As many as 156 cases were taken up at the gramin lok adalat which was held at Kalayat, 25 km from here, today. Of these, 37 cases were settled on the spot. District and sessions judge H.S. Bhangoo presided over the proceedings of the adalat.

The railway police today busted a gang of robbers following the arrest of two persons. The accused used to rob railway passengers by offering them intoxicated eatables. Another accomplice of the accused is still absconding.

Asserting his firm resolve to complete the BML Hansi-Butana multipurpose canal, Haryana Chief Minister Bhupinder Singh Hooda has challenged his political opponents to launch a protest against the project. Addressing a public rally here today, Hooda dared the parties and groups opposing the canal to do so openly.

“Those against the construction should at least come out in the open and clarify their stance, instead of playing political gimmicks over the sensitive matter,” the Chief Minister maintained. He sought the support and cooperation of the people on the canal issue.

Reacting to INLD general secretary Ajay Chautala’s statement that the construction of the canal could lead to a civil war in the state, Hooda said he was even prepared for a full-fledged war over the issue. “Greh yudh to kya, hum mahayudh ke liye bhi tayyar hain,” he asserted amidst a thundering applause from the gathering. Hooda challenged his detractors to publicise their views from the historic “chaupal” of Meham “Chaubisi”.

The CM said apart from the Hansi-Butana branch canal, work was also in progress on the Dadupur-Nalwi canal, while irrigation projects for Ambala and Mewat areas were in the pipeline. He said work was in full swing on different power plants and there would be no shortage of power in the state in the years to come.

Haryana Congress president Phool Chand Mulana, acting president Kuldeep Sharma, Rajya Sabha member Dr Ram Prakash, Rohtak MP Deepender Hooda, Hisar MP Jai Prakash, Sirsa MP Atma Singh Gill and several other leaders of the ruling party were present on the occasion.

Meham “Chaubisi” president Ram Swaroop and local Punjabi Sabha’s Nand Lal Khurana honoured the Chief Minister by presenting him with turbans. Local Congress MLA Anand Singh Dangi, who had organised the rally, welcomed the leaders and listed the main demands of the Meham constituency.

In response to the demands put forth by Dangi, the Chief Minister announced that a sewage-treatment plant would be constructed at Meham at a cost of Rs 25 crore. He also sanctioned a 50-bedded general hospital, a polytechnic and a community centre for Meham, a girls’ college for Lakhan Majra and an ITI and community health centre at Madina.

“A HUDA sector and a park will soon come up at Meham,” Hooda announced, adding that Farmana and Balahmbha would be developed as model villages. He also assured that efforts would be made to get constructed Rohtak-Hansi railway line.

The CM also ordered the replacement of all old electric wires in the Meham constituency and ordered to extend 3-km Kirsola Minor for the benefit of the farmers. “Efforts will be made for providing a rail link between Rohtak and Hansi,” he said, adding that the other demands put forward by the local MLA would be looked into and fulfilled as far as possible.

The speakers at the rally lambasted opposition leaders Om Prakash Chautala and his son Ajay Chautala and former Chief Minister Bhajan Lal and his suspended MP son Kuldeep Bishnoi and accused them of furthering their vested political interests in the garb of fighting for people’s rights.

There may not be enough sugarcane for sugar mills in Haryana this year.

Due to below average monsoon this year, the sugarcane production in the state has gone down by about 25 per cent, according to sources. To add to the woes of the growers, a disease, “top borer” has hit the crop in many parts of the state.

Already the cane growers have started seriously thinking of shifting to the wheat-paddy rotation because of the high prices these crops are fetching in the market these days.

The average yield of sugarcane last year was about 300 quintal per acre. Therefore, the average per acre earning was around Rs 40,000. This year, the average yield is not expected to be more than 250 quintal per acre, so the per acre earnings for the cane growers will be less than that of last year.

On the other hand, the paddy-wheat rotation on an average fetches, at present rates, about Rs 1 lakh per acre. Moreover, many farmers also sow potato crop in between paddy and wheat crops, enhancing their earnings further. In case of sugarcane, no other crop can be sown for the entire year.

If the state governments failed to raise the support price of sugarcane considerably this year, there will not be many growers next year, which will lead to a shortage of sugar in the country. Interestingly, to save water and electricity, two main requirements of the paddy crop, the government had been encouraging the farmers to take to cash crops like sugarcane in the past. However, this year’s income from paddy and wheat would defeat the efforts of the government to promote diversification of crops.

