Hooda concludes 12-day foreign trip
Chandigarh, October 21 Hooda, as per reports, was well received and honoured by the Haryanavi community in most parts of North America. Sources said the state had been assured of huge investments by institutions and individuals, many of them had also shown interest in areas other than the National Capital Region. Besides the Chief Minister was able to sign an MoU in Washington with Montgomery College, State of Maryland, to get assistance for adopting the best practices of the college through professional development, curriculum sharing, strategic planning, budgeting, institutional advancement, faculty and student exchange and articulation with the universities of Haryana. Hooda was able to secure a commitment where the Hollister INC of Washington would set up a 100 per cent export-oriented unit on 10 acres of land in the Bawal industrial area with the capital investment of Rs 250 crore to develop and manufacture medical care products. During his presentations in North America, the Chief Minister is believed to have highlighted the strategic importance of Haryana for the purpose investment due to its proximity to New Delhi and the facilities being provided to the entrepreneurs by the state government. In one of the interactive session at Buena Park, California, Hooda revealed the state’s plans of providing world-class infrastructure for attracting foreign investors. At the University of California at Berkeley, Hooda was given a presentation on the nano city project being set up in Panchkula by the state government and Sabeer Bhatia as a joint venture. The nano city project has been conceptualised and planned by the College of Environment Design, University of California, Berkeley. During his visit to Canada, the Chief Minister explored the possibility of working together with companies in Ontario in the field of automobile and IT industries as both have similarities in these fields. On its return this week, the team of officials accompanying the Chief Minister is expected to review and consolidate the gains made during the visit. Some entrepreneurs and companies have sought specific answers from the government, which would be looked into and appropriate offers would be made to these companies. |
Lift ban on export, says Surjewala

Kaithal, October 21 He said the ban should be immediately withdrawn, as it was against the interest of farmers and rice traders. Addressing mediapersons, Surjewala, a local MLA and veteran Congress leader, said he would meet the Prime Minister and the union agricultural minister on Tuesday in Delhi and draw their attention towards the prevailing situation and difficulties being faced by farmers and traders due to the imposition of the ban. He said it seems that the union government had imposed the ban to make available sufficient quantity of rice in the country as the government had to import wheat due to its shortage in the domestic market. He said, according to his information, ban had been imposed on export of Pusa 1121, PEPSI, RH 10 and Sharbati varieties of rice and these varieties were not consumed by the common man. He said farmers were suffering huge losses as the price of various fine varieties of paddy had fallen down during the past one week and huge stocks of paddy had accumulated in different mandis of the state. Surjewala cautioned that any delay in withdrawing the ban on export of paddy could tarnish the image of the Congress party, which it had built taking farmer friendly decisions in the recent past. He suggested the traders to put their demands before the government in a democratic way and not to resort to strike. Meanwhile, the rice exporters kept the purchases of paddy suspended for the fourth consecutive day here. As a result, a large number of farmers had stopped bringing their fine quality paddy to the markets. However, private traders and rice millers continued their purchases of common variety of paddy. BHIWANI: The state president of the BJP Kisan Cell, Ran Singh Maan, on Sunday said the farmers were agitating for the removal of ban put on the export of non-basmati rice and union agriculture minister Sharad Pawar had no time to listen to their grievances. He said the cell would hold a district-level demonstration against the ban on October 22. FATEHABAD: The traders’ decision to stay away from the auction of paddy crop due to the government ban on the export of some leading varieties of rice has compounded the problems of the farmers. Farmers coming to the grain market had alleged that they had been waiting with their paddy crop for the last five days but the authorities were not procuring their produce. They also rued the lack of basic facilities in the local grain market. Agitating farmers also met deputy commissioner O.P. Sheoran in this connection. Meanwhile, the Indian National Lok Dal on Sunday announced to stage a dharna outside the office of the deputy commissioner tomorrow to protest against the government decision. Criticising the government’s decision, Bhartiya Kisan Union leader Ghasi Ram Nain urged the government to withdraw the ban. |

