Probe blames 2 depts for favouring owner

Following a high-level inquiry into the handloom factory fire incident in which 10 workers had perished here last month, two government departments have been hauled up for “favouring” the “illegal” unit by not taking any action against it.

The inquiry report has highlighted alleged collusion between government officials and factory owners for allowing smooth functioning of unauthorised units in this industrial township.

Findings of the report further corroborate allegations that frequent inspections and visits by officials to various industrial units are a mere eyewash.

Sharing the details of the report exclusively with The Tribune here today, deputy commissioner Mahender Kumar confirmed that the officials concerned of the electricity and industrial safety departments had failed to take any action against the erring factory owner.

The report will be forwarded to the home secretary, the labour commissioner and the HoDs of the indicted departments to initiate appropriate action against the erring officials, he added.

The inquiry team, headed by Panipat ADC Amit Aggarwal, had accused the electricity department for releasing three power connections to a single subscriber. Sources said the unit, which was not registered with the state industry department, was sanctioned power connections of 70 kW.

“Sanction of three power connections on the same premises is illegal,” said the deputy commissioner.

He said a short circuit caused the fire whereas locked doors prevented the workers from coming out of the site in the late night fire.

Blaming the industrial safety department, the report said officials had failed to initiate any action against the erring factory owner. The same factory was found flouting safety norms in August 2005 but no follow-up was made by the safety department to ensure safety arrangements, he added.

The report also highlighted the absence of the required firefighting equipment, including an overhead water tank and fire extinguishers, in the factory. Workers were also not trained to tackle an emergency situation like fire, said the report.

Protests against violence in Nandigram

Rohtak, November 12
The recent violent clashes in the Nandigram area of West Bengal have cast their shadow on Haryana, with the state chapter of the Socialist Unity Centre of India (SUCI) staging protest demonstrations at several districts against the alleged oppressive attitude of the West Bengal government.

On the other hand, the Haryana State Committee of the CPM has defended the West Bengal government and described the campaign against the party as propaganda by certain vested interests.

Members and sympathisers of the SUCI staged a demonstration at Chhotu Ram Chowk here today to register their protest against the alleged atrocities committed by CPM leaders on the people of Nandigram.

They burnt an effigy of West Bengal Chief Minister Buddhadeb Bhattacharya and submitted a memorandum addressed to the Prime Minister through the local deputy commissioner.

Talking to The Tribune, SUCI state secretary Satyawan said similar protest demonstrations had also been staged at Bhiwani, Rewari and Narnaul district today, while more such demonstrations would follow. He alleged that CPM leaders had been trying to curb people’s unrest with the help of criminal elements.

Meanwhile, in a statement issued here today, CPM state secretary Inderjeet Singh said certain vested interests were presenting the events taking place in Nandigram in a distorted manner as part of a misinformation campaign against their party.

He said the West Bengal Chief Minister had clearly stated in March that no land would be acquired at Nandigram. “Still, some anti-CPM forces were using all sorts of violent means to create a reign of terror to pursue their own agenda,” he maintained.

Bhiwani: The district committee of SUCI burnt an effigy of the Chief Minister of West Bengal and took out a procession against the Nandigram episode.

Later, SUCI activists submitted a memorandum to the Prime Minister through the deputy commissioner.

SUCI district secretary Zile Singh alleged that anti-social elements were killing innocent persons under the umbrella of the CPM government and the police.

To quell the voice of farmers protesting against the setting up of an SEZ, CPM activists were taking law in their hands.

Demanding stern action against the guilty, the committee has demanded adequate compensation to the kin of those killed and injured.

Govt land to be leased out for tourism: Kiran

The new tourism policy being formulated by Haryana envisages giving government land on long-term lease for the development of tourism-related infrastructure.

This was stated by Haryana minister of state for tourism Kiran Choudhry while speaking at the four-day World Travel Market (WMT), which opened in London today.

This, she said, was being done to open up new investment opportunities in the tourism sector.

A three-member delegation from the state led by Choudhry is participating in the WMT. The other members of the delegation are commissioner and secretary tourism Keshni Anand Arora and managing director, State Tourism Corporation, Satwanti Ahlawat. To project north India as a tourist destination, a joint effort is being made by the Haryana Tourism and Chandigarh Tourism which have jointly put up a stall in the Indian pavilion at the WMT.

The WTM is one of the premier international travel related events, which provides an effective platform for networking and meetings of the executives and leaders from all segments of the tourism industry worldwide. It also provides an excellent opportunity for showcasing and sourcing new products and services and to learn about the latest international trends and patterns emerging in tourism.

