Haryana BJP to submit list of LS nominees by July 15

The Haryana unit of the Bhartiya Janata Party will submit the short-list of possible party nominees for the next Lok Sabha elections in Haryana by July 15, said Atma Prakash Manchanda, the president of the state unit of the party.

Cabinet gives nod to 5% quota for OBC students

The Delhi Cabinet has given its nod for 5 per cent reservation in admissions for OBCs in educational institutions i.e. technical and higher educational institutions being run by the under the Delhi Government. It has also given its approval for reduction in entertainment tax on cinemas in the Capital city. The decisions were taken at a Cabinet meeting today presided over by Delhi Chief Minister Sheila Dikshit.

Briefing the media after the meeting, Dikshit said the present quota of reservation for SCs/STs would remain the same while granting 5 per cent reservation to OBCs in admissions from this academic session. The government would enhance the number of seats by 10 per cent. It would also ensure that OBCs get their share of 27 per cent reservation within five years of the implementation of the decision.

She said the reservation of 27 per cent for OBCs is being implemented in phases and would be fully implemented by 2012-13 beginning from the academic year 2008-09. Following this pattern, 27 per cent reservation to OBCs would require an increase in the total number of seats by 54 per cent, so that the overall opportunities available to general category candidates do not get diminished.

The reservation would be applicable in all diploma, undergraduate, graduate and postgraduate levels. Dikshit said the Delhi Educational Institutions (Reservation in Admission Bill), 2008 for this purpose would be introduced in the Legislative Assembly. She expressed confidence that this would go a long way in providing reasonable opportunities of technical and higher education to OBCs here.

The Chief Minister further stated that the Cabinet had decided to slash entertainment tax on cinemas, including theatres and multiplexes from the existing 30 per cent to 20 per cent. It may be recalled that the entertainment tax on cinema was 60 per cent up to March 31, 2003. It was reduced by half i.e. 30 per cent from April 1, 2003. There are at present 56 cinema halls in Delhi out of which 17 are multiplexes and total number of screens is 99. Entertainment tax from cinema sector is 17 per cent of the total entertainment tax collections per year. As many as 17 multiplexes account for 80 per cent of the total entertainment tax collected from cinemas. The collection of entertainment tax from cinemas has gone up from Rs 23.65 crore in 2005-06, to Rs 29.89 crore in 2006-07 and Rs 38.07 crore in 2007-08. Dikshit stated that a notification is being issued under the Delhi Entertainment and Betting Tax Act, 1996.

Cong councillor faces cement scam

The Mayor, Arti Mehra, adjourned the House twice after Congress-led opposition members in the Municipal Corporation of Delhi (MCD) raised slogans, came in the well and disrupted the proceedings in protest against the allegations laid against a Congress councillor.

The Mayor directed an inquiry by the Central Vigilance Commission (CVC) into the allegations against Prithvi Singh Rathor, Congress corporator from Jwalapuri.

The allegation was that the councillor had forcibly taken 28 bags of cement for the construction of his house. A complaint had been lodged in the Pashchim Vihar police post by a class IV employee deployed at the MCD store in the area.

When the municipal commissioner K. S. Mehra read this complaint against the councillor in the packed House, the Mayor said it was a serious allegation and an inquiry must be conducted into the case.

This decision of the Mayr angered the Congress members who demanded that the executive engineer, junior engineer and assistant engineer should be suspended before the inquiry is constituted as they might tamper with the report. It was a fabricated case, they alleged.

When the Mayor refused to accept the demand, the opposition members led by Jai Kishan again raised slogans. The Mayor took other items of the agenda under din and adjourned the House for the next meeting.

Talking to the media, the Mayor, leader of the House Subhash Arya and standing committee chairman Vijender Gupta in a joint statement said the corporation could transfer the engineers as there was no ground to put them under suspension.

“We do not believe the allegation. An inquiry into the case will be done by an independent agency and its report will clear everything.”

Prithvi Singh Rathor said, “I have a receipt to prove that I had purchased cement for the construction of my house. While construction work was going on, someone had unloaded the cement bags that were from the MCD store and that is at a distance from my house. I am not aware who did this.”

“When the police reached there, it came to know that some unknown person has unloaded the cement bags. I don’t know who informed the police control room”, he said.

“This has been done deliberately to tarnish my image. A few days back I went to the MCD store to find the number of bags available there for repairing work. There were only 82 bags instead of 100. When I asked for remaining 18 bags, the officials present there could not reply satisfactorily,” he said.

