trust vote. Ultimately, Sharma voted for the Congress. It is believed that Hooda has told the high command to itself take a call on this seat. Sharma’s candidature is being challenged by former minister Venod Sharma, Haryana Congress working president Kuldip Sharma and a labour leader Ram Sarup

Chautala. The Jat votes were divided between Surender Singh and Chautala, giving an edge to
Bishnoi. President of the Youth Congress Ashok Tanwar, besides sitting MP Atma Singh Gill, is also in the race for the ticket from
Sirsa. If Tanwar gets the blessings of AICC general secretary Rahul Gandhi, it will be difficult for anyone in the party to oppose the candidature of the youth leader. |

SAD (Badal) plans to contest 4 seats

Sirsa, March 28 Joginder Singh Aherwan, state president of the SAD, told mediapersons today that the party would soon announce its candidates for Sirsa, Karnal, Kurukshetra and Ambala. Aherwan alleged that the NDA had been taking the state unit of the SAD for granted but the party was not going to support the NDA candidates without their own participation in the politics. He maintained that the state unit of the party was being denied of its due for long but now they had decided that enough is enough. He said that the SAD has its legitimate claim over Sirsa, Kurukshetra and Karnal seats as Punjabis dominated these but since the NDA has not taken them into confidence while distributing seats amongst the INLD and the BJP, they have decided to contest Ambala too. When asked whether he has the consent of SAD central leadership on this issue, Aherwan said he met Punjab Deputy Chief Minister Sukhbir Singh Badal and SAD secretary Balwinder Singh Bhunder, who is also in charge of Haryana affairs, at Bathinda today and have given a resolution of the state unit to this effect to them. They have assured to take a decision in a day or two and have further assured that their sentiments would be taken care of. Meanwhile, Aherwan called upon the workers of the SAD (Badal) in Haryana to boycott the rally of Sikhs to be organised at Kurukshetra on March 29. Jagdish Singh Jhinda, president of the Haryanan Sikh Gurudwara Prabandhak Committee (Adhoc) has decided to organise the rally to decide the course of action of the Haryana Sikhs for the forthcoming parliamentary elections. Aherwan said that he too has received invitation of the rally but his party would boycott the event. He said in case any of his party workers participated in the Kurukshetra rally, he would face expulsion from the party. |

Chandigarh, March 28 Any deviation from the list would bring about violation of Articles 14 and 16 of the Constitution of India. As such, the deviation could not stand the scrutiny of law. The ruling is significant as candidates higher on merit are, in several cases, made to join the post at a later stage. As a result, they are placed below in the seniority list, based on the date of joining. The judgment follows a petition filed by Abhay Dev. He had joined as lecturer in Chemistry in the college cadre on the recommendations of the Haryana Public Service Commission (HPSC) in December 1971; and had gone up to the post of deputy director, higher education. He had sought directions for quashing the gradation list of Haryana education service, class-II, as on April 22, 1986. As a consequential relief, he had sought directions for being placed over and above “private respondents” in the gradation list. The petitioner had argued even though a list was prepared by the public service commission at the time of appointment, the state followed a pick and choose policy, while making appointments out of it. Candidates higher on the merit were made to join late…. He had also contended that the state government had erroneously merged “men and women” branches of lecturers into one cadre, though since inception the seniority list was separate. After hearing arguments, Justice Surya Kant asserted the state was well within its rights to bifurcate or merge cadres for administrative efficiency. But the petitioner’s contention that the merit list of the public service commission ought not to have been overlooked at the time of giving appointments merits consideration. Justice Surya Kant observed what should have been the established policy in the matter of appointments was the question before the court. Once a constitutional body like the state service commission came out with a list, it was imperative upon the appointing authority to strictly adhere to it, and make appointments accordingly…. Allowing the petition, Justice Surya Kant directed the state of Haryana and the director, higher education, to re-determine the petitioner’s seniority vis-à-vis the private respondents by assigning them the dates of appointment strictly on the basis of merit of the public service commission. |
Chautala keeps everyone guessing

Sirsa/Fatehabad, March 28 However, in the same breath he told mediapersons that he has yet not announced any name and the final list of all five candidates would be released in a day or two. Addressing a meeting of NDA workers in the Shri Sobh Raj Batra Dharamshala at Fatehabad in the morning, Chautala asked workers whom they wanted as their candidate. A large majority of workers raised their hands in support of Ellenabad MLA Dr Sushil Indora, who has represented Sirsa parliamentary constituency twice in the past. Indora, who was sitting among the leaders, was elated at the support but his joy lasted for a few seconds only as Chautala told workers that they had raised their hands for Indora only because he was the only one amongst the candidates sitting here. “Sita Ram, Bhagi Ram and some others too are in the race so if you leave the issue to me I will give you a good candidate in a day or two,” Chautala told the workers leaving no one in doubt that Indora’s chances of nominations had diminished. Talking to mediapersons, Chautala said he has yet not announced any candidate in Haryana and would do so in a day or two. Answering a question, Chautala denied that he was waiting for the Congress to come out with its candidates first. Later, addressing the NDA workers at Sirsa in the afternoon, Chautala asked the workers to suggest the candidate of their choice. When the workers authorised him to choose the candidate on his own, Chautala asked them what they thought about Sita Ram, who was the youngest among those in race. When the workers raised their hands in support of Sita Ram, Chautala told them to start seeking votes for him bringing cheers amongst Sita Ram’s supporters and dejection on the face of Indora, who was also present at the meeting. |

