Orders on dera chief’s bail plea today

Ambala, October 24
The police has made tight security arrangements in view of the orders of Dera Sacha Sauda chief Gurmeet Ram Rahim Singh’s bail plea, which is to be pronounced by a special court of the CBI tomorrow.

The arguments on the bail application were concluded on October 22 and Judge R.K. Saini had reserved the order till October 25.

A large number of dera devotees are expected here tomorrow to know the fate of their head.

Earlier, on October 4, when the dera chief had come to Ambala city to appear in the court, around 50,000 devotees had come to the city to offer their moral support.

One company of the Rapid Action Force (RAF) reached the city today. The RAF flagged march in the city.

SP K.V. Ramana had also summoned a meeting of senior police officers of Ambala today evening to discuss the security arrangements in the court complex.

It is to be mentioned that the three cases, which are pending in the courts of Special Magistrate of the CBI will be committed to the Sessions Court on October 27.

Legal experts are of the view that the presence of the dera chief is mandatory on October 27.

MDU to disaffiliate BEd colleges fleecing students

The Maharshi Dayanand University (MDU) authorities have issued a warning to self-financing BEd Colleges affiliated to the university against charging any excess fee over and above the prescribed fee of Rs 38, 500. This fee includes Rs 5,000 charged by MDU during the admission counselling.

The dean of MDU’s college development council, Prof Nina Singh, has issued a public notice in this regard, warning the self-financing colleges of education to desist from charging excess fees.

“If any college has charged excess fee on account of any additional fee/services under the provisions of Clause 10 (fee structure) of the BEd prospectus (2007-2008), then proper receipt for the same shall be issued by the college authorities for such optional facilities/services. In case any student does not wish to avail himself of any such facility and has paid the fee for the same, the college concerned shall immediately refund the amount so charged,” the notice maintains.

The dean has asserted that any college found violating the guidelines issued by the MDU administration will face disaffiliation proceedings.

The university had, vide its office letter issued on September 14, clearly asked the self-financing BEd colleges not to charge any excess fee. However, a number of students of different colleges have lodged complaints with the university authorities regarding the charging of excess fee.

Hence, the MDU administration has taken serious note of the complaints and decided to take penal action against the defaulting colleges.

Ram Dev urged to set up yoga varsity

Haryana Chief Minister Bhupinder Singh Hooda today urged yoga guru Swami Ram Dev to set up a yoga university in the state and said the state government would provide all help.

Participating in the yoga camp organised by the Patanjli Yog Samiti, Sonepat, the CM said the government had already set up a women university and a science and technology university in the state and now the government wanted to set up a yoga university to meet the health-related requirements of the people.

Yoga itself was a science and it was on the verge of extinction but Swami Ram Dev had ensured its resurrection to benefit millions of people in India and abroad, he said, adding that the people in other advance countries had acknowledged the practical benefits of yoga.

The CM exhorted the people to make their children yoga conscious to ensure their all-round development. He also performed yoga exercise like bhramri yog, mundukasan, shashankasan, makrasan, bhujangasan.

Swami Ram Dev assured the CM that his dream of setting up a yoga university would definitely be fulfilled.

A large number pf people, including aged women and children, attended the yoga camp.

The Sonepat depot of Haryana Roadways has arranged special buses to bring people from different localities of the town and other towns, Gohana, Gannaur, Kharkhoda and other en route villages of the district.

Chief parliamentary secretary Ramesh Kaushik, parliamentary secretary Anil Thakkar, MLA Jitender Malik, political secretary to CM Virender, SSP Navdeep Singh Virk and ADC Anita Yadav also participated in the camp.

Hooda: Foreign trip to fetch huge investment

The recent visit by a Haryana government delegation led by Chief Minister Bhupinder Singh Hooda to USA and Canada was a successful affair from investment point of view.

