An arrest has been made after spurious country liquor claimed 15 lives in Raghubir Nagar area of West Delhi. About two weeks earlier, hooch had claimed 12 lives in south-west Delhi’s Dabri.

Seema, 31-year-old bootlegger from Tagore Garden, has been arrested in this connection.

DCP, west Delhi, Sharad Aggarwal says, “We have seized a bottle of contaminated brand from her and it has been sent for investigation.”

The police claimed that the deaths took place in the last three days. All the victims were from poor background. They included rickshaw pullers and labourers. The people residing nearby said that most of them were migrants and the only breadwinners of the family.

Hundreds of people protested today against the police and the bootleggers blocking the road in the congested Raghubir Nagar area.

The residents alleged that the spurious liquor business was thriving in the locality due to the nexus between the police and bootleggers.

DCP, Sharad Aggarwal said, “Police is trying its best to trace the people responsible for this tragedy. We started the investigations as soon as we got the information about it.”

Meanwhile, several raids were conducted in different parts of the city and Haryana to trace the people behind the nexus. The police registered five cases against the bootleggers who had supplied and distributed the liquor under Sections 304 (culpable homicide not amounting to murder), 328 (drugging) and 34 (common intent) of the IPC.

Spurious liquor, also known as hooch, is often traded by Sansis, a denotified tribe, across Delhi and they cater mainly to the economically weaker sections. After the Brahmapuri episode, the crime branch had arrested a husband and wife duo for selling hooch in the Dabri area. The police seized more than 4,000 bottles of spurious liquor from the area and several syringes which were used to mix the toxic methyl alcohol in liquor.

Violence against women in politics a big hurdle for them

Violence Against Women In Politics (VAWIP) has been identified as one of the biggest hurdles in the way of women’s participation in politics in South Asia.

In an effort to facilitate the formulation of international directions on VAWIP, South Asia Partnership International collected data on VAWIP in different countries of the region. The representatives of the organisation spoke about the issue here today.

“So many women representatives find it hard to dispense their duties properly in parliament due to the discrimination and violence faced by them. Surprisingly, this issue has not been addressed anywhere so far,” said Rohit Kumar Nepali, executive director, South Asia Partnership International.

The country-wise data collected by the organisation indicates that women participating in politics are victimised by both direct and invisible violence, which is one of the major influencing characters to obstruct their partnership in governance.

Indian social director of PRIA, Martha Farrell, said, “In India the forms of violence are very subtle. There is widespread inequality on the grassroots. Even women themselves are at times incapable of identifying that as violence.”

She added, “People thought that women would be harmless in politics, however, slowly when they started bringing about crucial changes, they started rejecting women’s participation.”

Martha said even the Supreme Court guidelines against sexual harassment at workplace in India do not imply to the political sphere where all these women representatives work.

“We have seen that participation of women in policymaking on the panchayat level has helped address several basic issues. However, the budget allocation for women emancipation is highly inadequate,” said Chandni Joshi, former region director, UNIFEM.

The representatives said VAWIP also constitutes mental harassment by the family for choosing politics as a career, which is doubled by the fact that most of these women remain economically dependent on their families.

“All the South Asian countries have been independent for at least last 50 years, but representation of women in politics is still not impressive enough. When all these governments are trying to formulate strategies to bring women in politics, the violence against them can not be ignored. States have to be made accountable for incidents of violence,” said Savitri Goonesekere, professor, University of Colombo.

As per the research findings conducted during the Constituent Assembly election in Nepal and General Election in Bangladesh, the representation of women in policy making positions were often challenged by forms of violence.

“Law and politics would have to be made women-friendly in the region. Since Nepal has become secular, the threat from fundamentalists has increased and this would create additional threat for women,” said Sapana Pradhan, member of Constituent Assembly from Nepal.

She added, “Economic empowerment is necessary. The policymakers must understand that women need special attention.”

