BSES, MCD row over tax arrears
New Delhi, October 18 The arrears against BSES Rajdhani stands at Rs.94.83 crores and Rs.49.05 crores against BSES Yamuna Power Limited. Addressing a conference he said that these companies had been trying to circumvent the orders of the court and coming out with unacceptable and illogical contentions. He emphasized that the provisions of the DMC Act by virtue of which the taxes are levied, does not provide for any adjustment of any dues against the statutory obligations of the company which has already been collected from the consumers and not yet paid in totality to the MCD. Gupta said that the conduct of the BSES companies had been undesirable. It has been observed by the conduct that the companies have been engaging themselves in unnecessary litigations thereby occupying the precious and valuable time of the high court. While every entity has the right to approach the court for any grievance but in the case in hand, it has been done with the objective of delaying the payments of the statutory dues. In its order the high court had directed the discoms to pay the electricity tax to the corporation month-by-month. Keeping in view the directions of the MCD has issued orders on October 16 asking BSES Rajdhani Power Limited and BSES Yamuna Power Limited to deposit the full and complete payment without any counterclaim. Gupta also criticized the BSES for its failure to ensure smooth functioning of street lights by mechanism of joint inspection. |

New Delhi, October 18 A bench comprising Justices S B Sinha and Harjit Singh Bedi, while dismissing an appeal of a consumer has ruled that “there does not exist any provision in any of the statutes referred to herein before which precludes or prohibits the licensee to replace one set of meter by another. If such a provision is read into the statute, the same would come in the way of giving effect to the benefits of new technological development. Creative interpretation of the provisions of the statute demands that with the advance in science and technology the court should read the provisions of a statute in such a manner so as to give effect thereto.’’ Section 20 of the Indian Electricity Act, 1910, empowers a licensee to enter any premises to replace or alter any meter. According to the apex court, ‘’Section 20 is an independent general provision and in the absence of any statutory provision, we do not see any reason to put a restrictive meaning thereto. Even under the general clauses act, a statutory authority while exercising statutory power may do all things which are necessary for giving effect thereto.’’ Appellant Suresh Jindal of Sunder Nagar, Delhi, had challenged the act of BSES Rajdhani Power Limited and others who changed his meter despite the fact that the meter was giving the correct figure of power

New Delhi, October 18 He said clear instructions in this regard had been issued by him a month ago. Dr. Walia has further asked the discoms to distribute photo identity cards with full details at the earliest. This practice would put an end to ongoing corruption. |

Primary teacher aspirants move HC
New Delhi, October 18 A division bench of justices A.K. Sikri and Vipin Sanghi recently issued notices to the Directorate of Education, MCD and asked them to file their replies by January 16, next year. The bench also asked the Delhi Subordinate Services Selection Board to accept the applications filed by more than 50 candidates who wish to apply for the post. — PTI |
AIIMS cardiology head removed
New Delhi, October 18 Twelve-year-old Shering Norbu died allegedly after Dr Kumar performed cardiac surgery on him during which his ayota artery, the main blood supplying vessel, was tied up on March 16. ‘’Dr Sampat Kumar has been removed till the inquiry is pending,’’ AIIMS spokesperson Shakti Gupta said. Dr Kumar’s deputy Dr Balram Aren has been directed to take charge of the department and discharge the duties of the HoD till the committee submits its report, he added. The committee will submit the report within two weeks, he added. Another surgery was performed on Norbu within a few hours of the first operation but the doctors could not save him and he died in the early hours of March 17. This is the second case of medical negligence in AIIMS which has come to the fore recently. Last week, family of 75-year-old Gokul Prasad, who underwent heart bypass surgery on August 17 at AIIMS and died on September 20, had alleged negligence. A two to three mm diameter and seven to 10 mm long screw had slipped from the sternum retractor, that is used during the surgery, and the doctors had closed his chest cavity.

