JNU students heckle Arjun Singh
Raise anti-quota slogans

The Union Human Resource and Development Minister, Mr Arjun Singh, today met with a hostile reception at Jawaharlal Nehru University here when a group of students raised anti-reservation slogans against him.

No sooner had the minister got up to deliver his address at a seminar, around 50 students belonging to ‘Youths For Equality’ at the auditorium, started waving black flags and shouted anti-reservation slogans. They also booed the minister for his pro-reservation stand.

Wearing black badges, they sought his resignation, and accused him of dividing the students on the basis of casteist reservation.

The agitating students were immediately whisked away by private security guards on the premises and Singh delivered the lecture to mark the completion of 150 years of First Freedom Struggle of 1857.

Outside too, Mr Singh had to face the ire of angry protestors who threw missiles at his car while flashing cards, saying “Don’t Divide and Rule, and “We Oppose Casteist reservation”.

Talking to the reporters at the venue, Mr Singh said, “We hear such slogans every day. I respect the sentiments of youngsters but we must realise that modern India will achieve its potential only when each and every citizen will have a play and role in it. We still have the collective sentiments that all sections of society get equal opportunities,” he added.

Maintaining that the matter was sub judice, he parried a question related to the Centre’s decision to hold an all-party meet on the issue.

The seminar was jointly organised by Nehru Yuva Kendra and Foundation of Culture and Literature.

Three get 7 yrs’ RI for homicide

New Delhi, March 31
A Delhi court has sentenced three youths to seven years of rigorous imprisonment each for fatally injuring a man two years ago.

Additional Sessions Judge Braja Raj Kedia held Shabbir, Jackie Khan and Ruddal, all in their thirties, guilty of inflicting grievous injuries to one Rajesh Kumar, a resident of Sarai Rohilla here and slapped a fine of Rs 3,000 each on the convicts.

According to the prosecution, the accused had on October 12, 2005, in furtherance of their common intention, caused multiple injuries on Rajesh Kumar (35) by a sharp-edged knife, following a scuffle. Later, he succumbed to injuries in Bara Hindu Rao Hospital on October 17.

The prosecution has been able to prove its case against all the accused beyond reasonable doubt that the 15 injuries which were found on the body of the victim establish the motive behind the heinous crime, the judge observed.

The accused were arrested at the New Delhi Railway Station on October 15 in the same year.

The prosecution produced 17 witnesses to prove its case against the accused. All of them were convicted under Sections 304-ii (culpable homicide not amounting to murder), 323 (voluntarily causing hurt) and 34 (common intention to commit a crime) of the Indian Penal Code.

13 bodies recovered in six months in Noida

In Noida, 13 unidentified bodies have been recovered during the past six months.

All the bodies were found on roadsides, hidden in bushes and all the deceased were male. Police officials feel many of them might have been killed elsewhere and then their bodies were dumped in G.B. Nagar district.

A few were victims of road accidents.

The efforts by the police to identify them and to inform their kith and kin do not seem to have reached a logical conclusion.

Even District Crime Record Bureau is also informed, but the officials there maintain that they are usually provided with incomplete details about the dead by the concerned police station with the result that they pass on this partial information to the National Crime Bureau about these unidentified people.

Four bodies were recovered in the area under Dadri police station, 3 under Sector-20 police station, Noida, 2 in Kasna, one in Sector-24 police station, etc.

Though the figure may be much less than the actual, as many such recoveries of bodies never come to light.

According to the SOs of the police stations concerned, all the necessary formalities are completed at their end about the unidentified bodies recovered. They inform about such recoveries to hospitals in other districts. The information is also furnished to zone and state police head quarters.

According to the SSP, all unidentified bodies are kept in post-mortem house for three days for possible identification by their kith and kin. In case, no complaint is received within this period, post-mortem is conducted and the police perform the last rites of the bodies on its own. But all belongings of the bodies were preserved in safe custody, the officials claimed.

Khayala incident indicative of girl child’s plight

India persists in being an extremely insecure nation for the girl child and for women at large. Despite the massive progress being made economically and the growth that the nation is currently experiencing, socially backward norms continue to fester.

Data from the compendium on violence against women prepared by the Center for Social Research indicates that currently, one out of every ten women reports some kind of child sexual abuse, some 19 per cent girls are abused between the age of 4 and 8, 28 per cent girls are abused between the ages of 8 and 12 and 35 per cent are abused between the ages of 12 and 16.

