IAS officer’s widow drawing pension ‘illegally’
Shubhadeep Choudhury
Tribune News Service

Chandigarh, March 23
The accountant-general’s office has written to the Haryana chief secretary to look into the alleged illegal drawing of family pension by the widow of an IAS officer.

The AG’s office acted after the receipt of two complaints on the drawing of family pension by Belu Maheshwari, wife of the late Sharad Kumar Maheshwari, a 1974 batch Haryana cadre officer.

S.K. Maheshwari died on November 11, 2003, following which his widow started receiving family pension from December, 2003, onwards. Since the AG’s office has nothing on record regarding Belu Maheshwari’s “remarriage”, it wants the chief secretary to intimate the true position regarding the matter so that the appropriate steps can be taken.

It is stated that section 22 of the All-India Services Rule debars a widow from drawing family pension in the case of her remarriage.

Belu Maheshwari, it is learnt, has got married to Anil Bansal of Gurgaon. A photocopy of a card given with the complaint in possession of this reporter invites guests to “our farmhouse, 7 Orient farms, Gurgaon for an afternoon of lunch and music”. “Anil and Belu Bansal” extended the invitation. Some of the late Maheshwari’s colleagues from the bureaucracy went all the way to Gurgaon from here to attend the party thrown by the couple at the farmhouse on January 21. It was an anniversary celebration as the marriage had taken place on January 21 last year.

One of Belu Maheshwari’s colleagues in the history faculty of Panjab University has also written to the AG, Haryana, regarding the “illegal” drawing of pension by her.

Atop tank, ‘Sholay’ style, for a truck

Yamunanagar, March 23
High drama was witnessed at Labana village of Mustafabad block here this afternoon when Baldev (45) climbed an overhead water tank (90 ft high) in the village and refused to come down unless an Ambala-based financer, who “took away his truck”, returned it.

Repeated requests to Baldev to come down by those gathered around the tank and officials of the police and the district administration fell on deaf ears as he simply refused to budge from his lofty abode unless his truck was brought back.

“Or else I will jump to death”, he kept shouting. He was not carrying any eatables, but had a blanket.

Police officials took all precautions and used the public address system to talk to him.

Baldev had borrowed Rs 1 lakh from a private financer to purchase a truck (for the rest of the amount he had sold his five acres) in September 2001.

Talking on his mobile phone from atop the tank, he told this correspondent that about three years ago the financer took away his truck as he failed to pay few instalments (Rs 7,000 per month). However, he claimed to have cleared the dues later, but did not get the truck back.

He made numerous complaints to the police, including the DGP, against the financer, but in vain.

Disillusioned with the administrative “failure” in helping him get justice, Baldev today devised his own method to attract attention of the authorities for justice.

In true filmy style, he climbed the village water tank at around noon.

Once atop the tank, he started shouting for justice, threatning to jump.

Villagers gathered at the site and the number soon swelled.

Later, police officials, headed by DSPs Kamal Deep and Heth Ram, reached the spot. They were stationed at the village when reports last came in.

Baldev’s wife and two sons - Sukhwinder and Soni - were also present in the village.

Police officials were making efforts to bring the financer to the village.

Rohtak, March 23
Independent MLA Ranbir Singh, representing the Najafgarh constituency in Delhi, was today sentenced to one-year imprisonment and a fine of Rs 32 lakh for issuing a cheque for Rs 22 lakh which had bounced.

The sentence was handed down by the court of Chief Judicial Magistrate Manisha Batra.

The prosecution plea was that the legislator was running several kitties and local resident Suman had lifted one of them. The accused allegedly first delayed the payment on frivolous pleas and later issued a cheque on December 30, 2003, which bounced.

The applicant then approached the court for payment and punishment to the accused.

7 held for attempted suicide
Our Correspondent

Fatehabad, March 23
Seven members of a family today allegedly tried to commit suicide to stop the administration from removing their illegal encroachment over a municipal land at Rattia town in the district. The police, however, thwarted the suicide attempt and arrested the seven persons, including two women and three children.

According to reports, Saudagar Singh and a few others had been illegally occupying 12,000 sq ft of municipal land at Rattia for the past 50 years. The municipal committee had filed a civil suit in a Rattia court, which passed the judgment in favour of the committee on January 29.

When duty magistrate Balwan Lamba, appointed by the deputy commissioner along with municipal authorities and the police, went to remove the encroachment Saudagar Singh showed him a stay order issued by the court.

The authorities, however, returned after removing the encroachments from 5,000 sq ft area only. Today, when the period of the stay order expired, executive magistrate Balwan Lamba, SHO of Rattia police station Kulwant Singh and municipal secretary Hans Raj, along with their teams, went to remove the encroachments from over 7,000 sq ft.

Saudagar Singh and his family had warned that they would commit suicide if the administration tried to forcibly evicts them. When authorities tried to remove the encroachments, Saudagar Singh, his brother Parkash Singh their wives Maya and Chhoti Devi, respectively, and three children bolted the door of the house from inside and set themselves a fire after sprinkling kerosene on their bodies.

However, the police acted swiftly and prevented them from committing suicide. All seven members of the family were taken into custody. SDM Yogesh Mehta, when contacted, confirmed that they have been booked under Section 309 of the IPC.

The authorities, later, felled the house and handed over the possession of the plot to the municipal authorities.

Haryana to tie up with Punjab to promote tourism
Tribune News Service

Panchkula, March 23
Haryana may have a river water dispute with neighbouring Punjab. But when it comes to promoting tourism, its minister of state for tourism Kiran Choudhry has no doubt that unless northern states are marketed together as a package, it will be difficult to attract foreign tourists to this part of the country.

Choudhry, who was talking to newsmen here today after her return from Berlin and Spain, said already a beginning in this direction had been made when the Indian Railways marketed the proposed "Palace on Wheels" train from Delhi to Punjab via Panipat, Kurukshetra and Pinjore in Haryana at the international tourism fair, ITB Berlin-2007.

She said during her talks with officials of the World Tourism Organisation (WTO), she realised the need for formulating the marketing strategies in collaboration with the private sector to boost tourism in the state. Secretary-general of the WTO Franscisco Frangialli assured them that the projects of Haryana on farm and agri tourism, development of tourist resorts in public-private partnership and formulation and implementation of the appropriate marketing strategies would be considered favourably. He assured all support to Haryana Tourism in the field of branding and marketing.

Choudhry, who was accompanied to Berlin by secretary of Haryana Tourism Keshni Anand Arora and managing director of the Haryana Tourism Corporation Satwanti Ahlawat, said ITB Berlin-2007 was attended by 184 countries. It gave a unique exposure to the delegates from Haryana. Special interest was shown by travel tour operators in events like the Surajkund Crafts Mela and heritage tourism at Pinjore and Kurukshetra.