The participants include national and regional tourist organisations, tour operators, travel agents, hotels, airlines, cruise liners, railways, technology and communications and other travel related services.

Choudhry said Haryana was a pioneer in the concept of highway tourism, which had seen beautiful tourist complexes being constructed close to the national highways and some of the major roads passing through the state.

She said special tourist packages had been launched in association with the Chandigarh administration. To give a glimpse of northern India, a circuit, popularly known as North India circuit, had been designed with the help of the union government. The tourists could have a night and two-day trip from Delhi and could find the best heritage, historical properties along with modern architecture of Chandigarh and enjoy mountains along.

Students protest against bus services, block traffic

A large number of college students blocked traffic at two places in the district today protesting against the Haryana Roadways (HR) buses for not stopping at various routes.

The blockades resulted in traffic disruption for over 30 minutes at both the spots. Later, it was lifted after the intervention of village elders and police officials.

The first blockade was put at Kandela village on the Jind-Kaithal highway in protest against the buses for not stopping at the village.

It was claimed that drivers and conductors of the buses not only avoid halting at villages, but also try to harass and abuse students and other passengers, who manage to board the buses at main bus stands.

The agitating students said despite the provision of plying of local buses and halting of nearly all long-route buses at important places, including villages, the bus staff had not been following the rules and regulations.

They alleged that the students, who hold monthly and periodic passes, were considered as a burden and nuisance by the bus staff. The students faced a lot of problems in reaching their destinations and had to bear the brunt of the undesired behaviour of the bus staff.

Police officials persuaded the protesters to lift the blockade.

The second such blockade was put at Sandhil village located on the Narwana-Kithana road, when the youth stopped the traffic by putting logs and parking their vehicles on the road.

Meanwhile, in another incident an old-aged person died after he fell into a well at Khatkar village in the district.

NRI flees from venue of second marriage

Hisar, November 12
An NRI fled from the venue of his second marriage here last night after his first wife landed there with the police and relatives.

He has been identified as Nitin Kumar of Patel Nagar area.

Sources said Nitin, who is now residing in the USA, had first married a local girl, Divya, in 2002. Immediately after the marriage, he went to the USA and remained in touch with his wife for a few months on the telephone.

Divya alleged that he had demanded a hefty amount from her family for buying a house in America, which they could not arrange. After a few months, he severed all contact with her.

However, late last night she was informed that he was marrying a girl from Sangrur at a house in Urban Estate II here. By the time she reached there, the couple had fled, but his family members, who were present there, admitted that Nitin had remarried.

The police has registered a case and police parties have been sent to Sangrur and Delhi airport to apprehend him.

Punjabi Dharamshala to open on Jan 13

Punjabi Dharamshala, which is being constructed by the Shaheed Madan Lal Dhingra Smarak Samiti on the southern bank of Sannihit Sarover here, will open up for public on January 13.

This was stated by the president of the samiti, state president, INLD, and former minister for transport, Ashok Kumar Arora, at the dharamshala’s general body meeting held on its premises here last night.

Arora said the dharamshala would be equipped with all basic amenities.

He also appealed to the people to donate generously for the construction of dharamshala, which will cost around Rs 3 crore.

2 held in murder cases

The police has arrested two persons, who were absconding and were wanted for their alleged involvement in separate murder cases.

A drunkard husband, who had allegedly strangulated his wife following a family dispute, was sent to judicial custody, while the other one, who allegedly killed the husband of the woman, with whom he had illicit relations, was sent to 4 days of police remand.

The woman had already been arrested and was in judicial custody.

Giving details of the cases, SSP Anil Kumar said the police had registered a case yesterday on the statement of Tirlok Singh, a resident Dadiyan Talwandi, Punjab, whose daughter Narinder Kaur was killed by her husband.

She married Mastan Singh of Jagdish Pura village seven years ago.

Tirlok had allegedly strangulated Narinder following some altercation.

In another case, the police has arrested Pardeep Kumar of Maingalpur village of Jind district on the charge of murder of a man of Bhuna village of the district on October 30.

In the complaint, the father of the deceased had alleged that his daughter-in-law, Maina, alias Nanhi of Maingalpura, and the accused, Pardeep, had illicit relations. On October 30, Pardeep allegedly shot his son, who died on his way to the hospital.

The police recovered a pistol and cartridges from the site.

The police had arrested Maina soon after the murder and the accused, Pardeep, who had been booked under Section 302 of the IPC and under the Arms Act, was arrested by the police yesterday.

