Few attend Samjhauta tragedy function
Mehrana (Panipat), March 29 The thinly attended function was organised by the Panipat unit of the Anjuman Islahul Musalmeen. Munish Ahmad Ansari, general secretary said the Koran was recited for the solace of the departed souls. As many as 29 victims of the Samjhauta blasts were buried here out of which 23 were unidentified bodies from Pakistan. The gathering condemned the act of terrorism that killed several innocent persons on February 19. They stressed upon the need to oppose such heinous activities by the community. No representative from any political party except the Congress attended the function. A two-minute silence was also observed by the gathering. He said that the relatives and family friends of the deceased settled in New Delhi were informed in advance about the function. Similarly, the Pakistani Embassy was also intimated about the ritual, but none turned up to attend it, he confirmed. Rajya Sabha MP and the working president of the state Congress Ram Prakash and Panipat MLA Balbir Pal Shah were among those spoke on the occasion. The organisers spoke highly about the members of Sewa Dal, a Panipat-based social organisation, for its commendable services rendered in the time of need at the Civil

Notice on schools stayed by HC
Chandigarh, March 29 The schools have been given 15 days’ time to apply for fresh recognition. The order had resulted in a major stand-off between the Congress government in the state and managements of private schools as the government had asserted that the new rule would be strictly enforced from the coming session and schools that do not apply for fresh recognition would not be allowed to hold classes. The notice was challenged by Faridabad-based Ideal Private Schools Association through its president Deep Chand Sharma and others, seeking setting aside of the notice as well as the amendments in the Haryana Education Rules, 2003. Following the amendment, it has now been made mandatory for all private schools to have an open space of 65 per cent of the total area. However, it is the contention of the petitioners that the amendments are unconstitutional as they are to be implemented retrospectively, even in the case of schools that have been in existence for over 10 years and which are functioning as per the old rules. Today, the Division Bench comprising Justice Jasbir Singh and Justice Nirmal Yadav, while staying the operation of the impugned notice, issued notices for May 17 to the government, financial commissioner, principal secretary (education). |
Deputy CM complains to Hooda
Chandigarh, March 29 He made the complaint during the 17th meeting of the board here. Hooda, who is also the chairman of the board, admitted that the board had an unspent amount of Rs 6.27 crore for 2005-06. Hooda said the government had sanctioned Rs 26.2 crore for 2007-08 for development works in the Shivalik region of Ambala, Panchkula and Yamunanagar districts. These works will be executed by the board. He said Rs 7.70 crore would be spent on watershed management, Rs 7.95 crore on drinking water, Rs 3.27 crore on rural connectivity, Rs 3.03 crore on agriculture and animal husbandry, Rs 0.27 crore on horticulture, Rs 1.41 crore on solar energy devices, Rs 0.70 crore on health and Rs 1.66 crore on other works. He said 20 per cent of the total allocated funds would be spent on the Scheduled Castes. The Chief Minister directed the chief secretary that a mechanism should be developed to clear all pending power bills pertaining to various departments. He also directed the commissioner, Ambala division, who is the member-secretary of the board, to monitor the works. Hooda also directed the chief secretary to form a subcommittee under the chairmanship of the financial commissioner and principal secretary, revenue, to coordinate the works being undertaken in the area. He said the secretaries of various departments and the committee would meet once in three months. He suggested that MLAs should be consulted while making any proposal regarding development works. |

Trauma centre runs into controversy
Ambala, March 29 There has been a long-pending demand for setting up a trauma centre in Ambala cantt since it is flanked by two highways. The national highway and the Jagadhari state highway pass through Ambala cantt. Accidents are frequent on both these highways.
The Civil Hospital in Ambala cantt is located on the Jagadhari highway and it is not far from the busy national highway. However, the trauma centre is now going to be set up at the Civil Hospital, Ambala city. A clear disadvantage of setting up the trauma centre in Ambala city is that the victim of an accident on the Jagadhari highway will not be able to get immediate medical treatment. Also, Ambala cantt is better located than Ambala city in terms of proximity on the national highway. Ambala cantt MLA Devender Bansal said it was a matter of concern that the trauma centre was being shifted to Ambala city. “Clearly, there is an urgent need for a trauma centre at the Civil Hospital, Ambala cantt, which is much better located on the highway than the Civil Hospital, Ambala city,” he said. He has raised the issue in the recent Assembly session. “I am also going to meet Haryana Chief Minister Bhupinder Singh Hooda to apprise him of the ground reality. For all practical purposes, the centre should be established in Ambala cantt,” he stated. Deputy commissioner R.P. Bharadwaj said preparations had been completed for stone-laying ceremony of the trauma centre at the Civil Hospital, Ambala city. “The foundation stone will be laid by the chief minister on April 19,” he said. Former Ambala cantt MLA Anil Vij said statistics reflected the fact that a number of accidents took place on both highways. “Accordingly, the Civil Hospital, Ambala cantt, is better located for handling emergencies than the Civil Hospital, Ambala city,” he said. The proposal for the trauma centre at the Civil Hospital, Ambala cantt, had been made during the tenure of the then Chief Minister Bansi Lal. “A thorough survey had been carried out following which it was found that the Civil Hospital, Ambala cantt, is most suitable for setting up the trauma centre,” he stated. Former president of the Indian Medical Association D.S. Jaspal said, “In case of an accident, every second counts”. “The trauma centre should be located closest to the highway so that accident victims can be given immediate medical intervention. Even a slight delay can prove fatal,” he said. “When we compare the location of Ambala cantt and Ambala city, we find that the Civil Hospital, Ambala cantt, is easier to reach than the Civil Hospital, Ambala city. The authorities concerned must re-consider the decision to construct the trauma centre at the Civil Hospital, Ambala city,” he added. |

Babu LaL Yadav, employee of a courier company of Mahilpur, Delhi, was reportedly robbed of Rs 500 by three armed youths near Bawal Chowk here yesterday. INLD flays ban on wheat sale to pvt parties
Hisar, March 29 Questioning the logic behind the move, senior INLD leader and former Haryana Finance Minister Sampat Singh demanded the government should instead raise the MSP and provide wheat flour to the poor at subsidised rates. Addressing a news conference here today, Prof Sampat Singh asserted that the MSP for wheat should be at least Rs 1,100 and 1,900 for mustard. Terming the move to ban wheat sale to private companies as "arbitrary, dictatorial and anti-farmer," the former minister maintained that the INLD would oppose it tooth and nail. |
BKU men block traffic
Yamunanagar, March 29 Led by state president the BKU Gurnam Singh activists reached near Vishwakarma chowk on the road and blocked traffic. According to BKU leaders the mill owes them difference in amount between state administered price (SAP) and statutory minimum price (SMP) in crores for the crushing season 2002 – 03. Earlier, the BKU had submitted a memorandum to the district administration on March 20 and demanded the release of the amount by March 28. |

scheme, the DHBVN had decided to convert the existing low tension (LT) tubewell connections to high tension (HT) tubewell connections, by providing independent transformers at the nigam's cost to those farmers who would install high-efficiency motors and pumps carrying Bureau of Energy Efficiency labels. |
