3 hurt as BKU, INLD men clash
Jind, October 20 The seriously injured person has been referred to the PGIMS, Rohtak, for treatment. The incident took place soon after the conclusion of a public meeting by the INLD, addressed by its president Om Prakash Chautala in the village. A vehicle owned by a prominent activist of the INLD was damaged due to stone throwing, though later, Chautala denied any incident of opposition by the villagers or a clash between his supporters and the locals at Kandela village. This is the same village where the BKU-led by Ghasi Ram Nain had staged a month-long agitation, including blockade of roads, in 2002 after the incident of police firing on the protesting farmers in the same year. While the police is yet to book a case, it is reported that no complaint has been lodged with the police in this connection so far. The district police chief said one person, who was injured, had been admitted in the hospital and he was still to give any statement to the police in this regard. It is reported that there was no visible clash or protest till the public meeting was over and the INLD supreme had left the venue, but according to eyewitnesses, one of the vehicles of the motorcade had allegedly tried to overrun a resident, who was among those, who had reportedly raised slogans against INLD leaders and workers. It is claimed that the person identified as Ajit, a resident of the village, suffered serious injuries in this attempt and this led to pelting of stones by some others on the vehicles in the tail end of the motorcade. Windowpane of one vehicle was also damaged, it is stated. The BKU activists had earlier announced to oppose the visit of the INLD leader, claimed a local resident. Later, while speaking at a public meeting in Ahirka village, Chautala claimed that neither any opposition nor any clash took place at Kandela village after his meeting. He reportedly said an attempt could be made by certain antisocial elements to defame him and his party. It may be recalled that the INLD had been carrying out a ‘Contact programme’ with the rural masses in the district for the past few days. |
HFUCTO to observe Oct 30 as protest day
Kurukshetra, October 20 Stating this in a statement released to mediapersons, the secretary of the Kurukshetra Univeristy Teachers’ Association (KUTA), Dr Bhagwan Singh, said all constituents of the HFUCTO would launch a week-long signature campaign from October 23 to 30 against the policy shift on pension plan for teachers appointed after January 1, 2006 and inclusion of a point of reference to review the existing pension scheme in the sixth pay commission constituted by the Central government. Bhagwan Singh said the HFUCTO had called upon the Haryana government to implement the recommendations of the University Grants Commission (UGC) and the Ministry of Human Resources Development (MHRD) regarding the retirement age up to 65 years, reader designation to the college teachers and implementation of the UGC grade under the CAS to the deputy librarians in the university/college librarians in Haryana. The federation had also demanded an immediate constitution of the Higher Education Council in Haryana. The HFUCTO had also demanded salary through treasury, a comprehensive policy of medical security and leave encashment for the teachers of the government-aided colleges in the state. |
CBI opposes dera chief’s regular bail plea
Ambala, October 20 While CBI chief public prosecutor Rajan Gupta concluded his arguments against the regular bail application filed by the dera chief, the arguments by the counsel of the dera chief could not be completed today. Saini ordered that further arguments on the regular bail application would take place on October 22. The CBI counsel submitted that the dera chief should not be granted a regular bail. It was stated that the CBI had clinching evidence to prove the involvement of the dera chief in the three cases. The CBI counsel said the murder of journalist Ram Chander Chattrapati and Ranjit Singh had taken place following the direction by the dera chief. He stated that a sadhvi in the dera had said the dera chief had sexually assaulted her. It was also argued that in cases in which the person has a sizeable following, the status of the accused versus the status of the witnesses must be borne in mind. The high profile cases of Amarmani Tripathi and Pappu Yadav were cited during the arguments. Counsel for dera chief S.K. Garg said he was a law-abiding citizen. He said there were several irregularities in the investigations carried out by the CBI. He pointed out that even though the alleged incident of sexual assault had taken place in 1999, the victim had come forward only after seven years. He said the statements of other persons, who had been mentioned by the sadhvi, had not been recorded. He said the CBI was taking action on the basis of an anonymous letter and it had failed to find out the person, who had written the letter. He pleaded that regular bail should be granted to the dera chief. The chief had appeared in the Ambala court on October 4 and had moved a regular bail application in the three cases against him. On October 15, a voluminous reply was filed by the CBI challenging the bail application. |

Panipat, October 20 Taking a strong exception against the official’s conduct, the commission has also a served show-cause notice about why penalty proceedings should not be initiated against him for defying RTI rules. Panipat SDM Shakti Singh, who is also the EO, HUDA, has been accused of violating the rules by not furnishing the information within the stipulated period of one month. The EO might be fined Rs 250 for every day’s delay in providing the information above the period stipulated for reply in the RTI Act. State convener of the Indian Federation of Trade Unions (IFTU) P.P. Kapoor had moved an application seeking the detailed information about the allotees of a housing scheme at Sector 25 here. The scheme was floated by HUDA where the residential plots were reserved exclusively for industrial workers. In his application moved on April 18 this year, Kapoor had sought a copy of the brochure, listing the details of the eligible applicants for the scheme. Alleging serious irregularities in the allotments, Kapoor further alleged that certain allotees, in connivance with the HUDA officials, were attempting to conceal information. After no reply was given by the EO, Kapoor moved an appeal to the administrator, HUDA, the first appellate authority, on May 25. When the administrator did not reply, Kapoor approached the SIC. During the hearing, chief information commissioner G. Madhavan categorically termed the case as representing “a sorry state of affairs in furnishing simple information” and reprimanded the HUDA officials for an unprecedented delay in furnishing the information. He observed that the HUDA officials had failed to produce any documentary evidence in their defence, showing that no correspondence was carried out with the applicant. The commission instructed the EO to provide the required information by October 25. |
Rice exporters’ strike continues; effigies burnt
Jind, October 20 The protesters burnt the effigies of the union agriculture minister and the commerce minister on the rail track passing through the town in protest against the government’s move. The movement of trains remained affected for about an hour. A large number of rice traders and exporters had assembled in the mandi here and paraded the effigies of the union ministers through the town before taking these to the railway line. This act, however, alerted railway officials, who thought that the protesters had come to block rail traffic. As a result, the movement of trains was halted till the people disassembled after burning the effigies on the track. The exporters and traders have announced to continue the strike till their demand of lifting the ban on the export of the 1121 variety was lifted by the government. |
New scheme for rickshaw-pullers
Chandigarh, October 20 After inaugurating this project in Faridabad today, local government and labour and employment minister A.C. Chaudhary said, under the scheme, rickshaw stands (Rain Baseras) would be constructed in different parts of the city and water supply, bathing facilities, facilities for repair of rickshaw, sleeping facilities during the night and PCOs would be provided. The rickshaw-pullers would be given licence plates, identity cards and uniforms. Chaudhary said after trial run of the scheme in Faridabad, it would be launched throughout the state.