Secretary of the Haryana Congress Satpal Kaushik has urged Chief Minister Bhupinder Singh Hooda to set the trend by raising the price of sugarcane to Rs 150 per quintal. Already, Haryana offers the highest rate of cane in the country.

Kaushik also urged Hooda in a letter written to him that the mills should be asked to start crushing in the first week of November so that more land was available for the sowing of wheat, which the country had been importing for the past two years to meet the needs of the public distribution system.

On the other hand the sugar mills may like to delay the crushing of sugarcane. The mills, which had two good years, are facing a loss this year as the price of sugar has come down from Rs 22 per kg in 2005 to Rs 14 per kg this year.

The role of some NGOs working under the Sarv Shiksha Abhiyan (SSA) in the district has come under a cloud after sub-divisional magistrate Yogesh Mehta conducted raids at some vocational centres (VCs) and alternate innovative centres (AICs) being run by the Society for Conscious and Overall Progress (SCOP) at Rattia.

The SDM found several irregularities in these centres while some centres mentioned in the register of the NGO were non-existent. Volunteers working in the centres complained of non-payment or under-payment of honourarium.

Even the stationary and the furniture, which should have been provided by the NGO by March this year, were not given till date. Some children found in these centres were not of the age group for which the centres were meant.

The NGO has been running centres for providing informal education to dropout children and non-starter children in the district under the SSA.

At vocational centres children of the age group of 11-14 years are provided education while at the alternate innovative centres children of the age group of 6-11 years are admitted.

The NGO get funds from the state project director (SPD) of the SSA to run these centres. Mostly the wards of rag pickers, slum dwellers and brick kiln labourers study in these centre.

The SCOP has been running 160 VCs and AICs in this district. It also has presence in Sirsa district.

Mehta told The Tribune that he had been receiving complaints regarding the functioning of the SCOP since long. On checking some centres, irregularities had been found, he added.

He said several volunteers complained that they were underpaid, as the organisers had been paying Rs 1,000 per month against the guidelines of Rs 2,500 per month.

District elementary education officer (DEEO) Nalini Mimani said 50 per cent of the funds to this NGO were provided by the state project director, hence the authorities at the district level hardly had any control over the accounts. She said she had not released the balance amount following complaints of irregularities.

However, the NGO has refuted all allegations and blamed the authorities for the mess. Surender Kaushik, general secretary of the SCOP, said their centres were running smoothly and attributed non-release of second installment of funds as a reason for the non-payment of salaries to some of the volunteers.

He said the allegation of under-payment was due to some confusion over the month from which the new rates of honorarium were implemented. He maintained that their working was very transparent and were open to checking by the authorities anytime.

Agroha to get modern industrial area

Chief Minister Bhupinder Singh Hooda said here today that a modern industrial area would be developed at Agroha, the erstwhile capital of Maharaja Agrasen, founder of the Aggarwal community.

Speaking at a function held on the occasion of Agrasen Jayanti, he said the founder of the community had taught the society philanthropy, fair trade practices, compassion and community living. He said Maharaja Agrasen was one of the greatest pioneers of his time.

Speaking on the occasion, Congress MP Naveen Jindal lauded the Chief Minister for his efforts to get the ban on exporting non-basmati paddy lifted. This had provided the much needed succour to the farmers.

Haryana Beopar Mandal chief Bajrang Das Garg said Haryana had never before had such a business and industry friendly Chief Minister. He said although Hooda had done much for the business community so far, the real windfall was yet to come.

Prominent social worker Nand Kishore Goenka asked Hooda to give 900 acres of land from the Government Livestock Farm for construction of a gaushala. Hooda invited him to Chandigarh to discuss details of the project.

Earlier, Hooda participated in Maharaja Ajmeed Jayanti celebrations at Hisar. Hooda said Maharaja Ajmeed had introduced gold jewellery and gave a new direction to society and economy.

He said the backward classes and the Congress were natural allies and whenever this section of society turned away from the Congress, the party was thrown out of power. He said the backwardness of this section of society was the handiwork of those leaders who used them for political benefit but never did anything for their progress.

He assured that the government would locate a suitable plot for a dharamshala for the swarankar community.

Revenue minister Savitri Jindal who presided over the function said the Hooda government was committed to all round development of the state.

HPCC chief Phool Chand Mullana, working president Kuldeep Sharma, Jai Parkash, MP, and parliamentary secretary Dura Ram were among those present.

