Saalwan (Karnal), March 2 The Dalits and the parents of youths accused of ransacking their houses have formed committees to keep their case before the administration as all officials, including commissioner (Rohtak) N.C. Wadhawa, IG Sharad Kumar, Karnal deputy commissioner B.S. Malik, and Karnal SP Sibash Kaviraj were camping here since morning. While condemning the incident Wadhwa said the loss of property of Dalits was evaluated and the cheques worth more than Rs 5 lakh had already been given to the victims. Fresh claims were being evaluated, he added. On the other hand, terming the compensation as inadequate, president of the Dalit Mahapnachayat Shukrachrya Darshan Rattan Ravan demanded that Rs 2.5 lakh each should be paid to the victims in addition to providing them adequate security. In case the demands were not met, a call for bandh in the state would be given, he said. Apparently embarrassed over the third incident of repression of Dalits during the past one and a half years, acting president of the Haryana Pradesh Congress Committee Ram Parkash, who reached here, said an open debate on the incidents happening on the same pattern should be held. The houses of Dalits were set on fire at Gohana on August 31, 2005, after a youth was murdered allegedly by a Dalit. Similarly, the houses of Dalits were ransacked and set on fire here when the police arrested two Dalits allegedly for the murder of a youth on Tuesday last. However, at Kila Zafargarh village in Jind district, the youth of the village ransacked the houses of Dalits last year. |

Saalwan (Karnal), March 2 The woes of victims are unending. “I was sitting on the roof of my house when dozens of youth entered the street with wooden planks in their hands hitting everything which came in their way,” said Krishni, a Dalit woman. “Seeing mob I ran for life towards the house of my employer who lives in the next street,” she added. “Later I found the door of my house broken and a cycle lying in verandah ransacked by the mob,” said Krishni, pointing towards her ransacked house. Similarly, the the houses of her neighbours Itbari and Roshan were also ransacked by the youth. The wife of Ramesh, another Dalit, is missing since then. “I had gone to see off my children at the bus stand when the mob attacked my house,” said Ramesh. “My wife was alone at that time and she is missing since then,” he said, complaining that he had gone to police officials but nobody bothered about his complaint. The village consists of more than 1,000 Dalit families and majority of them were dependent on the work at the homes and fields of landlords of the village. “We are helpless and cannot protest against their repression openly as for everything, including food and fodder, we have to go to their fields,” rued Maha Singh, a villager. However, a ray of hope still remain in sight as majority of victims confided that the people who provided them shelter yesterday were from the landlord community only. |

PHDCCI unhappy with Hooda Chandigarh, March 2 Chief Minister Bhupinder Singh Hooda had made this announcement during a rally organised in Sirsa on February 25. Talking to mediapersons here today, Krishan Kalra, secretary-general of the PHDCCI, said the Chamber had appealed to the Chief Minister that the 41 per cent hike in minimum wages was unjustified and it would create regional imbalances. “Nowhere in the country are the minimum wages so high. The wages for unskilled workers in Punjab are Rs 2,440, Rs 2,100 in Himachal Pradesh and Rs 2,600 in Uttar Pradesh. Such a sharp rise in minimum wages will be a disincentive for setting up new industry and trade enterprises,” he said, adding that the minimum wages should be fixed in tune with the current wages in the neighbouring states. “Emphasis on a sound wage policy should be based on justifiable economic considerations and attracting voluntary compliance rather than populism,” he argued. The secretary-general also said there was a gap with regard to skills in North and South India, which was the main reason why industrial investment in South India was much higher than in northern states. “The ITIs which provide the skilled manpower to the industry are not in tune with the needs of the industry. Thus the PHDCCI has decided to adopt 50 ITIs in North India for their management,” he said. |

Plan size pegged at Rs 5,300 cr New Delhi, March 2 Haryana Chief Minister Bhupinder Singh Hooda today met Planning Commission Deputy chairman Montek Singh Ahluwalia to decide the size of state's annual plan. The plan size for 2006-07 was Rs 3,300 crore. For the 11th Five Year Plan (2007-12), an outlay of Rs 35,000 crore has been approved, which is 192 per cent more than for 10th plan (2002-07) allocation of Rs 12,000 crore. Mr Ahluwalia termed Haryana's overall performance as "very good." Mr Hooda, whose government has completed almost two years in power, compared the next fiscal's plan size at Rs 5,300 crore with that for 2004-05 when it was Rs 2,200 crore. He said 141 per cent increase in the annual plan since 2004-05 would help the state achieve first position in the country in terms of development. Describing it as a "good beginning" of the 11th Five Year Plan (2007-12) for Haryana, Hooda said the highest priority had been given to social sector and infrastructure development in the plan outlay for 2007-08. Officials said Haryana's growing plan size reflects its emergence as the state with second highest per capita income in the country. They said the state had improved its resource mobilisation and fiscal management. |

