Bijli nigam goes for spot billing, payment collection

To bring efficiency in meter reading, bill distribution and collection of payment and to minimise complaints in these activities, the Dakshin Haryana Bijli Vitran Nigam (DHBVN) has introduced spot billing in its area.

Mr Vijayendra Kumar, Managing Director, DHBVN, said under the new scheme the meter readers would now prepare energy bills on the spot and in presence of the consumer.

For this the nigam is purchasing electronic machines, along with printers, in which the meter reader will feed the reading of meter on the spot.

The previous reading will already be available in the machine, as per the given programme. On giving command of printing, the machine will generate the electricity bill at the spot and will be handed over to the consumer at the same time.

The reader will open account of the consumer by scanning bar code sticker, to be put on meters. The consumer can make payment against his bill by cheque to the meter reader at the same time.

The spot billing system has already been started at Narnaul and introduced in Hisar. About 30 machines are required for 70,000 consumers in Hisar town. The new system will be started in phased manner. All towns would be covered, and then it will be started in the rural areas.

The MD said under the present practice of meter reading, bill generation and payment thereof was a time consuming process and chances of errors were more. Earlier, after taking meter reading, bills were being generated at Chandigarh and Gurgaon. The subdivisions used to collect the bills from those places and then get distributed among consumers for payment. The consumers have to go to cash collection centres of the nigam for payment.

With the introduction of spot billing all three processes, meter reading, bill generation and bill distribution will be carried out at the same time. If any consumer desires, he can also make payment of his bill by cheque at the same time.

Though the technology has the option of cash payment, but in the beginning only cheques would be accepted. The work of meter reading, bill distribution and cash collection is being done by members of the Haryana Ex-Services League (HESL) in the area of DHBVN.

VC favours optimum use of fertilisers

To achieve the 4 per cent production growth as set in the National Agriculture Policy, the consumption of fertilisers should also grow at a similar pace. Vice-Chancellor of Haryana Agricultural University J.C. Katyal stated this while inaugurating a workshop on soil testing here yesterday.

The two-day North zone regional workshop, sponsored by the Union Ministry of Agriculture, is being organised by the Department of Soil Sciences of the university in collaboration with the Indian Institute of Soil Science, Bhopal.

Nearly 80 participants, including scientists of the All-India Coordinated Research Project on Soil Test Crop Response and soil testing officers from Haryana, Punjab, Himachal Pradesh, Delhi and Uttrakhand, are taking part in the workshop.

Katyal said to meet the food grain need of the growing population; it was imperative to maintain fertility of soils, which was possible only with the application of fertilisers in required amounts.

The Vice-Chancellor expressed the need of exploring applicability of most recent nano-technology in agricultural researches. He underlined the importance of soil testing to achieve desired productivity level and asked the soil scientists to improve the nutrient efficiency which had not shown marked increase over the past two decades.

Earlier, HAU Director of Research B.S. Chhillar emphasized on the need of eco-friendly and balanced use of fertilisers on soil-test basis. Additional director (agriculture), Haryana, H.S. Lohan, was honoured for his contributions in agricultural development in the state.

32 get campus placements

Thirtytwo students of P.D.M. College of Engineering at Bahadurgarh town of the district have been selected in the campus placement drive by Infosys at Faridabad, on Friday.

As many as 225 students of the engineering college appeared in the written test and personality interviews of which 32 passed the final selection.

In the past 18 months more than 300 students of PDM engineering college have been selected in the campus drives by multi-national companies.

Principal of the college Prof (Dr) Paramjit Singh and TPO, WG. (Cdr) R.K. Choubey said all students who had made the college proud would be rewarded.

Man seeks Kalam’s consent

Ambala, March 24
A terminated assistant fitter of Haryana Roadways, Ambala depot, has written a letter to President A.P.J. Kalam seeking his permission for him and his family to commit suicide as he did not get justice from the state government.

Baljeet Singh, a resident of Ambala, alleged in the letter that a HCS officer, earlier posted as the GM, Roadways, Ambala depot, had mentally tortured him and terminated him from service. He said he had been approaching senior officers and had even approached the Prime Minister and the Chief Minister in 2004 to get the justice but to no avail.