4 killed in road accidents

Yamunanagar, November 12
Four persons, including a woman, who were returning home after celebrating ‘Bhaiya dooj’ were killed in three road accidents during the past 24 hours.

Two persons of a family were killed in a road accident on NH 73 here yesterday. Poonam and his son Kunal were killed in the accident, while Dharampal, husband of Poonam, sustained serious injuries and was taken to a hospital. His condition was said to be stable. The victims were residents of Chhappar and were going to Ladwa on a motorcycle. The motorcycle was hit a car near Khuda village. Dharampal was driving the vehicle.

In another accident, a youth was killed and his two friends were seriously injured when their jeep rammed into a tree near Kalawar village here.

The three, Ram Dass, Karam Chand and Sanjeev Kumar, all residents of Gadi Kotaha, were returning home last evening. The jeep driver took a sharp turn to avoid a ‘nil gai’ and the vehicle rammed into the tree.

All three injured were taken to a private hospital.

Ram Dass (25) was later referred to the PGI, Chandigarh, but he succumbed to his injuries. The condition of the other two injured was said to be stable. They were on their way back home from their sister’s house in Kalawar village.

In another accident, Jaipal (35) of Bahadurpur village died when the motorcycle he was riding on was hit by a truck near Hathnikund barrage in Chhachhrouli block here. He was returning home from his sister’s house.

His son, daughter and Ramji Lal, who were riding on the motorcycle, sustained injuries in the accident.

Security guard of judge found dead

Jhajjar, November 12
The body of the security guard of Additional District and Sessions Judge was found in his car under mysterious circumstances near Asadpur Khera village of the district on the Rewari road late this evening.

According to information, a patrolling team of the Kulana police post spotted an abandoned car parked along the roadside outside the village.

A policeman found a man lying dead on the seat of the car, whom he recognised as constable Uttam Singh, who was deployed as gunman of ADJ M.C. Mehra at Jhajjar. The deceased’s service revolver was lying on the adjacent seat.

He immediately informed senior police officials.

The police has informed the family of the deceased living in Rohtak and also called the forensic experts to establish the cause of the death. The forensic experts are yet to examine the spot and it is not clear if it was a suicide or murder.

ASI’s grandson abducted

The abrupt disappearance of a 21-month-old boy, Madhur Yadav, grandson of ASI Daya Nand Yadav of Model Town police station here, from a shop at Punjabi Market here has caused a flutter among the police department.

It is reported that when his father Vikas Yadav and other members of the family were engaged in making purchases, the boy unnoticeably stepped out and was then presumably picked up by some miscreant.

The police, along with his family members, undertook a long search, but of no avail.

Later, on a complaint made by the boy’s uncle, Sunil Yadav, the police registered a case of abduction coupled with an intention of murder under Section 364 of the IPC in this regard.

Drivers ferrying BPO staff to be screened

The Haryana police has stepped up its vigil against drivers attached to BPOs and call centres to prevent crime against women employees.

The recent incident of rape and murder of Jyoti Choudhry, an employee of Wipro’s call centre in Pune, and similar incidents in Bangalore have necessitated this action to make employees working late at night in Gurgaon safe, a senior police officer said here today.

Talking to The Tribune, he said, “We have made registration and police verification mandatory for all vehicle drivers who pick up and drop call centre and BPO employees. It will be the duty of the employing company to ensure that no one on the wheels is without a police clearance.”

The steps had come close on the heels of crime reported from Pune on November 1. The Haryana labour department and the police would work together to ensure its success.

“We have worked out stringent norms for employers and cab operators and prescribed a set of rules that will ensure the safety of women travelling to and from home at night,” he said.

According to the norms worked out by the Haryana police, owners of all cab companies and officials of the call centres and BPOs would be prosecuted in the event of any mishap taking place. In this regard, ACP (West), Gurgaon, Sumit Kumar held a counselling session with the BPO cab drivers recently.

Police sources said the Business Process Industry Association of India (BPIAI) too has helped the police in formulating some norms and rules that would in turn be implemented at all places, where there was a fear of such a mishap taking place.

These guidelines for women employees would be widely circulated and BPO and call centre managements would be responsible for implementing them.

The BPIAI is in touch with companies asking them to educate their employees about the newly-formulated guidelines. It is also insisting that the vehicles ferrying employees should install radio transmitters/receivers that can be used by the occupants during an emergency.

It has further been decided that the labour department would issue necessary operational clearances to the BPOs only if it ensures safeguards for women employees that include deploying at least 10 per cent women in the late night shifts.

