Rajesh Talwar’s bail plea rejected
Ghaziabad, June 26
The CBI court today once again rejected the bail application of Dr Rajesh Talwar, accused of killing his own daughter Arushi. The order was pronounced by judge Sapna Mishra at around 4.30 p.m. The argument was carried out for about 45 minutes from 11: 30 a.m. to 12:15 p.m, after which the judge had reserved her decision.

Kerosene proposal approved
New Delhi, June 26
Chief Minister Sheila Dikshit has approved a proposal regarding the entitlement for kerosene oil to cardholders under the public distribution system (PDS). The proposal will be operational from July 1.

Noida Authority issues fake bills worth crores

The Noida Authority officials have allegedly released a payment of Rs one crore on the basis of fake bills and fictitious signatures. According to sources, the payment was released by the accounts department of the Noida Authority for the works that were never carried out as no orders had ever been placed for them.

Traffic police nod must for parking lots

The Delhi Traffic Police has been entrusted with the tasks to ensure discipline and smooth vehicular flow on the Capital’s roads for long. But it did not enjoy much say in the development of traffic-related infrastructure.

DU cut-offs similar to last year

Thousands of students thronged the corridors of Delhi University colleges today to check whether they have made it to the first cut-off list that was released late on Wednesday night

The University has issued a separate cut-off list for the OBC category.

The ‘OBC cut-off’ has given a relaxation of 1 to 3 per cent to OBC students as compared to the general category students.

The prominent cut-off is for B.Com (Hons) course, which has received the maximum number of applications this year. The cut-off for commerce for OBC candidates stands at 89-91% at Gargi and Ramjas College.

For OBC students the cut-off for History (Hons) and Political Science (Hons) at Miranda House is 76.5-81% and 80.5-85.5% respectively. For B.Sc. (Mathematics) at Miranda House, OBC candidates will require 83% marks. Further, OBC students who wish to pursue B.Sc Computer Science (Hons) at Indraprastha College should have at least 85-90% marks.

However, low English scores in the CBSE Class XII this year has caused a marginal change of 0.5-1% for Arts and Commerce courses. For the Science courses, the cut-offs have either decreased or have not changed at a majority of colleges.

The cut-off marks for B.Com. (Hons) at Sri Ram College of Commerce (SRCC) this year is 94.5-98% as compared to 94.75-98.75% the previous year. The cut-off marks for B.Com (Hons) at Hindu College is 94-97% and Hansraj College is 94-95%. At Lady Sri Ram College, however, the commerce cut-off marks have risen this year. It has increased by 1.5 percent and is 95.5 percent.

The cut-off marks for B.A. Economics (Hons), one of the most sought after courses at DU, has, interestingly, dipped by 0.25 percent at SRCC. It stands at 92.75-95.75 this year. While at LSR the cut off percentage is 94 percent, which is higher than last year.

Admissions as per the first cut off list will take place between June 27 and June 30. The second cut-off list will be announced on July 1.

Rajesh Talwar’s bail plea rejected

Ghaziabad, June 26
The CBI court today once again rejected the bail application of Dr Rajesh Talwar, accused of killing his own daughter Arushi. The order was pronounced by judge Sapna Mishra at around 4.30 p.m. The argument was carried out for about 45 minutes from 11: 30 a.m. to 12:15 p.m, after which the judge had reserved her decision.

The CBI told the court that Talwar was guilty because he did not care to check the terrace of his house where the dead body of Hemraj was lying. He instead lodged an FIR saying that Hemraj had killed their daughter.

The CBI said that they were still treating Dr. Talwar as an accused though they are also investigating Talwar’s compounder Krishna’s role in the murders.

Talwar’s advocate argued that his client would not run away if he is out on bail. He is ready to surrender his passport in the court. However, the court did not agree with the defence counsel.

Meanwhile, Dr. Nupur Talwar, wife of Dr. Rajesh Talwar, was for the second time subjected to lie-detection test, as according to the CBI her first test was inconclusive.

Arushi, 14, was found dead with her throat slit at her residence, L-32 in Jal Vayu Vihar, Sector-25, Noida.