Cleanliness drive to begin in Nissing villages
Karnal, October 20 The decision was taken today by sarpanches of 12 villages in the presence of deputy commissioner, Karnal, B.S. Malik during a cleanliness drive at Hemda village. The DC asked the association to create awareness among the people about the side effects of using polythene bags. He launched the ‘Polythene removal-cum-cleanliness’ drive at Dabri and Hemda villages. Malik worked shoulder to shoulder with the villagers for nearly three hours in cleaning the village and its surroundings. He said by adopting the habit of cleanliness, people would get a healthy environment. He disclosed that as many as 64 villages of the district had been covered under this programme. He said a solid waste management plant would be set up soon at Shekhupura village. |
Councillors condemn steno’s arrest
Kurukshetra, October 20 Mukhija was arrested by a vigilance department team during a raid conducted on the premises of LNJP Hospital here yesterday for allegedly accepting a bribe of Rs 1,000. The councillors submitted a memorandum to deputy commissioner Pankaj Aggarwal informing him about their resolution and demanded an inquiry into the case by some higher authority. In the memorandum, the municipal councillors alleged that Mukhija had been implicated in a false case and expressed their resentment about this. They also warned the district administration that if the inquiry was not initiated within a week, they would call upon Haryana Chief Minister Bhupinder Singh Hooda and would chalk out a further plan of action. When contacted on telephone deputy commissioner Pankaj Aggarwal said the councillors had submitted their mass protest letter. Meanwhile, Mukhija was produced before Chief Judicial Magistrate, Kurukshetra, Pradeep Kumar here today and was sent to 14-day judicial custody to Kurukshetra Jail. |
Bill defaulters to lose power supply within 7 days
Hisar, October 20 Addressing officers of the Dakshin Haryana Bijli Vitran Nigam (DHBVN) here last evening, he said a campaign to disconnect the power supply to defaulters should be launched. Every officer concerned should be given targets for disconnections for a month. He said all connected defaulters should be disconnected within a month. He said a first time defaulter should be disconnected from the pole. If a consumer defaults the second time, his cable and energy meter should also be removed. And, in case a consumer defaults for the third time, the entire electrical apparatus should be removed. Lohchab said the electricity bills waiver scheme had evoked a good response in the area of the DHBVN. He asked the officers to remove the lines, poles and transformers of those agricultural consumers who had not opted for the scheme and those whose supply had been disconnected permanently on account of non-payment of bills for a long time. Managing director, DHBVN, Vijayendra Kumar said the nigam was planning to create one revenue protection subdivision in each operation circle and the entire record in sub-divisional offices would be computerised to increase efficiency. He said the system of automatic meter reading was likely to be introduced in the DHBVN area in a phased manner. He directed the officers to release connections from junction boxes so that unauthorised connections could be identified. He ordered that senior officers should also take meter readings randomly to counter check the accuracy of the reading. |
Kumaon Regt officers meet war heroes in Ahirwal
Rewari, October 20 On the first day of their visit, today, they met heroes of the battle of Rezangla. Their visit will conclude on October 23. The objective of the visit is to get the officers familiar with the region. They met with Havaldar Nihal Singh, Naib Subedar Jai Narain and Capt Phool Singh, all survivors of the historic battle of Rezangla. Kumaon Regiment’s Charlie Company had fought that historic battle against the Chinese at a height of 18,000 ft in the Chushul sector of the Ladakh on November 18, 1962.

Protect rights of mentally challenged: Judge Ambala, October 20 Bedi, while addressing the students, said it was our prime duty to help the needy especially the mentally challenged people. He said the rights of mentally challenged persons should be protected at every level. He also said the court would provide free legal aid to such persons if they approach it in any matter. He said the District Legal Services Authority would organise such seminars in various institutions in the district to make the people aware about their legal rights. Bedi said some time inequality becomes a hurdle in the all round development of the society. He asked the students to launch a legal awareness campaign to educate the common man about their legal rights. Bharti said no body wanted to face the court but courts were the only sources where a victim could get the justice. He said besides academic education, the students should have the basic knowledge of law too. He asked the students to approach the court if they found that any mentally challenged person was being harassed by some one and his legal rights was being grabbed. Principal of the college Kiran Angra also spoke on the occasion. |