Exercise yet to become way of life
New Delhi, October 18 A high 72 per cent of people surveyed in the national Capital and 55 per cent in Mumbai feel that they would exercise only if they put on weight or have health problems. Clearly, the benefits of exercising are not apparent to all, with most viewing it as curative and some thinking that only people with health problems need to exercise, said Vatsala Pant, associate director, AC Neilsen, the research company that carried out the survey. Pant said it appears that ‘prevention is better than cure’ is definitely not a mantra for people in the metros. At the other end of the scale, only 28 per cent in Delhi and 45 per cent in Mumbai believe in the benefits of working out. Interestingly, among those who exercise, a whopping 89 per cent work out just once a week and in Mumbai this figure is settled at 78 per cent. Keeping themselves healthy was the priority reason for 81 per cent of respondents in the Capital to work out. The other reasons for exercise include—to stay fit in old age (59 per cent), to live longer (49 per cent) and looking good (41 per cent), it said. The survey was conducted amongst 800 respondents to understand their exercising pattern and interest. The hectic lifestyle in metros does not leave people with much time to exercise. Even though people are aware of the benefits of exercise, few people have managed to slot some exercise into their daily routine, Pant said. Moreover, when it comes to the choice of exercise, 63 per cent respondents in Delhi like to go for a walk or a jog, while in Mumbai more people prefer yoga or meditation. Mumbai always has a space constraint compared to Delhi, which has numerous gardens. The lack of proper jogging tracks might be a reason for people to prefer yoga or meditation in Mumbai to walking and running, she said. Going to the gym and sporting activities are other exercise options that dwellers of the two cities look at, with 28 per cent in Mumbai and 17 per cent

Breast cancer on the rise
New Delhi, October 18 The incidence of breast cancer is rising in every country especially in developing countries such as India. One in seven women in the west and one in 27 in India will suffer from breast cancer in their lifetime. Various risk factors include late age at first childbirth, fewer children, increasing age, a long menstrual life, and shorter duration of breast-feeding. Of these, the first is the most important. Researchers now understand that breast cancer is not one disease, but many different diseases. Even when tumors are classed together based on their appearance, they can act differently because of different genetic makeup. Only recently have researchers begun to understand this and to use it in predicting how a disease may progress. Human epidermal growth factor receptor-2 also known as (HER2)-positive breast cancer is one form of breast cancer. Characterized by aggressive growth and a poor prognosis, it is caused by the over expression of a gene called HER2 in tumor cells. A pilot HER2 study in Indian Women revealed 25per cent over expression of HER2 hence all patients with breast cancer should have themselves tested for HER2 status as it tends to be more aggressive than other types of breast cancer and also less responsive to hormone treatment. In recent years, there’s been an explosion of life-saving treatment advances against breast cancer, bringing new hope and excitement. Treatment through targeted therapies has helped patients to combat complicated form of disease effectively. Herceptin is a first biological targeted therapy in the world for a woman with HER 2 positive breast cancer. This therapy blocks the action of HER2 receptors thereby slows the growth of HER2 positive breast cancer cells. Clinical trial data show that patients with strong HER2 over expression are more likely to respond to
Herceptin. Dr. Ramesh Sarin, senior consultant surgical oncology, Indraprastha Apollo Hospital says, “A targeted therapy of breast cancer treatment can offer a better quality life to patients.” |

Noida, October 18 Their performance was well received by the huge crowd which has been coming to watch the cultural programme being held from October 12 to 21 as part of the silver jubilee celebrations of the Noida Kalibari. What was commendable was the ability of the young performers to hold the audience spellbound for over an hour - an audience which has been watching Bollywood bigwigs like Bappi Lahiri, Kumar Sanu and Sudesh Bhosle perform on other days. Here are thumb-nail sketches of the would-be national stars, about their roles in the band and what went into the making of the band. Balaj Singh: This young man from DPS International, Saket is the lead vocalist and future bassist of the band. Gifted with a keen understanding of music and a husky voice, Balaj started singing purely by accident .The praise he got after a performance in school caught him by surprise. He has taken up singing big time now and hopes to train in music as well. ‘Hip Hop Police ’ by Chamillionare and ‘Thanks for the Venom’of My Chemical Romance are some of his favourite tracks. Besides singing, Balaj enjoys to play the guitar. Paavun Tripathi: Paavun is a bright student of DPS R. K. Puram. Probably the quietest member of this boisterous band, Paavun is the band’s other vocalist. He is a gifted singer who has trained extensively in music under Mohd. Hameed Khan. The only member of the band who is equally interested in Hindi music, Paavun looks up to Mohd. Rafi and aspires to be like him. Given his versatility and dedication, it does not appear to be a far fetched dream. ‘Jayz 99 Problems’ and ‘Linkin Park’ is what he likes to croon. Besides, Paavun is a black belt in taekwondo and has done some print and electronic ads as well. Rudra Bhagat: Rudra is the singer and mixer of the band. Though reluctant to begin with, he is now an enthusiastic band member. When he has time from music and studies, Rudra likes to dribble in soccer. His favorite position is that of a defender at DPS International. His favourite song is ‘Party like a Rockstar’ by Shopboyz. Rudra spent close to five years in Moscow where he learnt to play the Balalaika as well. Shivanu Mandal: Shivanu is the lead guitarist, part-time drummer and the guy who brought the band together. A student of DPS International, Saket, Shivanu was encouraged to take up music early by his parents and he has now been learning the guitar for almost two years. He likes to play the Dimebag Electric Guitar and is an avid Mettalica admirer. He loves and adores Kirk Hammeth, Larsulrich and James Heatfield; all three from Mettalica. Predictably, Shivanu’s favourite song is the ‘Master of Puppets’ which too is by Mettalica. ‘Holy Wars’and The Punishment Due’ by Megadeth are other favourites. Though, Shivanu comes from one of the oldest law families in the country, its presently only music that eggs him on. Way to go boy!!! Shourya Arora: Shourya is the band’s drummer and loves metal and rock. He idolises Cris Adler, the drummer of the band Lamb of Court and
Marshall Mathers of Eminem. This pesky drummer studies at DPS R. K. Puram and is clearly the prankstar of the lot. He loves his music and confidently quotes,
“Anybody can play better than me but nobody can play like me.” |