Deepender Hooda on stone-laying spree

Chief Minister’s MP son Deepender Singh Hooda went on an inauguration-cum-foundation stone-laying spree in Nahar block of Kosli subdivision in the district yesterday. Nahar block is part of his Rohtak parliamentary constituency.

At the outset, Deepender Hooda laid the foundation stones of Academy Bhawan and a 12-room science block at Government College, Nahar. These will be constructed at a cost of Rs 2.57 crore.

He then went to Government Senior Secondary School, Nahar, where he laid the foundation stone of a classroom block which would be constructed at a cost of Rs 4 crore under the Sarv Shiksha Abhiyan. He also inaugurated a newly constructed classroom.

Later, he inaugurated a Rs 90 lakh waterworks project at Kuhard village, which would provide drinking water to residents of Nahar, Kuhard and Bharangi villages.

The MP wrapped up his Nahar tour with the inauguration of a Rs 1.27 crore 33 kV power sub-station in Bisoha village.

Earlier, addressing a public meeting at Nahar, he asserted that the present state government was carrying out development works in all parts of the state without any discrimination while making all-out efforts to live up to the expectations of the people.

At another public meeting at Kuhard, he assured the peasantry that the Hansi-Butana Link Canal, whose construction work was nearing completion, would provide water to farmers of Rewari, Mahendragarh and Jhajjar districts.

The MP was accompanied by local legislator Anita Yadav, parliamentary secretary Rao Dan Singh and deputy commissioner Chander Prakash among others.

9 IAS officers transferred

The Haryana government has issued posting and transfer orders of nine IAS officers with immediate effect.

Roshan Lal has been posted as director and special secretary, rural development vice Ashok Khemka, who has been posted as director, consolidation of holdings, land records and special collector, headquarters, and special LAO, Haryana, against a vacant post.

N.C. Wadhwa, labour commissioner and director, ESI, has been given additional charge of director, employment, vice Krishan Kumar, who becomes special secretary, general administration, in place of Sumita Misra, who has been posted as director and special secretary, agriculture and director, renewable energy sources.

S.N. Roy becomes special secretary, PWD (B&R), and architecture departments, vice Sant Kumar, who has been posted as special secretary, Home-I, in place of Ashok Yadav, who has been posted as director and joint secretary, social justice and empowerment and welfare of SCs and BCs department.

J.P. Kaushik, commissioner, Rohtak division, has been given the work of director and special secretary, archives, archaeology and museum, in addition to his present assignment.

Crackdown on PDS dealers

Chandigarh, November 12
The state food and supplies department has said it has cancelled the licences of 276 dealers for committing various irregularities in the public distribution system during the first four months of the current financial year.

A spokesperson for the department said yesterday that an intensive campaign to improve the functioning of fair price shops in the state had been undertaken in which the department had forfeited the security amount of 790 erring dealers, amounting to over Rs 5.55 lakh, during the period.

As many as 29 cases had been registered with the police against dealers for indulging in malpractices in the distribution of essential commodities and 16 persons had been arrested during the same period.

He said a network of 9,589 fair price shops, 2,678 in the urban areas and 6,911 in the rural areas, were supplying essential commodities at reasonable rates to residents.

Conference on dairy foods from tomorrow

A four-day international conference on traditional dairy foods will be organised here by the National Dairy Research Institute (NDRI) under the auspices of the Dairy Technology Society of India (DTSI) from November 14 to 17, said Dr Sushil Kumar, director, NDRI.

Dr Mangala Rai, secretary, department of agriculture and education, and director-general of the Indian Council of Agriculture Research, will be the chief guest while Dr K.M. Bujarbaruah, deputy director-general (animal sciences) ICAR, will be the guest of honour at the inaugural function.

Dr Kumar added that nearly 600 scientists, researchers,dairy food manufacturers, traditional food anthropologists, professionals working in the field of dairy technology and food processing from Finland, France, Ireland, Italy, New Zealand, the USA, Brazil, Croatia, Denmark, Egypt, Iraq, Nepal, Portugal, Sri Lanka, Sudan and India will take part in the conference.

Sunil Sharma (30) and Bhim Sharma (20), both residents of Narsinghpur Garhi village, 15 km from here, were killed when their Tata Safari rammed into a tree while reportedly trying to save a stray antelope on the Tankri-Rewari road near Tankri village, 12 km from here, last night.

The duo, along with a third occupant who escaped unhurt, were coming from Tankri to Rewari in connection with an urgent piece of business when the mishap occurred. Sunil Sharma was driving the vehicle.

Yadav said work on the Shergarh-Guna link channel and the Dhanheri, Kheri Sher Khan, Dewara, Modakhera, Bhudana, Chattar, Nainakotra and Kheri Sheoran minors was in progress.

