3 get 10-yr RI for minor’s gangrape
Yamunanagar, November 2 Amit Kumar, Chander Kant and Ravi Kumar, all residents of Rasulpur village in Sadhaura here, were found guilty under Section 376 (2) (g) of the IPC. The three had gangraped a 14-year-old girl of the village on September 2, 2006. The girl was returning home along with her mother and grandmother after paying obeisance at a temple. She went to answer nature’s call near a village school when the three overpowered her and raped her. They later abandoned her near a house in the village at around midnight. She reported the incident to her uncle Mehar Chand and his wife. The family reported the matter to the police. The girl had lost her mental equilibrium after the incident and was provided emergency treatment to restore her sanity. She was sent to Bal Kunj of Chhachhrouli. Her father had said in the court that she had become an object of ridicule in the village community. He had approached the deputy commissioner in this regard who advised him to send the girl to Bal Kunj. |
Farmers block highway

Jind, November 2 The paddy procurement came to a halt for several hours at the main market in Jind. The procurement restarted after district officials intervened in the evening. Market Committee officials have lodged a compliant against two persons in connection with the incident. This was the third time in the past one month when farmers had squatted on the road in protest against the alleged irregularities in the process. A total of 2.10 lakh quintals of paddy have been procured so far. About 7 lakh quintals had been procured from the local market last year. A large number of farmers, who were unhappy over the method adopted by the traders to buy the produce from the market, came out on the main road and blocked the traffic demanding restart of the process through auction method instead of random rate announced by the purchasers. It was alleged that buyers, mostly private parties, had been violating the legal manner and had been resorting to unfair means to avoid payment of proper rates to the farmers. They said the traders had not been showing interest in the purchase of lower and medium quality of the 1121 and the Muchhal variety. Farmers alleged that the traders harassed them by offering rates as per their wish instead of taking to the auction method. It is claimed that the auction method had just been a formality and the traders had not been seriously following the proper process causing financial loss and undue harassment. The SDM and police officials intervened and held a meeting of all concerned. While the traders alleged threatens and abuse by certain elements, who they claimed were outsiders, the farmers asked the authorities to ensure that the procurement process was followed as per norms. While the authorities claimed that the matter had been resolved and the procurement had been started again, secretary of the Market Committee Shyam Sunder said a complaint had been lodged with the police in connection with manhandling of some traders and market officials by two youths, who he said had disrupted the process this morning. He said the accused, who were not sellers, were trying to create a nuisance. It is stated that while the procurement of the Parmal variety was mainly done by the government agencies, the purchase of the main varieties like 1121 and the Muchhal ones was being done by the traders and the majority of the supply in the market this season had been of the Non-Parmal varieties, which had been fetching handsome rates. |

Chandigarh, November 2 Hooda’s critics were of the view that like Punjab, where Capt Amarinder Singh ignored the urban areas, as a result of which the urbanites in that state voted for the BJP in a big way, leading to the defeat of the Congress, in Haryana too the Chief Minister was adopting the same approach. Like Punjab, in Haryana also the mainstay of the Congress has been the urban areas. If the Akali Dal is considered to have a claim over the rural voters in Punjab, in Haryana it is the Lok Dal which considers the rural areas as its main constituency. Hooda’s criticism was not without substance. So far, all major decisions taken by Hooda benefited the rural areas, may it be the waiving of Rs 1,600 crore in power arrears, fixing the minimum floor rates for land acquisition or giving panchayat land to farmers on lease for 99 years. House tax in the urban areas became a major issue after its rates were increased enormously during the INLD regime. The formula to calculate house tax was changed. Earlier, it used to be 10 per cent of the actual rent received by the owner. On self-occupied houses, the tax used to be calculated on its fair rental value. However, under the new formula, the rental value of a property was calculated on the basis of the collector’s rates. In many cases the house tax exceeded the rent received by an owner. The problem was more acute in new colonies and sectors developed by HUDA because here the land prices were much higher than those prevalent in the old colonies. Many landlords felt that they had become tenants in their own houses, so high was the house tax. At that time the Congress leaders had made it a major issue against the Chautala government. They had also promised that if their party came to power, the rates of house tax would be rationalised. But the Congress never promised that it would be abolished. Whenever Hooda was reminded of the Congress leaders’ promise on the house tax by his friends, he would keep silent. But his body language would not leave anyone in doubt that he had something on his mind but would open his cards only at some appropriate time. Now when his term is half over, he played his master stroke. After this financial year no house tax would be levied on self-occupied houses. However, it would continued to be levied on commercial property and rented houses. According to senior minister Mange Ram Gupta, the decision would benefit over nine lakh families and mean a loss of about Rs 35 crore to the civic bodies. |

