Ration scam comes to light in Banga

GND University for satellite link with schools

Guru Nanak Dev University, Amritsar, has sent a proposal to the state government seeking a satellite link from its campus with rural government schools for relaying education programmes.

More than 15000 doctors from Punjab have an opportunity to elect their representatives to the national body of the Medical Council of India (MCI) for the first time since its inception after independence. Punjab has more than 15000 doctors registered with the Punjab Medical Council but it is for the first time that elections of the MCI were being held in the state.

Ration scam comes to light in Banga

An incident of alleged ration supply scam has come to light with residents of Khotran village in the Banga constituency have shown proof of advance entries of kerosene made by ration depot employees in their ration cards.

Some of the entries in the ration cards had even been made three months in advance, clearly pointing towards a fake racket being run by the depot employees.

The villagers alleged that when they had gone to the depot to get a supply last month, the staff there made four to six entries in their cards, even up to the month of June in some cases.
They added that since the elderly women had been going to get the supply, they were being duped by the depot staff taking advantage of their illiteracy and poverty. They said that the supply made to them was not regular and the depot staff was probably selling the oil in the market and making money. The poor villagers said that they were forced to buy the oil at a higher price range from the market while they could get a 5-litre supply a month for just Rs. 55 at the depot.

The ration card of Kewal Kishan with a card number 026507 showed entries made till June 2007. The card number 15856 with a depot serial number of 172 in the name of Om Parkash had entries made till April 2007. Similarly, Bansi Lal’s ration card with a number 23072 and depot serial number of 166 had entries made till June 2007.

The entry sequence in Tarsem Lal’s card with number 24592 and depot serial number 68 gives a clear indication of a scam. Entries from February 2007 to May 2007 were followed by those from June 2005 to September 2005. This sequence was followed by the entries of October 2006 to December 2006, and again January 2007 and February 2007.

The women rued that they had never got the supply of wheat or sugar at the depot in the last many years though fake entries had been made in their cards. Bimla, a villager with a card number 24074 and depot serial number of 152 said that entries had been made in her card for sugar in May, June and July last year but she is yet to receive her quota.

The residents said that while the depot owner had given the responsibility to run it in the hands of a Phagwara-based man who gave them an intimation of the supply of kerosene oil just an hour in advance. They said that the moment they reached the depot, the queues were too long and when their turn came the supply was almost over.

The village sarpanch Nirmal Kaur could not be contacted. Deputy Commissioner Krishan Kumar, said that he would get an inquiry done and punish the owner if found guilty.

GND University for satellite link with schools

Guru Nanak Dev University, Amritsar, has sent a proposal to the state government seeking a satellite link from its campus with rural government schools for relaying education programmes.

The registrar, Dr R.S. Bawa, said this during his visit to BD Arya Girls College, Jalandhar, where he presided over convocation today. He said the university had made its Edusat equipment functional and was ready to devise programmes for schools. For this, the government was ready to finance the project.

He said the university had recently relayed a live coverage of its foundation day programme to five affiliated colleges.

The university would soon start relaying live talks, seminars, guest lectures and recorded CDs through Edusat.

Dr Bawa pointed out that any college interested in getting a satellite link for its campus had to make a one-time expenditure of Rs 2.65 lakh for setting up a receiving station, a computer and a web camera for ensuring a two-way communication.

Realising the growing demand of learning Chinese language after the establishment of trade links, he said the university had asked the Chinese Embassy to provide the university a teacher to teach Chinese to the students for a year and train the faculty.

He said recently Punjabi and Hindi teachers were sent to China for teaching two Indian languages there.

The registrar also pointed out that the university was in the process of revamping the regional campuses across the state.

Besides the infrastructural development, the campuses at Ladhewali and Gurdaspur would soon also get readers and professors in the departments of electronics and computer sciences.

Punjab docs can participate in MCI poll

More than 15000 doctors from Punjab have an opportunity to elect their representatives to the national body of the Medical Council of India (MCI) for the first time since its inception after independence.