The capacity of the Barsola minor was being increased, he said, adding that nine minors and distributaries which had been completed already were the new Samani minor, the escape channel, the Sukhchain distributary, the Udiana distributary, the Sant Nagar minor, the Pokhra minor, the Balsar minor, the Mangla minor and the Rangui Kharif channel.

MC to challan erring pig breeders

The Yamunangar Municipal Committee has decided to tighten the noose on pig breeders who allow their animals to stray on roads. The MC will challan the offenders.

Stray cattle create a lot of problems for vehicle drivers on roads and also damage lawns and plants in residential areas. Besides cows, pigs also create a nuisance. Roughly, there are more than 5,000 pigs in the Yamunanagar municipal area.

The MC staff will start catching pigs found straying on roads and public places. A few years ago a similar drive was launched and the MC had succeeded in reducing the menace caused by pigs.

Hospitality charms Pak farmers

About 700 km away from their home at Mailasi in Punjab province of Pakistan, three progressive farmers are enjoying the hospitality of people speaking their own language and having almost the same culture.

Hazi Gulam Nasir, Qazi Fahim Iqbal and Qazi Saleem Iqbal, the three Pakistani guests, who came here on the invitation of some local progressive farmers, are bowled by the hospitality being received here.

Their hosts, Batra, Chaudhary and Gera families of the town, came to settle here after the partition and have fairly good landholdings at Fatehabad and surrounding villages.

The Punjabi Hindu families came here from Mailasi tehsil of Pakistan and were considered rich farmers before the partition too.

C.P. Batra, Manohar Gera, Vinod Mehta, Sunil Chaudhary and Ramesh Sachdeva, five members of these families, had visited Pakistan during the Indo-Pak cricket series in 2004 and 2006 and had visited Mailasi on the invitation of Javed Ahmed Khicchi, a minister in Punjab provincial government and his kin Sardar Khan Khicchi, a rich and progressive farmer of that area.

During their sojourn at Mailasi, the Indian agriculturists enjoyed the hospitality of Hazi Gulam Nasir and Iqbal brothers.

In reciprocation of their visit, the Indian families invited their Pakistani friends to visit Fatehabad.

Here at Fatehabad, the Pakistani guests are enjoying the company of families, whose elders had migrated here from their own land Mailasi.

Their hosts speak in ‘Sirayaki’, the dialect used in Dera Ghazi Khan, Multan, Lodhran, Khanewaal, Jhang, Veharhi, Bahawalpur and Muzzafargarh districts of Pakistani Punjab. Mailasi tehsil falls under Veharhi district.

Even, the cuisines being served to the Pakistani guests are not different from what they get back home except for the fact that they take more non-vegetarian stuff in Pakistan.

While the youth of the host families share their views on education facilities and job opportunities in the two countries, elders inquire about the houses and fields left by them at Mailasi during partition.

The Tribune caught Qazi Fahim Iqbal and Qazi Saleem Iqbal while they were watching Indo-Pak one-day international being played at Kanpur yesterday at the residence of Dev Raj Batra, a local philanthropist and president of the Manohar Memorial Group of Educational Institutions.

The duo said an average Pakistani, earlier, watched cricket matches played between the two countries as if they were fighting a war, but now they simply enjoy the game and did not bother about the result.

Info: Babudom asked to adopt pro-active approach

Haryana chief information commissioner G.Madhavan today urged babudom to adopt a pro-active approach to the matter of providing information to the public under the right to information.

Madhavan, who held a meeting with officers of the district to spread awareness on the commission and the right to information, suggested that if the informaton sought from a department did not concern it but another department, the matter should be promptly forwarded to the relevant quarters.The petitioner for the information should not be made to run here and there, he added.

He said departments which were loaded with the work of giving information should appoint more than one information officer. He said that getting information was the right of the public and a vital step in strengthening democracy.

He said a petitioner was entitled to get information from the department concerned within one month of the date of depositing the fee.

‘Dalit chetna rally’ on Dec 6

Criticising the government for its inability to protect the rights of Dalits in the state, INLD general-secretary and MP Ajay Chautala today said the INLD would be organising a ‘Dalit chetna rally’ on December 6 in Hisar.

The motive of the rally would be to spread awareness among Dalits about their rights and ask them to fight together against the atrocities being committed on them.

While addressing a press conference here, he also criticised the damage made to a statue of Dr Bhim Rao Ambedkar in Ellenabad town of Sirsa district on Saturday.

Besides, he also levelled allegations of corruption on the state government.