The Chief Minister in a press conference here claimed this today. He said Spectrum International LLC, a company of USA owned by an NRI, announced its intention of investing Rs 2,000 crore in the state in food preservation and processing industries. Hollister Inc. (USA) a leading manufacturer for medical care (Austomy) products, also proposed setting up a 100 per cent export oriented unit on 10 acres of land with a capital investment of 250 crore at growth centre, Bawal, in Rewari. Dr Fresh, a leading brand in America, would also set up a special economic zone in Haryana with a total investment of Rs 1,200 crore.

Hooda said during the visit to Canada, an agreement was singed between Rico Auto Industries Ltd. and Magna Powertrain, a unit of Canada’s Magna International Incorporated, to form an equal joint venture in India with an estimated investment of Rs 300 crore. The venture would make oil and water pumps for automotive engine applications for Indian and European markets.

He said it had been decided to appoint principal secretary, industries, P. K. Choudhery, as a nodal officer to deal and coordinate with the NRIs interested in investing in Haryana. The Chief Minister said he met Rosann Wowchuck, deputy premier, Province of Manitoba, Canada. During the meeting, exchanging scientists, engineers, doctors and farmers in a mutual exchange programme between Haryana and Manitoba for training and upgradation of skills and also for immigration, was agreed upon.

He said a meeting with some of the prominent investment bankers was held in New York. A memorandum of understanding (MoU) between the Montgomery College and Haryana was signed so that Montgomery College and universities of Haryana could benefit by sharing each other’s experience in the field of education and professional development.

The delegation visited the World Bank and held a meeting with senior functionaries of the bank for review of the pending project proposals submitted for highways, water supply, sanitation and power projects of the state.

World Bank decided to constitute a multi-sector mission to visit Haryana where its assistance and expertise could be useful for speeding up development of the state. The announcements by the World Bank came as a welcome step, Hooda said.

The Chief Minister said in infrastructural and industrial sector, capital investment had touched over Rs 1.8 lakh crore in the state and the target was to make it reach Rs 2 lakh crore. This excluded investments made in SEZs, he said.

The demand for separate buses for girl students in the district has picked up momentum. One such bus had been started recently and girl students of atleast two women colleges met the district authorities and demanded more such buses on various routes. A memorandum was submitted to the SDM in this connection.

Dozens of girl students hailing from the Hindu College and the Priyadarshini College assembled at the local mini secretariat this morning. They met the district officials and asked them to launch more special buses, especially on various important routes connecting the city with other stations.

They also sought more buses on local routes as they alleged that due to heavy rush and shortage of buses, girls and women who come from nearby villages or colonies to the colleges often become victim of molestation and harassment at the hands of anti-social elements and undisciplined youths, who tend to take undue advantage of the rush.

It may be recalled that the administration had started a women special bus between Jind and Narnaund village recently.

In another development, several girl students of a college here met the district officials and asked for their intervention on the issue of alleged heavy and unjustified fee charged by the college management.

The students claimed that the college authorities had been charging irrelevant fees from them and had been threatening them for not following their instructions. They alleged that majority of private colleges had been victimising students by making them pay heavy charges which were not applicable in government run colleges.

They demanded intervention from the authorities concerned to ensure proper safeguard of the interests of students, as most of them come from poor and middle class families.

Admn to launch drive against illegal hoardings

With the festival season in full swing, many companies planning to put up their hoardings at various places of the city will have to be careful and seek prior permission from the administration.

The administration has decided to launch a drive to remove all illegal hoardings promoted by various elements at places, which have not been earmarked by the Municipal Corporation or the HUDA.

Sources revealed that if the hoardings were not removed by November 15, the administration staff would remove them and the companies concerned or individuals would pay the charges.

Deputy commissioner, Gurgaon, Rakesh Gupta said a number of complaints had been received from the citizens regarding the putting up of illegal hoardings at various places in the city.

He said directions had been given to different departments of the administration to take strict action against the companies involved.

He said the administration was planning to give contract for putting up hoardings at the earmarked places.

Briefing the contract system, he said the contracts for putting up hoardings on the roads would be given at Rs 50 to 60 lakh thus generating revenue for the administration.

Gupta said the PWD (B&R) was also being authorised to earmark the places where such hoardings could be put.