Chandigarh, November 2 The Bench also directed that there should be no let up in the treatment. The Bench, comprising Chief Justice Vijender Jain and Justice Mahesh Grover, issued the directions on a petition by Lawyers for Social Actions. In the petition, it was stated that directions should be issued to the authorities concerned to pay adequate amount for renal surgery to be performed on Kanta Devi, who lost her kidneys and was now fighting for her life at PGI, Chandigarh, due to negligence and misdemeanour on the part of a surgeon. Seeking action against the surgeon concerned, the petition added that directions should also be given to the authorities to pay compensation to the tune of at least Rs 10 lakh for ‘gross negligence’ on the part of hospital authorities. The petitioner said on October 20 both her kidneys were removed despite a CT scan report indicating that they were fused. She was later taken to PGI and needed Rs 2.50 lakh for medical surgery and other expenses. The notice has been issued for November 26. |

Rs 700 crore water scheme okayed
Faridabad, November 2 According to senior deputy mayor of the MC Shivcharan Sharma the scheme involves an expenditure of about Rs 700 crore. The scheme approved by the MC will be sent to the centre as the project will be partly financed by it. He said the house also gave its approval to the drawing of water from the foothills of the Arvalis. The scheme of drawing water from the foothills is in addition to the rainy well water scheme. The existing rainy well water project is based along the banks of the Yamuna. Tubewells are sunk ,water collected at one pool, treated and distributed to the areas falling in Faridabad. However, the scheme needs to be augmented in view of the growing demand for water. The proposed new project will be implemented not only along the Yamuna but also other sources like the Gurgaon canal. It also depended in what shape the centre cleared the scheme, Mr Sharma added. The house also gave approval to a proposal of HUDA to remove jhuggis along the Gurgaon canal. The canal starts from Okhla, passes through Ballabgarh and Faridabad and enters Gurgaon. Although HUDA specified 3,000 colonies, sources say that the number of jhuggis along the sides of the canal is more. A resolution was passed in its favour with the rider that HUDA will bear the cost of rehabilitation of the affected residents. |

Kurukshetra, November 2 This was stated by Haryana Chief Minister Bhupinder Singh Hooda while addressing a huge gathering after unveiling the statue of late Babu Dharam Chand Gupta, noted socialist and philanthropist of Ladwa, 20 km from here, today. He also inaugurated a rehabilitation centre for physically handicapped children. While enumerating the schemes for power generation in the state, Hooda said the synchronisation of the first unit of the Deen Bandhu Chhotu Ram Thermal Power Plant on the occasion of the Haryana Day had been successfully completed while the second unit of the same power plant would be commissioned by February 2008. Referring to the demand put forward by local MLA Ramesh Gupta, the Chief Minister assured that a mini park and a stadium would be constructed near the statue as the government had already released a sum of Rs 6 lakh for the construction of the stadium. The Municipal Committee, Ladwa, would also have to deposit 10 per cent of its share, he added. MP Naveen Jindal, Ramesh Gupta expressed gratitude of the Chief Minister for initiating a number of welfare schemes in the state. |
Rohtak police to have senior citizen cells
Rohtak, November 2 Explaining the plan, SSP Hanif Qureshi said the cells would prepare a list of the senior citizens in their respective areas of jurisdiction. These lists would also contain the contact numbers of the neighbours and relatives of the senior citizens. The cells would provide all possible help and assistance to the elderly, Qureshi said, adding that medical aid would also be arranged in the event of need. He maintained that local councillors and residents’ welfare associations would also be roped in for the identification of the senior citizens. Registration forms would soon be provided to the senior citizens for the maintenance of proper record in this regard. “Patrolling parties of the police would enquire about the well-being of the elderly residents on a regular basis,” the SSP asserted. A booklet for the benefit of the senior citizens would also be prepared and circulated, he said, adding that the cooperation of NGOs and other social and voluntary organisations would also be sought. |