Further, reports indicate that child abuse and drug abuse are common in states with large tourism like Goa, Maharashtra, Kerala, Karnataka, Orissa and Tamil Nadu. Many locals become suppliers of children and drugs to tourists.

By the government’s own admission, some 35 million homeless children in India need protection and only 35,000 are actually placed in shelters provided by the government.

The recent incidents of rape and sexual assault on two minor girls in Khayala area and the gruesome Nithari killings of helpless children highlight the sad situation of the girl child and of children in general in the nation.

“The issue here is a large one and it is about the living conditions of the people in the slum areas. Open toilets, girls walking distances to use them, unclean surroundings, parents leaving their children behind and working outside etc all these factors make these places dangerous for young girls. Children often are lured into all sorts of crimes,” says Dr Ranjana Kumari, director, Center for Social Research, New Delhi.

Further, National Crime Records Bureau data indicates that a whopping total of 4,026 cases of child rape were reported in the nation in 2005 alone. Madhya Pradesh has reported the highest number of cases followed by Maharashtra.

Although the integrated child protection scheme has been launched by the government, holistic social child protection and care structures are yet to be put in place.

The functionaries of the Center for Social Research stress that there is a strong need for civil society to work alongside the ward-level committees under the leadership of elected representatives to measure the magnitude of the problem. There is also a need to effectively implement the integrated child protection scheme and more resources need to be allocated towards this work.

Equally important is the need to conduct sensitization campaigns with parents from the under-privileged sections of society.

Cops assaulted in Meerut jail

Meerut district jail witnessed an unprecedented and shameful incident yesterday when a team of senior police officials, including a DIG (Jail) from Agra, was attacked by the prisoners and the jail compound virtually converted into a battle field for a couple of hours. Coming out from the barracks, the violent jail inmates thrashed the cops thoroughly. Stone, clubs, lathis and later gunshots were freely used.

Several police officials, including the DIG jail from Agra, sustained injuries in this incident. The DIG accused the local jail officials of being responsible for this attack on prison inspecting team.

The higher jail authorities had been receiving reports that the dreaded criminals lodged in the Meerut Jail were running their own administration in the jail and were guiding crime from within the four walls of the jail premises.

However, the local jail superintendent, has accused the DIG of demanding bribe.

A departmental probe has been ordered into the incident. Besides, the District Magistrate also ordered a probe. Five jail officials were suspended on the spot.

A mobile jammer will be installed in the jail premises. Apart from a large number of cell phones, many other objectionable and illegal goods were also recovered from prisoners’ barracks. Some of the dreaded criminals were ordered to be shifted to high security zone.

The DIG Agra has filed an FIR against 1,200 prisoners for attempting to murder and many other charges.

Public transport should have speed governors: Assocham

Delhi Government should make it mandatory to allow plying of only those buses, mini buses and trucks on the Capital’s roads that are equipped with speed governors as this will result into minimising road accidents, drastically reduce noise and air pollution and increase their fuel efficiency.

In addition, the government should issue directives making it compulsory for all automobile dealers in and around the Capital to sell four wheelers that have speed governors to maintain vehicular discipline on roads, which are increasingly becoming more and more congested.

“The suggested proposals, if implemented will not earn any displeasure for automobile manufactures as speed governors are tiny devices that are fitted in speedometer itself and invoke sufficient vigilance and surveillance, forewarning vehicles runners not to exceed a particular speed that might push them into fatal and non-fatal accidents,” says ASSOCHAM Secretary General, Mr D S Rawat.

Mr Rawat, in a note sent to Delhi Chief Minister and Lt. Governor, cited the case of China where installation of speed governors were mandatory in heavy vehicles and buses used for public transportation to restrict their speed to 55 kmph, suggesting that Delhi should emulate China to maintain a smooth traffic flow and restrict the possibilities of accidents.

“With speed governors in place in the public transportation system, there speed levels will remain regulated within 40 kmph, putting a halt on rash driving which will lead to prevention of fatal accidents and other injuries to passers-by and pedestrians,” Mr Rawat says.

In addition, speed governors drastically curtail carbon emmitance from vehicles’ engines and thus contain the increasing vehicular pollution in Delhi.

In Delhi, there are about 3,500 privately-operated buses and about 3,106 DTC buses, 2165 RTV/mini buses for public transport. According to estimates made by Assocham, on an average about 20,000-30,000 trucks also enter the city daily and cause accidents, which are more rampant in the absence of speed governors.