Jhajjar Violence
Five cops suspended

Five policemen were suspended today on the charges of dereliction of duty during the yesterday’s violence at Badli village following the murder of former sarpanch Raj Singh.

The suspended cops included Dayachand, Naresh and Pradeep. Four of them were deployed with the PCR van while another was posted at the Badli police post.

The in charge of the Badli police post, Naresh Kumar, along with other staff was also transferred.

SP K.K. Rao confirmed the disciplinary action against the police staff and maintained that about six police parties were raiding the hideouts of suspects in different towns and New Delhi.

He said the police was investigating the case and all nine accused who were involved in the murder had been identified. He, however, refused to disclose the names. He stated that so far no case had been registered regarding the torching of the police post.

Five persons, including a sarpanch and a former sarpanch, have been shot dead in a span of four months.

Enmity between two groups arising out of panchayat elections in 2005 was said to be the reason behind the murders.

DSP Sukhbir Singh said police check posts had been set up around Badli village while some persons were being interrogated on the basis of suspicion.

The agitated villagers yesterday burnt down a police post and thrashed two policemen following the murder.

They alleged that the police had failed to arrest any of the accused in five murder cases.

The police failed to arrest any of the accused, though about 40 persons have been booked.

Sale of spurious ‘khoya’ goes unabated

Owing to the sharp increase in the demand of “khoya” during the ongoing festive season, scores of manufacturers from the neighbouring areas of Uttar Pradesh are allegedly supplying adulterated “khoya” in bulk in the Northern region. In the absence of any official check, Panipat has emerged as the main transit point from where adulterated “khoya” in large quantities is ferried on daily basis to various destinations. Investigations made by The Tribune revealed that the unhealthy version of condensed milk was largely prepared in the adjoining districts of Uttar Pradesh, mainly Muzzafarnagar, Meerut and Saharanpur.

The inquiries revealed that Kairana town in Muzzafarnagar, located 30 km from Panipat, had emerged as one of the biggest manufacturing centre of spurious “khoya”, which was sold at a price of Rs 35-40 per kg whereas the pure milk byproduct came at a price between Rs 125 and Rs 150 per kg.

Industry sources revealed that spurious “khoya” was also supplied to big sweet shops of major cities of the region. But no one asks for the quality of the products during the peak festive season, claimed the sources.

Moreover, due to huge profit margin, “halwais” prefer adulterated and cheap khoya, claimed the sources. Stacked in filthy plastic sacks, these consignments were transported in crowded private buses, trains and trucks.

The sources said certain chemical contents were used to enhance its shelf life. Several big suppliers were based in Panipat who source the unhygienic “khoya” from UP areas and transport it to the towns of Haryana located on the GT Road and also supply it in Punjab, Chandigarh and New Delhi, they added.

Experts said contaminated or synthetic “khoya” severely affected the health of the consumers. Though health officials in the state were aware of the practice, no serious action had been initiated to check the menace, the sources said.

Plan to boost organic farming

The state agriculture department is preparing a project of over Rs 11 crore in collaboration with the Agriculture and Processed Food Products Export Development Authority (APEDA) to bring 5,000 hectares of area in the state under organic farming in the next three years.

Stating this here today, an official spokesman said the aim of the project was to give impetus to organic farming in the state and encourage the farmers to adopt this mode of cultivation, as it was more remunerative and profitable.

He said for the promoting the use of green manure, demonstrations were organised over an area of 52,000 hectares for which 16,000 quintals of Dhaincha seed was distributed free of cost.

The spokesman said similar demonstrations were being organised in one identified village of each district under the bio-village programme. Financial assistance of Rs 1,000 per acre was being given to the farmers who would get his produce approved from a certified agency.

He added that the scheme for the promotion of mechanisation in agriculture was helping the farmers in reducing the cost of cultivation and increasing productivity.

Gramin lok adalat

2 held for robbing passengers

The railway police today busted a gang of robbers following the arrest of two persons. The accused used to rob railway passengers by offering them intoxicated eatables. Another accomplice of the accused is still absconding.

In charge Ishwar Singh told the mediapersons that the gang members used to befriend the railway passengers by offering them intoxicated eatables. After that they used to tob them of cash and other belongings.

The accused have been identified as Shahjad and Ramesh, both hailing from Mujjafernagar district in Uttar Pradesh. Police parties have been sent in search of the third accomplice. A bag containing cash and other articles has been recovered from their possession.