Tributes paid to police martyrs
Fatehabad, October 21 A solemn function was organised at the local Police Lines today to mark the occasion. SP Saurabh Singh, DSPs Yadvender Singh and Nripender Singh were among those who laid wreaths at the memorial. The day is observed every year to pay homage to police personnel who laid down their lives at Hot Spring (Ladakh) while patrolling in an attack by the Chinese army on October 21, 1959, and also those who sacrificed their lives while on duty elsewhere. Speaking on the occasion, Saurabh Singh said three police personnel had laid down their lives for the country in Haryana this year. |
State police seeks bark and bite
Chandigarh, October 21 The force has 17 dogs at present, 30 short of the sanctioned number of 47. However, as director-general of police R.S. Dalal points out, the effective strength of dogs available to the force for investigating crimes is only eight. After the separation of the CID wing from the police, nine dogs have been put on the disposal of the wing for security duty. At present, dog squads are posted at the range headquarters of Rohtak, Hisar, Gurgaon and Ambala. One squad has also been stationed at the Haryana Armed Police Headquarters at Madhuban. Dalal says plans are afoot to post at least two tracker dogs and one sniffer dog at every district headquarters. To augment the strength of its canine brigade, the Haryana police recently purchased 16 pups - 13 Labradors and three German shepherds. The pups were purchased from private dog breeders of Punjab after inviting quotations. The police paid Rs 10,000 to Rs 15,000 for each pup. The Kennel Club of India has certified the pedigree of each pup. Dalal says while six pups have been sent to the Punjab Police Academy, Phillaur, for training, five are being trained at the BSF Training Centre, Takenpur, in Madhya Pradesh. The training lasts for about one year. Five more pups are being purchased and 10 pups would be trained at the ITBP Training Centre, Bhanu, in Panchkula district. The police dogs are kept in a well-ventilated kennel measuring 12 ft by 10 ft., having fans, exhaust fans and coolers, depending upon the weather. A handler is attached with a dog right from its training period so that both of them are trained simultaneously. A police dog gets a diet of Rs 60 to Rs 70 per day, which includes either dog food or normal diet like milk, eggs and chapattis. The dogs are examined once in a month by veterinarians and, if required, they are given a special diet, including meat and cheese. The state police is also far short of the sanctioned strength of men to handle the dog squads. The inspector, who used to head the squad, retired long ago and the replacement is still awaited. Dalal says during the next police recruitment, 20 young dog handlers would also be recruited. |

Literature makes us humane: ADGP
Rohtak, October 21 This was stated by Haryana additional director-general of police (ADGP) and litterateur V.N. Rai while addressing a function at Saini College here on Friday. He also released the inaugural issue of the college magazine, “Baanagi”, and inaugurated a literary meet-cum-exhibition on the occasion. Exhorting the students to have a broad outlook and always think big in life, Rai advised them to cultivate the habit of reading good literature. “Literature not only helps in making a mechanical life soulful, but also enables us to develop a vision to guide society,” he observed. Maharshi Dayanand University (MDU) vice-chancellor R.S. Dhankar presided over the function. He asked the students to aim high and strive hard to achieve it. Former member of the Haryana Sahitya Akademi Ashok Bhatia extolled various aspects of the writings of Munshi Premchand before the gathering. Rewari, October 21 A case under Sections 498-A, 307 and 34 of the IPC has been registered against them following her statement which was recorded by the Chief Judicial Magistrate in the Civil Hospital here, where she was admitted after being taken out of a village well on Friday evening. She alleged that she was treated cruelly by her in-laws, who allegedly pushed her into the well. When Hem Lata’s condition worsened, doctors referred her to New Delhi. Energy scheme for 40 rural clusters
Chandigarh, October 21 Stating this here yesterday, Deputy Chief Minister Chander Mohan said the programme would be implemented by involving the panchayats in these 40 clusters in which 2,538 families would be provided with items like solar lanterns, solar searchlights and solar torches. Chander Mohan said the department of renewable energy had launched the scheme with the assistance of the union government. The main aim of the programme was to encourage rural people to adopt renewable energy technologies for meeting their cooking, heating, lighting and irrigation energy needs. |

Bhiwani, October 21 He added that there was no scarcity of funds for development works in the state. He said the state government was serious about getting canal water distributed equally. Talking about criticism of the government by the Opposition, he said Opposition leaders had nothing better to do and were lacking on issues. He supported excise tax raids on big traders and did not rule out more raids in the near future. He said an increase in revenue of 25 per cent was expected from excise tax collections. He also said the power problem in the state would be taken care of within three years. |

