The electoral photo identity preparation work is being done in phased manner. The work of phase I and phase II in South and South-West Delhi has been completed. Now, work on phases III and IV will be started. The work has to be done by June 30. The electorates will get their photo identity cards by September this year.

The chief electoral officer of Delhi, Satbir Silas Bedi, today said no case of any Bangladeshi had been detected during the process of preparation of electoral rolls for the forthcoming assembly polls in the Capital. The Delhi Police and foreign regional registration officer (FRRO) has been entrusted by the government to investigate the Bangladesh nationals’ cases.

“It is beyond our jurisdiction to call some one Bangladeshi. We have been directed to make photo identity cards,” he said.

When asked that according to a report of the Union Ministry of Home Affairs, 10 lakh Bangladeshi nationals lived in Delhi illegally, she said, ‘’If any case of Bangladeshi national comes to our notice, we will refer it to the Delhi police. It is for the police to carry out verification in the matter, which does not fall under our jurisdiction.

“Our main thrust is delimitation. We have received an order from the Union Ministry of Law and Justice to prepare a map of delimited assembly constituencies. So far 48 constituencies have been verified and authenticated. Election Returning Officers have been asked to verify and authenticate 22 remaining constituencies within this month,” she said.

The CEO said that till now the booth-level officers entrusted with the task of preparing the photo electoral rolls for the 70 constituencies falling under the Delhi assembly had not come across any Bangladeshis.

The electoral rolls are being drawn in accordance with the newly delimited constituencies. With the implementation of delimitation order, the composition of the constituencies has been changed with more or less equal number of electors. The names of 19 out of 70 assembly constituencies will no longer exist like Sarojini Nagar, Gole Market, Minto Road etc.

Similarly, 19 new names in the list of constituencies will be used now like Burari, Rithala, Mundka etc.

The Cantonment Board is the smallest constituency which has one lakh voters. In general, one constituency has 1.60 lakh voters. The largest constituencies like Hastsal and Badarpur have 2.25 lakh voters. Before delimitation, Hastsal had four lakh voters.

While talking to the media Dr. Bedi said that there are 10829 polling booths spread in 70 assembly constituencies in Delhi. In which there are 112.1 lakh electors, out of which 62.6 lakh are male and 49.5 lakh are female.

The ratio of female electors is 791 against per 1000 males.

She said that the exercise of preparation of the photo electoral rolls is going on in all the 70 newly delimited constituencies since May 15 in phased manner.

House-to- house verification of working sheet of photo electoral rolls by supervisors and capturing photographs of all the non image electors would be done by June 30.

Incorporation of photographs and other information collected from the field, into the electoral roll would have to be completed by July 31 and distribution of Electors’ Photo Identity Card (EPICs) to the electors will be done after August 1.

Cabinet shuffle likely by weekend

The much-anticipated reconstitution of the Council of Ministers in Haryana and the reshuffle of portfolios, are expected to take place by the end of this week.

According to well-placed sources, there was a plan to go in for the shake-up last Saturday itself, but it was postponed on account of intense lobbying by the aspirants for their desired berths.

Chief Minister Bhupinder Singh Hooda is understood to have already got a green signal from the party leadership for the move. Hooda recently met Congress president Sonia Gandhi. The two leaders had reportedly discussed issues relating to the Council of Ministers and appointment of chairpersons of boards and other bodies.

With the reshuffle, the establishment intends to give a balanced look to the Council in terms of the caste. A Brahmin is expected to be included this time.

Vinod Sharma, who had to quit from the Council because of the court case involving his son, is lobbying hard for a re-entry. It is learnt that the reshuffle has been delayed to allow time to his well wishers to convince the party high command and get clearance in his favour.

In case Vinod Sharma does not make the cut, Shiv Shankar Bhardwaj, a first time MLA from key Bhiwani district, is all set to hit the jackpot.

