Hisar, March 31 Hooda was addressing a public gathering after dedicating Om Prakash Jindal Park to the public on the late leader's death anniversary here today. The park, spread in 23 acres of land, also houses a community centre. Jindal's wife and Haryana minister of state for urban development Savitri Jindal, their son and Kurukshetra MP Naveen Jindal, Congress MP from Hisar Jai Prakash and Haryana finance minister Birender Singh were among those present on the occasion. A 12-foot bronze statue of Jindal was also unveiled. The park has a sundial and some area has been earmarked for meditation and an amphitheatre. It also has a cricket ground, besides volleyball and basketball courts. A specially designed play area for children is also there. The entire park has rainwater-harvesting points to efficiently utilise rainwater for its maintenance. Paying tributes to the late leader, the Chief Minister described him as a simple, hardworking, truthful and honest philanthropist. He also laid the foundation stone of another park near Gujri Mahal, which will also be developed in Jindal's memory. The Chief Minister, accompanied by Chief Justice Vijender Jain of the Punjab and Haryana High Court, also laid the foundation stone of lawyers' chambers and inaugurated a library in the local court complex. District and Sessions Judge Anita Chaudhary and president of the District Bar Association Kalam Singh welcomed the dignitaries. |

Kaithal, March 31 Kuldip Bishnoi, MP and a son of former Chief Minister Bhajan Lal, told this to mediapersons at the residence of former minister Surinder Madan here yesterday. He said the nation was shocked when it came to light that Quattrochhi had earned a commission of Rs 64 in the Bofors gun deal . That matter is still being pursued by investigating agencies. But Congress president is silent over the allegations on the setting up of SEZs in Haryana. Kuldip said the Centre should review the SEZ policy before fertile land was consumed by SEZs being set up in Haryana and elsewhere in the country. It will affect the production of foodgrains, pulses, rice and oilseeds and the country already facing a shortfall in foodgrains production would face further shortfall in these commodities. He said in such situation prices of essential commodities would rise further and making it difficult for the common man to survive. He said even if the government wanted to set up
SEZs, these should be on barren land so that foodgrain production was not affected. The availability of food to people was more important than
SEZs. To a query on future political action, Bishnoi said he would call a meeting of his supporters from all over the state at Delhi in a couple of days and after knowing their views he would take further decision. He said if his and his father’s supporters favoured the formation of a new party only then it would be floated but he ruled out joining any other party despite offers from important political parties . Kuldip Bishnoi said the proposed Rohtak rally would give surprises as many important and political heavyweights from the state would be there. |

Karnal, March 31 Experts said it could be the handiwork of “psychologically upset individuals” indulging in spreading rumours. Suggesting mobile users not to panic, experts said they should not receive any call from unidentified numbers. In case if one gets such a strange call, he should approach his family members or friends in stead of reacting in a hasty manner. Disclose details of such calls to the police and civil authorities; suggest experts and police officials. Meanwhile, S. P. Sibash Kaviraj confirmed the police had started working to trace the rumourmongers. He said the police was approaching experts to know details about the matter. Talking to The Tribune today Dr C. R. Darolia, professor in the Department of Physiology, Kurukshetra University, termed it as the handiwork of a group of a “unstable minded persons”. He said it was observed about 30 per cent population in any society was susceptible to suggestions or ideas developed by others. In this case too, he added “the fearful individuals” in different clusters of society were simply responding to the “stories of fear” told by others. Experts said such individuals were behaving in an unnatural manner. They said such individuals imagined a situation or character and gave examples to authenticate their experience or imagination. Recalling earlier instances another experts said that a few years ago it was a “monkey-man” in Delhi and then “bijoo” in Sirsa, both “imaginary” animal-like characters whose “attacking spree” had created panic among masses. But both cases were founded to be based on hysteria, he added. |
Govt eases norms for pvt schools
Chandigarh, March 31 This was decided at a meeting held here last evening between the government and the owners of private schools in the state. Chief Minister Bhupinder Singh Hooda presided over the meeting. The Chief Minister announced relaxation to extend the distance of playground from school to 1 km from 500 m. He added that a separate policy would be framed to allow private schools the facility of using playgrounds of government schools within 1-km range. It was also decided that all those schools that were permanently recognised before April 30, 2003, would not have to seek any fresh recognition or NOC. They would, however, had to submit returns regarding their land and building in an amended Form-II. The benefit of relaxed rules for existing schools was extended to schools coming up before March 31, 2007. The categories of schools included those temporarily recognised or temporarily affiliated with the board and un-recognised schools which provide proof of their being in operation for a period of past four years. It was also decided that the covered and open area ratio would be applicable as per the existing norms of the local body and town and country planning department. The private schools can apply to the district education officers for this purpose by April 10, 2007. Education minister Phool Chand Mullana, chief secretary Prem Prashant, principal secretary to chief minister M.L. Tayal, OSD to chief minister M.S. Chopra and representatives of various associations of recognised as well as unrecognised schools were also present in the meeting. |
Parents oppose fee hike

Ambala, March 31 While the parents asserted that the hike in fees by the school was not reasonable and there were several shortcomings in the school, Chaman Vatika school director D.D. Khosla said the allegations are meritless. The parents alleged that there is commercialisation of studies every year and a 4,000-6,000 rupees increase in the fee structure takes place without any logical improvement. They added that the quality of study material, uniforms and food, is poor. The parents claimed that no extra activity takes place in the school and swimming and karate classes are just eye-wash. They stated that a student got good grades in swimming despite not knowing a good swimmer. “Last years, there was no principal and the institution was run by the management only,” said a parent. Khosla, however, said only a small group of parents is levelling allegations at a time when the new session is about to start. “We believe that the allegations are motivated,” he said. The director added that there has been a marginal fee hike of 8 - 9 per cent. “The fee hike is in line with the rising price index. The school does not stand to make any gains by this fee hike,” he explained. “Regarding head of the institution, our officiating principal Dr R. Roy is a competent person,” he added. Khosla said the argument of poor quality of study materials is baseless as the students have delivered good performance consistently. “Also, we provide good uniforms and food,” Khosla said. He added that they have been running the school since 1991 with distinction and such an issue has never cropped up. The parents blocked the Ambala-Chandigarh highway for a brief while yesterday morning to protest the fee hike. |

