Panipat, February 20 Moreover, the reported issuance of tickets to same passengers without checking passports has made the task of identifying the accused and bodies for the intelligence agencies all the more difficult. Mr Sharad Kumar, IG, Rohtak Range, at a press conference here today said a total of 619 passengers who boarded the Delhi-Attari Samjhauta Express from Delhi on Sunday night crossed over to Pakistan. While the state Chief Secretary Prem Prashant at press briefing here yesterday informed that a total of 527 passengers left for Attari from Panipat after the incident while a total number of 604 passengers boarded the train at Delhi. Mr N.C. Wadhwa, Commissioner, Rohtak Range, when asked said the Railways authorities handed over the list of 527 passengers to the state government who were counted on the way at Ambala Railway station yesterday morning. On the basis of the number of passengers provided by the railway authorities yesterday it was presumed that all the bodies had been recovered as 13 people were admitted to hospital and 527 had left for their destination out of 604 passengers. Remaining 64 passengers were killed in the bomb blast. Other three deceased were told to be from RPF. At the press conference jointly addressed by the IG and Mr Wadhwa it was told that a total of 724 passengers reached the Attari station, including 105 passenger who boarded the train at Amritsar.But authorities were still in the dark regarding how many passengers boarded the train at Delhi. |

Bhiwani, February 20 He said under the scheme, on the detection of unauthorised use of electricity or theft of electricity, Rs. 200 would be given to every member of the raiding team and Rs. 500 to the witness. In addition, nine per cent of the realised penalty amount on the settlement of the case would be distributed among members of the raiding party, witness and officers concerned and revenue staff. Six per cent of the amount would be given to the members of the raiding party, 2 per cent to the team of subdivisional officer, commercial assistant and lower divisional clerk equally and one per cent of the amount would be given to the concerned executive engineer, head clerk and divisional accountant equally, as incentive. The scheme will be applicable on raids on the consumers having connected or sanctioned load of more than 10 kilowatt (KW). However, the scheme will not be applicable to theft cases detected following information received through Informer. In case of raids by the Vigilance Wing (excluding raids under informer Scheme), incentive of 3 per cent of the realised amount will equally be distributed among XEN, SDO and team members equally. In the case raid is conducted the M&P Wing, incentive equal to 3 per cent of the realized amount shall equally be distributed among XEN, Headclerk, SDO and team members. The spokesman said in case theft is detected under the Informer Scheme, 5 per cent of the penalty amount would be given as incentive equally to the raiding party whose efforts detected the theft and the amount realized. The maximum amount of the incentive would be Rs. 10,000. Under this scheme, the informer is given 20 per cent amount of the realized penalty, subject to maximum Rs. 50,000 in each case. On the detection of theft, the informer would be given a prize of minimum Rs. 1000. Member of marriage party shot
Rewari, February 20 Soon after committing the crime the Ascent car sped away. Suresh, who was brought to the local Civil Hospital in a critical condition, died on his way to Delhi. Suresh was a member of a marriage party which was going from Mohammadpur Majra village in Jhajjar district to Tihara village of Bawal tehsil in Rewari district. The Ascent car too was carrying some members of another marriage party which was going from Kablana village in Jhajjar district to Chirhara village of Bawal tehsil. The police has registered a case of murder in this regard. Meanwhile, a police party has gone to Kablana to identify and apprehend the culprit. |
Kesupura case: CBI probe sought
Sirsa, February 20 This was disclosed by Dr K.V.Singh, Officer on Special Duty (OSD) to the Chief Minister, Mr Bhupinder Singh Hooda, while addressing a public meeting at Kesupura village today. As per the case history, two girls and a woman of a "dhaani" near Kesupura village in the district were raped and murdered about three years ago. The victims belonged to the "Baazigar" community. Their bodies were later found from a nearby canal. Post-mortem examination confirmed that the victims had been raped before being thrown into the canal. Following this, an FIR was registered. However, the persons named in the FIR were acquitted. This incident took place when INLD regime was in power in the state. Unsatisfied over the way in which the matter was pursued, the village of the victims had been demanding a fresh high-level inquiry into the matter. They alleged that the guilty were being shielded by the then INLD government and the investigators were biased. The villagers had also met the OSD to the Chief Minister and sought a thorough probe into the matter.The OSD apprised the Chief Minister of the matter, following which the CBI was approached. |
2 killed as bus hits van
Rewari, February 20 The mishap occurred when some residents of Lisan village were going from Lisan to Gomla village in Mahendergarh district to condole the death of a relative while the bus, carrying children from various villages, was on its way to Karoli. All the injured were admitted to the community health centre at Kanina where the doctors referred the seriously injured, Rattan Singh, Hari Singh, Raj Singh and Raj Bala, to the PGIMS, Rohtak. However, Rattan Singh and Hari Singh died on the way to Rohtak. |