Kerosene proposal approved

Chief Minister Sheila Dikshit has approved a proposal regarding the entitlement for kerosene oil to cardholders under the public distribution system (PDS). The proposal will be operational from July 1.

As per the proposal, below poverty line (BPL) cardholders, antyodaya cardholders and jhuggi cardholders will continue to get 22 litre of kerosene oil per month at Rs 9.16 per litre. Above poverty line (APL) stamped cardholders will get 15 litre per month at Rs 9.16 per litre. Their entitlement has been increased from 9.5 litre to 15 litre per month.

This will benefit around eight lakh APL cardholders who have got their ration cards stamped and whose annual family income is between Rs 24,000 and Rs 1 lakh.

Noida Authority issues fake bills worth crores

Noida, June 26
The Noida Authority officials have allegedly released a payment of Rs one crore on the basis of fake bills and fictitious signatures. According to sources, the payment was released by the accounts department of the Noida Authority for the works that were never carried out as no orders had ever been placed for them.

Chief accountant of the Noida Authority has lodged an FIR against Lalit Kumar of R.S. Associates in Sector-20 police station. All payments have been made in the name of this firm.

The Noida Authority releases payments for floriculture and landscape, civic, maintenance and health department works on a regular basis.

According to the Noida Authority sources, the accounts department had been releasing small payments from time to time for works being done by the forest and horticulture department in recent days. In due course, these payments made against small bills added up to crores.

Some officials in the department grew suspicious and compared the signatures and visited the concerned sites. It was found that all works were fictitious.

The Noida Authority had released the payments on copies of the original bills. It, thus, establishes the fact that officials of the accounts department are involved in it.

After scrutinising the case, chief accounts officer of Noida Authority Sushil Kumar had lodged an FIR against Lalit Kumar of R.S. Associates. According to Shushil Kumar, the bills had been presented on the original copies issued by the Noida Authority and were signed by the officers of horticulture department.

The CEO has ordered an investigation in the matter.

Youths beat up cops

Some unidentified youths attacked two constables in two different areas of Dwarka in South West Delhi yesterday night.

Both the constables — Padam Singh and Vikral Singh were admitted to the Deen Dayal Upadhyay Hospital.

In the first incident that took place in Sector — 16, Padam Singh had tried to stop youths on three motor cycles. The youths instead of stopping hit Padam Singh by throwing beer bottles and fled.

The second incident took place in Sector – 19, when Vikral Singh tried to settle a fight between four youths. The youths attacked Vikral Singh when he asked them to go home and not create ruckus on the road.

Rains cause waterlogging, traffic snarls

Heavy afternoon showers today brought down the temperature in the National Capital Territory of Delhi to tolerable levels, but at the same time it caused waterlogging and traffic snarls in many areas.

There were reports of waterlogging from several areas in East, West, North East and South Delhi where lanes were under ankle-deep water. The waterlogging caused traffic snarls and the spill over effect was felt in the neighbouring colonies and main roads also.

The traffic situation in West Delhi was particularly bad because of the closure of Janakpuri flyover. The flyover that is being repaired is a crucial link in West Delhi. It has developed cracks and several slabs have crumbled and fallen posing considerable danger to the public.

The traffic was also affected on the busy Vikas Marg that links the East Delhi areas to the New Delhi areas through the ITO crossing.

According to the traffic police, the problem was the direct result of waterlogging and also because of vehicle breakdowns.

The monsoon, which arrived in the Capital two weeks ahead of schedule, has once again become active since yesterday after a lull of three days. The Met office has predicted more rains in the next 24 hours.

Traffic police nod must for parking lots

The Delhi Traffic Police has been entrusted with the tasks to ensure discipline and smooth vehicular flow on the Capital’s roads for long. But it did not enjoy much say in the development of traffic-related infrastructure.

Now, civic agencies like – the MCD, NDMC and DDA can construct parking sites in the city only after receiving a ‘no-objection’ certificate from the Delhi Traffic Police.