Sources say that among the MLAs from Brahmin caste, K.L.Sharma, Krishna Pandit and Ramesh Kaushik are also lobbying hard. However, in the present political scenario, their chances are considered to be bleak.

Further, there are chances that Lakshman Das Arora, a member of the Punjabi community, might be dropped. In that case, to maintain the caste balance, somebody from the same community would replace him.

The chairman of marketing board, Shadilal Batra from Rohtak, and Bhimsen Mehta, who won from the Indri constituency in the recent bye-election have emerged as strong contenders.

Further, if the party chooses to leave out Kartar Devil, Phool Chand Maulana, who had to quit the post of minister to head the Haryana Congress, will emerge as the top contender to get a re-entry in the Council.

Supporters of Maulana, who is from scheduled caste, were aggrieved when he was removed from the Council of Ministers.

A Congress MLA considered to be close to the Chief Minister said that the reshuffle in the Council and the portfolios is being done with an eye on the coming Lok Sabha election.

Cops clueless even after 48 hrs
22-year-old daughter of agricultural scientist missing Parmindar Singh

The Ghaziabad police is still clueless about Aditi, 22, the daughter of an agricultural scientist Annand Tyagi, who went missing on Monday. Aditi’s car was found in an abandoned state on the bank of Hindon River on Monday evening. The police is also silent on whether Aditi was kidnapped or had met with an accident.

According to SP City, Ghaziabad, Vijay Bhushan, a kidnapping report has been registered on the complaint of Aditi’s family. “The police is now analysing the call details of her mobile phone.” SP said.

On Monday, the Indira Puram police had received an information that a car had fallen into Hindon River and sunk. But on reaching the spot, the police found the front portion of the car was in water while all the four wheels were touching the ground. According to the documents found in the car, it belonged to Anand Prakash Tyagi, a senior scientist in central agricultural ministry. Tyagis reside in E Block of Shastri Nagar.

It was Aditi who normally used the car. Her purse was also found in the car, however, her mobile was missing.

According to the family, Aditi had last talked to them around 6.30 p.m. after leaving her office. She had told them that she would be going to a bank in Raj Nagar to deposit Rs 10, 000 for her cousin.

When she did not reach home by 8.30 p.m., her family called her up on her mobile, but it was switched off. Tyagi then started looking for Aditi.

He went to the bank, which informed that no money was deposited in Aditi’s cousin’s account.

Her cousin said that he had given the money to Aditi around 7.15 p.m. and she was alone at that time.

Aditi worked as a tele-executive in a company in Noida in Sector- 62. She used to go along with two other girls.

Anand Tyagi has expressed fears that his daughter had been kidnapped as she never took that route where the car was found. Her girl friends also confirmed this.

The family has also expressed dissatisfaction at the slow pace of the police investigations.

JMI biotech course draws students

The bio-technology programm
 seems to be receiving a lot of attention from students and has become one of the most popular programs at Jamia Millia Islamia University.

The university has already received 1255 applications for some 20 seats offered in the M.Sc biotechnology programme.

This figure, if turned into seat to application ratio, comes to 62:75. Rakshanda Jalil, media coordinator at Jamia informs, “If this ratio is worked out for all the courses offered by JMI, it would be among the highest figures and suggests that this course is by far the most popular and most sought after in the university right now.”

Comparatively, this course is far ahead of others that are not doing too badly either.

For instance, the B.Sc bio-sciences has received 671 applications and 60 seats are on offer, the B.Sc biotechnology has received a whopping 1559 applications for 30 seats, the M.Sc biosciences has received 410 applications for 30 seats and the M.Sc biochemistry has received some 337 applications for 20 seats.

The entrance examination is scheduled for later in the month.

JNU to open with quota storm

Jawaharlal Nehru University (JNU) students are planning to take on the administration on the issue of OBC reservation as the university reopens for new academic session.

