Jhajjar, November 5 Sources said the driver of the Canter (loaded with plywood) did not notice the Ferozepur-Mumbai Janata Express. The train hit the vehicle and dragged it up to half a kilometre. All three occupants of the Canter died on the spot and are yet to be identified. Railway driver Prem Chand and a guard also received serious injuries and were taken to the PGI, Rohtak. Bahadurgarh SDM Sushil Sarwan and railway and police officials went to the spot as the track remained close for about an hour. The accident occurred at about 11.50 am when the 2024 Janata express coming from Ferozepur collided with the Canter (HR 38D 2962). The engine of the train also developed a snag after the accident and had to be attached to another engine to take it to the nearby Asaudha railway station for repairs. Later, the train started for its destination after a delay of over an hour. |
Tax Waiver 3.5 lakh families to benefit in Gurgaon
Gurgaon, November 5 Though the decision will provide a big relief to the people residing both in urban and rural areas, the state government will lose a large chunk of revenue. According to the official data, about Rs 53 lakh was recovered as ‘chulha’ tax from about 2.75 lakh families residing in villages of the district. At least Rs 32.14 lakh ‘chulha’ tax was outstanding towards villages of the Sohna Block alone. Likewise, ‘chulha’ tax arrears of more than Rs 70,000 in Gurgaon block, Rs 1.43 lakh in Patoudi block and Rs 4.15 lakh in Faruknagar block was pending towards the villagers, which they have to clear before the end of this financial year to get relaxation under the state government’s scheme. As a result of waiving house tax, about Rs 4.5 crore would stand waived from April 1, which municipal committees used to recover from house owners. Gurgaon Municipal Council alone has about 46,000 residential houses, which pay about Rs 4.27 crore as house tax to the council. The Sohna Municipal Committee gets about Rs 5 lakh as house tax from 2,500 dwellings. Similarly, Patoudi and Helimandi Municipal Committees get about Rs 5 lakh from house tax recovery. |
State’s human rights mechanism questioned

Chandigarh, November 5 The directions were issued by a Division Bench, comprising Chief Justice Vijender Jain and Justice Mahesh Grover, on a petition seeking the setting up of a state human rights commission in Haryana. The state, in its reply, submitted that the government had considered the matter and being of the view that there was an adequate mechanism to deal with the grievances of the people decided there was no need to set up a separate state human rights commission. The petition was filed by Peoples Union for Civil Liberties. The Bench ruled: “Although it is the domain of the state to say that for certain reasons at a particular stage it is not in a position to have a state human rights commission, but to say that there is adequate mechanism available to deal with the grievance of people under existing administrative hierarchy is against the spirit of international treaties….which stress upon the protection of human rights. As to which authority should deal with the grievances with regard to human rights concerns raised by citizens and whether such a mechanism available with the state is adequate or inadequate cannot be judged by the same authority against whom such grievances are raised and such matters are open to scrutiny of court.” Overloaded cabs: Notice issuedTaking up a petition filed in public interest by an Ambala district resident alleging overloading of private vehicles and their running without valid permits, a Division Bench of the Punjab and Haryana High Court, headed by Chief Justice Vijender Jain, today issued notice of motion for February 24. In his petition against the State of Haryana, Panchkula and Mohali deputy commissioners, Panchkula Municipal Council and other respondents, Davinder of Baknaur village in Ambala district claimed that private vehicles, without necessary permits, were carrying persons beyond the specified capacity. Seeking directions for the implementation of the Motor Vehicles Act in true spirit, the petitioner added maxi-cabs were also carrying ignorant villagers on the side panels or running boards. He submitted that cabs were carrying up to 30 passengers, even though 10 to 12 passengers could travel. Quoting a news-report, he added that on July 27 as many as 10 persons were killed and 16 injured when the maxi-cab they were traveling in met with an accident on Hamidpur-Kala Amb road. |

Jagadhari, November 5 According to reports, the children, who had gone to play by Yamuna river, picked the fruits of jathropa tree growing in abundance by the riverside and ate the kernels. The sick children were found by a woman, Rasho, who came looking for her children when they failed to return home. When Rasho (40) ate the seeds collected by the children, she also became nauseated and rushed to her neighbours at Harijan Basti to bring other parents. The parents rushed the children to various private nursing homes in Jagadhri town. While the woman and seven children were discharged after a few hours of treatment, eight children were still hospitalised and kept under observation. — UNI |

Rohtak, November 5 The protesters, carrying yellow flags and raising slogans against the Congress regime in the state, reached the office of the naib tehsildar and submitted a memorandum to him which was addressed to the Haryana Governor. Former state minister Krishan Murti Hooda led the protesters. They also sought support for the Bishnoi camp and invited the local residents to his proposed rally to be held at Rohtak on December 2. In the memorandum, the supporters of former Chief Minister Bhajan Lal drew the attention of the Governor to the “backwardness” of the Kalanaur Assembly segment. |