“The allegation against me is smells of a revengeful attitude of the employees and official concerned,” he said.

Leader of the opposition and Congress councillor Jai Kishan and Farhad Suri said the case was fabricated. They questioned why the complainant did not inform the police just after Prithvi was taking out the cement.

Second the complaint was made by a class IV employee to the municipal Ccommissioner. If it is not fabricated, H should have first informed his immediate boss which is the right procedure, they said.

Power Scam
BJP promises probe if voted to power

Leader of opposition in the Delhi assembly Jagdish Mukhi today categorically said that the Bhartiya Janata party (BJP) would conduct an inquiry into the alleged privatisation of power scam if it was voted to power. Stern action would be taken against those found guilty. Even the contract of Discoms could be cancelled.

He alleged that the government was enriching Discoms by setting up the power establishment fund. This has enabled the power company to take loan for purchasing power from other states.

He alleged that on Chief Minister Sheila Dikshit’s direction senior government officers praise Discoms and try to find ways to benefit the company.

Mukhi said that the last year Discoms had asked for loans to purchase power. The proposal was tabled before the Board of Power Companies. But it was rejected. Thereafter, with the help of senior government officers the power establishment fund was created.

Mukhi reminded that the government had given a loan of Rs 1,416 crore to the Discoms at the time of the privatisation of Delhi Vidyut Board with five years moratorium period. After the expiry of the term, the loan carried an interest of 12%. The Discoms returned the amount after two years of moratorium, which shows that they are profiting. They do not need loan to purchase power, said Mukhi.

He said that whenever the Delhi Electricity Regulatory Commission fixes up the power rates, it ensures that Discoms get a minimum 16% dividend on its investment that too after the deduction of income tax.

In spite of all that, the government is bent upon giving financial assistance to Discoms by giving subsidy or cheaper loan.

After Kishna and Raj Kumar, the CBI is now hunting for another Nepali youth. It has interrogated about a dozen Nepali youth.

Dr Praful Durani, who had made a forceful statement in defence of his domestic help, Raj Kumar, has not said anything after his arrest.

Meanwhile, a big padlock hangs on the flat of Dr Rajesh Talwar as his wife Dr Nupur Talwar has reportedly shifted to the house of her brother-in-law Dinesh Talwar in Delhi.

Meanwhile, airing of a CD by a TV channel of Krishna’s Narco test has created a commotion in which he had confessed his crime.

Krishna had startled everybody by saying that his intention was to commit four murders – including those of the parents of Arushi Talwar, but as their door was bolted, he could not kill Dr Rajesh and Nupur Talwar.

Krishna has made some more astonishing revelations in this CD.

Family goes missing in Haridwar

Five persons of a Delhi-based family have mysteriously disappeared while on a holiday in Haridwar.

Businessman Rakesh Pahuja, 48 and his wife Bina, 38, had gone on a holiday to Haridwar along with their son Paras, daughter Preeti and niece Priyanka. The police said that the family could not be traced since June 24.

Rakesh and his family had left for Haridwar on June 23 by their car. Apparently, Rakesh Pahuja had called up his father-in-law and had said that he was staying at a local rest house.

Subsequently, the victim’s mobile phones were switched off. Alarmed by this, his relatives rushed to Haridwar and discovered that Rakesh had never checked in the said guesthouse.

A missing compliant was registered at a city police station. However, even after eight days of their missing, no substantial clue has been evolved.

The Rohini-based relatives of the family have not received any information regarding the whereabouts of the missing persons.

Two held for duping

The special cell of the Delhi police has arrested two persons — Neeraj Jha and Ashok Tiwari for allegedly duping people from Uttarachal, Uttar Pradesh, Rajasthan and Haryana.

They were duping people on the pretext of arranging loans for them on a five per cent commission.

One Sushil Kumar had registered a complaint that the accused had duped him.

Acting on this, some police officials posed as customers and contacted them. They decided to meet near Punjabi Bagh flyover. A trap was laid and the two were arrested.

DCP Alok Kumar said that the two had made fake companies. They lured people by advertising about arranging easy bank loans in local newspapers.

When contacted, they asked the customers to send Rs 500 as file charges along with the documents of land and property. The customers were asked to collect the loan cheques in eight to nine days. Neeraj also demanded a commission of five per cent of the total loan amount in cash.

The police said that the cheques given to the customers were either fake or stolen. The victims realised that they were duped only after the cheques bounced. In the meantime the accused used to change their mobile numbers. A manhunt has been launched to nab their other associates.