In an emergency academic council (AC) meeting on June 6, it was decided to implement 12% OBC quota along with a staggered seat increase.

Jawaharlal Nehru University Students’ Union (JNUSU) representatives said that the AC had tried to push only for 9% OBC quota this year, but was forced to implement 12% OBC quota with a concomitant seat increase.

However, some political outfits at the campus have blamed the JNUSU for not considering the concerns of students.

“It is true that a large section within the administration never wanted the implementation of OBC reservation. But the incumbent JNUSU cannot shift the responsibility of this loss on the administration’s shoulders and wash away its hands,” said Roshan, secretary, JNU Students’ Federation of India (SFI).

“We strongly condemn the administration’s decision of not implementing 27% OBC reservation and 54% seat increase from the next academic session,” said Roshan.

The AISA leadership has favoured 27% OBC reservation in its election manifesto.

According to sources, the university administration believes that because of the deprivation points system there are already 20% OBC students in the university. To increase the total percentage to 27%, the university needs to increase only 7% seats for OBC students.

On the contrary, pro-reservation student outfits consider it a fraudulent logic. “If there are special seats for OBC students in the university, an OBC student would not be allowed to apply under deprivation points system,” said Roshan.

Meanwhile, the SFI has already appealed to the students to rally behind all initiatives of correcting the “unpardonable wrongs committed by the JNU administration and JNUSU to the cause of ensuring 27% OBC reservation.”

This should go a long way in helping students deal with admissions to a good journalism course at the college.

The ‘Open House’ provides a platform for career-related queries about the course structure and the journalism entrance test scheduled for June 19, informed sources in the Journalism Department of LSR.

LSR started this three year honours programme in journalism in July 1995 and currently the course is one of the most popular undergraduate programmes for potential journalists in the country.

Among several unique aspects of this programme, is its inter-disciplinary approach, which combines courses in journalism and communications with honours level components of economics and political science.

Students of the journalism programme are offered a total of 23 courses. In all, there are 15 courses in the field of journalism and communication and four each in political science and economics which are honours-level courses.

Metro deploys agents to prevent pushing, shoving

To ease the movement of commuters at Delhi Metro’s interchange stations, the DMRC will depute customer facilitation agents at Rajiv Chowk and Kashmere Gate Metro stations during peak hours from tomorrow to prevent incidents of pushing and shoving.

The facilitation agents, including some women, will ensure that passengers board and alight trains in an orderly fashion and stay behind the yellow lines at platforms.

At Kashmere Gate station, 16 facilitation agents will be posted from 8.30 am to 12.30 pm on the platform towards Central Secretariat. From 4 pm to 8.30 pm, 32 agents will be available, 16 each on the platforms towards Central Secretariat and Rithala.

At Rajiv Chowk station, 16 facilitation agents each will be deputed at the platforms towards Vishwa Vidyalaya and Dwarka.

The Kashmere Gate station is an interchange between Line-1 and Line-2 (Dilshad Garden – Rithala and Vishwa Vidyalaya- Central Secretariat) while Rajiv Chowk serves as an interchange between Line-2 and Line-3 (Vishwa Vidyalaya- Central Secretariat and Indraprastha – Dwarka Sec.9). While Rajiv Chowk has a footfall of about 2.5 lakh commuters each day, Kashmere Gate has a daily footfall of 1.75 lakh.

The customer facilitation agents have been provided orientation to help commuters and also provide general information about the Metro.

DMRC has been taking a number of steps to facilitate passenger movement at stations. The steps include posting security guards at platforms to guide commuters, such as guiding lines for boarding and de-boarding at platforms, regular announcement in trains and platforms, distribution of leaflets and screening of awareness films.

Farmers withdraw stir on assurance of GNIDA chief

On the assurance of the chairman of Greater Noida Authority, farmers have withdrawn their agitation.

A three-member committee has been formed under the chairmanship of the district magistrate of Gautam Budh Nagar. It will submit its report in six weeks after conducting an enquiry.