Kaithal to get another girls sr sec school
Kaithal, March 31 This is the second government girls senior secondary school in Kaithal. with the opening of this school, a long-standing demand of residents of localities of southern town had been met. Residents have expressed happiness over this decision as they had to send their daughters to another school situated far off and the closure of gate at the railway crossing situated on the road caused a lot of inconvenience to the girls and also jeopardised their safety. The Chief minister during his first visit to the town had announced the opening of this school in view of the strong public demand. The deputy commissioner said the admission to this school would start from April 2 and the DEO had been directed to make arrangement of teachers from internal sources. Kataria, accompanied by SDM Jagdish Sharma reviewed the arrangements to be made for starting this school in stipulated time. He also gave necessary directions to the officials to ensure all facilities to the students. Meanwhile, HUDA had been asked to provide land for the construction of the school building in that area, he added. |

Kurukshetra, March 31 Stating this here on Wednesday, NIT Director M.N Bandyopadhyay said the MoU was signed here and thus the newly-signed CoE would have facility for 30 persons to work simultaneously on computer- aided engineering-related projects. It would also conduct formal courses (part of the curriculum) for students and offer regular short-term training programmes based on the needs of industry. |
Tributes paid to Surinder Singh
Bhiwani, March 31 They were led by the late Congress leader’s widow and Haryana tourism minister Kiran Chaudhry. Her daughter Shruti and son-in-law Anurag were with her. Addressing partymen at Golagarh, Kiran Chaudhry said she had shifted here from Delhi after the death of her husband in a copter crash two years ago at the behest of party workers of the Tosham constituency. They continued to be her guiding force and she would do her best to carry out the tasks left unfinished by her husband’s untimely death. She said as minister and Congress leader Surinder Singh kept himself close to ground realities through constant interaction with the people of the area and she would follow this example throughout her political career. Former Haryana speaker Chhar Singh Chauhan and Congress legislator Ram Kishen Fauji was among those present. Later, Chaudhry went to Tosham and inaugurated the schemes to be implemented there to develop it as a model village. She said whatever development in Haryana took place under the late Bansi Lal, her late husband had played an important role in that. She also thanked Chief Minister Bhupinder Singh Hooda saying he had greatly helped maintain the pace of development in the Tosham assembly segment. |

British era coins found
Chandigarh, March 31 Minister of state for Archaeology, Museums and Archives Meena Mandal, said the coins, dated 1852 AD, were of a period when India was not brought under the control of the British government and the East India Company was ruling the country. Indachhoi village is situated at a distance of about 13 km from Tohana on Tohana-Bhuna road, on a mound of later medieval civilisation. “Queen Victoria” was inscribed on the coins. |

Chandigarh, March 31 The minister said the arrears on account of the enhancement made in the DA would be given to employees in cash. He said the government would bear an additional expenditure of Rs 16.50 crore per month for the payment of enhanced DA. He said during the next 11 months the government would spend Rs 181.50 crore on this account. |
Drive against Japanese encephalitis from April 15
Kurukshetra, March 31 At a meeting of the district task force against Japanese encephalitis here on Wednesday, deputy commissioner T.K. Sharma said under the campaign, the Haryana Health Department had decided to immunise all children in the 1-15 age group. The vaccine will be administered from 9 am to 5 pm at all centres daily from April 15 to 30. Sharma said children would be administered the vaccine in a phased manner to protect them from this viral disease which was the cause of a high mortality rate. The campaign would be a one-time exercise as the vaccine had the potential to provide 98 per cent immunity for life against the disease. The deputy commissioner asked the health department officers to ensure the presence of all children up to the age of 15 on the vaccination day. For this panchayats and school authorities would coordinate with the health department, he added. |
5 HAP constables dismissed
Karnal, March 31 Inquiries revealed that the accused cops were deployed at 4th battalion of the HAP and posted at Madhuban. Though the “erring” cops were sacked earlier this week, the police officials remained tightlipped. Sources said the department had received complaints against 16 constables recruited during the INLD regime in 2002. The accused cops had allegedly submitted forged documents at the time of their appointment. Meanwhile, the dismissed cops have been given a chance to appeal before the IG, HAP who is the appellate officer, said the sources. |

Boy jumps into canal; body
not found
Ambala, March 31 Gurjeet Singh, a class IX student of Government Senior Secondary School, Naggal, jumped into the canal at about 2 pm. The school results were announced today and Gurjeet Singh had failed for the second time. Gurjeet left for his home in village Baknaur from the school in the afternoon. Along the way, he jumped into the canal. His cycle was parked on the side of the canal. A few students who were returning on the same route noticed his cycle and raised a hue and cry. Despite efforts by the local people, Gurjeet’s body of could not be located. An official said there was less possibility of the boy’s survival, but the canal would be under surveillance to look for his body. |

Pinjore, March 31 “His wife was sleeping outside the house while Ravinder was inside. After waking up this morning, she found that Ravinder had hung himself to death,” sources said. Though no suicide note has been found, the police said a marital dispute could be the cause behind the incident. The police has registered a case at police station, Pinjore, and the body has been sent for a post-mortem examination. |