Sri Lankan governor of Southern Province, Kumari Balasurya, said the women should get together and fight for their equal space in politics across he political lines.

Walia asks cops to expedite probe

Delhi finance minister A.K. Walia today asked Delhi police to expedite the investigation of Raghubir Nagar hooch tragedy which claimed the lives of 15 persons.

Expressing concern over the repetition of such incident within a fortnight, he advised people to purchase liquor only from the government authorized vendors.

Walia was speaking at a meeting attended by principal secretary (Finance) V. V. Bhat, excise commissioner, DCP (West) Delhi police and a senior officer from Intelligence Wing, Department of Excise.

He has called for coordinated efforts by Delhi police, Intelligence Wing, Excise Department and Crime Branch to chalk out an action plan to wipe out the menace of spurious liquor.

He stated that the city government is committed to taking strict action in such cases as lives of people are precious. Walia stated that the city government has urged the union government to give its consent to the new excise bill of Delhi which provides for stringent action, including imprisonment in such cases.

Leader of opposition in Delhi legislative assembly, Vijay Kumar Malhotra demanded judicial inquiry into the case. It is the duty of the Excise Department and Delhi police to look into the matter and arrest those who supplied the spurious liquor. The government is doing nothing to prevent such tragic incidents, he said.

One held for murder

With the arrest of Lalit Kumar Sharma alias Kallu, the North East district police has solved a murder case.

Firing took place on March 28 at Gali No. 6 in Jai Prakash Nagar.

The local police had admitted the injured, identified as Bhura of Som Bazar in Gamri Delhi, to the Guru Tegh Bahadur (GTB) Hospital. 

His wife Poonam told the police that one Hari Kant phoned her and told her that her husband was in his custody. He demanded Rs 2 lakh from her and asked her to come at Jai Prakash Nagar.

When she reached there, Hari Kant and two others overpowered her husband, Bhura. He later fired at Bhura with a countrymade pistol. 

Bhura was seriously injured and was taken to the hospital, where he was declared brought dead.

Poonam revealed Bhura had an old enmity with Hari Kant.

Based on the information provided by the deceased’s wife, the police carried out further investigations. It was found four persons, namely Hari Kant, Ram Pratap Parashar alias Deshi, Lalit Sharma alias Kallu and Raghav Pandit were involved in the crime.

A police team was sent to Agra to nab the accused, but it was found that they were in Delhi.

Kallu was arrested on April 5 near Chowk Gautam Vihar here. He disclosed he had called up Poonam using Hari Kant’s name and had demanded Rs 2 lakh to free her husband.

He further disclosed when Bhura tried to free himself, he and his accomplices beat him up.

When Poonam reached there, she and Bhura started fighting with Hari Kant. On this, Hari Kant took out a pistol and shot at Bhura. Bhura and his wife were injured.

Special teams have been formed to nab the other accused and recover the weapon of offence.

The news that Dawood company’s sharpshooters have been commissioned to eliminate BJP’s firebrand leader Varun Gandhi has created chaos in UP police circles.

After the arrest of D-Company’s sharpshooter Rashid Malbari, who was reportedly assigned the contract to eliminate Varun, and other leading members of terror outfit and the name of Ghaziabad having been linked with the news, ATS personnel have been trying to nab them. The anti-terrorist unit of the UP police has detained a number of suspects in this connection.

The police is also trying to find the sources which supply AK-47s to terrorists. Some influential people in the district are known to possess dangerous weapons like AK-47.

On 15 March, at a meeting between notorious mafia don Chhota Shakeel and D Company’s sharpshooter Rashid Malbari, there was mention of the contract for killing Varun Gandhi.

Weapons and other things inputs needed to facilitate this contract were to be collected from Ghaziabad. But due to Malbari’s arrest, this operation was rendered unsuccessful. After Ghaziabad’s name was linked with it, the police establishment became alert and the ATS started cracking. ATS is busy tracking the network of D-Company in the district so that it can annihilate it.

