Land acquisition rate up

Farmers in Haryana are estimated to have suffered a crop loss of about Rs 900 crore due to untimely rain and hailstorms in February and March this year. Stating this here today Chief Minister Bhupinder Singh Hooda said to provide relief to the farmers, the state government would not only give them compensation for their damaged crop but also postpone the payment of abiyana for the next six months in the hailstorm-affected areas.

Earlier, he announced in the assembly that short-term cooperative loans would be converted into mid-term loans and subsidy given on seeds for the next crop. Besides, the government would launch special schemes in the affected areas to provide employment to agricultural labourers.

Hooda also announced an increase in the floor rate of compensation for the acquisition of land in various parts of the state. Starting from today, land owners would get Rs 26 lakh (Rs 20 lakh as compensation and Rs 6 lakh as solatium) for each acre in the urbanisable area of Gurgaon against the current rate of Rs 19.50 lakh. In the rest of the national capital region and Panchkula, this rate would be Rs 20.80 lakh against the current Rs 16.25 lakh. In the rest of the state the floor rate would be Rs 10.40 lakh against the existing Rs 6.50 lakh. The concept of floor rate for the acquisition of land was introduced by Hooda immediately after becoming the Chief Minister.

Criticising the INLD for its "undemocratic behaviour" in the Vidhan Sabha, Hooda said though several of his colleagues had demanded stern action against former Chief Minister Om Prakash Chautala, he did not believe in political vendetta. He said he had full confidence in the CBI, which would conduct a thorough investigation into the disproportionate assets case against Chautala and his family.

Hooda also announced the waiving of interest and penal interest in the case of loanees of the Haryana Scheduled Castes Development Finance Corporation and the Haryana Backward Classes Kalyan Nigam and those who had been unable to pay the principal amount up to June 30, 2007, provided they paid their principal amount before June 30 next.

House paves way for Metro

The Haryana assembly today passed a resolution authorising Parliament to extend the Delhi Metro Railway (Operation and Maintenance) Act, 2002, to the state.

This would pave the way for the linking of Gurgaon to Delhi through the metro service.

Moving the resolution parliamentary affairs minister Randeep Surjewala said by persuading the centre to extend the metro to Gurgaon, the Hooda government had given a gift worth Rs 1,450 crore to the people of Gurgaon. He said the Chief Minister was trying that the metro should be extended to Faridabad, Bahadurgarh and Kundli also.

Chief Minister Bhupinder Singh Hooda intervened to inform the house that the detailed project report of the extension of the metro to Faridabad and Bahadurgarh had already been prepared.

Earlier, finance minister Birender Singh told the Vidhan Sabha that the Hooda government spent its first two years on preparing a blueprint for the state's development and now it would implement that blueprint in the next three years.

Birender Singh, who was replying to the debate on two appropriation bills, said electricity would be supplied to settlements outside villages under the Rajiv Gandhi Rural Electrification programme.

Later, the house passed the bills.

As a concession to those MLAs who were disqualified by former Speaker Satbir Singh Kadian under the anti-defection law, the house passed the Haryana Legislative Assembly (Allowances and Pension of Members) Amendment Bill, 2007, which would allow pension to all disqualified members, except those who would be disqualified under the Representation of the People Act, 1951.

The other bills passed by the house, before it was adjourned sine die, were the Haryana Municipal (Amendment) Bill, 2007; the Haryana Municipal Corporation (Amendment) Bill, 2007; and the Punjab Excise (Haryana Amendment) Bill, 2007, which would provide for the compounding of minor offences under the act.

Govt’s clean chit to INLD regime on delimitation

Haryana election minister Ajay Singh Yadav today refuted the allegations of MLAs that the previous INLD regime in the state had a role to play in the recent delimitation of Lok Sabha and assembly constituencies in Haryana.

Answering questions during question hour in the assembly, Yadav said the state government had nothing to do with the delimitation exercise. Discussion on the delimitation issue was prompted by a question asked by senior Congress MLA and former HPCC chief Shamsher Singh Surjewala.

The written reply to the question said the delimitation commission had finalised its report regarding Haryana and it would take effect from the day the President ordered the implementation of the report.

Surjewala said it was well known that the last regime in the state headed by Om Prakash Chautala got the draft proposal prepared for delimitation and got the assembly constituencies of his upper caste political adversaries reserved for candidates belonging to the Scheduled Castes.

The Congress leader said the State Election Commissioner (SEC) should be asked to furnish information to the government in this regard.