Chandigarh, October 21 After long, some help has trickled down for the learning-disabled children in regions north of Delhi, with Orkids, a Delhi-based multidisciplinary clinic opening its branch in Panchkula’s Sector 15. Set up in 2000 by Geet Oberoi, a special educator, who was challenged by this invisible disability, Orkids provides remedial intervention to children with LDs. It also conducts workshops for schoolteachers to help them identify children suffering from dyslexia (language-based LD), dyscalculia (math problems), dysgraphia (difficulty in writing in defined spaces), dyspraxia (difficulty in holding things), auditory, visual processing disability, language deficit disorder and other LDs. “We offer programmes for the enhancement of study skills, besides training children in the National Institute of Open School curriculum. Our underlying philosophy is that every child is capable of learning and we, as educators, must know the methods to make sure that the child learns,” says Geet, who was earlier an educator for children suffering from visible disabilities like physical, mental and emotional. “But these disabilities, being visible, were already being given due consideration whether it was academic and physical performance or social adaptability. I was intrigued by LDs, which were not visible and therefore not recognised,” Geet says. Incidentally, the prevalence of LDs is the greatest among all disabilities in India, 10 to 12 per cent population suffers from LDs. And yet, LDs remain unknown, and are not even covered as a disability under the Persons with Disabilities Act. “LDs are very common. In a classroom of 50, we have at least 6 children with LDs. Our work is about making these children acceptable. One reason why we do LDs in a big way is the acute dearth of special educators in the field,” says Geet, who visits Panchkula for special workshops. As regards remediation, Orkids works by developing individual education plan for each child. “The plan states short and long-term goals. Besides, every child has a monthly goal sheet. Special clinics run six days a week for three hours a day. Speech, language and occupation therapy is included,” he explains. Orkids also looks into school curricula of children to help them reach comfort zones in classrooms. Curriculum is, however, not done at the cost of remediation. |
10-yr RI for 3 in dowry death case
Sonepat, October 21 The accused Paramjit, his father Dharam Singh and mother Jaswanti, all residents of Shamri village, were sentenced yesterday. According to prosecution story, Azad Singh, a resident of Amarawali village in Jind district, lodged a complaint with the Gohana Sadar police station on September 10 last year saying that his sister, Meenu, who got married to Paramjit on June 5, 2003, was harassed for bringing less dowry. On September 18 last year, Meenu was set afire by her husband and in-laws. Both Meenu and her 10-month-old son sustained serious burnt injuries and were sent to the PGIMS at Rohtak for further treatment. During the treatment, Meenu succumbed to her injuries.

Yamunanagar, October 21 Senior BJP leader Rattan Lal Kataria stated this while talking to reporters. He said that besides the two seniormost leaders of the party, Sushma Swaraj, Vijay Goel and the Chief Ministers of the BJP-ruled states would also address the rally. State BJP president Atam Parkash Manchanda would preside over the rally. Kataria said that ever since UPA chairperson Sonia Gandhi laid the foundation stone of the thermal plant at Jhajjar, the power situation in the state had become worse. He said the main aim behind the organising of the Jhajjar rally was to “please” Sonia Gandhi. Kataria, who is a former state BJP president, added that because of the power crisis, industries had started shifting to other states. He said the tall claim of the Hooda government that it was attracting foreign investment was nothing but a joke. The BJP would be organising rallies at the district headquarters of Haryana. The party would also be organising a padayatra to tell people about the failures of the government. |
506 cases settled in lok adalats
Chandigarh, October 21 The member-secretary, Haryana State Legal Services Authority, said here today that in these lok adalats, 506 cases were settled which included six pertaining to death or injury arising out of vehicular accidents. A total of Rs 4.6 lakh was awarded as compensation in these cases, he said. The member-secretary said 500 cases settled in these lok adalats pertained to other categories like civil and petty criminal cases and revenue and bank loan cases. |