Baljit said he knew he would not get justice and has therefore decided to end his life. He has sent copies of his letter to the Prime Minister, the Chief Minister, the Chief Justice of the Punjab and Haryana High Court, and several other senior officers in the hope that someone will hear his grievances.

Neonatal tetanus eliminated

After eliminating neonatal tetanus from the state, Haryana has been declared free from this disease. Stating this health minister Kartar Devi said the state government had received a communication from the union ministry of health and family welfare in this regard.

She said that in June last year a community-based survey was carried out by the union ministry and the health department of the state in collaboration with the WHO, UNICEF and the Indian Council of Medical Research (ICMR) that gave a positive finding on the issue.

Simplify consumer disputes redressal: Rao

National Consumer Disputes Redressal Commission president Rajyalakshmi Rao has called upon states to simplify the redress of consumer disputes for the benefit of the consumer.

Speaking at the first workshop-cum-seminar organised by the Haryana State Consumer Disputes Redressal Commission and the state Food and Civil Supplies Department here today, she also highlighted various landmark judgements that could be used to benefit the consumer. These included verdicts on medical negligence and insurance claims.

Emphasising the need to redefine consumer and jurisdiction needs and study the need for amendments pertaining to cases of medical negligence, the president of the Punjab Consumer Disputes Redressal Commission, Justice R. S. Mongia, advocated the setting up of a panel of doctors with high integrity for the purpose.

The Chandigarh Consumer Disputes Redressal Commission president, Justice K. C. Gupta, also pointed out some of the judgements on medical negligence.

The Haryana State Consumer Disputes Redressal Commission head, Justice R. C. Kathuria, discussed the Consumer Protection Act.

NCC units in all govt girls schools

Haryana education minister Phool Chand Mullana today said NCC units will be set up in each government girls senior secondary school in the state.

Phool Chand Mullana was speaking at a function organised to mark the inauguration of a newly-constructed building of the M.M. Public School in Mullana.

He said the NCC units will not only teach discipline, but students will be able to gain knowledge about safety measures as well.

He said the government has also decided to set up government sanskriti adarsh senior secondary schools. Students in these schools will be imparted education in English as well as in Hindi.

Mullana said Haryana is the only state in the country to have introduced the semester system at the school level and the results of the first semester have been satisfactory. He said the Haryana government has decided to grant Rs 1 lakh to the gram panchayat.

Magic show held

Noted magician O.P. Sharma performed a magic show in Ambala Cantt today.

Commissioner Ambala division Mahavir Singh, deputy commissioner Ambala R.P. Bharadwaj and Ambala Cantt MLA D.K. Bansal were present at the inaugural show at Nigar hall this afternoon.

The highlights of the show were the disappearance of an elephant, the `cutting’ of a youth, small pot filled with lots of water and the sudden appearance of a woman from an empty box.

Sharma also highlighted corruption and expressed the need to bring an end to it. He also produced `vibhuti’ from thin air.

Anganwadi workers’ demonstration

A demonstration, organised by the Anganwadi Workers and Helpers Union, was held here today.

The demands of the union include, making anganwadi a permanent department, making a worker a grade 3 employee and a helper a grade 4 employee, setting the minimum wage of a worker at Rs 3,500 while that of a helper at Rs 2,500, giving a gratuity of Rs 1 lakh for workers, besides benefits like pension, insurance, ESI and PF.

2 kids drown in pond

Ambala, March 24
Two children drowned in a village pond near here this evening.

Rahul (12) and Sunny (10) drowned in the pond of Sohana village in the Mullana area. Sunny hailed from Mustafabad and he had come to the village to meet his maternal grandparents.

Both the boys had left home to play in afternoon. When they did not return home by evening, villagers started looking for them. The clothes and shoes of the boys were spotted near the village pond. A diver was called who took them out of the pond.

They were taken to the Mullana hospital where the doctors declared them brought dead. — TNS

Search for Manjeet’s body ends

The intensive search operation to find Manjeet's body in the Ghaggar was brought to an end yesterday. Manjeet's body could not be located.