All influential people who are often suspected to be linked with the underworld are also on the ATS target. Besides the phone call data of such suspicious characters is also being examined.

Mobile companies have also been asked to provide the details of people who frequently receiving and make calls to people in Pakistan and other countries.

Though the administration and police officers are tightlipped in this connection, all that Ghaziabad SSP Akhil Kumar would say is that “we are keeping an eye on the situation and keeping the police headquarters and state government posted with the developments.”

BJP celebrates 30 years of its foundation

The Bharatiya Janata Party (BJP) today celebrated the 30th year of its foundation.The previous incarnation of the party, Bharatiya Jana Sangh (1951-77), was set up by former Congress leader Syama Prasad Mookerjee with the support of the Hindu nationalist Rashtriya Swayamsevak Sangh (RSS). The BJP was founded on April 6, 1980, as a successor to the Bharatiya Jana Sangh. “The party has emerged as one of the nationally visible leading contenders for power in India’s political spectrum in such a short period,” said a senior party leader.

“From an outfit that won only two seats in the Lok Sabha in 1980, the BJP now stands tall, occupying the political centrestage with the much older Congress party,” he said. The BJP now seems to face the biggest challenge of transforming itself from a Hindu nationalist party to a national party minus an aggressive Hindu tag. “That is not going to be easy as a section of BJP leaders and cadres is vociferously demanding the strengthening of Hindutva agenda,” said another BJP leader.

The BJP’s political journey in the Capital includes winning a majority in the Chief Metropolitan Council in 1967, which was equivalent of the Assembly then, under the leadership of V. K. Malhotra. It also won six out of seven Lok Sabha seats in 1967.

The BJP again reaped dividends by bagging a majority in the Metropolitan Council in 1977 under the leadership of Kedar Nath Sahini.

The success was repeated in the Lok Sabha polls when it bagged all the seven parliamentary constituencies. However, it lost the Chief Metropolitan Council elections in 1972 and 1983. In 1980 and 1984 Lok Sabha polls, the BJP failed to even open its account in Delhi.

WHO calls for exigency-equipped hospitals in member nations

With disasters becoming a recurring theme in the South-East Asian nations, the World Health Organisation (WHO) calls for establishment of exigency-equipped hospitals in the 11 member countries, including India.

While flagging its theme for this year, “Save Lives, Make Hospitals Safe in Emergencies”, the WHO today outlined ‘the 12 benchmarks for emergency preparedness’ at its country office here.

Disasters seldom come with prior notice and that does the whole damage, incapacitating both the human lives and health lines of any national or regional set-up. “The past few years have underlined the vulnerability of the South-East Asia Region (SEAR) and that is primarily due to unprecedented disasters. The World Disaster Report says 5,36,176 people lost their lives during 1996-2005 which stands at 58% of the total figure of death due to natural disasters globally. While battling with casualties, the 11 countries have seen wide-scale damage to their regional health facilities,” said Poonam Khetrapal Singh, deputy regional director of the SEAR of the WHO.

Enumerating devastations like 2004 tsunami, which wreaked havoc in the SEAR, left 61% of health set-up crippled in Indonesia, 2008 cyclone Nargis destroyed 57% of public health facilities in Myanmar. Poonam said to withstand any such situation, the WHO is focusing to making hospitals safe during emergencies.

“In the wake of disasters, when the need for special care goes up appreciably, the health set-up receives a double blow and the supply for essential services is disrupted,” said Dr Shakti Gupta, the India representative of WHO and a doctor of AIIMS.

To ensure that the health facilities remain operational during disasters, the countries and their disaster management units have to redesign their contingency programmes keeping in mind three aspects, namely structural, non-structural and functional.

