Villagers boycott antisocial elements
Mewat, October 18 The decision was taken unanimously at a special meeting of the panchayat on October 15. It was also decided that no villager would participate in any ceremony of the family of these people. Even at the time of their death, no family would participate in the various customs. The boycotted families would be not allowed to perform the last rites at the burial ground earmarked for the village. Villagers have decided to humiliate these people by displaying their names at prominent boards and at various important spots in the village. The village has a population of 8,000 out of which many are badly affected by these vices. Mohammad Harun, a member of village panchayat, disclosed that around 15 per cent of the youngsters were involved in these activities, which was effecting the environment of the village. He said to build up moral pressure on these people, cooperation from their families and relatives would also be sought. He said the decision of putting up the names of these people on a board was only to make them ashamed of their acts. He said in the next meeting of the panchayat, which would be convened after a fortnight, effects of the decision would be monitored. While talking to The Tribune, ex-MLA and a member of the panchayat Ajmet Khan said after the villagers took these decisions, some of the village youngsters went with empty alcohol bottles to the burial ground and decided to leave alcohol. He said some of the periphery villages had also approached panches of Malayi village to visit their village and guide them to follow these rules in their village also. |

Chandigarh, October 18 Release of select pieces of land acquired by the government have always been a contentious issue in the state. Apparently, people with connections are able to get their acquired land released. For ordinary people, getting released their land acquired by the government is a difficult proposition even if there is good reason to seek the release of such land. Recently, there was a controversy over the release of acquired land belonging to a cabinet minister of the present Congress regime in the state. The state government had acquired land belonging to others also in that area and some of these latter category of landowners also wanted to get their land released. But they failed to get a favourable response. The meeting discussed the option of giving HUDA plots to people in case anyone’s land with concrete structures upon it was acquired by government. Various other options for tackling the issue of release of acquired land were also discussed and it was decided that a definite framework for a policy in this regard would be prepared after the return of the secretary of the town and country planning department from abroad. |
Lack of certification hits grants

Fatehabad, October 18 Fatehabad district is part of the Sirsa parliamentary constituency and is represented in parliament by Atma Singh Gill. Though the MP has been making announcements of grants to various panchayats and organisations, not a single penny has been received for the announcements made by him during 2006-07 and the current financial year 2007-08. The reason for the delay in the release of funds is stated to be laxity on the part of the authorities to send utilisation certificates of the funds used to the central government. Sources said for all grants issued from the MPLAD Fund, the agency executing the work had to issue a certificate to the effect that the funds had been properly utilised. The sources said utilisation certificates for the funds released during 2005-06 had not reached the government so far. C.G. Rajini Kanthan, additional deputy commissioner, Fatehabad, confirmed that utilisation certificates for grants of over Rs 89 lakh were pending when he joined duty on September 24 this year. He added that he had decided to take up the matter on a priority basis. Kanthan said at present only six utilisation certificates were pending for funds released in 2005-06 and these would be obtained from the executing officers and sent to the government soon. |

Karnal, October 18 Nasib Singh (16) of Markdankhera village, who had been treated at a private hospital, was rushed to the Assandh Civil Hospital after his condition deteriorated. He, however, died within hours of admission. Rajesh (15) of Chochra village was also referred to the Civil Hospital Karnal, but died on the way yesterday. Pooja (12) of Salvan village succumbed to the fever in the Assandh Civil Hospital last evening. Officiating civil surgeon Naresh Saini claimed that the disease was due to change in weather.