With the arrest of Virender Kumar Jha yesterday, the Delhi police has solved over 10 cases of murder, attempt to murder, extortion and Arms Act. He carried a reward of Rs 25,000 on his head. He was also wanted in the sensational murder of one Akhilesh Rai in Bihar.

It was learnt that a wanted criminal would come to the Capital for managing railway tenders. A trap was laid at the Ajmeri gate side of New Delhi railway station and he was apprehended.

Virender disclosed that he had started his criminal career in 1990 when a gang had killed his elder brother Dhirendra Kumar Jha. He planned to take revenge and joined hands with some of the most notorious criminals of Bihar.

Man held for raping, killing sister-in-law

The North district police today arrested a man called Babloo for allegedly killing and raping his sister-in-law Shanti Devi on June 27.

Babloo, reportedly, has confessed to the crime.

On the fateful day, Babloo had gone to the deceased’s place in an inebriated state and raped her. When Shanti threatened that she would tell her husband about the incident, Babloo got scared. He hit her neck and head with a brick and fled from the scene.

The police has recovered the bloodstained clothes and the key of the house from Babloo.

1 killed for denying liquor

The East district police today arrested a person Raja Ram aka Chotta Raja for allegedly killing a man Sanjeev in the Mandawali area yesterday.

According to the police, on the day of the crime, the deceased was drinking liquor with his friend Raja Ram. After finishing one liquor bottle, Raja asked Sanjeev to get another bottle.

But Sanjeev denied giving another bottle and this led to an altercation between the two. Raja then shot at Sanjeev, who succumbed to his injury in a hospital.

All possible hideouts of Raja were raided and he was finally arrested in the early morning hours roaming around Mandawali railway tracks. A country made pistol and one used cartridge was recovered from him.

However, the list would be of more importance for less popular courses like — science and off campus colleges, as admissions for most popular courses like commerce and economics are almost over on the basis of the first cut off list

Prof Gurpreet Tuteja said, “The first cut off has almost completed the admission process for highly popular courses like — commerce, psychology, economics and English. There will be very few seats left, but there are chances that both horizontal and vertical movement of students might release some seats.”

“The horizontal movement refers to the movement of students from one college to another preferring a particular course. For instance, if a student has taken admission in a course like — philosophy in a popular college, but if now he/she gets a seat in another college in a course of his or her choice, say English, then he or she will move. While, vertical movement could be to other educational institutes,” added Tuteja.

Surprisingly, psychology and English honours have been extremely popular this season. Students have opted for English, as it can lead to a career in journalism, advertising and teaching sectors, some of the most expanding sectors today.

Tuteja informed that a course like — psychology has done well due to the increasing demand of psychologists and councellors. Also, traditionally popular courses like — history and political science have done well with outstation students. And so there are chances that very few seats would be available in such courses.

However, sources inform that the second cut off list will prove pertinent for almost all science courses, B.Ed courses, some humanities courses and for fine arts.

Popular colleges like Hindu, LSR, Hansraj, SRCC, JMC have already closed admission for their popular courses, but they still have seats left for courses like science.

Meanwhile, students are anxiously awaiting the second cut off list. Shalini Duggal, an applicant, said, “I have secured 85% aggregate and am keen on studying English. I have not been able to get through any of the colleges so far and so for me the second cut off is going to be vital.”

IIMT to start MA course in international business

Institute for International Management & Technology (IIMT), Gurgaon, will be launching Master’s in International Business programme this year.

A spokesman of the institute said that the programme is designed for undergraduates.

The course aims at creating awareness and understanding the nature of business environments around the world.

It will focus on the various situations faced by organisations in order to establish themselves in the global market.

During the course the students will be equipped with practical experiences and competencies needed for survival in multi-cultural settings.

UGC-NET exam held at Jamia

The UGC-NET examinations were held at Jamia Millia Islamia University yesterday. The examinations were held for 63 subjects.

As many as 19 centres were set up on the Jamia campus where a total of 7000 students appeared. This number was roughly the same as last year where approximately 9000 students had registered, of which only 7000 took the exam.

Jamia took precautions to ensure the exam went off smoothly. It had organised 30 cars to ferry students to far-off centres.

The entire process was overseen by 10 observers who had come from the UGC.

Annual urs camp inaugurated

Chief Minister Sheila Dikshit today said that the Dargah of the Sufi saint Hazrat Khwaja Moinuddin Chisti in Ajmer was a symbol of communal harmony and his teachings would remain relevant for all times.