“While designing and building new hospitals and health facilities, it is to be ensured that the element of safety is incorporated into the design, as in the past we have seen that more casualties occur due to the collapse of structural set-up,” stressed Poonam. Besides designing disaster-resilient health infrastructure, she emphasised the need to train hospital staff so that the essential health services continue even during an exigency.

Car used in Soumya murder seized

With the arrest of Ajay Sethi, alias chacha, resident of Sector-14 Faridabad, Haryana, the South District police has recovered Wagon-R car used in the murder of TV journalist Soumya Vishwanathan.

Four accused have already been arrested in this case and are presently in police remand. The car used in this case by the assailants was sold to Ajay Sethi by the main accused Ravi Kapoor.

During the interrogation of Ravi Kapoor, it was revealed that Ajay Sethi often came to Crown Plaza Faridabad in a light golden colour Santro car bearing a fake number plate.

Working on this information, a team was composed under the supervision of K.S. Bhatnagar, ACP/Operations. It launched a massive hunt for Sethi in and around Faridabad.

Ultimately, the team was able to spot him in Sector-14, Faridabad on April 2, but he managed to escape in his Santro car. The team continued its efforts and finally arrested him from Badarpur border.

On police verification, it came to be known that this car was stolen from Lajpat Nagar.    

Thereafter, Sethi led the team to the recovery of Wagon-R car from the parking of Sector-14 market, Faridabad. On verification, it was found that this Wagon-R had been stolen from the Vasant Kunj area.

The list of recoveries includes a Santro car, two Wagon-R cars, 305 keys of various vehicles, 23 locks of different cars, 8 car stereos, a drill machine with battery, 5 stamps, 28 credit/debit cards, 2 fake number plates, one red beacon light.

Tantrik caught for cheating woman

The Amar Colony police of South East district has arrested a tantrik from Astha Kunj Jungle for cheating people.

The accused Mia Abul Hassan of Merrut used to allure people on the pretext of solving their problems. He took hefty sum to solve their problems.

A woman from Jaitpur village lodged a complaint against the tantrik yesterday. She said her daughter was untraceable since January 12. But all efforts to find her failed. One day the woman saw an advertisement on a cable TV channel that stated Mia Abul Hassan could solve all problems. The advertisement also mentioned his address.

The woman met Hassan who demanded Rs 80,000 to find her daughter. He assured her that would be meeting her daughter in three hours.

The woman sold her plot and gave him the requisite amount. When her daughter did not return she approached the tantrik again. This time he asked her to pay Rs 60,000 more as another ritual was required for locating her daughter. She paid the required sum but even then her daughter did not return.

The woman contacted Mia Abul Hassan again who asked her to give 30 grams of gold and Rs 40,000 more. He assured her of giving something that would have instant results. The woman came into his trap, arranged the money and gave it to him. But the tantrik still did not locate the woman’s daughter.

On the victim’s complaint, a special team was constituted under the SHO of Amar Colony. Senior police officials claim the tantrik followed the modus operandi of winning the confidence of people and taking their money.

Sandeep woos Muslim voters

East Delhi Congress candidate Sandeep Dikshit tried to win over the Muslim voters in his constituency by telling them that their localities would be authorized.

Addressing public meetings in Taimoor Nagar, Okhla village, Sir Syed Road, Haji Colony, Gaddha Colony, Shahin Bagh, Abul Fazal Enclave, he assured the electorate that these unauthorised colonies would soon be authorised. At present, RWAs of the colonies have been given provisional authorisation certificates.

When asked that a large number of the residents of the area did not have voter identity cards, he said that special camp would be organised in the Okhla assembly constituency for this purpose.

At present 1.25 lakh Muslim voters are there in the area. If all the residents are given photo identity cards, their number will be more than three lakh.

Talking to the members of RWAs, he appealed to them to vote for the Congress as it was the only secular party which fought for the cause of minorities.

He said that this area had always been represented by the BJP MP, resulting in its neglect.