In reply, Yadav said he could not ask for any clarification from the SEC as the latter was “answerable” only to the Chief Election Commissioner.

Mahendrapratap Singh, whose constituency (Mewla Maharajpur) had been notified as a reserved seat by the Delimitation Commission, expressed doubts about the methodology used by the commission for its exercise. Independent MLA Tejendrapal Singh Mann and BJP legislator Ramkumar Gautam also alleged the INLD's political design coming good in the final notification of the Delimitation Commission.

In reply to a question asked by Tejendrapal Singh Mann, Ajay Yadav, who also holds the portfolios of revenue and rehabilitation, said over 9,958 acres in the rural areas and over 947 acres in the urban areas meant for the rehabilitation of people were lying undisposed.

He said 2,110 rural house sites and 1,267 urban house sites meant for the same purpose were also lying undisposed.

Yadav admitted that some of these lands had been encroached upon and added that back in 2001 the state government decided to give the ownership right to the lands to the settlers at subsidised rates.

He said the state government was in the process of drawing up a new act for administering the lands since the central act governing the subject had lapsed.

While Surjewala suggested that the surplus rehabilitation land could be distributed among dalits, Congress MLA and former revenue minister Anand Singh Dangi pointed out that people displaced from the areas carved out for the creation of Pakistan had the first right to the land.

Shadilal Batra and A.C. Chaudhary, both Congress MLAs, spoke about the rights of persons displaced from western Punjab at the time of partition over the rehabilitation land.

Chaudhary added that even if the lands were sold to partition affected settlers at subsidised prices, the prices would be many times more than what were offered to them in 1947.

Rain, hail flatten crops

Rain and hail in the past two days have caused extensive damage to standing crops of wheat, mustard and vegetables in a number of villages of Rai and Kharkhoda blocks.

According to sub divisional agriculture officer O.P. Dalal the hail on Tuesday damaged crops in 1,000 acres, including 550 acres in Katalpur village and 450 acres in Jhinjholi villages and the percentage of damage was around 50 in the two villages.

He informed that there were reports of hail in more than half-a-dozen villages, including Sersa, Janti Kalan, Safiabad, Kundli, Garhi Kundal and Firozpur Bangar, on Wednesday and department officials had been sent to assess the losses.

Meantime, farmers from the affected villages have approached the administration for ordering a special girdawari of the damaged crops.

Satbir Singh of Jhinjholi, Manjit of Halalpur, Mange Ram and Om Prakash of Katlupur said the inclement weather in the second and third weeks of March had damaged the crops. In many areas, wheat crop had been flattened by rain and gusty winds.

After receiving reports from the farmers, B.S. Batla, tehsildar, has sent patwaris in the affected villages to prepare the list of the affected farmers.

2 girls, woman charred to death

Yamunanagar, March 22
Two girls and a woman were burnt to death when a fire engulfed hutments in Begampura quary in Chhanchhrouli here this morning. The inhabitants were asleep when the fire broke at around 3 am.

Fires in the area where thousands of labourers live are a routine affair for the past several years and many lives have been lost. There has been a long-pending demand for fire brigade vehicles in Khezrabad as fire dousers are rushed from Yamunanagar in case of an emergency here.

Roads leading to the labourers’ colonies, too, are not in good shape and locals douse the fire on their own.

The cause of the fire was not known but firemen said some smouldering log could have caused it.

The remaining inhabitants (all migrant labourers) somehow managed to save themselves but lost their belongings. A labourer, Pholwar, said his six-year-old daughter, Puja, could not be saved.

Veerwati, wife of Paan Singh, and her daughter, Kavita, despite desperate attempts, could not be rescued from the hut which was reduced to ashes within minutes. Another report, however, said that all the labourers were busy saving themselves and none bothered to help the three who died.

Meanwhile, the district administration announced Rs 20,000 to families of the deceased. Deputy Commissioner Nitin Yadav also announced that the District Red Cross Society would provide help to those who lost their huts and belongings in the fire.

Land grab: Court tells Indora to vacate plot

Sushil Indora, deputy leader of the Indian National Lok Dal (INLD) in the state assembly got a setback when a local court directed him to vacate a piece of land under his possession and pay rent for the period he has been occupying the property illegally.

Om Parkash, a local resident, had moved a civil plaint in the court of Additional Civil Judge (senior division), Fatehabad, Garg on May 4, 2005 for possession of his plot measuring 16 marlas situated at Basti Bhiwan here.