Yamunanagar, November 5 In their complaint to SP C.S. Rao, the Dalits alleged that Nitu was involved in the killing of Birampal, a Dalit of the village, but the police had failed to take proper action against him. In the complaint, signed by several Dalits, it was also alleged that Nitu and some other people had harassed and thrashed them in the past and had teased women of their community. They alleged that yesterday at around 9.30 pm, several persons of the village reached their basti and fired into the air. |

Chandigarh, November 5 Though officially, the two states are contesting their cases independently before the apex court as well as the Central Water Commission (CWC), they are adopting common tactics to delay the final outcome. A senior officer of the Haryana Irrigation Department, who is well versed with the proceedings before the CWC, said: “Punjab and Rajasthan are behaving like a litigant, who knows that his case lacks merit and he is bound to lose it before the court. Such a litigant does his best to delay the case.” The Supreme Court, which has seized of the matter, directed the CWC on October 5 to call the three states on October 12 to examine the technical aspects of the objections raised by Punjab and Rajasthan over the construction of the canal, which would take Haryana’s own share in the water of the Bhakra Main Line (BML) canal to its parched areas. Haryana was already getting this water from the BML. The CWC was also asked by the apex court to try for an amicable settlement between the three states. Punjab and Rajasthan did not bring any brief on October 12. The CWC gave them time till October 19 to file their submissions and a reply, if any, by October 26. On October 25, Rajasthan and Punjab requested the commission to grant further extension. They also requested that they should be allowed to bring their advocates before the CWC, which has now fixed November 12 as the next date of hearing. Interestingly, the Supreme Court had asked the CWC to give its report by November 12, when the case is scheduled to come up for further hearing in the apex court. The commission would obviously seek an extension in the deadline fixed by the court. This serves the purpose of Rajasthan and Punjab. In order to amicably resolve the issue, Haryana has given two undertakings to the CWC, stating that it would give the control of the regulator gates through which the BML water would flow into the Hansi-Butana canal to the BBMB. Haryana also undertook that in future if the commission asked it to construct a particular structure on the canal to save Punjab from the floods, it would promptly do so. Haryana has conveyed to the CWC that the apex court had asked it to only examine the technical aspects of the objections of Punjab and Rajasthan. If the advocates were allowed in its meetings, they would raise legal issues, to deal with which the commission was neither competent nor authorised by the apex court, which itself would deal with any legal issue. Many Congress leaders in Haryana feel that Rajasthan and Punjab are trying to blackmail Haryana over the Hansi canal, which is a matter of commitment with the Hooda government. General secretary of the media cell of the Haryana Congress Lakhwinder Singh Lakha alleged that since the construction of the Hansi canal did not suit the INLD politically, it had persuaded the Akalis to create unnecessary hurdles in its construction. He said the BJP, which was the ruling party in both Punjab and Rajasthan, had also joined hands with the Akalis and the INLD, its potential ally in the next elections, to harm the interests of Haryana. |
HUDA to float public issue
Panchkula, November 5 Under this move, HUDA plans to make its own subsidiary company for the purpose of development of commercial areas instead of limiting its scope to merely selling plots. Through this new company, HUDA intends to not only sell commercial sites but also to construct commercial buildings like malls, hotels, multiplexes and the like. Chief administrator, HUDA, T.C. Gupta said, “HUDA will continue to perform its functions in the present form except auctioning of commercial property. After appointment of the consultant, the auction and development of commercial property will move into the hands of this newly floated company.” Moving from auctioning of land to developing the same in partnership with a private company, the hidden agenda remains to make money and augments its earnings by floating its shares in the market. For the purpose, HUDA is likely to shoot from the shoulder of this new corporate entity. Sources said the market value of HUDA’s commercial properties was worth Rs 30,000 crore. If with this value of land, the subsidary floated a public issue, the market capitalisation as per the present trend would be at least three to five times of the market value of the property. Therefore, even if 10 per cent of this share of the newly floated company is sold to the public, resources worth at least Rs 10,000 crores would be available to HUDA and the state government. This money, sources say, would be utilised for the development of the state. Sources said once the last date for submission of applications for engagement of the consultant expired, the selection process could take over anything from a fortnight to a month. Once the appointment was made, HUDA would take about six to eight months to come out with a public issue in the name of the subsidiary. The idea is to share the revenues with the company. |
Live shell found in Fatehabad
Fatehabad, November 5 The shell, ostensibly of Bofors gun, was about 50 kg in weight. According to reports, children, who were playing near the village pond, stumbled upon the shell. They informed the village sarpanch, who in turn called the police. The police took the shell to Badopal police post and informed Army authorities at Hisar cantonment. Major Subramaniam from the Hisar cantonment reached Badopal and after inspecting the shell told the police that the shell was live but was inactive due to absence of a fuse conductor. The shell, according to police sources, could have gone off despite the absence of the fuse conductor. Army officials have for now buried the shell in the ground and said they would visit the village again for diffusing it. The villagers said a contingent of Army had stopped near the village sometime back for their usual drills. They could have left the shell by mistake, they added. The police, meanwhile, is waiting for the report from the Army authorities before taking action in this regard. |