‘Lok adalats a big success’
Bhiwani, March 28 Earlier, he laid the foundation stone of chambers to be constructed for the lawyers. Addressing at a function organised by the District Bar Association, Justice Puri said, “The people have faith in the judiciary but increasing number of cases delays delivery of justice.” He said the mega lok adalat held last year proved a success and it would again be held this year. Over 6 lakh cases were settled in the mega lok adalat last year and now lok adalats would be organised at block and district levels to settle maximum pending cases. He said at a meeting held under the chairmanship of the Chief Justice of the Punjab and Haryana High Court, it had been decided to settle at least 200 pending cases at each court. The lok adalats had been successful as it gave cheap and instant justice to common man, he said. Justice Puri said the judiciary launched drive to improve the sex ratio which gave positive results. In several districts where sex ratio had imbalanced, was controlled by creating awareness through the legal literacy camps. Woman duped of Rs 2 lakh
Rewari, March 28 Sources said Rakesh recently popularised himself as an agent of AIM Tracer Finance Company of America among his acquaintances in Sector 3, which reportedly paid exorbitant rate of interest on deposits sought from public lenders. A website pertaining to the above company was also reportedly displayed on Internet. Naresh Devi apparently fell into his trap and deposited Rs 203,000 on December 15, 2008. Just to establish his credentials firmly, Rakesh also paid Rs 40,000 as interest. Thereafter, while the website abruptly vanished from the Internet, Rakesh, too, started indulging in truancy. When Rakesh did not refund her deposit, Naresh Devi filed a petition in the court of the ACJM, who directed the police to initiate legal proceedings against the alleged cheat. Consequently, the police has now registered a case of cheating and criminal intimidation under Sections 420, 506 of the IPC. ASI Daya Nand Yadav, in charge of the economic cell of the Police Department here, is now investigatiing the matter. |

Tirath. It is learnt from pary sources that the Chief Minister Bhupinder Singh Hooda was reported to be in favour of a person from this district. As this constituency is considered the Jat dominated, the CM may also prefer a candidate from the Dahiya
Khap, which has the second largest concentration after the Malik Khap in the constituency. The Malik khap already had two MLAs and by opting for a Dahiya candidate, the CM would be in a position to strike some balance in giving representation to these main khaps of the
Jats. There are around 42 villages of the Dahiya Khap in the constituency. There are also reports that if the Congress is to give representation to the Brahmins and the Punjabis in distribution of tickets, then a Brahmin leader might be fielded from this constituency to spare the Karnal seat for a Punjabi candidate. |

Sadhvi quizzed in Dera case
Ambala, March 28 Dera chief Gurmeet Ram Rahim Singh is a lone accused in the case. Defence counsel SK Gerg Narvana cross-examined the sadhvi for three hours which could not be concluded today. The court has fixed May 9 for the remaining proceeding. During the questioning, the court allowed only two counsels of the CBI and four counsels of the defence side. The CBI counsel SP Ahluwalia and VK Sharma requested the court to direct the defence counsel to conclude the questioning in the next hearing. A tight security arrangement was made in the police line complex where the hearing was conducted. The Dera chief reached in the court at 10 am and remained there till 3 pm. The supporters of the Dera chief and other police officers were not allowed in the court during the proceeding. It could not be revealed that which queries were raised during the proceeding. It is to be mentioned that during the last hearing the statement of the victim was recorded in the court. The CBI has already charged the Dera chief in two murder cases under Section 120B of the IPC. The statements of the three witnesses have already been recorded in Ram Chander Chattarpati murder case and Ranjeet Singh murder case in this court. |

Woman alleges harassment at work place
Gurgaon, March 28 Savita (name changed), who was working as a coordinator in Writer Relocations, claimed that three senior officers of her company were torturing her mentally and physically since last one year and when she complained to the authorities concerned they asked her to settle down the matter. But when she didn’t backed out she was asked to leave the office. Savita claimed that the company’s regional manger, operation executive and assistant manager in HR department were torturing her for almost last one year and said she was even offered salary without working if she keeps mum but she refused. She said she had also complained to the police but no action had been taken and had been visiting the police headquarters for justice since then. Now she has approached the National Women Commission to intervene in the matter. The commission had asked the police to seek out the matter, but all in vain. According to District Electoral Officer-cum-Deputy Commissioner, these informations could also be gathered on telephone numbers 222890 and 222899, while this would also be available through SMS on mobile phone number 94169-13297or on the website www.ceoharyana.nic.in. District information officer Vinod Singla said the benefit of touch-screen service could also be available for electorates of Pehowa, Thanesar, Shahbad, Ladwa, Kalayat, Pundri, Radaur, Kaithal and Guhla-Cheeka Vidhan Sabha constituencies falling under the Kurukshetra LS constituency. |
HJC alleges code violation by Congress
Chandigarh, March 28 HJC candidate from Rohtak Krishan Murti Hooda has written a letter to the Election Commission alleging that the Congress flags had been hoisted at shops, houses and business establishments at the behest of the Chief Minister. He said such flags were also being hoisted at community water tanks, electric poles and temples. He also alleged that Deepender Hooda had been moving around in the Rohtak constituency with hundreds of vehicles for his campaigning in violation of the model code of conduct. He urged the commission to take strict action against the ruling party. |
