Dera chief granted regular bail
Ambala, October 25 Special Judge for CBI cases in Haryana R.K. Saini allowed the regular bail application filed by the dera chief. The arguments for the regular bail application had concluded on October 22. The dera chief has been granted bail in three cases in which challan has been filed against him by the CBI. The cases pertain to alleged sexual exploitation of a sadhvi, murder of Ranjit Singh and the Ram Chander Chattarpati murder case. The bail bond is of Rs 5 lakh each.
Jubilant followers of Dera Sacha Sauda said they had complete faith in the judiciary. Dera followers were present outside the courtroom when the announcement granting bail to the dera chief was made. During the arguments on the regular bail application on October 22, the counsel for the dera chief had submitted before the court that Gurmeet Ram Rahim Singh was a law-abiding citizen. He had said that since the CBI had not arrested the dera chief during the course of investigation and the investigations by the CBI were now over, so no purpose would be served by not allowing the bail application. Gurmeet Ram Rahim Singh had appeared in the CBI court on October 4 on the directions of Punjab and Haryana High Court. His counsel had moved three sets of application for grant of regular bail on that date. On October 15, the CBI had filed a voluminous reply to the regular bail application. The CBI had strongly challenged the regular bail application. Marathon arguments had taken place on the regular bail application. The CBI counsel had concluded his arguments on October 20 while the counsel for the dera chief had concluded his arguments on
October 22. Judge R.K. Saini had reserved the order for today. Thereafter, the order granting regular bail to the dera chief was announced
this evening. |
Extension for Change of Land Use
Chandigarh, October 25 In a strong-worded judgment that brings to the fore the state of affairs in Haryana, a Division Bench of the High Court has held: “The attitude of the state authorities reveals an insensitive stubbornness which tends to defeat the rights of a citizen and tends to put him at great pecuniary risk without any justifiable reason.” The observations were made by a Bench comprising Chief Justice Vijender Jain and Justice Mahesh Grover on a petition filed by Panipat district-based M/s Flora Exports. The petitioner had sought the quashing of an order dated March 30. Through the order, prayer for extension in permission for change of land use was declined on the ground of non-construction at the site within permission’s validity. The petitioner had contended that non-sanctioning of the plans by the state and another respondent had delayed the construction. In any case, it had gone ahead with the construction after the plans were sanctioned and the same was now at an advanced stage. An application dated August 17, 2005, had also been forwarded for the grant of extension so as to enable the petitioner to complete the construction for operating its business venture, counsel for the petitioner had argued. Expressing anguish over the “apathetic attitude of the respondents, and the state of affairs prevailing in their office”, the Bench observed: “If the endeavour of the state is to promote industry or development by granting permission for change of land use, the same cannot be scuttled when the incumbent concerned is showing his bona fides.” After hearing the arguments in the matter, and going through the documents, the judges added: To our mind, it was imperative upon the respondents to have decided the application of the petitioner for extension of land use permission by taking into consideration the ground realities as they existed on the date when the same was made. The judges added: “The respondents could not have ignored this application in view of the substantial construction having been made by the petitioner, which is reflected from the photographs placed on record, and the veracity of which has not been denied by them.” The judges concluded: “In this case, we do not find any valid ground for not considering the prayer of the petitioner for extension of change of land use permission. Consequently, this petition is accepted, impugned order is set aside and the respondents are directed to forthwith decide the application of the petitioner for extension of change of land use permission, specifically keeping in view the fact that it has carried out a substantial amount of construction an the site.” |
Kiran Choudhry wants monkeys exported
Chandigarh, October 25 Export the monkeys, she said, when responding to man-animal conflict, which emerged as a major issue at the day-long first north zonal conference of forest ministers hosted by Punjab today. Choudhry even told the visiting union state minister of forest and environment S. Reghupathy to amend the Wildlife Protection Act to control the monkey menace. And though Reghupathy didn’t find the proposal of exporting monkeys very amusing, other state representatives nodded frenetically as Choudhry made her point. “We can export the monkeys and other wild animals to countries that require them for their zoological parks and other research purposes. The MoEF could look into this proposal,” she said, also demanding research in the field of animal population control. Reghupathy, for his part, sang the old school song: “We can only sterilise our monkeys. At the moment, exports are not being considered,” he said, after state representatives of Punjab, Haryana, Himachal Pradesh, Rajasathan and Uttarakhand, who had assembled today at Punjab Bhawan to raise their issues, found Choudhry’s point favourable. Interesting it was to note another of Choudhry’s suggestion, which the union state minister seemed to agree with. It was about mandatory afforestation in SEZs. There is a need to develop policy and guidelines for taking up plantation work in SEZs so they may develop in accordance with ecological considerations, Choudhry had earlier proposed. But major focus remained on man animal conflict, with the Punjab government demanding that damage by animals be treated as natural calamity and suitable compensation be paid to those who stand to lose in the process. Himachal Pradesh, for its part, is even issuing permits for shooting monkeys, subject to certain conditions. “We are issuing permits for shooting monkeys in case we are convinced that they have become inimical to human life and property,” said Himachal principal chief conservator of forests. |
AIDS patient tries to commit suicide
Fatehabad, October 25 Mohan, who is an AIDS patient, lies unattended on a cot outside the local general hospital. Asking for mercy death from those who visit him, Mohan tried to commit suicide by setting himself ablaze last night. Authorities had sent him to Arpan Care Centre, Rohtak, for treatment after The Tribune had highlighted his plight. Navdeep Rai, an Indian living in Dubai and C.P. Batra, a local philanthropist, had provided financial succour to his father Nand Kishore but as if this was not sufficient he too has deserted his
ailing son. Nand Kishore came back to Fatehabad with critically ill Mohan and laid him on the cot. In an effort to get rid of the pain and sufferings he is going through for the last four months, Mohan set his bed on fire and tried to immolate himself. He was, however, saved by onlookers. Nand Kishore first said Arpan Care Centre authorities had discharged Mohan as they did not keep a patient more than 14 days. But project coordinator of the centre Nahar Singh Deswal denied the allegations made by Nand Kishore. He said Nand Kishore got his son discharged on
his own. Even Mohan belied his father’s claims and said Nand Kishore was not willing to stay with him at Rohtak and hence brought him back to Fatehabad. Later, Nand Kishore admitted that he brought Mohan back against the advice of the centre as he found his son difficult
to handle. Mohan, who was a truck driver in Punjab, had come in contact with the deadly disease some time back. Now lying on a cot in the open street, Mohan is unable to walk. With no one to look after, he urinates and defecates on
the bed. Pigs and stray dogs approach his cot smelling human garbage, but Mohan is too frail to shoo
them away. |
2 students commit suicide
Kurukshetra, October 25 Naina, a resident of Anchala Chowk here, committed suicide by jumping into Satluj Yamuna Link Canal (SYL) near Jyotisar here. According to police sources, Naina, a class XII student of Guru Nanak Senior Secondary School, went to the school to know her compartment result yesterday. She got mentally disturbed after she came to know that she failed in the examination. Her friends said she had told them that she would not return home. A woman, who was cutting grass there, saw her jumping. Till the time of filing of this report, the girl’s body was not recovered. In another case, Paramjeet Kaur, a BA-III rd year student, who was residing in Meera Hostel of Kurukshetra University, hanged herself to death by tying her ‘dupatta’ to the geyser pipe in the bathroom. She was reportedly handicapped from the right foot since her childhood and was under mental stress. Her friends informed hostel authorities, who informed the police. The body was handed over to the victim’s parents after postmortem examination. |
Differences in Faridabad BJP unit
Faridabad, October 25 Former minister and BJP leader Krishanpal Gurjar, former MLA Ananad Sharma and a section of party loyalists-cum-councillors of the Municipal Corporation of Faridabad were conspicuously absent from the dharna. According to sources, Gurjar had earlier announced that the party would launch an agitation against the Central and Haryana government from November 17, if the construction works on the flyover were not started. He had announced the programme without taking the party into confidence. As soon as Gurjar announced the programme, the party launched the agitation. Faridabad MP Ram Chader Bainda, who has differences of opinion with Gurjar, is said to be behind persuading the party to toe a different line from that of the former minister. The absence of Gurjar from the party’s official programme further stands out as the site where the dharna was held falls in Mewla Maharajpur Assembly segment, which was represented by him in the Haryana Assembly. |