JNU to tie up with S Korean university
New Delhi, October 16 The two universities have already signed an Agreement of Cooperation. The MoU will be signed by vice-chancellor B.B. Bhattacharya during his visit to South Korea in early November this year. Bhattacharya will lead the delegation team which is finalizing the broad areas to be included under the MoU. JNU works collaboratively with various universities across the globe. It has so far signed about 86 memoranda of understanding with foreign varsities. The most recent was with University of Colima, Mexico, signed last week. As per that MoU, the foreign university will collaborate with the Centre of Spanish, Portuguese, Italian and Latin American Studies and Centre for Canadian, US and Latin American Studies at the varsity. |

CBSE accepts on-line application forms
New Delhi, October 18 Aspiring students can submit their applications on-line on the website of the Central Board of Secondary Education, a CBSE official said. The entrance test, conducted for 15 per cent of the merit positions in medical and dental colleges all over the country, involves a preliminary and final examination. The preliminary test will be held on April 6, 2008 while the final exam is scheduled for May 11, 2008. The last date for submission of application is November 26. The preliminary exam will comprise 200 objective-type questions from physics, chemistry and biology. — PTI |

New Delhi, October 18 The real idea behind this initiative was to propagate the eight fold goals set before 189 nations including India to achieve complete sustained development of the country and to make India shining in the real sense of the word. The eight goals are drawn from the actions and targets in the millennium declaration that was adopted by 189 nations and signed by 147 heads of states and governments during the millennium summit held in September 2000. These goals aim to eradicate poverty and hunger, achieve universal primary education, promote gender equality and empower women, reduce child mortality, improve maternal health, combat HIV/AIDS, Malaria and other diseases, ensure environmental sustainability and develop a global partnership for development. |

Woman suffers loss due to bank’s negligence
Noida, October 18 She has accused the bank officials of cheating her and has filed a case stating that the bank had cheated her in the name of revenue. The IOB, Sector 31, Noida had advertised about the auction of the 600-sq yard in Naya Gaon, Phase II here. Suman Lata had bought the land through the bank’s head office in Meerut on October 28, 2006 for Rs 26,16,600. After purchasing the land, when she went to the revenue records to get it registered, she found that she had been cheated. One Surinder Kumar Garg of Hoshiarpur village had taken a loan from the IOB for constructing a house on that plot. Having failed to recover the amount from Garg, the IOB auctioned it. The revenue records revealed that the man from whom Garg had purchased the plot in 2001 owned 300 yards only. |

ATM loot bid, IT man held
Noida, October 18 Mannu Kaul, an MCA graduate from Delhi University is working in an IT company in Gurgaon. Mannu reached Punjab National Bank’s ATM at C-5/261 in Sector-31 at five in the morning. The ATM is installed in the basement of Northern Railway police IG P.K. Mehta’s residence. According to the police, Mannu smashed the security camera fitted inside the cabin and then tried to break open the ATM machine. He was trying to burn the plaster fittings and casings of the machine with his cigarette lighter when the IG’s security guard Ram Balk Nath saw the smoke and notified a nearby police patrol team. Cops rushed to the spot and arrested Mannu. The police also added that Mannu was drawing a monthly salary of Rs 20,000 and was a resident of B-161 in Sector-41. Apparently he told the police he was forced to take this extreme step due to some personal reasons. |