After getting this report, GNIDA will decide on the quantum of increase in farmers’ land compensation.

In the meantime, if farmers try to stop the development work of GNIDA the three- member committee will be disbanded.

On Tuesday also farmers had picketed the gate of the Greater Noida Authority and had not allowed the staff to enter their office and those who could somehow gain entry were thrown out.

Meanwhile, an aged farmer, Parmal of Ghori Vachhera village, who had fainted in the heat on Monday was rushed to a Delhi hospital where he breathed his last today. Farmers had once again become agitated on getting the news of his death, but the police was able to control the situation.

Farmers from about a dozen villages had gheraoed the office of the Greater Noida Authority, demanding implementation of the April 1, 2006 rate of land compensation. The farmers had picketed the authority gate round the clock. On Tuesday, farmers had clashed with the police a number of times.

Later, district magistrate Sharwan Kumar Sharma and GNIDA chairman Lalit Srivastava had held talks with farmers in the evening. The chairman constituted a committee, under DM with the authority’s ACEO and deputy CEO as its members.

The farmers agreed to the chairman’s condition that they would not disturb GNIDA development work during these six weeks else the three-member committee will be dissolved and no decision will be taken on increase in rate of land compensation to be paid to farmers.

Ghazipur abattoir goes hi-tech

As traditional butchers are not interested in working at the Ghazipur abattoir but want to enter other businesses, the Mayor, Arti Mehra, and Leader of the House, Subhash Arya, today persuaded them to adopt ultra modern technology that is easy to handle.

The leaders claimed that the Ghazipur abattoir had acquired the distinction of being the largest state-of-art abattoir in country. Technologically, it is the most advance abattoir and incorporates international best practices. Its success would ultimately benefit the butcher community.

Addressing the media, Mehra and Arya said the Municipal Corporation of Delhi (MCD) had requested the UP Government to allocate 10 acres of land adjoining the Ghazipur abattoir to extend additional capacity to meet the requirement of the city in the coming years.

The MCD proposes to build the additional capacity on a build, operate and transfer (BOT) basis. It will start construction work as soon as it receives land from the UP government, they added.

The abattoir has three sections — Halaal for 3000 animals per shift, Jhatka for 1500 animals per shift and Buffalow for 500 animals per shift. The MCD plans to ultimately run the abattoir in three shifts to meet the demand.

The slaughterhouse at Idgah is more than 100 years old and located in a densely populated area, in the centre of Delhi on just seven acres of land.

The Ghazipur abattoir is spread over more than 50 acres of land near the sanitary land-fill site adjacent to the chicken and fish market, on the outskirts of Delhi. It has all modern facilities with sophisticated equipment that operate under stringent hygienic conditions. It is a necessity to ensure wholesome and hygienic meat to citizens and protect environment, they said.

Minority panel thanks Dikshit

Members of the Delhi minorities’ commission (DMC) Pushpinder Singh and Arnold James today thanked Chief Minister Sheila Dikshit for accepting its recommendations for granting minority status to Jain community in Delhi.

The recommendation was based on a survey of the community conducted by the Allama Rafiq Trust, an NGO. The survey was assigned by the DMC.

Besides, a large number of delegations from Jain community today called on Chief Minister Sheila Dikshit at her residence and thanked her for the decision. Many eminent personalities from the community led by MLA Rajesh Jain felicitated the Chief Minister. Office bearers of various Jain organisations like Jain Arogya Naturo Care presented bouquets to Dikshit.

SC, ST panel team visits Noida

A three-member team led by the chairman of Schedule Caste, Schedule Tribes Commission, Buta Singh, visited Noida Authority yesterday and held discussions with its chief executive officer Mohinder Singh and other officers.

The SC, ST team made inquiries about the backlog in employment. The team also collected information about some employees of the Noida Authority against whom cases of joining services, while being underage, where in progress.