Motorists battle chaos at Panipat
Panipat, October 21 Poor traffic management on the busiest road of the region in view of the ongoing elevated highway project has virtually become a bane of the motorists. In the absence of any alternate route, the authorities are being blamed for completely ignoring the construction of a second road. Vehicular traffic from Rohtak, Assandh and parts of UP also enters the congested roads of this industrial township. Inquiries revealed that there was a proposal for an alternative route, but it was not taken “seriously” by the authorities. Officials, too, admit that the ambitious project lacked the vision of smooth flow of traffic. Location of the bus stand on the GT Road has proved another traffic hazard. Places in front of the bus stand are being used by the buses and taxis as pickup points, besides maxi cabs, government and private buses remain parked on the highway for picking passengers. It is also observed that instead of moving on the service lanes, the slow moving vehicles, including autos, rickshaws, mule carts and cyclists, prefer to use the GT Road as the lanes have become unauthorisied parking places at several spots. construction of the flyover, traffic lights in the township are non-functional. These
significant points are manned by traffic policemen with the help of casual workers engaged by the construction
company. But owing to the shortage of traffic police staff, the job remained unmanned by the trained manpower, leaving the vehicular movement at the will of the drivers. |
Medical units coming up for livestock
Chandigarh, October 21 He said the primary focus of the Panchkula institution would be treatment of animals kept as pets. He claimed that Haryana was the second state of the country having 660 gm per capita per day availability of milk. He said 3,500 unemployed persons could be provided self-employment in the state through dairying. The spokesman said as many as 2,605 veterinary institutions were functioning in the state for looking after 94.45 lakh livestock of the state. At least 198 new livestock institutions had been opened in the state during the current financial year. Sixty more institutions would come up during the year, he said. He said 10,485 persons during the year 2005-06 and 10,733 persons during the year 2006-07 were trained in dairying to enable them to become self-employed. |

Haryana police celebrates 48th commemoration day Panchkula, October 21 Haryana DGP Ranjeev Dalal and other senior police officers paid their floral tributes to the 708 police martyrs of police establishments of the country, including three policemen - EHC Shailender Kumar (37), constable Krishan Kumar (40) and constable Suresh Kumar (25). In his tributes, Dalal recalled that on October 21, 1959, 10 police personnel of the CRPF on border patrol, laid down their lives in Ladakh, protecting the Indian territory from Chinese intruders. Since then, October 21 is observed as Police Commemoration Day, not only to commemorate the memory of those 10 brave souls but also to remember the thousands of other state’s forces policemen, who lay down their lives every year, while protecting others. Dalal said the internal security situation of the country was at a cross-road. “Policing is no longer about fighting petty criminals. We are facing threats to peace and security from organised quarters with support from across the borders. Our new adversaries are youthful, ideologically committed, tech-savvy and ruthless,” he said. He stressed upon the need to upgrade weaponry and training of personnel to give them a befitting reply. The challenge, he added, is to minimise the loss of life and property in this ongoing battle. He saluted the martyrs, and said the police re-affirms its resolve to keep fighting and keep winning. “Please allow me to take this opportunity to serve a warning to the enemies of peace. Tiny tots bring alive Lord Rama’s life Ambala, October 21 Deputy commissioner, Ambala, Mohammad Shayin, was the chief guest on the occasion and he announced a sum of Rs 25,000 for the school. Principal Sudha Mathur and school director Deepak Mongia lauded the efforts of the tiny tots for putting up a great show. The programme started off with Ganesh vandana, followed by ‘Ramayana’, in which different stages of Lord Rama’s life were depicted by the students. Incidents like the ‘swayamwar’, ‘van vaas’, ‘sita haran’, ‘ram setu’ and the fight between Lord Rama and Ravana were well enacted. The play was interspersed with dance performances by the students. The intricate use of light and sound, coupled with rich music, mesmerised the audience. The programme ended on a happy note with fire crackers being burst to celebrate the victory of Lord Rama over

Excitement, gaiety mark Dussehra AMBALA: Dussehra was celebrated with great enthusiasm here today. The effigies of Ravana, Meghnaada and Kumbhkarana were burnt at several places in Ambala City and Ambala Cantonment. The main function was organised at the Dussehra Ground, Ambala Cantt, and Ram Bagh, Ambala City. The festival was celebrated in Sector 9 and Baldevnagar too. Former minister and local MLA Venod Sharma also organised a function at his residence in Ambala City to celebrate the festival, where several senior Congress leaders and representatives of various social and religious organisations were present. ‘Treat Pusa variety as basmati’
Chandigarh, October 21 State agriculture minister Harmohinder Singh Chatha said here yesterday that earlier Pusa 1121 was included in that category. He said if the union government persisted with the ban on the export of non-basmati rice, it would harm the interests of farmers of the state. Chatha said the Pusa variety was being mostly cultivated in Haryana. The variety was sown by farmers under the impression that it belonged to the basmati category. |