South Delhi, along with North Delhi, accounted for the maximum number of accidents last year on Delhi roads. This year, the accident rate has shown an upward trend according to the Delhi Traffic Police database.

“The presence of mixed traffic on Delhi roads is the reason for accidents. All kinds of vehicles with different speeds compete for road space,” Mr Rawat says.

SAARC Car Rally to reach Gurgaon on April 3

The South Asian Association for Regional Co-operation (SAARC) Car Rally will reach Gurgaon on April 3. It will be accorded a live reception by the people of Haryana on entering into the state at the Delhi-Haryana border.

For making this live reception a memorable show for the participants of car rally, the Deputy Commissioner convened a meeting of district officers and assigned duties to them.

The GM Roadways will be the duty magistrate for this car rally and the Civil Surgeon had been asked to keep mobile ambulance facilities ready. He also directed the GM Roadways to arrange three cranes so that any hindrance on the way of the rally could be removed.

The SAARC rally will start from Ashoka Hotel in Delhi on 3rd April and would go to Jaipur via Gurgaon and Rewari. On the way, it will be given warm welcome at Manesar and Bilaspur besides Gurgaon-Delhi border in the district.

Flags with SAARC emblem and national flags of the member countries would be erected at these sites so as to give the participants a message of friendliness and solidarity.

34 people expelled from district for 40 days

To ensure a peaceful Assembly poll, the district administration has expelled 34 persons from Gautam Budh Nagar district.

The police have identified the miscreants whose presence could disturb the election procedure or peace in the district during elections. The Additional District Magistrate has expelled these people from the district for 40 days under the Goonda Act. All these people have also been asked to deposit Rs 50,000 each as surety.

Included among these people are Dharamveer alias Gabbir, of village Sahib in Javer, Hari Om Sharma of village Sadarpur under Noida Sector-39 police station, Sunil of village Kulesra under police station Surjapur, Inder of village Saini under Bisarekh police station, Jatinder of Dadri, Sanjay Kumar of Dadri, Billu alias Verinder of Nagla Nain Sukh, Joginder of village Panchaytan, Satish of Jahangirpur, Kawinder of Bissarakh, Satyapal Singh of Rabupura, Seth alias Umesh of Yakubpur, Harsh Bardhan of Sector-39, Noida, Atam Singh of Rabupura, Manveer of Javer, etc.

Nuh lawyers to intensify agitation

The lawyers of the District Bar Association have not paid heed to the suggestion of the Punjab and Haryana High Court to call off their strike and present their case for acceptance of their demand for setting up District Sessions court, here.

The lawyers, who are on relay hunger strike since last Monday, have decided to have their heads tonsured on Wednesday in protest against non-acceptance of their demand.

The District Bar Association, which had given the call for the strike, has threatened to have a hunger strike till death if the demand was not accepted by tomorrow.

According to the office-bearers of the association, the Punjab and Haryana High Court’s communication for calling off the strike was conveyed to them by the District and Session Court, Gurgaon.

A former president of the association, Mr Noorudin Noor, said that a similar assurance was given to the striking lawyers when the association during his tenure had gone on strike to press for acceptance of the demand. He said that Chief Justice of the court had visited Mewat and had assured positive action on the issue, but nothing had come of the promise.

The lawyers allege that although Mewat was created as a separate district by carving out areas of Gurgaon and Faridabad, the District Sessions Court continue to be in Gurgaon.

The striking lawyers got a boost yesterday when a stalwart politician of Mewat and former minister, Mr Tayab Hussain, joined them at the site of the protest.

Delhi school running from tents moves court

A 57-year-old school, established by a minorities social organisation and running under a tent, on Wednesday moved the Delhi High Court seeking its direction to the government to allot land to it for construction of a building.

Disturbed by photographs depicting the pitiable condition of the students under torn tents, a division bench of Chief Justice M.K. Sarma and Justice Sanjiv Khanna asked, “How could the authorities be so insensitive to the children?”

When the counsel for Delhi Development Authority (DDA) sought to defend the government, the court tersely remarked, “You identify with your client, but do not perform your duty as an officer of the court. Be sensitive to the problems.”

”There is no proper building, no books, no copy, no black board. How could you build the students for the future?” observed the court while directing Delhi Government, DDA and Directorate of Education to file their replies in four weeks.

