Jind, November 3 No arrest has been made in both incidents. The injured student student was referred to the PGIMS, Rohtak. Three youths reached a place near the canteen of the college at about 10.40 am and they asked for a student identified as Devbrat, studying in the final year of BA. When they found the student, one of them took out a countrymade revolver and fired several rounds at him. Four bullets hit the student. While the assailants made their way towards the main gate of the college, the victim limped for help towards his friends. This has been first such incident on the college premises in the past few years, claimed a student. He said the students had been divided in at least two groups and today’s incident could be a fallout of an old enmity between two groups known for student-related violence in the past. The police said the matter was being investigated and all the assailants would be nabbed soon. The victim is a resident of Mirajpur village of Hisar district. It is alleged that a student hailing from Urban Estate here is behind the incident. |

Fatehabad, November 3 In a memorandum submitted to the SP, the dera followers alleged that their men had been falsely implicated in a case of beating up of a Sikh youth for playing a cassette of Gurbani. They alleged that Kala Singh, Mohinder Singh and Avtar Singh had been playing a cassette containing objectionable utterances against the dera and when their men tried to stop them from doing so, they allegedly beat up the dera followers. They alleged that the police, instead of acting against the Sikhs, registered a case against the dera followers. The police had registered a case and arrested six dera followers on November 1 for allegedly beating up a Sikh youth for playing a cassette of Gurbani on his tractor. The situation had turned tense in the area after the incident and Jathedar Balwant Singh Nandgarh of the Takht Damdama Sahib had rushed to the village. |

Punjabis in dilemma over political future
Hisar, November 3 However, every political party is trying to woo the community because it is capable of turning the tables on any political entity in most of the urban assembly segments because of its demographic distribution. Among those who migrated at the time of Partition were Banias, Rajputs, Jats, Bishnois and some other communities,too.But over the years, all these were absorbed by their respective communities in Haryana giving them a Haryanavi identity. However, the other Hindu communities, especially Aroras, who numbered the most, were left out and given the tag Punjabi, making them a separate political force. But, Punjabis have not been able to produce a leader who could command the support of the entire community after the death of Dr Mangal Sein about two decades ago. Under Dr Mangal Sein Punjabis backed the Bharatiya Janata Party and its earlier avatars to the hilt. The community is now divided into several political groups which are backing different parties in different areas. Thus, every party has its own Punjabi faces to show. The Congress recently propped up A. C. Chaudhry by appointing him a minister in the Hooda cabinet. However, he, too, does not command a pan-Haryana foothold. The same can be said of other Congress legislators like Shadi Lal Batra and Dharambir Gauba to name a few. The Indian National Lok Dal has its own Punjabi face in Ashok Arora as the party’s nominal head. But he has very little influence among his own community members outside Kurukshetra. Interestingly, the BJP at the moment has no Punjabi leader of stature despite the fact that Punjabis are still the single largest political group backing it in Haryana. Over the decades it has garnered votes only by aligning itself with other political parties headed by the Devi Lal clan or the late Bansi Lal. But the marriages of convenience collapsed hastily. It is in this background that Bhajan Lal and Kuldeep Bishnoi are trying to woo this community in order to find a foothold in the slippery political marshland of Haryana. But like other political parties, they, too, lack a proper Punjabi face to show. Subhash Batra of Rohtak is their most prominent Punjabi supporter. But he has to prove his hold in his hometown first before the father-son duo can hope to prop him up. The Bishnois are making strenuous efforts to win over as many Punjabis in different districts as possible even though their influence may be limited to a particular city only. This week they were able to lure Veer Bhan Mehta and a few others from Sirsa to their fold from the Congress. They are making similar efforts elsewhere, too, because their political survival will depend on non-Jat support of whom the Punjabis are a major constituent. The Punjabi community is aware of its political strength if it stands united. But despite this awareness, community leaders prefer to pull the rug from under each other’s feet. |
Stand vindicated,
says INLD
Chandigarh, November 3 In a statement, secretary-general of the party Ajay Singh Chautala and senior leader Sampat Singh said the INLD had accused the state government of bartering interests of the state and causing a financial loss to it through the agreement. They said the agreement was a scam worth Rs 11,000 crore in which the national norm of inviting competitive bids was flouted. Instead, by negotiating with a single party for the project, the Haryana government grossly violated the national policy. The INLD had earlier accused the government of entering into the agreement in contravention of the national tariff policy, the leaders added. They had accused the government of not only deviating from the national policy of awarding projects, but also approving a faulty cabinet memorandum that sought to justify the agreement. The INLD had then pointed out that while the HPGCL had agreed to purchase power from the Amarkantak Project, promoted by the Hyderabad-based Lanco Kundapall company belonging to a Congress MP’s family, at a landed cost of Rs 2.75 per unit, the same company had quoted a rate of Rs 1.91 per unit for Uttar Pradesh. The INLD had also criticised the agreement for not safeguarding the interest of the Haryana consumers. The power purchase agreement (PPA) had failed to ensure cheaper power for consumers. The leaders said the commission, like the INLD, had also found fault with the HPGCL plan of 12 per cent annual return on the pool account for a period of 25 years. The HPGCL itself admitted before the commission that it might not be possible to earn the stipulated 12 per cent annual return on the pool account to be maintained by them for 25 years. Consequently, the deficit would have to be recovered from consumers. “It is obvious that the HPGCL had planned to pass on the additional burden on the hapless consumers.” The leaders said in another deviation from the national policy, the HPGCL had agreed to pay a commission of 5 paise to the PTC for the first 10 years and 10 paise for the remaining period. According to the Central Electricity Regulatory Commission (CERC), the HPGCL was to pay only 2 paise for the first 10 years and 4 paise subsequently. |