Dowry demand not met, groom, mother disappear
Gurgaon, November 2 Chibber had fixed the marriage of his daughter with Rakesh Bhardwaj through a matrimonial service. All arrangements had been made for the marriage and even the invitation cards had been distributed. A week ago, Chibber received a call from the groom, who demanded Rs 25 lakh for purchasing a flat in Gurgaon. When Chibber showed his helplessness in paying such a big amount, the groom’s mother tried to extend the date of the marriage till January making some false excuses. Chibber said after the incident, Bhardwaj started avoiding their calls and for the last two days both mother and son were out of town. Bhardwaj worked as a software engineer in Gurgaon. SHO Sukhbir Singh said the aggrieved party had lodged a complaint against Bhardwaj and his mother. |

Fatehabad, November 2 Passersby noticed him lying without any movement in the morning and informed his father Nand
Kishore, who lives in a nearby dharamshala. He was cremated later by his family members. Mohan (30) had been crying for “mercy death” ever since his family had discarded him after the detection of his HIV positive status. The victim had contacted the deadly virus while working as a truck driver in Punjab. The hospital authorities had discharged him after they came to know of his HIV positive status. The victim’s wife also deserted him and went to her parents’ place with her two-year-old daughter. Mohan’s father Nand Kishore (70) had to sell his ancestral house to the arrange wherewithal for the treatment of his son. Three factories sealed

Rohtak, November 2 According to an official statement issued here today, these factories used to bottle their produce in the bottles of popular brands like Pepsi, Fanta, Mountain Dew and Seven Up and McDonalds soda, apart from some local brands. Several machines, devices and other material used in the process, besides some soft drink concentrate and empty as well as filled bottles of soft drinks have been seized. The police has arrested Pankaj of the local Dairy Mohalla and Suresh, alias Pappu, of Babra Mohalla and a case has been registered against them. Two of the factories are located in Rainakpura and one in Babra Mohalla. |
4 booked for dowry death
Bhiwani, November 2 In a report lodged with the police, Jaswant Singh of Gorachhi village, brother of the deceased, alleged that his sister Sunita was married to Rakesh, son of Santosh, of Saral village in May 2005 and had given adequate dowry. He said Sunita was being harassed for dowry and had once been ousted from the house. They sent back Sunita after giving Rs 20,000 to Rakesh on October 29. Last night, they were informed that Sunita had consumed poison. The police has registered a case under Sections 304-B and 34 of the IPC against her husband Rakesh, sister-in-law Kamlesh, mother-in-law Misro and father-in-law Santosh.

Following the DPC meeting, John V George was posted as director-general, prisons. The post had fallen vacant after Vikas, a 1970 batch IPS, retired from service on October 31. George was earlier posted as ADGP, crime. S. C. Sinha, the other IPS officer whose promotion was approved by the DPC, was posted as director, state vigilance bureau (SVB). Sinha was earlier an officiating director of the SVB. |

Haryana first to adopt solar water heating
Ambala, November 2 Shayin said solar water heating systems had to be implemented in industries, hospitals, hotels, jails, cooperative group housing societies, residential accommodation of the housing board and residential houses built on 500 yards plot or more. He said the system had been made compulsory for all government accommodations, residential schools and students’ hostels. The Haryana Government had given a subsidy worth Rs 5,000 on purchase of 100 litre and Rs 10,000 on 200 litre capacity of solar water heating system. He said institutions like orphan homes, old age homes would be provided with the system free of cost.