Cabinet mourns death of Samjhauta victims Chandigarh, February 20 The Cabinet in a resolution said such acts of the frustrated terrorists would have no effect on the ongoing process of friendship between the two countries. It appreciated the help provided by residents of Siwah village to the victims."We put on record our appreciation of the state, district administration and Indian Railways for taking every possible step to provide medical and other relief to the affected passengers," the resolution said. The Cabinet decided that the Budget session of the Assembly should be convened on March 9 at 2 pm. It reduced the lumpsum tax rates prescribed under the Haryana value added tax rules, 2003, for brick-kiln owners.The rates would now be effective retrospectively from October 1, 2006, to September 30, 2008. The Haryana Pradesh Brick-kiln Owners Association had given an undertaking to the Chief Minister that after September 30, 2008, they would accept an increase of 20 per cent in the tax. The Cabinet approved the amendments in the Haryana Municipal Corporation Act, 1994, following a proposal by the state Election Commission to ensure purity and fairness in the municipal elections. An ordinance would be issued in this regard. The EC has recommended debarring those candidates from contesting elections for at least six years who give false certificates of caste and those convicted of an offence, controlling unnecessary election expenditure by the contesting candidates, preventing government employees from taking part in municipal elections, conducting free and fair elections by stopping bad elements during the poll and counting day of the municipal elections. It also recommended stopping bogus voting during the municipal elections, imposing penalty for filing false affidavit and introducing electronic voting machine. The Cabinet approved the draft resolutions to be tabled in the Assembly regarding the extension of the Metro to Sushant Lok, Gurgaon, so that the Delhi Metro Rail (Operation and Maintenance) Act, 2002, and the Metro Railway (Construction of Works) Act, 1978, could be extended to Haryana. The Cabinet decided to write off arrears of sales tax under the Haryana General and Central Sales Tax Acts to the tune of about Rs 2.49 crore as it was felt that the recovery was not possible. |

Former sarpanch crushed to death Yamunanagar, February 20 The family members of the deceased and other villagers did not let the police to take away the body for three hours and hence traffic on this busy road remained disrupted. The family members allegd that the police did not act in time and let the truck driver escape. The body was lifted from the spot only after the local MLA and Parliamentary Secretary, Dr Krishna Pandit, pacified the family members and promised of appropriate action. The victim, Kanwaljeet Singh (44), was on a bike when the accident took place at 7.30 am. He was reaching the road after buying petrol for the bike when the speeding struck allegedly crushed him. Family members of the victim reached the spot before the police could lift the body. They alleged that some persons had noted down the number of the truck but the police shooed them away. A police officer, however, denied the allegations. DSPs Kamaldeep and Hetram had to face a tough time in pacifying the villagers. Later in the afternoon a postmortem examination on the body was performed and the body was handed over to the family members. In another accident, Sahib Singh (25) of Marwa Kalana village died when his car was hit by a truck on the Jagadhri - Bilaspur road this morning. He reportedly died on the spot. On the complaint of Karan Singh of the village, the police registered a case against truck driver Subhash Chand. |