Interest rates for staff revised Chandigarh, March 2 A spokesman of the finance department said interest on house building, motor car, motorcycle, scooter, marriage, computer, moped advance would be charged at 8 per cent per annum for the first advance and 9 per cent for second advance. He said the rate of interest for the first advance for purchasing cycles would be 7 per cent and for the second advance, it would be 8 per cent per annum for the current financial year. In case of mis-utilisation of loan, a penal interest at the rate of 10 per cent would be charged from the applicant, over and above the normal rate of interest. The rate of interest at 8 per cent per annum on deposits in the General Provident Fund had been fixed with effect from April 1, 2006 and also on accumulations as on March 31, 2006. This rate would remain in force during the financial year 2006-2007. |

Incentives for (power) performers
Hisar, March 2 The rewards would be given on the basis of the quantum of increase in revenue realisation, reduction of line losses, detection of power theft cases, recovery of defaulting amount, reduction in rate of damage of distribution transformers and return of damaged transformers to stores, reduction in tripping and breakdowns, upkeep of sub-stations, submission of material at site (MAS) accounts, and timely submission of monthly accounts and pension cases. A lineman/assistant lineman and junior engineer/foreman will be given 5 per cent and 2 per cent, respectively, of the amount recovered from permanently disconnected consumer whose defaulting amount is more than one-year old. On recovery of defaulting amount from connected consumers for more than six months, LM/ALM and JE/FM will be given 1 per cent and 0.25 per cent, respectively, of the recovered amount if the collection efficiency in urban and rural area is 95 per cent and 80 per cent, respectively, and the minimum amount recovered is Rs 5 lakh. The LM/ALM and JE/FM will be given awards of Rs 750 and Rs 1,000, respectively, for reducing transformer damage rate by 3 per cent on feeders having damage rate of more than 15 per cent, Rs 500 and Rs 750 for reducing transformer damage rate by 1.5 per cent on feeders having damage rate between 10 to 15 per cent, Rs 375 and Rs 500 for reducing damage rate by 0.5 per cent on feeders having damage rate over 5 per cent. On reduction in damage rate of transformers by 3 per cent in urban area and 5 per cent in rural area, the concerned SDO will be given Rs 500. In case the damage rate of transformer is 5 per cent in urban area and 10 per cent in rural area, the SDO concerned will be entitled to get Rs 1,250 and Rs 250 for 1 per cent extra reduction in damage rate. For 2 per cent reduction in line losses on feeders where losses are more than 25 per cent, Rs 750 and 375, respectively, will be given to LM/ALM and JE/FM. For reduction of losses by 1.5 per cent on feeders having line losses between 10 to 20 per cent, they will get Rs 1,000 and Rs 500, respectively. A divisional accountant and related staff will get Rs 1,000 for submitting monthly account on the prescribed date. The SDO (Construction) and his staff will get Rs 1,250 on completion of any turnkey project on or before the scheduled date. |
Chautala asked to get water from Badal Chandigarh, March 2 In a statement issued here today Haryana Congress Working President Ram Prakash said since Chautala had campaigned extensively for the Shiromani Akali Dal in Punjab, he should now persuade his ally Badal to facilitate the release of river waters to his home state. Dr Ram Prakash said an analysis of the election results of Punjab proved his contention that wherever Mr Chautala would campaign for the Akalis, it would turn out to be beneficial for the Congress. The Congress leader said Mr Chautala visited Lehra constituency thrice to campaign for the Akali candidate and his elder son Ajay was in charge of the election campaign of the Akalis, but the Congress won that seat. On the other hand, Haryana Congress workers led by Chief Minister Bhupinder Singh Hooda campaigned in the districts of Mansa, Bathinda, Patiala and Sangrur, which are adjacent to Haryana, and the party won 18 of the 23 seats, whereas the Akalis could win only two. This, he said, clearly proved which Haryana leaders had greater influence in the Punjab areas adjoining their state. |

Girl ends life after rape
Rewari, March 2 With severe burns, she was admitted in the local civil hospital where her statement was recorded under section 164 of the CrPC by judicial magistrate Bashruddin. In view of her worsening condition, the doctors at the hospital referred her to Delhi. Consequently, the Model Town police, which registered a case of rape and abetment to suicide of a minor, under sections 376, 305 and 511 of the IPC as well as the SC/ST Act, has arrested accused Ranjit Gujjar, a resident of Aloopur village of Alwar district in Rajasthan and student of an engineering college here. Ranjit was today produced in the court of additional chief judicial magistrate Baljit Singh, who remanded him in judicial custody. |