CM for fusion of gurukul, modern education systems
Kurukshetra, November 3 The Chief Minister stated this at Gurukul’s 96th annual prize distribution function after inaugurating the Shardhanand hostel and dining hall on the premises of Gurukul, 5 km from here. Wishing Gurukul students a bright future, Hooda urged upon the Gurukul teachers to contribute their maximum to raise the education standard in Haryana. Hooda also announced a grant of Rs 10 lakh from his discretionary fund to Gurukul for building gymnasium hall, while MP from Kurukshetra Naveen Jindal announced a grant of Rs 5 lakh. Gurukul principal Dev Vrat highlighted the achievements of Gurukul. Students presented a cultural programme and showed their skills in gymnastics, horse riding, wrestling, yoga and shooting. Earlier, while addressing a meeting of Jat Sabha, Kurukshetra, on the premises of Jat Dharamshala here , Hooda appreciated the role of the Jat community in the independence struggle of India. He also announced a grant of Rs 11 lakh from his discretionary fund and the equal amount on behalf Jindal. |

Dept fails to take delivery

Gurgaon, November 3 Sources in the Fire Department informed that the department had ordered purchase of seven fire tenders from a company in the year 2004 through open tenders. The department picked three fire tenders out of seven ordered in October 2006 while the four were still parked at the company showroom despite many reminders from it. Officials said that the cost of each fire tender is around Rs 3.50 lakh. He said that out of the total payment of Rs 24 lakh as much as Rs 15 lakh was still pending with department which will have to pay 24 per cent interest on total pending amount from May 7, 2007 as per the company condition. He said the company was at present charging garage charges of Rs 200 per day per vehicle for the four vehicles standing in its showroom. Sources further revealed that an official order had been dispatched on September 9, 2007 that the department will take the delivery of the remaining vehicles by September 19, 2007 but till date nothing had been done by the department. Sources in the fire department said due to shortage of manpower and outdated machinery the district fire department have to depend on other districts for controlling fire at the time of an emergency. He said that water fire tenders had been taken on credit from Rohtak and Rewari. When The Tribune contacted the owner of Garg Enterprises, Hitesh Kumar Gupta, he said that the Fire Department officials inspected fire tenders on April 11, 2007 and found them acceptable for the department. Gupta said it is the lethargic attitude of the department that it had dumped their machinery in the garage of the company. Official said in a recent report released by district administration, there is clear mention of the increased fire security threat in Gurgaon town due to emergence of hi-tech industries, high rising buildings, storage space for petrol station, CNG station and bottling plants in the town. This has enhanced the demand for equipping the fire department with more modern fire tender vehicles, latest fire fighting devices, foam tenders for chemical industries and latest rescue equipments. The report revealed that most of the existing fire tenders were with the department for a decade and their proper functioning could not be guaranteed. The department is also lacking latest technology and infrastructure in handling modern day fire hazards. When contacted director, Urban Development, R P Bhardwaj said they have given directions to the department to take the delivery of the vehicles but so far the date of delivery had not been decided. |
Rules on punishing erring staff amended