Queries about cases of promotion of some other employees were also made.

On certain issues, Buta Singh asked the Noida CEO to have inquiries conducted.

The Noida Authority Employees Association had presented a memorandum to the commission chairman, demanding promotion for all Noida employees, especially those who had served the Noida Authority for a long time.

Gang of robbers busted

With the arrest of six persons — Anil Kumar, Rakesh Singh, Rahul, Ajay Kumar, Ravi and one juvenile— the south-west district police has claimed to have busted a gang of robbers.

On June 9, a complaint was registered with the police regarding a robbery of Rs 2,00,000, drafts for Rs 65,000 and other documents, near the Sector 16 Metro station in Dwarka.

Sanjay Kumar stated that he was returning from the SBI branch along with Anil Kumar, who works as a motor cycle rider with his firm, named Cosmos Systems.

Their motor cycle was hit by another motor cycle.

Eventually, four motor cycles surrounded the injured and one of the riders hit Sanjay on his head with a stone.

The accused allegedly escaped with the cash, bank drafts and other personal documents of the victim, including his mobile phone.

While questioning, rider Anil Kumar’s version was found different from that of the complainant. Anil also survived unhurt in the incident.

It was also established that the alleged robbers were Anil’s friends, who knew that the complainant had money and he was going to take the Dwarka route.

After interrogation, the police team raided several possible hideouts of the accused and arrested six persons.

The police team also recovered Rs 1,57,650, mobile phone of the complainant, PAN card and driving license.

Further investigation is in process.

The South West district police has claimed to have nabbed two of the most notorious vehicle thieves— Dev Thakur and Amar Singh.

The two have ten cases of car theft registered against them.

They were arrested on the basis of secret information. Baba Gang Nath Marg checkpost of the police had learnt that

Dev and Amar would come from Ber Sarai side in a stolen Toyota Corolla.

On seeing the police, the two tried to flee away, but were overpowered.

The car that the two were driving was stolen from Amar Colony.

On sustained interrogation, the two confessed to their involvement in more cases of vehicle theft in South Delhi.

Monsoon likely to arrive early

Even as the National Capital Territory of Delhi continues to experience an unusually cool summer, weather experts claim that there is a fair chance of the monsoon arriving in the Capital at least a week ahead of its scheduled time of June end.

The Met office said that one indication of the prediction was the sudden increase in the humidity levels in the Capital during the last couple of days and the cloud cover hanging over the skyline.

The Met office has forecast widespread rains during the next two to three days, which could well be the pre-monsoon showers.

Given the fact that pre-monsoon rains usually reaches an area about a week ahead of the arrival of monsoon, observers feel that a heavy spell of rain in the national Capital could well be a precursor to the arrival of the monsoon.

The Met office said that an early arrival of monsoon in the National Capital territory of Delhi was in keeping with the “current progress of advancement of south west monsoon” in various parts of the country.

The forecast of an early monsoon this year follows a spell of an unusually cool weather during the month of May with the mercury plummeting to a record low and the city recording its highest ever rainfall for the month at 165 mm. The previous highest was 129.3 mm in 2002.

The weather in June too has been quite pleasant with the sky being overcast on most of the days of the month till now. In fact, on June 5 the mercury dropped to 32 ° Celsius, making it the coolest June 5 in the last six years.

Kids were not abandoned; they were out on a picnic

Three children, who were recovered from a park in Moti Nagar, were actually lying to the police. Khushboo, 9, Monica, 7 and Vikas, 6, left their homes for a picnic.

The parents of the runaway children claimed them on Wednesday. The trio lied all the way to the police, claiming that their mother abandoned them due to some domestic dispute.

In reality, the three children are not even siblings. Khushboo and Monica are sisters, who convinced Vikas to join them for a picnic. They boarded a bus from Nangloi and the conductor asked them to get down at Moti Nagar, which was the last stop for the bus.