32 animal skins seized, 8 arrested

Panipat, October 24
Officials of the state wildlife department today nabbed eight persons, including a woman, and confiscated 32 skins of the Indian otter from their possession.

The accused were nabbed near a hotel in Panipat.

Sources said a team of wildlife officials comprising of senior officials from Rohtak and Panipat divisions were keeping a strict eye on the accused, after they received some information about their movement.

The accused had allegedly come here to sell the skins to unidentified buyers.

Confirming this to the TNS, DSP Pradeep Singh said the police had registered a case and confiscated the skins. The wildlife officials were investigating the case.

Sources said Ram Karan, Mukhta, Beerbhan, Suresh, Harnam, Sarupa, Suneheri and Bhawali were arrested along with the animal skins.

The wildlife team was investigating whether the accused were involved in more illegal sale of animal skins.

2 held in connection with sale of girl

Sonepat, October 24
A woman and her husband were arrested today in connection with the alleged sale of a minor girl for Rs 30,000 by her parents to a youth of Sehoti village in the district recently.

Deepa and her husband Daya Ram who belong to Saidpur village under the Kharkhauda police station here had allegedly helped the girl's parents to sell her off to the youth.

The youth is already in police custody, the police said.

Deepa admitted during interrogations that she had received Rs 12,000 from the youth for playing the role of a mediator in the deal.

The police had arrested the youth and his mother in this connection earlier this month.

The girl in her complaint lodged at the Kharkhauda police station earlier this month had alleged that her parents sold her for Rs 30,000 to the youth after they brought her to Delhi three months ago from Nathanpur village in West Bengal.

She also alleged that she had been raped by the youth. — PTI

200 chambers to be built for advocates

A long-pending demand of advocates at the district courts was fullfilled today with the announcement that 200 more chambers will be built for them keeping in view the increase in their strength.

The Chief Justice of the Punjab and Haryana High Court will lay the foundation stone of the chambers on December 8 here.

This information was given by a high court judge, Mr Justice R.S Madan, to members of the district bar association (DBA) while addressing them this evening. Mr Justice Madan was here to inspect the district courts.

DBA president Ramesh Mehta highligted the need for more judges in the district courts in view of the increase in the number of cases. He said the strength of the advocates had increased manifold in the past few years and after the construction of the chambers, major problems of the advocates would be solved. Among those present was District and Sessions Judge H.P Singh.

PIL by DLF against administration

The DLF has decided to file a PIL against the administration for not setting up solid waste dumping ground timely. The decision was taken in a meeting held here on Wednesday.

Officials of the DLF said the site for garbage dumping has been allocated by the administration in Bandhwari, about 10 km from the Highway. The questions, which were raised, are in how much time this will construct?

They also resented that for how long the illegal dumping remain operational? Even after the Bandhwari site is operational, will dumping stop here where it is convenient for the garbage contractors?

The general secretary, CDLF, Sudhir Kapur said the decision has been taken unanimously that as the administration is not taking action to speed up the completion of dumping site so that the present site may close down at earliest, so DLF is going to file PIL against administration.

According to the fact sheet presented by the representatives of the DLF the city garbage amounting to 275 tons daily which include 100 tons Municipal areas, 50 tons HUDA sectors, 40 tons Private Sector, 40-50 tons Industrial Area and 40-50 tons Urban Villages without any dumping station.

The officials express their concern that harmful gases emitted from the dump also contaminating the ground water table with harmful pollutants, which are cancerous. They felt that the burning of the garbage releases harmful gases and population living near garbage dumps have higher percentage of cancer, birth defects and respiratory diseases.

During the past one-month, the Haryana Roadways has dismissed a driver of its Yamunanagar depot and suspended two, for causing road accidents.

Driver Balwinder Singh was dismissed from services after a long departmental enquiry. A cyclist had died near Rajpura in 1998 allegedly after being hit by a Haryana roadways bus driven by Balwinder Singh. The roadways had placed Karam Singh and Tara Chand, both drivers under suspension. A woman had died after falling from the rear window of a bus whose driver was Karam Singh. Tara Chand was placed under suspension as a woman had allegedly committed suicide before his bus.