While the Delhi traffic Police department has received flak for the traffic woes in the city, nobody heard it cry foul for the shoddy road conditions and wrong parking sites, for which it is not responsible.

“Be it multi-level parking or roadside parking or open-surface parking, we did not have any say in choosing the sites. We had to manage with whatever was given to us, and, most of the time the parking sites led to clogging on roads. However, now we have reached an agreement with the Delhi government that no civic agency will build a parking site without receiving a go-ahead signal from the Delhi Traffic Police,” said S.N. Srivastava, joint commissioner of police (Traffic).

The parking sites are either developed by the MCD, the NDMC or the DDA. While the MCD and the NDMC are responsible for building roadside parking and multi-level parking, the DDA is mostly involved in providing space for open-surface parking.

These agencies will still perform their roles, the only difference is that they will now need to intimidate the traffic police department about their plans. And, only after a traffic police team visits the site and gives it a clearance certificate, the construction can take place.

In wake of these arrangements, the Delhi Traffic Police had recently received proposal to clear 306 parking from the MCD and the NDMC. Of these, the traffic police has raised a question on 91 sites.

“We had received 251 proposals from the MCD, of which we have objected 89. Similarly, in case of the NDMC which wanted to construct 55 parking sites, our department believes that two of these are not feasible,” said Shrivastava.

He added that the more proactive role of the Delhi Traffic Police department in building traffic infrastructure in the Capital would go a long way in ironing out traffic-related problems of the city.

With the Commonwealth Games coming closer, it seems to be a smart move on the part of the Delhi Traffic Police.

MCD unlikely to repair flyover in time

The Municipal Corporation of Delhi (MCD) will not be able to repair the damaged Janakpuri flyover within the deadline. This is because even after four days of work nothing substantial has been done.

However, municipal commissioner K.S. Mehra had assured that the repair work would be completed in 15 days.

The labourers said that it was not an easy job. It will take more than one week to clear the damaged portion. After that the cracks will be filled with concrete. Vehicles can pass through the flyover after another 15 days.

The municipal commissioner had said that an inquiry would be conducted about the kind of material used in the flyover.

The engineering department officials conducted a survey of flyovers and found that around 25 flyovers required repair.

Govt clueless about number of drug addicts

The child and women development (CWD) department of Delhi does not have any data on the number of drug addicts in the Capital.

CWD secretary Debashree Mukherjee said that the department does not have any data on drug addict children. “The department was established seven month ago. No study has been conducted yet to find out the number of such children. The figure will be available by the end of the year,” she said.

She was speaking at a curtain raiser function organised by an NGO, Asian Marathon Champion.

The NGO will organise a function at the India Gate on June 26, the International Day against Drugs.

The government runs 44 centres that provide treatment to 3,000 drug addicts.

Delhi health minister Yoganand Shastri said that the government had adopted a strategy to generate awareness and provide treatment and councelling to get over drug addiction. He informed that the government had developed information, education and communication material to impart knowledge about the adverse effects of drugs.

According to a national survey on the extent, pattern and trends of drug abuse in India, the common reasons for drug abuse are curiosity, experimentation and company of drug users.

In the survey, 371 women among 4,648 people were found tro be drug addicts. This makes it to 8%. Whereas, in a sample size of 8,587 children between 12 to 18 years, 21.4% were found to be addicted to alcohol, 3% were addicted to cannabis and 0.1% to opiates.

Sandeep Mittal, director of Narcotics Control Bureau, Delhi said that students of prestigious institutes were involved in drug peddling business. An IIT topper was recently arrested for supplying drugs to the owner of a call centre. He said that it is very difficult to catch such players as they contact each other through Internet.

Woman strangulated at home

Noida, June 26
Wife of a Noida Authority employee was on Wednesday night strangulated to death at her residence allegedly by a man known to her. Guddy, 32, lived with her 7-year-old son Sonu in B-96 Sector-20. Sonu was also beaten up during the incident.

“Shyam uncle had come to our house at 9 p.m. He strangulated my mother and killed her,” said Sonu.

Sonu told the police that Guddy had prepared tea for Shyam. But after some time there was an argument between the two and Shyam strangled her.