Although the search has ceased, personnel of the irrigation department will continue to look out for Manjeet's body.

“We tried our best to search for Manjeet's body but could not find it.

We feel that his body must have been washed away in the river,” DC Ambala R.P. Bharadwaj said.

The district administration had launched an intensive search operation, including using the services of expert divers of the Army.

A temporary bundh had also been created so that the place where Manjeet drowned could be thoroughly looked at.

3 killed in road mishap

Rewari, March 24
Shyam Sunder, his two year old daughter Meenu and his companion Daya Ram, all of Ransi Majri village near Bawal, were killed while two others, including the four year old son of the deceased Shyam Sunder, were injured when a private bus collided with their motor cycle on the Pranpura Bawal road near Tihara village,17 km from here, yesterday.

Shyam Sunder died on the spot while Meenu and Daya Ram succumbed to their injuries on their way to a hospital.

The injured conductor of the bus as well as Shyam Sunder’s son were admitted in the Raman Munjal hospital at Dharuhera.

The mishap occurred when Shyam Sunder, along with his son, daughter and companion, was going from Ransi Majri to Bawal while the bus was on its way to Pranpura.

The police has booked the bus driver for rash and negligent driving.

Cable operator’s office attacked

Business rivalry between two cable operators of the town took an ugly turn last evening, when workers of one operator attacked the office of the other with arms last night.

The attacking party allegedly threw stones on the first floor office of their rival and fired two shots from a double-barrelled gun, no one was injured.

According to reports, Balaji Cables and City Cables of Fatehabad town and surrounding areas, were having strained business relations since a group of operators snapped ties with the former.

Their rivalry had turned into small altercations on several occasions in the past too.

On Thursday, when 6 km-length of cable installed by the City Cables was stolen and they complained in this regards to the police accusing their rival of the theft.

The police tried to resolve the matter during day-long meeting of members of the two network operators on Friday.

The two groups continued exchanging hot words in the police station itself.

With no solution in sight, both parties returned home.

According to an FIR lodged with the police last night, Anoop Dutch, managing partner of City Cables alleged Rajinder Chaudhary, a former MC, Subhash Papiha and Subhash Royal, both MCs and Dinesh Kumar, all partners of Balaji Cables came to his office at Jawahar Chowk last evening at 9 pm on Friday and started throwing stones on their first floor office.

What he and his workers tried to come down from office, they allegedly fired gunshots from a double-barrelled gun.

The police has booked four persons mentioned in the FIR under Sections 285, 452, 506 and 34 of the IPC.

Meanwhile, partners of Balaji Cables also complained against their rival alleging beating up of their workers by them.

800 kg poppy husk seized, 2 held

The district police’s drive against narcotic smugglers received a shot in the arm with the recovery of 800 kg poppy husk from a truck today. Two poppy husk smugglers, both residents of Moga district, were arrested in this connection.

SP Saurabh Singh said Balvinder Singh, in charge of the local Gurunanak Pura police post along with others, was checking the vehicles on the Rattia road near the Jhhar Sahib Gurdwara.

When he signalled the truck to stop at the barrier, two of its occupants tried to run away. However, the policemen managed to nab them. They, later, revealed their identity as Buta Singh and Ranjit Singh, both residents of Moga.

The vehicle was searched and 800 kg of poppy husk packed in 20 bags were seized from it.

Three armed persons took away an Indica car and Rs 2000, from Dharam Pal, taxi driver of Gurgaon and resident of Kalanaur town of Rohtak district, on the Rewari Mahendergarh road near Jadra village, 8 km from here, last night.

The miscreants fled after dropping Dharam Pal there.

It is reported they had hired the car from Gurgaon for a village near Rewari. Dharam Pal went to the Rampura police station which, on his complaint, has registered a case of robbery in this regard.

2 die in mishap

Two motorcycle riders died when a truck hit them near the town today.

The deceased were identified as Vijaypal who was driving the bike and Mukesh Sharma, who was riding the pillion. Both were going to Bhiwani from Rewari where they were employed. The truck which caused the death belonged to the Electricity Department and its driver fled after the mishap. — OC