Punjab has more than 15000 doctors registered with the Punjab Medical Council but it is for the first time that elections of the MCI were being held in the state. Out of a total of about 15000 registered doctors of Punjab, nearly 5000 are the members of the Punjab unit of the Indian Medical Association. They can also participate in the poll, to be held from March 14 to 28 by way of postal ballots. The results are scheduled to be declared on March 30.According to Dr. G.S. Gill, president Indian Medical Association (IMA-Punjab), even though earlier elections were held at national level, but in case of Punjab the nominations were made only by the top MCI authorities. “As per the norms, each state is to have one elected and one nominated member of the MCI, but, so far only nominations have been imposed in case of Punjab. It is only after someone knocked doors of the Delhi High Court that it has become possible for Punjab doctors to participate in the election process directly,” said Dr. G.S. Gill.

Acting on the complaints of GGS Khalsa Senior Secondary School and Lakhi Singh Girls Middle School, Lakhinder (Miani), the District Consumer Forum, Hoshiarpur, yesterday directed the postmaster, Hoshiarpur, and the sub-postmaster of Lakhinder to pay the maturity amount of National Savings Certificates to the complainants along with Rs 2,000 as litigation expenses in each case.

The complaints were filed by Chaudhary Balbir Singh, manager-cum-secretary of GGS Khalsa Senior Secondary School and Lakhi Singh Girls Middle School, on the ground that he purchased saving certificates for the schools.

At the time of maturity on April 23, 2006, the sub-postmaster refused to make the payment on the ground that there is no such rule or regulation to pay the interest on the principal amount.

In its reply, the department of posts took the plea that the saving certificates could be issued in the name of individuals only and not in the name of institutions with effect from April 1, 1995. In this case, the certificates were issued in contravention of the rules, thus the interest is not payable and admissible.

The forum held that the department of posts accepted the amount in contravention of rules and it cannot be allowed to take advantage of their own wrong act.

385 students get degrees

BD Arya Girls College at an annual convocation held here today, awarded degrees to 385 students and PG diploma certificates to 30 others.

Of the total degrees, 338 were awarded to graduates in arts, science, computer science and economics. Postgraduate degrees were awarded to 47 students in the subjects of Political Science, Punjabi and dance.

Thirty students got PG diploma certificates in clinical nutrition and dietetics, dress designing, cosmetology and computer applications.

Ten students of the college also got merit certificates and gold medals. These included Navdeep Kaur for standing first in university in MA political science-II, Sukhwinder Kaur for getting first position in MA Political Science-I, Shweta Soni for being topmost in PG diploma in Clinical Nutrition and Dietetics and Richa Soni for grabbing the first rank in BSc (Medical)-III.

Registrar R.S. Bawa presided over the function in the presence of Director Swaraj Mohan and Principal Sarita Verma.

Appejay college wins cricket meet

Jalandhar, March 2
Apeejay Management College clinched the PTU inter-college cricket tournament for zone-2 organised at Lovely Institutes today.

Sixteen teams participated in the eight-day event. The semifinals were played yesterday in which Ramgarhia College, Phagwara, beat DAV College, Jalandhar, in the first match. In the second match, Apeejay College defeated CT Institute of Pharmacy.

In the final match today, Ramgarhia College scored 103 runs in 20 overs with a loss of eight wickets. However, the Apeejay team scored 106 runs with a loss of four wickets in 14.3 overs.

Jayant of the Apeejay team was declared the man of match as well as man of the series for scoring three half centuries in the tournament.

Meanwhile, the Kanya Maha Vidyalaya handball team has won the first position in Guru Nanak Dev University inter-college matches.

Man commits suicide

Phagwara, March 2
Pharmacist Rajinder Kumar (32), a resident of Dhahan Kaleran village, committed suicide by hanging himself from a fan in his room this morning.

The police recovered two suicide notes from his house. In one note he had not held anyone responsible for his act, while in the other he blamed a local doctor, saying the doctor did not refer patients to his laboratory deliberately. — TNS