Drive launched to remove hoardings

Rohtak, October 18 The drive has been launched following the publication of a news report in The Tribune, highlighting that numerous such hoardings had been put up in gross violation of rules and specific directions of the apex court and the Punjab and Haryana High Court in this regard. Executive officer of the MC B.N. Bharti told The Tribune here today that a campaign had been launched to remove the hoardings from the town. “Many hoardings have been removed and the remaining ones are also being pulled down,” he maintained. |
Treat letter against IPS officer as writ petition: HC
Chandigarh, October 18 Taking up the letter by judicial officer M.M. Dhonchak, Chief Justice Vijender Jain has directed that the matter be taken up on the judicial side, and the letter be treated as a writ petition. He was then posted as additional CJM at Rewari and is now posted as joint registrar (rules)-cum-OSD to the high court. Issuing the directions, the Chief Justice has observed that the there is merit in the application and it be treated as a civil writ petition. The matter came up before a division Bench of the high court comprising Justice S.K. Mittal and Justice K.C. Puri. After going through the matter, the judges fixed November 15 as the next date of hearing in the matter. Going into the background of the matter, Dhonchak’s letter mentions that during his tenure in Rewari he had launched prosecution in cases against Ahlawat. In a bid to browbeat the complainant, Ahlawat got reopened the investigations into an FIR allegedly involving Dhanchok’s brother against whom a case under the Essential Commodities Act was registered in May 1998. It was ordered to be cancelled by the then Gurgaon DIG. The letter added that Ahlawat got bogus official records prepared by fabricating “zimnies”. Later, in collusion with the then SHO, Rewari, and another, he projected that Dhonchak launched prosecution against Ahlawat as a counter blast to the reopening of investigation against his brother. |
One shot dead in Jhajjar
Jhajjar, October 18 The assailants fired five bullets on Karnail, who died on the spot. Senior officials, including DSP Arun Nehra and SDM Sushil Sarwan, rushed to the spot. The body was brought to the Civil Hospital at Bahadurgarh for postmortem examination. The police is investigating the case but the initial reports suggested that the murder is another fallout of the same group rivalry, which had claimed three lives, including that of the village sarpanch. The rivalry between Joginder Singh, who became the sarpanch, and Karnail Singh began during the panchayat poll. Karnail reportedly supported the candidate, who stood opposite Joginder. However, after winning the contest, Joginder fired at Karnail’s son after a heated exchange in December 2005. The enmity between the two turned so bitter that some persons shot dead sarpanch Joginder and his associate Harkesh on June 5. Later, the sarpanch group shot dead Satyawan and injured four others, including Yashpal, Jasbir, Satpal and his son Jaimeet on September 26. Mainpal, brother of Joginder, was identified as the main accused in the case. Sources said the same group could be behind the murder of Karnail. |
Car dealer gets 1-year jail
Yamunanagar, October 18 The proprietor was ordered to replace a car of a complainant with a new one manufactured in 2007, but the former did not do so. Proprietor Jitender Sharma will also have to pay a fine of Rs 10,000 to the owner and in case of non-payment, he will have to further undergo imprisonment for two months. City resident Ashok Kumar had moved the forum that Sharma had not honoured the forum’s order. The forum had asked Sharma to replace the car and in case the car could not be replaced, he was asked to refund the cost of the car along with an interest of 12 per cent. Besides, he was to pay Rs 50,000 as compensation and Rs 5,500 as litigation expenses. When Sharma did not honour the forum’s order, Ashok Kumar again moved the forum. The forum directed counsel for the agency to produce the proprietor. During a subsequent hearing, the forum was informed that the agency had moved the state consumer commission. On October 3, counsel for the agency informed the forum that an appeal was pending before the state commission and was fixed for hearing on October 9 and prayed for adjournment of the case. The case was adjourned for October 9. However, again the agency neither produced any stay order nor the proprietor appeared before the forum, following which the jail sentence was pronounced. |

Youth held for abducting minor girl
Rewari, October 18 The alleged abductor, along with the girl, was brought here today. However, the three accomplices of Akhilesh are still absconding. The girl was medically examined at the Civil Hospital here following which she was restored to her parents. Sources said when the girl along with other family members was returning home after visiting the Durga Temple at Barahazari here last evening; she was forcibly picked up by the accused and his three accomplices, who then whisked her away in a car.