Chandigarh, November 3 According to instructions issued by the government recently, an official chargesheeted for major penalty under Rule 7 would not need to face an inquiry any more if it was subsequently decided to impose only a minor penalty on him. The system being followed in Haryana since 2003 with regard to a chargesheet issued for imposing a major penalty was that once such a chargesheet was slapped on someone, a regular inquiry into the matter would have to be started and completed even if it was decided in the interim to impose a minor penalty only on the chargesheeted person. It was also laid down that the disciplinary authority, after issuing a chargesheet to someone under Rule 7, would not be able to accord minor punishment to the person by merely examining the reply to the chargesheet. A regular departmental inquiry would have to be held for this purpose. However, the government has decided to do away with the old system. It has been decided that in case the competent authority is satisfied with the explanation given by a chargesheeted person, the authority can drop the chargesheet without resorting to a regular inquiry. |

Baba Srichand’s prakash utsav celebrated
Maandi Pehowa (Kurukshetra), November 3 Asha Hooda, wife of Haryana Chief Minister Bhupinder Singh Hooda, agriculture minister Harmohinder Singh Chhatha, MP Naveen Jindal, Raghbir Singh Virk, former member, Haryana Staff Selection Commission, and Neetu Mann, block president, Kisan Khet Mazdoor Congress, Jundla block, also attended the function. According to Surinder Singh Bhullar, uncle of Gurvinder, nearly 2,000 persons donated blood. He said medical teams from all nearby districts of the state and one team from Delhi conducted the blood donation camp. A mass marriage ceremony was also held in which 16 couples tied the knot. Special arrangements were made for the couples to take the marriage vows according to the religion of their choice. Bhullar said tomorrow “amrit sanchar” and “sant samagam” would be held. Members of the Damdami Taksal from Amritsar would conduct the baptism ceremony for Sikhs, he added. |

Mechanised infantry celebrates silver jubilee
Hisar, November 3 Stressing the need for maintaining the highest levels of regimental spirit, General Panag called upon the soldiers to spread the message of patriotism to all the citizens of the country. The Northern Army Commander also released a First Day Cover issued by the Army Postal Service. Col M.P.S. Gill said the battalion had, in its 25 years of existence, achieved commendable applause in operational, training and related aspects in all kinds of operational environment. Raised on March 1, 1983, it has completed its 25 years of glorious existence. A large number of retired and serving officers, JCOs and soldiers from all over the country participated in the silver jubilee celebrations which began on November 1. The regiment was raised under the aegis of Mechanised Infantry Regiment Centre (MIRC), Ahmednagar, in order to fulfil the requirement of providing greater mobility for infantry battalions in battlefield. Woman set afire after rape bid
Sonepat, November 3 The victim told the police that Kapoor Singh entered her house in the absence of her husband last morning and attempted to rape her. When she resisted, he poured kerosene on her and set her ablaze. Kiran was taken to Gohana where doctors referred her to the PGIMS, Rohtak. She died during treatment. She said girls should be imparted technical and vocational education so that they could become self-reliant. |
Woman dies of mouse bite
Ambala, November 3 Kailasho, a housewife and mother of four children, was bitten by a mouse when she was working in her house. She was rushed to a local hospital. But when her condition started deteriorating and she fell unconscious, she was taken to a private nursing home at Mullana where the doctors declared her brought dead. Her body was sent for postmortem and serum was taken for lab examination.