3 die in road mishap Karnal, March 2 The victims, all residents of Rohtak, have been identified as Anil Pruthi, Sunny, and Savitri. According to information, the victims were returning from Amritsar after paying obeisance at the Golden Temple when their vehicle collided with a tanker near Taraori toll plaza. The injured included Asha, a resident of Karnal, Parveen and Puja of Delhi, Jyoti, Satish, Ritu, Santosh, Mohit Chandni, and Suridner from Rohtak. |

Now, beer at country liquor vends
Hisar, March 2 Deputy excise and taxation commissioner (DETC) Ashok Sharma disclosed that this step would cover all villages not having any English liquor vends. The new regime will come into force from April 1, he added. The DETC stated that as per the new excise policy of the state government, liquor vends and sub-vends would be opened in all villages. "The step has been taken to prevent conflicts between rival factions of adjoining villages," he pointed out, adding that the there would be no vends in those villages whose panchayats had passed a resolution banning the sale of liquor. Meanwhile, the draw of lots for liquor vends located in Hisar district was held today. The DETC maintained that of the target of Rs 56.40 crore fixed for the district, 86 per cent had been achieved. "This is the highest in the region and third highest in the state," he asserted. The state government's aforesaid moves aimed at promoting liquor sale may have been welcomed by devotees of Bacchus, but these have come in for sharp criticism from various quarters. Several social and religious organisations have castigated the state regime for its alleged move to turn Haryana - which has been known as a land of milk and curds - into a "maikhana". |

113 liquor vends allotted Panchkula, March 2 The department received a total of 1,390 applications for 63 vends of in the Indian Made Foreign Liquor (IMFL) category while 340 applications were received for the 50 vends of country-made liquor. The maximum response came for the vend at Gandhi Chowk, Kalka, for which there were 127 applicants. Vends outside the Yadvindra Gardens and in Burj Kotian, too, elicited a good response in terms of applications. Among the vends in the city, the one at Sector 10 was the top scorer with 88 applications while the vends in Sector 14 and 8, had 69 and 41 applications, respectively. The draw was conducted in the presence of Deputy Commissioner Neerja Shekhar, District Excise and Taxation Commissioner SP Srow, Joint Excise and Taxation Commissioner SC Gupta, and Deputy Excise and Taxation Commissioner JS Chahal. While the last date for receiving applications for the remaining vends has been fixed for March 5, the draw would be held on March 9 at the district secretariat. |
Draw of liquor vends at Ambala Ambala, March 2 The allotment was held amid tight security at King Palace in Ambala Cantonment. A posse of policemen was present to ensure that no untoward incident took place. Deputy Commissioner Ambala RP Bharadwaj presided over the draw process. There were 117 country liquor vends and 62 vends for IMFL. As there were single applicants for some vends, the vends were allocated to them. For the rest of the liquor vends, a draw was held. Country Liqour vends for which there were solitary applicants included villages of Ahma, Badi Kodi, Chandpura, Hamidpur, Zafarpur, Jalbera, Kangwal, Kardhan, Kodwa, Matheri Jattan, Pilkhani, Sapera, Tismali Mour, Ujjal Majri, Mahmudpur, Mirzapur, Fadouli, Razzpur, Ramgarh, Durga Nagar, Do Sarka, Naraingarh Panjlasa Chowk, Dina Ki Mandi and Auto Market. For Shahzadpur, there were 30 applicants, Fatehpur there were 28 applicants, Panjokhra 26 applicants, Rangiya Mandi 22 applicants, Barara I 20 applicants, Nahan House 18 applicants, Circular Road 17 applicants, Thambad 16 applicants and Holi village 15 applicants. There were a total of 1,002 applicants for the IMFL vends. Solitary applicants were for Dinarpur, Kharukhera, Mullana, Shahzadapur Majra and Railway road. Rai Market received 74 applicants, Jagadhari Gate 69 applicants, Subzi Mandi 56 applicants, Capital Chowk 57 applicants, Mahesh Nagar 55 applicants and Kalka Modh 43 applicants. Deputy Commissioner RP Bharadwaj said that Rs 18.55 crore would be the revenue earned through licence fees from the country liquor vends while Rs 19.80 crore would be earned through licence fees from the IMFL vends. He said that to stop illegal sale of liquor, a country liquor contractor could open two sub-vends, which has to be at a distance of more than one km. He said that there was now provision for opening an ‘ahata’. He said that the minimum price of liquor had been fixed. Also under the new rules, a person could keep six country liquor bottles, six IMFL bottles, 12 beer bottles, six rum bottles and 12 wine bottles. |