Chain snatcher arrested

With the arrest of Sanjeet, allias Sunil, resident of Meerut, the special staff of North-East district have recovered a countrymade weapon and a cartridge of .315 bore. He was allegedly on way to commit crime in the area of Nand Nagari.

On April 4, ASI Ravinder Dutt, along with constables, was on patrol duty and at gate No.7, GTB Hospital when secret information regarding a notorious chain snatcher waiting at the SDM’s office, Nand Nagari, for his associate was given to them.

The police laid a trap at the SDM’s office. Sanjeet, who was riding a red Pulsar motorbike, was apprehended and a countrymade weapon along with a cartridge was seized from his possession. 

A case under the Arms Act was registered at Nand Nagri police station.  The Delhi police has been trying to arrest Sanjeet who has a criminal record. He is involved in 25 cases of chain-snatching, carjacking. 

In 2001, he allegedly murdered a person along with Khurbesh and Dinesh Giri who was killed in a police encounter.

Devise anti-begging plan: HC

New Delhi, April 6
The Delhi High Court on Monday asked the Delhi government to submit a concrete anti-begging plan to rid the Capital of beggars.

Justice B.D. Ahmed asked the Delhi government's social welfare department to reveal its anti-begging plan by the next date of hearing.

In reply, Delhi government's counsel Mukta Gupta informed the court that the Lieutenant-Governor has already sanctioned two mobile courts to book beggars and the courts will start functioning at the earliest.

"The Lieutenant-Governor has approved the setting up of the courts with a special metropolitan magistrate, a stenographer and a probationary officer," Gupta said.

Gupta also said the social welfare department has invited tenders for hiring 13 vehicles for anti-begging operations in Delhi. — IANS

Angry people gheraoed Kotwali and jammed G.T. Road in Dadri in protest against a young boy having been lynched on Saturday.

The Dadri police has arrested two accused after registering a case against four persons in this connection.

In a clash between two families, on cleaning the drain in Kidwaipuri of the Nai Abadi area on Saturday, Salman, son of Nawab was badly beaten up by the other family.

Salman, 14, a student of 9th class was rushed to the Navin hospital in Dadri where doctors declared him brought dead.

People then became violent and jammed the G.T. Road.

When circle officer and SP rural, Surender Verma reached the spot, angry people raised slogans against the police and administration.

SP rural summoned PAC in view of the gravity of the situation and somehow got the jam lifted saying that election code was currently imposed in the area.

As the people reached Kotwali and demanded immediate arrest of the killers, a case was registered naming four persons Yasmin, his wife Nasreen, his sons Javed and Feroz.

A man whose wife died under mysterious circumstances on Friday night was stabbed by the woman’s relatives in a police station here on Sunday. Rajesh, a resident of Brij Vihar in Ghaziabad was rushed to the hospital, where his condition was said to be critical, the police said.

His wife Poonam died under mysterious circumstances on Friday.

Her relatives from Pune called the Ghaziabad police and asked them not to allow her cremation and said they were on their way to Ghaziabad, the police added.

“On Sunday, six persons from Pune reached the Link Road police station where Rajesh was also present. They got into an argument and one of the woman’s relatives stabbed Rajesh,” police officer Rajesh Srivastava said.

“We have taken the six persons into custody,” he added. — IANS

A truck driver sustained serious injuries when his truck caught fire at Basai Road here today.
The driver, Ajit, (30) has sustained burns on his hands, legs and stomach.

According to the police, the driver was smoking bidi and had thrown the ‘burning’ part of it out of the window but the piece came in the truck due to storm and the truck caught fire.

Ajit has sustained had 40 per cent burns, the police said.

Two motorcyclists fled after snatching more than Rs 1 lakh from a Red Cross Society employee.

The victim, Atul, told the police that he had collected the amount as licence fee in the society’s name. He had hardly reached his office when two youths on bike snatched the bag containing the amount.

The police seized the bike from Udyog Vihar yesterday evening, but the accused are still at large.