Mother-in-law held for dowry death
Rewari, October 18 In her dying deposition made before an executive magistrate of Delhi at the hospital, she reportedly said she set herself afire on October 8 in the kitchen, when harassment for dowry by her in-laws crossed the limits. Subsequently, she, with severe burns, was admitted to the local Civil Hospital from where she was
referred to Safdarjung Hospital, Delhi. Consequently, the police, which had then registered a case of attempt to murder and harassment against her in-laws, arrested the deceased’s mother-in-law Geeta Yadav. She was then produced in a local court which sent her to judicial custody. Vijya Yadav, daughter of Ram Niwas Yadav of Pali village, near here, got married to Rattan Lal Yadav of Siha village in February. |
Police fails to trace drowned youth’s body
Faridabad, October 18 The youths were there for a picnic. According to district police chief Alok Mittal, divers of the Indian Navy launched their operation on Tuesday, but to no avail. Rather, the team of divers, who were requisitioned by the district administration, was now veering round to the view that there is no body in the lake. Mittal said since the body was not found in the lake, the police has widened the scope of investigation and was now interrogating the friends, who were in the group and present on the occasion. The police has sufficient evidence to suspect foul play from within the group members. However, Mittal did not reveal the details. Kanishk was in company of five other youths, all engineering students from Delhi, Faridabad. One of the youth, who was present in the group, said Gaurav, a resident of Sahadra in Delhi, slipped and fell into the lake when he was coming out after taking a bath. Seeing this, Kanishk tried to save him but got drowned. The police located Gaurav’s body but could not of Kanishk. Sources said some of the youths after returning from the accident site went to see a movie in Crown Plaza here. The police, however, has not clarified this account going by the sensitive nature of the case. Reports also said some youths had had alcoholic drinks at the accident site before the incident. |
DAV College celebrates golden jubilee
Yamunanagar, October 18 “The aim of the college is to impart education according to the principles of the great pioneer of women education in modern India, Swami Dayanand Saraswati,” said Sushma Arya, principal of the college, adding that the “administrative and teaching faculty have preserved the traditions of those who founded and nourished the institution”. She said the college had maintained high standards in the field of academic, mental, moral and physical development of students and propagating Indian ideals of service and sacrifice. The college is an integral part of the DAV College Managing Committee, New Delhi, the biggest private educational trust in the country running more than 700 institutions. It was the first college of Kurukshetra University, Kurukshetra, to be adjudged the “best women college” in 2002-03. The college has achieved a “rare distinction” of being included by the UGC in the list of colleges to run women study centres. The college has won the zonal youth festival trophy for four consecutive years. As part of the golden jubilee celebrations (held on October 15 and 16), a golden jubilee PG block was inaugurated and the foundation stone of a building laid. The college also released its newsletter “Heritage” on the occasion. Arya announced that the college would adopt 10 villages. Faculty and students would plant 1,000 saplings in the district. Vice-chancellor of Kurukshetra University R.P. Hooda, while speaking during the celebrations, lauded the role of the college in social and national development. |
Missing youth’s body found
Panipat, October 18 His body was recovered near the Western Yamuna canal at Urlana village. Police sources said the postmortem report confirmed that Mukesh was poisoned to death. Meanwhile, following a complaint made by the maternal uncle of the deceased, the police has registered a case of murder and robbery against Hemraj and two others. The complainant alleged that Hemraj along with his accomplices had allegedly taken Mukesh to sell his car. However, when he did not turn up, his family lodged a complaint with the police. Later, his body was found lying near the canal. The victim’s family alleged that the three had murdered Mukesh in a bid to loot his car. The car is yet to be traced and the accused is absconding, sources added. |
3 motorcycle thieves held
Kaithal, October 18 SSP Anil Kumar said here today that the police had arrested two motorcycle thieves Manoj Kumar and Satbir, who had stolen a motorcycle of a local resident, of Kurar village on October 15. Following interrogation, the thieves confessed more thefts and the CIA team headed by SI Shakti Singh recovered three more stolen motorcycles from Manoj’s residence. In another case, the police during nakabandi intercepted a motorcyclist on the Dhand road here. The motorcyclist, Mauji Khan of Nissing, could not produce valid documents of the vehicle and when quizzed by the police, he said he had stolen the motorcycle from the Saharanpur road, Yamunanagar. All three were sent to 14-day judicial custody. In another case, the Guhla police has arrested a proclaimed offender, who was arrested by the police in June, 2003 for smuggling illicit liquor. He was sent to judicial custody.

Fatehabad, October 18 In another incident, a youth was killed this morning after being crushed under a truck outside the local bus stand. The youth, whose identity is yet to be ascertained, was waiting for a bus when the mishap took place. |
Judge visits ‘special’ children Ambala, October 18 The sessions judge was accompanied by chief judicial magistrate Ram Niwas Bharati. They visited mentally challenged patients as part of the mental health month being observed here. During their visit to the school in Ambala Cantt located in the Red Cross complex, they interacted with the children and inspected the hostel and kitchen. While talking to the visually challenged who weave chairs, they assured them that their request for increasing the monetary benefit will be forwarded to the authorities concerned. Justice Bedi said the main objective of organising the programme is to ensure that mentally challenged persons are taken care of and their rights are accorded to them. |

Kisan Sabha stages dharna
Fatehabad, October 18 The activists led by Harpal Singh, state secretary of the sabha, who is also a former MLA, resented the scarcity of DAP fertiliser and demanded Rs 100 per quintal as bonus on paddy besides compensation for farmers whose cotton crop had been damaged due to spurious seeds. Addressing farmers, Harpal Singh alleged that on one hand, the government publicity managers had been projecting the rosy picture of more wheat production in Haryana, while on the other hand, the farmers were being looted in the name of DAP fertilisers and seeds. State secretary, CPM, Inderjit Singh said while costs of agriculture inputs were increasing, the prices of crops were not increased proportionately. |