The decision has caused resentment among the employees. They termed the decision as 'illogical' as the drivers and conductors were working for 14 to 20 hours a day without weekly rests. "There is shortage of staff. The roadways was putting existing employee strength to the maximum use", said Hari Naryana Sharma, state president of Haryana Roadways Workers Union affiliated to Sarv Karmachari Sangh.

He claimed that employees were doing their duties with utmost sincerity. Regarding fatal accidents involving roadways buses, he said accidents take place because drivers were over worked.

"Because of long duty hours sans weekly rests we are suffering from mental and physical problems", complained a driver. Sources added that a large number of employees had become addicted to one or other intoxicant.

As per sources there were 400 drivers and conductors in the Yamunanagar depot and total average monthly over time hours were as high as 10,000 in the depot.

2 killed in accidents

Two persons were killed in separate accidents in the district.

A farmer, Ram Mehar Singh (51), was crushed to death when his tractor overturned in a field which he was tilling in Joniawas ki Dhani village, near Dharuhera, yesterday.

He was taken to hospital at Dharuhera where he succumbed to his injuries.

In the second incident, Karan Singh ( 35 ) of Khaleta village, near Khol, died on the spot when a truck collided with his scooter on the Rewari-Narnaul road near Tint village, 14 km from here, on Monday night.

The mishap occurred when he was going from Rewari to Khaleta while the truck was on the way to Rewari.

The Khol police has registered a case under sections 279 and 304-A of the IPC against the truck driver.

Chhokar’s supporters block GT Road

A large number of supporters of the late Gujjar leader, Inder Singh Chhokar, blocked the GT Road for about half an hour in Samalkha near here today.

Chhokar had died of a gunshot at his office in the Grain Market at Samalkha. Family members of the deceased had alleged a foul play in the death.

The supporters had gathered at the residence of the deceased to mourn his death.

They blocked the NH-1 and demanded a CBI inquiry and lamented the state police for its failure to nab the accused.

Chhokar was a supporter of the Bhajan Lal camp and had contested the last Assembly poll from here.

The crowed disrupted the traffic, which was restored only after local authorities intervened.

Two persons were killed on the spot while five persons were injured in separate road accidents near here today.

Rohit (12) son of Gulshan, a resident of Ratgal village was killed on the spot and Satish Kumar, who was riding a motorcycle, was injured when a truck collided with their motorcycle near a petrol pump on Kurukshetra-Pipli road here today.

A case in this connection has been registered against the truck driver who was absconding.

In another case, Jagmal a resident of Babain village was killed on the spot and four women occupants of an auto rickshaw were injured in a road accident when the auto rickshaw collided with a bullock-cart near Kheri village, 20 km from here, today.

Body found hanging

Bhiwani, October 24
A man died under mysterious circumstances at the local MC auto market last night.

Shopkeepers of the market noticed the body hanging from iron rods loaded in a Tata-407 vehicle and identified it as that of shopkeeper Mohammad Rafiq. Police suspects it to be a case of suicide. However, neighbours apprehend that he may have been murdered. — OC

2 demand Rs 25 lakh ransom, held

Hisar, October 24
The police has arrested two persons on charges of demanding Rs 25 lakh ransom from the principal of a private school here.

They have been identified as Jaibir from Faridabad district and Arun from Mewat district. The police traced the mobile phones from which the call for ransom had been made. Another school principal here had also reportedly received a similar ransom call a few days ago. — TNS

Heroin seized

Bhiwani, October 24
The police arrested three smugglers with heroin worth Rs 13 lakh. According to report, CIA sub-inspector Sanjay Kumar was patrolling along with his team near Agarsein Chowk. He became suspicious when three motor cycle-borne youths tried escape when they noticed the police. The police recovered 135 gm heroin from the box of the bike. The cost of this heroin was estimated at Rs 13 lakh. Manoj of Manheru village, Sudhanshu and Pratap Rathore of Delhi have been arrested. — OC