The Chief Minister was inaugurating the annual Urs Camp for pilgrims of Hazrat Khwaja Moinuddin Chishti Dargah Ajmer at Burari Grounds in North Delhi here.

The camp, which would continue for three weeks, is offering a number of amenities to those pilgrims who are going to visit Ajmer Shareef and are putting up at Delhi in transit.

Delhi industries minister Mangat Ram Singhal, divisional commissioner Nutan Guha Vishwas and Urs committee chairman Chaudhary Salauddin were present on this occasion.

Dikshit stressed the need for imparting modern education in Madrasas apart from traditional education.

She said that the Delhi Government would provide computers in Madrasas. She added that her Government is committed to provide all possible help for the promotion of Urdu language. Part time Urdu teachers have been appointed and their remuneration has also been enhanced.

They are also being exhorted to take up translation work to supplement their income.

Also, Urdu Academy in Delhi has been rendering substantial contribution and its functioning has been commended.

There would be no dearth of funds for promotion of Urdu language as this language is associated with composite culture of Delhi, said the Chief Minister.

She said that the camp at Burari, apart from offering free stay, water, electricity, bathroom facilities, medicines and ambulance for the pilgrims, was also equipped with rail booking counters and a post office.

Haryana BJP to submit list of LS nominees by July 15

The Haryana unit of the Bhartiya Janata Party will submit the short-list of possible party nominees for the next Lok Sabha elections in Haryana by July 15, said Atma Prakash Manchanda, the president of the state unit of the party.

Manchanda, who addressed a public meeting here yesterday, said that the process of short-listing the possible nominees are on in Haryana and it would be sent to the party leadership for consideration.

Earlier, Manchanda was given a welcome by the district president of the party Gopal Sharma and party workers. However, other senior leaders of the party were conspicuously missing on the occasion.

Manchanda ruled out any possibility of an allaiance with any other political party in the state. The BJP is strong enough to go alone in the state. He said that the party’s past experiences of electoral alliances was not good.

Manchanda also announced that Tej Prakash Bhardwaj, a local leader had joined the party.

Critisising, the Congress government in Haryana, Manchanda said that it had failed on all fronts, especially law and order. The law and order situation in the state has deteriorated. He expressed concern on the recent reports of rapes inside police stations in Haryana.

Manchanda also criticised the Congress led UPA government at the Centre saying that people no longer trust the government. He attributed the rising inflation in the country to the faulty policies of the UPA government.

Official held for smuggling wheat meant for BPL

Faridabad, June 30
The Haryana police has arrested the vice-chairman of the market committee of Ballabgarh Rajender for allegedly smuggling wheat meant for Below Povery Line (BPL) cardholders.

Rajender and his driver were caught red-handed in a raid late yesterday evening while the truck carrying 300 gunny bags of procured wheat was being smuggled out to undesignated destination in Ballabgarh.

The two were produced in the court today. The vice-chairman has been sent to two days of police remand while the driver has been sent to judicial custody.

The salesman of Confed, the procurement agency, was also arrested today. He has been accused of being a partner in the crime. Subsequently, a team of Confed officers from Chandigarh arrived here today, following which the salesman has been placed under suspension.

The wheat, that the truck was carrying, was procured from the sector 16 Mandi here. It was supposed to be sent to Confed’s Ballabgarh godown. Three trucks loaded with wheat were supposed to reach the godown. While two reached the godown, the third one having 300 gunny bags of wheat did not.

As per the procedure, various agencies including Confed, procure wheat and other food grains from the farmers at mandees. The Confed is the authorised agency to distribute the food grains to various depots (Public

Distribution System) from its godowns. Confed receives food grains from various agencies as per the requirement, already computed on the basis of the number of cardholders.

In this case, the vice-chairman who also runs ‘Aardht’, a shop, allegedly struck an illegal deal with the employee of Confed.

Meanwhile, the authorities have expressed concern over the involvement of such a senior officer in the racket.

The police is now trying to investigate the depth of the racket.

Five of around 50 bikers performing dangerous stunts on the highway were nabbed by the police while others managed to give the police the slip.

On getting information from a passerby, a team from Sector-39 police station swooped on the young bikers who were performing dangerous stunts on their bikes on the Noida-Greater Noida Expressway yesterday.

While five of them were nabbed, the others managed to give the police the slip. According to the police, the young bikers were performing dangerous stunts, risking their own lives and those of expressway users.

The police booked them for indulging in dangerous stunts. Six bikes, one Wagon R car and a video camera were seized from the bikers.