The Qaumi Senior Secondary School was established at Sadar Bazar near Bada Hindu Rao in central Delhi 57 years back to teach the children of the minority community and weaker sections of the society, said Firoz Bakht Ahmed of the Friends for Education in the petition.

The school has been running from the lawns of the Eidgah at Jhandewalan Extension in central Delhi since the building was demolished by the government in 1976 during the ‘emergency rule’, said Counsel M. Atyab Siddiqui.

“The school is a tented structure without even the basic facilities. About 600 students, mostly from the minority community, are studying in the school funded by the Director of Education. Braving the vagaries of weather including dust storms, pouring rains, chilly winters and scorching heat, the school operates for the past 31 years with make-shift laboratory and moth-eaten furniture under the leaking tarpaulins,” said the petition.

The DDA submitted that the school was allotted 2,556 square yards of land in 2001 at a subsidised rate but the allotment was cancelled as the school authorities did not pay the amount of about Rs 15 million.—Agencies

Nearly two-thirds (64 per cent) of executives say that better career opportunities were available to today’s young professionals compared to when they began their own careers, according to the latest Executive Quiz from Korn/Ferry International (NYSE:KFY), a premier global provider of talent management solutions.

When asked if they would recommend their profession to their children, three-quarters (75 per cent) of executives indicated they either “definitely” or “probably” would. Additionally, 83 per cent reported they had guided or would try to guide their children’s career paths to at least some extent, with one-third of those admitting guiding them to a great or very great extent.

“Today’s young professionals are met with improved career opportunities. However, they also face increasingly rigorous job requirements,” said Charles W.B. Wardell III, Managing Director and Head of the Northeast US region of Korn/Ferry. “In addition, many must contend with additional pressure from their Baby Boomer parents, who often try to dictate their children’s education and career paths.”

When asked how the work ethic of today’s young professionals compared to that of previous generations, the largest percentage of executives (49 per cent) indicated that it was worse. Thirty-one per cent said the work ethic of today’s young professionals had not changed and 19 per cent said it had improved.

Mercury shoots up to 39 degree C 

New Delhi, March 31
For the third consecutive day today, Delhiites reeled under scorching summer heat as the mercury in the Capital rose sharply to 39.1 degree Celsius, six degrees above normal. The minimum temperature also rose to 20.1 degree C, from 19.4 degree C yesterday. The minimum was three degrees above normal.

This is the third consecutive day when the mercury in the city has witnessed an upward movement. Yesterday, too, the minimum rose to 19.4 degree C, from 18.4 degree C on Thursday, while the maximum rose to 37.7 degree C, from 35.5 degree Celsius on Thursday.

The scorching heat forced most Delhiites to remain indoors in the comfort of their homes, today being a holiday due to Mahavir Jayanti.

Weatherman attribute the scorching heat in Delhi since Wednesday to the abatement of the intensity of the northwesterly winds which have, over the last week, brought coolness to the weather in Delhi.

The next two days could, however, witness some relief from the hot conditions with the weatherman forecasting some rain and thundershowers in parts of northwest India during the next 24 hours.

“Under the influence of a western disturbance, scattered precipitation is likely over Jammu and Kashmir during the next 48 hours. Isolated precipitation is also likely over Himachal Pradesh, Punjab, Chandigarh and north Haryana tomorrow,” the Met office said.

The Met office has forecast a partly cloudy sky in Delhi during the next 24 hours with thundery development towards the night.—UNI

Man shoots at neighbour over parking

New Delhi, March 31
A senior government official was today arrested after he opened fire with his licensed revolver following an altercation with his neighbour over parking of his vehicle in a posh south Delhi locality.

The police said that the injured neighbour was admitted to the All India Institute of Medical Sciences. The incident caused considerable panic in the upper middle class colony.

Rajiv Bharadwaj, an officer with the Container Corporation of India, was arrested after shots were fired from his licensed weapon in Panchsheel Park. Bharadwaj and his domestic help were later arrested under the Arms Act.

A case has been registered at the Malaviya Nagar police station and further investigations are continuing.

Ramakrishna Mission secretary passes away

New Delhi, March 31
Swami Gokulananda, secretary of the Delhi centre of the Ramakrishna Mission, died at a private hospital here today. He was 79.

Gokulananda breathed his last at Gangaram Hospital at 10:25 am, mission sources said. He was admitted to the hospital after suffering from intra-cranial haemorrhage on March 20. The body was kept for public homage at the Ramakrishna Ashram premises in Paharganj area.—TNS