The plaintiff had alleged in his plaint that Sushil Indora, MLA from the Ellenabad assembly constituency had forcibly occupied the plot using his political clout.

The plaintiff had alleged that he reported the matter to the police and the higher authorities, but to no avail.

In his reply to the court, Indora had maintained that he was in possession of the disputed plot for the past 12 years. He said the plot was lying vacant and no one was in possession of the plot. He said as he had been in adverse possession of the plot for more than 12 years without any resistance from any quarter, including the plaintiff. In support of his case, the plaintiff submitted receipts of telegrams sent to various authorities, while his plot was being encroached upon.

The court, while decreeing the suit in favour of the plaintiff, has held in its order that plaintiff Om Parkash was the real owner of the plot and the defendant Indora had been occupying the land illegally.

The court has directed Indora to vacate the plot within two months. In case Indora fails to remove the constructions made on the plot within two months, the plaintiff will become owner of the construction too.

The court also directed the MLA to pay Rs 2000 per month as rent for the period the plot remained under his possession.

Panchayat land bone of contention

A 50-acre piece of panchayat land of Umri village, near here, has become a bone of contention.

Since March 15 last, the day when the village panchayat had passed a resolution to sell this panchayat land to a non-government organization, namely OP Jindal Graameen Jan Sansthaan Kalyaan Samiti, at a throw-away price, political parties, including the Indian National Lok Dal (INLD) and Congress, joined hands with the village residents, who were opposing it.

Reacting sharply to the issue, INLD state president and former Haryana Transport Minister Ashok Arora said construction of a vocational training institute by the samiti was a good effort but the samiti should watch the interests of the village on priority because the panchayat had been earning about Rs 9 lakh annually to meet development expenditure. It would be advisable to purchase the land at market price, Arora added.

Former district Congress president Pawan Garg, in a signed statement here, said the village residents had already submitted their memorandum to the director, Haryana panchayats, seeking nullification of the panchayat resolution.

Its copy had also been submitted to the office of the Chief Minister, he added.

Garg has condemned the sale and purchase of this piece of land. He has warned the Haryana government that it should reject this sale-purchase deed, otherwise an agitation would be launched.

‘Buddhism panacea for terrorism’

The philosophy of Mahatma Buddha is a panacea for terrorism and violence plaguing the modern world, Dr R. S. Dhankar, Vice- Chancellor, Maharshi Dayanand University, said here today.

He was inaugurating a national seminar on “Relevance of Mahatma Buddha’s religion, philosophy and literature in contemporary scenario.” This seminar was a part of Mahatma Buddha’s 2550th “mahaparinirvana” celebrations being jointly organised by the students’ welfare office of MDU and the Haryana Sahitya Akademi.

Dr Dhankar said the Buddhist philosophy preached truth and non-violence which alone were enough to solve most of the problems the world was facing today. He said MDU would introduce courses in Buddhist studies in the near future.

Dr Radhey Shyam Sharma, director, Haryana Sahitya Akademi, said in the present times when social deviances were widely prevalent, Buddhist thought provided a ray of hope. He said Lord Buddha’s message needed to be taken to the masses.

Prof MK Das, dean, faculty of education, Mahatma Gandhi Kashi Vidyapeeth, Varanasi, Prof KT Sarao, head, department of Buddhist studies, University of Delhi, Prof Dharmanand of Panjab University, Chandigarh, Dean, Student Welfare, MDU, Prof Rajbir Singh, also spoke.

536 students awarded

The 90th annual prize distribution function of SD College, Ambala Cantt, was held here today.

Vice-president of the Haryana state council for child welfare and chief minister’s wife Asha Hooda was the chief guest. Addressing the students, Asha Hooda said coming to Ambala was like homecoming for her as she had spent days of her early life here.

She said the students must supplement their knowledge with hard work so that they could face the challenges of life. There was a need for eradicating the evil of female foeticide.

As many as 536 students, including 111 merit position holders, 195 college toppers, 27 NCC cadets, 21 NSS volunteers, 100 sportspersons and 82 cultural activity participants, were given awards.

Paras Kumar and Preeti were declared best sportspersons.

The roll of honour were awarded to Zaheera Begum, Aarti Dhiman and Akanksha for standing first in the University. Tarun Bajaj (cultural activities), Promila Sehgal (NCC) and Rajeev (NSS) were given the roll of honour.

College colours were given to Vandana Kataria, Rajeev, Manjeet Kaur, Kitty Sikand, Gouri Midha, Raubel, Anuradha, and Vashu Pundir.