The police also suspects that the murder is the handiwork of somebody known to the victim as eatables were found lying on the table.

Guddy’s husband Layak Ram Chauhan is a driver with the Noida Authority. He reportedly has married two women. He lives with his second wife in Chhalera village.

On being informed about Guddi’s death, her relatives who live in Trilok Puri in Delhi reached Noida. Guddi’s brother Kalicharan said that Layak Ram was a drunkard who would often beat up Guddy.

SSP R.K. Chakravarty, SP City Ashok Tripathi and other police officials, inspected the spot. The Police has questioned neighbours.

Chakravarty said that Sonu has told them that Shyam has killed his mother but we still don’t know who he is.

30 child labourers saved

As many as 30 child labourers were rescued by a joint of Delhi police and volunteers of Prayas, a non-government organization, from the Shahpur Jat area of the Capital yesterday.

All the rescued children belong to West Bengal and Jharkhand. They were brought to the Capital by some middlemen.

The police said four persons who had employed these children had been arrested and a penalty of Rs 20,000 imposed on them.

While 20 children have been given shelter at the Prayas Home in Jehangirpurin the other 10 have been put at the Kasturba Niketan in Lajpat Nagar.

All children were examined by the medical officer of the Child Labour Department. These children were forced to work for more than 12 to 13 hours daily and given only Rs 100 per week, including tea and breakfast.

DDA to register architects

The Delhi Development Authority (DDA) has decided to register architects, who are registered with Council of Architecture, for issuing residential building permits for plots size up to 500 square metres falling in the areas notified as the Development Area of the DDA.

The registered architects/licentiates will sanction the building permits as per the prescribed procedure, which will be accepted by the DDA as ‘deemed sanction’ after paying the requisite building plan fees and other charges under the provisions of master plan, zonal plan, building bye-laws and gazette notifications issued from time to time.

The registration form for architects is available at the building section sale counter at Block-D, Vikas Sadan, INA Colony, New Delhi-23, on a payment of Rs 100, a press note said.

For projects under the government and local bodies, officers of the rank of senior architects and above, may sanction building plans.

Banker convicted of cheating

A special Central Bureau of Investigation (CBI) court here has convicted a bank official and three members of a private firm for cheating State Bank of India (SBI) of Rs 20 lakh in 1988.

The CBI court at Tiz Hazari sentenced SBI field officer H.V. Vaid and members of Delhi-based m/s Cine Friends Associates Pvt Ltd — Avinash Kaur, Nirmal Singh Grewal and Hardeep Singh Grewal to two years of rigorous imprisonment and imposed a fine of Rs 70,000 on each.

The CBI investigations that began in 1990 revealed that the accused opened fake accounts and transferred funds through them. A chargesheet was filed in 1992 against the accused and SBI branch manager R.K. Dutta. Dutta died during the trial.

Cow carcasses enrage villagers

Greater Noida, June 25
People took to streets, as over 10 slaughtered cows were found at Chooherpur and Dara villages in Greater Noida. The police had a tough time in controlling the agitating mob.

Six carcasses were found at three places in Chooherpur. While four were found in Dara.

Some anti-social elements, who are out to create communal riots in the area, are suspected behind this. Feeling the seriousness of the situation, the state government has demanded a report on the issue.

Rijwan, husband of former Kakode panchayat president Shabnam Begum and 24 others have been booked for inciting riots.

Assuring security to traders, SP rural Babu Ram has appealed to them to open their shops. The police and PAC contingent also conducted a flag march in the town to reassure people.

Reportedly, the cows were slaughtered at night in Chooherpur. The carcasses enraged the villagers. But senior police officers rushed to the spot and pacified them. Soon there was commotion when another four carcasses were found in Dara village near Omega under Greater Noida police station.

Babu Ram said that the matter is being investigated. Meanwhile, BJP’s Kisan Morcha in a panchayat warned that if more incidents of cow slaughter come to notice it would launch a fight to stop the practice.

Normalcy has almost returned in Kakode where slaughtered cows were found a few days ago.
