Party Reposes Faith in Bali
Dharamsala, October 20 The party high command that demanded his resignation from the state Cabinet immediately after his birthday party has now reposed faith in him. He has been given a prominent place in the state election committee of the party. Not only this, the Congress has also decided to kick-start its election campaign from Nagrota
Bagwan, his home constituency, on October 25 by organising a public rally. Chief Minister Virbhadra Singh, in-charge of state party affairs R.K. Dhawan and other senior leaders would participate in the rally. On Friday evening Bali got a clean chit and was welcomed in his home constituency of Nagrota Bagwan by thousands of people who greeted him with garlands. This was an indicator of his popularity in the area. Claiming that he was confident of getting a clean chit, Bali said, “I am morally clean and had done nothing wrong in the party. I do not know about the others and if anything happened after my departure from there”. He said certain opposition leaders had unnecessarily raked up this issue and they even tried to influence the proceedings of the judicial probe panel by issuing statements in the media. Talking to The Tribune, Bali said he expected to get more votes by contesting the election as an independent candidate but being a loyal party worker, he had to steer the party to come out with a majority in the elections. Bali said he would tour the state during the elections and help his colleagues to come out victorious. He said there was no dispute of leadership within the Congress. “Virbhadra Singh is our leader and we will be fighting the elections under his leadership”, he said. He lashed out at the BJP for making a big hue and cry against him and his party saying that BJP leaders should first create order in their party and then speak of others. “Groups are there in the BJP not in the Congress”, he added. |

Sundernagar, October 20 He said the party had decided to seek workers’ opinion before finalisation of tickets for the Assembly elections. He said the candidate who wanted to contest the elections would have to file an application before the block party president till October 31. Then the block would forward the names of candidates to the district body by November 5 and the district body would further recommend the names to the state body till November 10, he added. He said the state body would then forward the names to the Central body where ticket allotment would be finalised by the committee. Bilaspur: Former Chief Minister and MP Prem Kumar Dhumal has accused Chief Minister Virbhadra Singh of creating mess and confusion in the state. He said the Chief Minister had failed to solve problems of unemployment, corruption and inflation during his 16-year rule. He was addressing a BJP workers meeting in the Geharwin Assembly constituency at Bhadoli Kallan, around 80 km from here yesterday afternoon. He ridiculed the Chief Minister for raising hue and cry over the decision of the Election Commission to hold elections in the state two months in advance. “When he could not do anything good for the state during his 16-year rule, what wonders would he do in two months?” he said. He criticised Virbhadra Singh for saying that he would perform foundation laying ceremonies of important projects even after December 31. He said such announcements were a violation of model code of conduct. |

Shimla, October 20 Maximum number of eight applicants are from Lahaul-Spiti, followed by Kinnaur (3) and Bharmour (2). While Thakur Singh Bharmouri is likely to be re-nominated from Bharmour, sitting legislator Raghubir Singh, former chief secretary A.N.Vidyarthi and ex-MLA Phungchuk Rai are among the front runners for the Lahaul-Spiti seat. The other candidates in the race include Ravi Thakur, Rajinder Karta and Jai Ram. Besides sitting legislator Jagat Singh Negi, Sushila Negi, wife of former legislator Dev Raj Negi, and S.G.Negi are also in line for the ticket. The BJP has already decided its candidates for Bharmour and Lahaul-Spiti and authorised the state party chief Jai Ram to name its nominee from Kinnaur. The state election committee has recommended the name of Tulsi Ram from Bharmour and Ram Lal Markandey from Lahaul Spiti. As there was a tie between Chet Ram Negi and Tejwant Negi for the Kinnaur seat, Jai Ram was authorised to recommend the name of one of the two. The names of the candidates will be finally approved by the central parliamentary board on October 22. Meanwhile, the Congress has invited applications for the remaining 65 seats which will go to polls in the second phase on December 19. Applications will be received up to October 30 which will be scrutinised by the district Congress committees and forwarded to the state Congress committee along with recommendations by November 2. |

Nurpur, October 20 Talking to the mediapersons here this afternoon, he said CM’s assertion to inaugurate a number of projects and lay foundation stones for the proposed central university, the IIT and the Bhanpali-Bilaspur railway track even after the completion of the election process was unconstitutional. He urged the EC to take action against the CM for releasing a statement that was unconstitutional. He said the Virbhadra Singh government was in frustration with due to the advancement of the Assembly elections.

7 buffaloes sacrificed
Mandi, October 20 No untoward incident was reported after the sacrifice which was watched by thousands of devotees to placate
Mahishasurmardini, the goddess of the destroyer of the demons. Chairman of the temple committee,
Parandev, said he had nothing to do with the sacrifice of the buffaloes as the practise had been continuing over the centuries. But the sacrifice has incurred the wrath of the rationalists and animal rights activists, who have sought a ban on this inhuman sacrifice. Surprisingly, media teams were not allowed to enter the venue of the sacrifice. SDM Karsog Vijay Kumar said he came to know about the sacrifice at around 4 pm and later, he dispatched a police team to the spot. |

Dharamsala, October 20 Meanwhile, Mohini Daljeet Singh, president, Army Wives Welfare Association (AWWA) of the Western Command, inaugurated the Brave Heart Cell by planting a sapling on the new premises. The cell has been created to resolve various problems related to financial assistance, canteen facilities and medical assistance being experienced by the war widows. |
Removal of school board chief sought
Shimla, October 20 In a complaint faxed to the commission, it alleged that Rahi, who had been a member of the Congress and seeking party ticket, was misusing his position to help the ruling party. During a press conference to announce the examination schedule, Rahi listed achievements of the Congress and even released a press note in this regard, which was a clear violation of the code of conduct. Earlier, he had tried to mislead the commission by wrongly stating that the examination schedule of the board clashed with the election dates announced by the commission, the complaint said. |
Notification issued
Shimla, October 20 As per the notification, the last date for filing nominations is October 27 and scrutiny will be carried out on October 29. The last date for withdrawal of candidature is October 31. Chief electoral officer Manisha Nanda said relevant forms had been made available with the returning officers. |

Shimla, October 20 A press note of the commission said the civil law-I paper will held in the forenoon session on October 29 and the Hindi paper in the afternoon session. Civil law-II paper will be held in the forenoon and English composition paper in the afternoon on October 30. The criminal law paper will be conducted in the forenoon session on October 31. |