Principal Desh Bandhu highlighted the achievements of the college.

3 Sanskrit scholars get awards

Maharishi Balmukand Puruskar, carrying a cash prize of Rs 1 lakh, citation and a shawl was presented to Dr RamDutt Sharma of Bhivani at the Sanskrit Sahityakar Samman Samaroh held at the Haryana Niwas in Panchkula today.

The function was organised by the Haryana Sanskrit Akademi, Panchkula, to confer the Sanskrit awards for 2006-07 upon three scholars. Holding a doctorate and D. Litt, Dr Ramdutt had authored over 40 books.

The Maharishi Ved Vyas award carrying Rs 50,000 was bestowed on Jagdish Chander Shastri from Sirsa while the Maharishi Ban Bhatt puruskar went to Dr Bhim Singh Vedalanakar, head, Sanskrit department, KU.

The akademi director, Dr Rameshwer Dutt Sharma, disclosed that 20 toppers in Sanskrit from Haryana colleges were given Rs 1,500 each.

DC warns against illegal constructions

The district administration today warned people against raising structures at land adjoining Gupta colony in Tohana.

The Bhattu Kalan Raj Mandir Cooperative House Building Society had carved out a colony adjoining Gupta colony as extension of that colony. Deputy Commissioner O P Sheoran warned people today that the colony had been carved out in violation of the Haryana Development and Regulation of Urban Areas Act 1975.

He said an FIR had already been registered against the coloniser and the Punjab and Haryana High Court had restrained any type of construction in the colony.

Sheoran warned that anyone indulging in fresh construction in the colony would do so at his own risk and it would amount to the contempt of court orders.

Ram Prakash elected to RS

Ram Prakash, Haryana Congress working president, was today declared elected unopposed to the Rajya Sabha from Haryana.

The seat fell vacant in the wake of the death of sitting member from the INLD Sumitra Mahajan. Polling for the byelection was due on March 29. Since no other candidate was contesting, Ram Prakash was declared elected today after the deadline for the withdrawal of nomination papers was over.

Ram Prakash told reporters that he would raise issues pertaining to the oppressed sections of society in the upper house.

Soon after he was declared elected by returning officer Sumit Kumar, Ram Prakash went to the assembly where the last sitting of the budget session was on. He was greeted by finance minister Birender Singh.

SAD protest move

Activists of the Shiromani Akali Dal (SAD), Haryana, today organised a demonstration here to protest against the proposal to set up a separate gurdwara committee to manage the affairs of Sikh shrines in the state.

The SAD activists started their demonstration from Panchayat Bhawan and marched towards the mini secretariat raising slogans against the state government's move for a separate body.

They tried to stop vehicular traffic outside the mini secretariat, but the move was immediately thwarted by the police.

The agitating SAD workers gave a memorandum to the DC to be forwarded to the Haryana Chief Minister and the Governor.

Copies of the memorandum were also forwarded to the President of India, Prime Minister and the Union Home Minister.

The memorandum said SAD expressed its strong opposition and resentment on the move for a separate gurdwara committee for the state, as it was contrary to law and practice.

Life term for 2 in murder case

Sessions Judge R.C. Bansal has sentenced two employees of a factory of Dharuhera- Karan Singh and Pradeep to life imprisonment for the murder of Lal Singh, a security guard of the factory, in August, 2005.

The Judge has also imposed a fine of Rs. 5,000 on each on the two.

Karan Singh , a resident of Jhajjar district and Pradeep, a resident of Hamirpur district in Himachal Pradesh, along with Lal Singh, a resident of a village near Dharuhera, consumed liquor in the factory premises on the night of August 19, 2005. When Lal Singh got drunk, he started calling them names. This infuriated the accused who hacked him to death and then threw his body in bushes.

The Dharuhera police registered a case of murder under Sections 302, 34 of the IPC following which Karan Singh and Pradeep were arrested.

Dera men hold protest

Hundreds of supporters of jailed self-styled godman Rampal facing trial for murder held a demonstration here today seeking justice for their spiritual guru.

They alleged that the attack on dera located at Karontha village near here last year was the work of miscreants and that dera head and his supporters were being victimised.

They handed over a memorandum to the administration listing their demands.

Arya Samaj activists staged a counter demonstration and burnt an effigy of Rampal. They alleged that the dera supporters were still continuing their tirade against the samaj and its founding fathers and were thus promoting disaffection in the society.