MC poll: Four elected unopposed Yamunanagar, February 20 On the last day, 22 persons withdrew their names and now 27 candidates would contest for the remaining nine wards of the MC. All the candidates had been allocated election symbols, said sources. A total of 54 persons had filed nominations. Papers of the one candidates was rejected by the returning officer. Ms Narinder Kaur has been elected unopposed from Ward No 4 when three other candidates withdrew their names today. It was only Ms Inderjeet Kaur who had filed papers from the Ward No. 5. |

BJP condemns Samjhauta blast Ambala, February 20 Kataria had gone to Panipat today alongwith a team of BJP leaders comprising MP Vijay Kumar Malhotra, national vice presidents Mukhtar Abbas Naqvi and Sahab Singh, MP Kishan Sangwan and state president Atma Prakash Manchanda. Kataria said that BJP is going to seek a stricter law for countering terrorism during the forthcoming budget session. He said that there is an urgent need to check terrorist attacks. He said that NDA government had enforced POTA and checked the spread of terrorism while the UPA government removed POTA. He said that the removal of POTA has led to a spurt of terrorism in the country. He said that the statement made by the national security adviser M.K. Narayanan on terrorists using the Indian share market shows that an attempt is being made to economically destabilise the country. He said that the government must ensure that adequate pressure is built upon Pakistan for bringing an end to terrorist training camps. Kataria demanded that the Union Government must prepare a concrete policy on terrorism so that such incidents do not take place. Anti Terrorist Front of India president Viresh Shandilya strongly condemned the explosions on Attari Express which claimed several innocent lives. He demanded that a sitting judge of the High Court should look into this act of terror. Shandilya said that the government must take strong measures so that terrorism can be brought to an end. |

Stress laid on cleanliness Ambala, February 20 While visiting the areas Hari Palace and Nahan House Ambala City, he said that cleanliness must be maintained at all costs in order to save the residents from fever, dengue and other diseases. He directed the secretary Municipal Committee Ambala City to make a cleanliness drive launched by the District Administration by making the areas of the city clean by all means. Some of the low lying areas were being filled for saving the residents from bad order. While commenting on the encroachment in the city, he remarked that all the shopkeepers and house holders whose luggage or articles lying on the public place, were advised to remove them immediately otherwise they will be challaned. He said that dustbins will be placed at different places in the Ambala City and Cantt and advised the public in general not to throw the waste in the open but to help the district administration for making the city beautiful. Bhardwaj revealed that a sum of Rs.1000 will give to the best sweeper whose beat area would be adjudged best during the next inspection. |

Seminar at Govt College Ambala, February 20 Yasmeen Abrar laid emphasis on women empowerment and AIDS education in school and colleges. Ambala cantt MLA D.K Bansal in his presidential address said that there is a need to generate awareness about HIV/AIDS. He said that people should be careful and they should take necessary precautions. He said that holding of such seminars will go a long way in spreading awareness. In her keynote address, Dr Vandana Gupta said that there are a number of people infected with HIV in Haryana. Haryana AIDS Control Society is conducting several programmes. The programmes include ABC - Abstinence, Be faithful and Condom, Prevention of Parent to Child Transmission of HIV and programme for blood safety. Among others, Ms Jaishree Rana, Ms Lily Rishi, Dr Neena Bedi, Dr Kiran Angra and Dr Rakesh chaired different sessions in the seminar. |

Freehold: Council opposes conversion charges Ambala, February 20 A meeting of the executive committee of the Citizens Council was held today to review the situation arising out of the blanket ban imposed on the residents of Ambala Sadar for registration of the sale deeds of the area. Citizens Council president, Ajay Jain, said that the decision of the government to form a high powered committee to look into the conversion process seems to be an attempt to side track the main issue. He said that earlier Haryana Government had been allowing the registration of sale deeds without insisting on any NOC, charging hefty stamp duties and house tax calculated on the basis of collector rate of the land. It was unanimously resolved in the meeting that the Citizens Council will champion the cause of the common people of Ambala on this issue. |