The arrested bikers were identified as Lucky Chhabra of Paharganj, Delhi, Gurpreet Singh and Sarbjit Singh from Ramesh Nagar, Delhi, Harpreet Singh from Vishnu Garden, and Sanayak Kapoor of Surya Nagar. SO Sector-39 police station Anil Somanya said this group of bikers has about 100 members.

A case of careless and dangerous driving has been registered against them. The bikers said they had just come here for the fun of it and were not aware that some bikers had lost their lives, including two last year, while performing stunts on this expressway.

Delhi sex workers demand voting right

New Delhi, June 30
Thousands of commercial sex workers here have demanded voting rights and have urged the city government to facilitate their voter identity cards by extending the last date for submitting the required documents.

Led by non-profit organisation Bharatiya Patita Udhdhar Sabha (BPUS), nearly 4,000 sex workers have written to Delhi industry, labour, election and land building minister Mangat Ram Singhal to help them exercise their franchise.

“Only 20% of over 5,000 sex workers in Delhi have voter identity cards. Though the rest are living in the city for years, they do not have voting rights,” said BPUS president Khairati Lal Bhola.

Bhola, who is also an advisor to the women and child development ministry, alleged that since many sex workers were not educated, the authorities were bullying them.

“The forms submitted by these women have been rejected in many cases,” he told IANS.

He said that sex workers and his organisation have appealed to Singhal to extend the last date for submitting the required documents for voter ID cards by 15 days to July 15.

“These are citizens of the country and they should get voting cards before the assembly elections,” said Bhola, who has been working for over 40 years for the welfare of sex workers. — IANS

Truckers’ fee rise more than oil price hike: Survey

The Indian Foundation of Transport Research and Training (IFTRT) has asked the city government and its enforcement agencies to ensure that local truck operators charge freight prices in proportion to the recent increase in the price of diesel.

The IFTRT is an autonomous body that monitors the transportation and automotive sector in the National Capital Territory of Delhi.

According to a recent survey conducted by the IFTRT, local transport operators charge as much as 15% more truck rentals whereas, the price of petrol has increased just by 8% (Rs three per litre).

The IFTRT team that visited major trading centres of the Capital found that the increase in freight charges had given an opportunity to traders to hike the prices of consumerables.

According to the IFTRT, 18,500 diesel-run light good vehicles and 11,500 medium and heavy goods vehicles operate in the city. Besides, 22,500 CNG-run small goods carriers are licensed to operate in the Capital.

Two bodies found

Sector — 39 police station here has recovered the bodies of two unidentified youths behind the bush near the cremation ground. Their hands and feet were tied and a wire was found tied around their neck.

The police claimed that they had been strangulated. However, the bodies have been sent for autopsy.

At about 2 p.m. some cartpullers had informed the police check post in Sector — 94 that two bodies were lying in the bush near Antim Niwas.

A police team from Sector — 39 reached the spot and found the bodies. They appeared to be taxi drivers.

According to the police, a gang that targets taxi drivers was active on the road. The assailants had killed the victims after robbing them and dumped their bodies in the bush.

Two killed, one injured in blast

Two workers were killed in the blast that took place in a factory in Sector — 3 here today afternoon.

The factory called Seema Agency contained oxygen cylinders.

According to police, the blasts occurred due to excessive gas pressure. The killed workers have been identified as Mahesh and Hari Krishen. Another worker, Puran chand is badly charred and there is little hope of his survival.

The factory’s owner, Vinode Arora has been arrested.

CM sets off fourth batch of Kailash yatris

Chief Minister Sheila Dikshit this evening bid farewell to the fourth batch of Kailash Mansarovar Yatris in a simple function organised at her residence.

She presented kits to 47 pilgrims, which includes nine women. The kit includes a tracksuit, raincoat, bag and puja material.

Three pilgrims from Delhi were also given an assistance of Rs 25,000 each.

Chairperson, tirth yatra vikas samiti, Delhi government, Uday Kaushik and MLAs Chaudhary Mateen Ahmed and Veer Singh Dhingan were also present on this occasion.

Dr Satish Misra, Assistant Editor-cum-Special Correspondent with The Tribune, retired from service today after 14 years in the organisation. A Ph.D from the Humboldt University, Berlin, Germany, in international affairs, Dr Misra has an experience of 37 years in journalism.

Dr Misra had been working with the Delhi Bureau of The Tribune since 1995. He was earlier posted at The Tribune headquarters in Chandigarh.He was given a warm farewell by his colleagues and management at the Delhi Bureau.