Campaign against crackers to be launched
Chandigarh, November 5 Presiding over a meeting of officials here, Choudhry said they should involve school children in the campaign because normally they asked their parents to bring crackers for them. If the children were convinced that the crackers were harmful to the environment, they could play a constructive role in persuading adults not to burst crackers. The department will launch the campaign through Eco Clubs constituted in educational institutions. Students will be administered the oath not to use crackers. Chairman of the Pollution Control Board D.S. Dhesi will launch the campaign from the state capital on November 7. |
Stop FDCs, drug makers told
Fatehabad, November 5 State drugs controller (SDC) R.M. Sharma has issued notices to drugs manufacturers asking them to stop manufacturing 294 FDCs, sanction for which have been issued by the state authorities in violation of the DCGI orders and 35 FDCs, which have been rejected by the DCGI for lack of adequate support data. Notices have also been issued to stop manufacturing 12 FDCs banned by the DCGI. FDCs are combinations of two or more drugs, which have mushroomed in the market of late. Though in some cases the FDCs are based on rationale, in many cases these have been found irrational and drug companies have been coming out with these combinations just to introduce new drugs. The orders from the SDC came after the DCGI issued directions to the SDCs at a meeting held in Shimla last month. Directions have also been issued to retailers and wholesalers all over the state to return the stocks of these drugs lying in their shelves to the manufacturers with intimation to the drugs authorities. Yamunanagar district, according to sources from the drugs department, has become the first district in Haryana to have completed the first phase of weeding out 35 FDCs from the market. District drugs inspector, Yamunanagar, Lalit Goyal played major role in making the district free from irrational combinations of drugs. Earlier, all Yamunanagar chemists had installed air conditioners and adopted the clean room concept by setting up aluminium and glass fittings in their shops. Sources said orders regarding another list of 294 irrational combinations were awaited as licences for these FDCs had been issued by some state drugs authorities but as per law these could have been approved by the DCGI only. |

2 killed in accidents
Rewari, November 5 Car driver Roshan Lal died while Jitender and Kamal, all residents of Jaipur, were seriously injured when the car they were travelling in was hit by a trailer on the Delhi-Jaipur highway, near Odhi, 18 km from here, yesterday. The mishap occurred when they were returning from Yamunanagar to Jaipur. Jitender and Kamal have been referred to Delhi by doctors. The police has booked the trailer driver, Madhu Singh of Ajmer, for rash and negligent driving. In another accident, a youth from Bihar, Ram Kumar, who worked at a factory in Kapriwas village, near Dharuhera, was reportedly crushed to death by an unknown vehicle on the Delhi-Jaipur highway, near Kapriwas, on Saturday. The police has registered a case in this regard. |

Kurukshetra, November 5 District police chief Amitabh Dhillon today said during the investigation, the police found that the deceased, a resident of Raanchi in Jharkhand, had an intimacy with Madra of Sarhoda village, Sukhram of Bangra village and Jiwan of Jalasar. Later, villagers told the police that Raju and few others had consumed liquor last Saturday at Bhorsaidan village. The district police chief further said Madra, admitting his crime, said Raju had teased his wife, so he along with Sukh Ram and Jiwan killed Raju. |

Tractor thief arrested
Fatehabad, November 5 SP Saurabh Singh informed mediapersons that Jagsir Singh, a resident of Kishangarh village of Mansa district of Punjab, had lodged a complaint with the police at Ratia on September 19 that two unidentified persons had robbed him of his tractor after hiring it for ferrying some construction material. The police nabbed the person identified as Satpal, alias Kala, when he came to sell the tractor here, which he had robbed from a farmer of Sarsod village. The police produced the accused before the Judicial Magistrate, who remanded him to police custody till November 8. |

Rewari, November 5 The miscreants, who were armed with lethal weapons, reportedly looted the cash and three mobile phones from the drivers and other occupants of the vehicles and then fled with the booty. The vehicles, which were coming from various parts of Rajasthan, were on their way to Delhi. The police has registered a case under Sections 394 and 341 of the IPC in this regard on a complaint filed by the canter driver, Babu of Gurgaon district. |

Goldsmith robbed Ambala, November 5 The incident took place at about 6 am when Rajesh Kumar, resident of Sarafa Bazar, was going to work. He works as a goldsmith at a jeweller’s shop in Jagadhari. He was stopped by two motorcycle borne youths near the railway road. The youths assaulted him and snatched his bag which contained gold ornaments including a chain, ring, piece of gold and cash. They threatened him with dire consequences. Later, he was taken to civil hospital, Ambala Cantt. The victim informed the police that he recognised the youths who attacked him and snatched his bag. |

Photo-electoral rolls’ revision on Ambala, November 5 This was stated here today by Sajjan Singh, chief election commissioner-cum-financial commissioner and secretary to the government of Haryana, while presiding over the meeting of deputy commissioners, at Panchayat Bhawan, Ambala. He said photo-electoral rolls were published on August 31 and the Election Commission of India had ordered to review the same by taking January 1, 2008 as the deadline and will be published by January 10, 2008. He added the proof of age and residence must be kept in mind while photo-electoral rolls are reviewed. The financial commissioner added that some discrepancies had figured in the last electoral rolls. |