Kurukshetra, October 25 Poli Ram of Maan Singh group was elected senior vice-president, who got 789 votes in comparison to his nearest rival Mahender Singh, who was polled 778 votes, while the third candidate Ram Prakash secured 91 votes. Ramesh, who got 813 votes, was elected vice-president while his nearest rivals Jaswant and Krishan Lal got 775 and 190 votes, respectively. Madan Gopal, who got 845 votes, was elected general-secretary. His nearest rival Mukesh bagged 715 votes and the third contestant Davender Babbar was polled 204 votes. Sunil Kakkar, who got 751 votes, was declared press secretary against his nearest rivals Yashpal Narang and Kali Das, who got 748 and 252 votes, respectively. Manjeet, who was elected cashier, got 813 votes against his nearest rival Mohan Lal, who was polled 746 votes. The third contestant Pradeep bagged 212 votes. |

Sirsa, October 25 The wages of semi-skilled labourers have been hiked to Rs 145 and of skilled ones to Rs 155 per day. Those employed under the scheme will get their increased wages from July, said deputy commissioner V.Umashankar He added that the scheme had been implemented last year and so far Rs 23.96 crore had been paid to the villagers employed under the scheme. |

Doctor caught conducting sex test
Sonepat, October 25 The team has sealed the ultrasound machine and and a complaint was lodged in the City police station by the civil surgeon, Sonepat, against the owner of the nursing home, Dr Pradeep Mukhi, late last night. The civil surgeon, Dr M.S. Ahlawat, said after receiving a complaint from Bahadurgarh resident Manish Gupta that Mukhi had demanded Rs 3,500 for sex determination, a raid was conducted on Mukhi Nursing Home and the doctor was found determining the sex of a foetus. The police said a case was yet to be registered as it was being investigated by a sub-inspector. |
5 killed in Fatehabad road mishaps
Fatehabad, October 25 Ashok, resident of Bighar village, near here, was coming in his truck from Hisar when his vehicle collided with another truck coming from the opposite direction. Besides Ashok, Baljit Singh, driver of the other truck, was also killed in the accident. Gurpreet, a cleaner, was injured. Subhash, resident of Sirsa, was killed and his wife Dharam Devi injured when his Maruti car was hit by a vehicle coming from the opposite direction. Two persons riding a motorcycle were killed at the local Sirsa road when their vehicle was hit by a canter.The victims, Gurdarshan and Jora, were coming to the town for shopping. |
